All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

It is one of the great twists of history that a dedicated Indian Civil Service Joint Secretary, follower of Mohandas Gandhi,  at a time of transformation through education of India's Madras State in 1954-63 under visionary chief minister K Kamaraj, has shaped the life and thinking of his grand daughter Kamala Harris in profound ways. Gopalan had seen and been part of the huge transformation in India wrought by Gandhi in the 1930's and 1940's. Kamala Harris was the first child of Shyamala who came to the US from Madras state as a young graduate student in 1954, in one of the first batches of students coming from independent India to the US.  Madras, now Tamilnadu, was being led by one of its most far sighted leaders K. Kamaraj who was chief minister from 1954 to 1963. It was Kamaraj who set up the free school lunch program in Madras state and helped bring literacy to the state and a strong educational system that would support economic development. This is important because Kamala draws her strength from her mother and her mother draws strength from her father P.V. Gopalan, a Indian civil servant in the visionary Kamaraj government in Madras state. Kamala spent time with her grandfather on visits to India which have shaped the way she thinks and her view of life. P.V Gopalan was Joint Secretary Government of India Ministry of Labour, Employment and Rehabilitation, and was sent to Zambia as Director of Relief Measures and Refugees to handle an exodus of refugees from Southern Rhodesia to Zambia. The two experiences as Joint Secretary, and as Director in Zambia, during the period when Kamaraj led Madras State were profound life changing experiences for this young civil servant who shared his understanding of Asia and Africa with his granddaughter in profound ways shaping her views on life, and what it means to be a good Civil Servant in public service to the people. Passing on to a new generation the ideas of public service of Mohandas Gandhi that P.V. Gopalan had witnessed at close range in his lifetime. ...

The Guardian gives this story of Khamanei's rule in Iran after 1989. He was made president in 1981 in a landslide win at that time just 2 years after the revolution in 1979 that toppled the Shah of Iran's monarchial regime. Khamanei comes from a the family of a modest cleric in the town of Mashaad who was immersed in the anticolonial writings coming out of Arab North Africa's liberation movements. His policy towards Israel and the US, difficult relations with Arab countries in the neighborhood, and pursuit of nuclear weapons technologies, led Iran to become isolated and face sanctions that hurt its economy and its oil industry for three decades. It created its own version of governing and in setting up proxy militias but this resulted in huge investments diverted from the economy of Iran, neglect of its oil industry and production under western sanctions, that led to economy collapsing and student protests every decade. This expanded in 2025 to broad sections of the population calling for a new direction. Protests were suppressed leading to a disconnect with the people by 2026. To truly understand Iran one has to step back to the 1900's ( as one must also do to understand China or India), as Iran was ruled by the Qajar dynasty at the time. The first Majlis parliament was set up in Iran in 1906 -with the help of "good" Britishers like the British agent in Rajkot who helped send Gandhi to London to study law- wished to see a constitutional setup similar to Britain and limit the powers of the monarchy so that reforms in agriculture and in the civil service could be made. It lasted until 1908. At the time other Britishers in the British Empire both in India and in London sought to maintain British influence and keep out Russian influence. It was not a coincidence that the Majlis lasted only till 1908. That year in 1908 the first discovery of oil in West Asia was made in Khozestan province by George Reynolds, with investor backing of William D'Arcy. The following year 1909 the Anglo-Persian Oil Company( later Anglo Iranian Oil Company and later British Petroleum) was formed. The oil concession was given by the Shah from Qajar dynasty. From that time on Iran became the scene of oil company interests, monarchial interests first under Qajar dynaasty and then under Pahlavis dynasty (which set itself up like Napoleon II in France from humble origins, after 1925 to replace the Qajar dynasty), and the emerging middle class lawyer and civil service, agricultural landowners class, all competing for power and influence in a Asian region with Shihite Islamic embedded in the fabric of the society. Power swung to different groups from 1925 onwards for 5 decades to the 1979 revolution that overthrew the Pahlavi temporary replacement monarchy that worked with British oil interests. West Asia became a meeting point for anticolonial writings emerging from Arab North Africa and other places that took the form of and led to a socialist style anticolonial Baathist influnce that overthrew a monarchy in Baghdad Iraq in the "Free Officers" coup of June 14, 1958 led by Karim Kassem. Out of that Pan Arabic Iraqi mood emerged S. Hussein who with weapons systems imported from the US and Europe initiated the war with Iran in 1980. The Iranian counterrevolutionary movement to Iraq began from that time with the leadership of Khomeni and Khameni from 1981. This is what one has seen swing back and forth in the West Asian region for about 5 decades to 2026, the regional Arab states mostly Sunni monarchies ranged against Iran with its Shiite and also modernizing population. US oil interests in Arab monarchies of the West Asian region from the time of FDR's meeting with Saudi's Faisal in the WWII period clashed with Iranian public interests competing with oil interests (US and British) allied to monarchial interests, and the emergence of Shiite Islamic authority in Iran in these clashes. Iranian public interests that started out with the Majlis and parliaments set up by the "good Britishers" never got a chance in Iran just as the modernizing effort of Sun Yat Sen in China in the 1900's never got a chance in the middle of the surviving monarchy in China by 1910, and the Japanese colonial interests in China from that time competing with the Nationalists Koumintang and the Communist Chinese workers movements emerging in the 1930's, all competing for influence during the Chinese civil war and in its aftermath the emergence of Mao and the CCP of China. This is the situation we in the world face today. ...

The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

T.S.R.Subramanium, India's most senior civil servant and his thoughts about Indian development, the civil service politicians and the judiciary, expressed in abook titled GovernMint in India. He was Cabinet Secretary under three prime ministers. He is interviewed here by the WSJ New Delhi Bureau chief, Paul Beckett. He talks about the timidity of the civil service in the face of political ineptitude and the political class using government to benefit themselves without the checks on them. He says the politicians have come to dominate the civil service , have no checks on what theydo, and are twisting the civil service for their own gain. He knows of three cabinet level ministers in the last government that made money from their positions, with nothing done about them. Proble here could be that the framers of the constitution had some tough problems to deal with. If they made the civil service all powerful, could it turn out that the civil service like in Japan would not bend to the wishes of the people? And if they made the civil service subject to the wishes of the people the politicians could use it for their own narrow purposes and affect the task of delivering essential services and progress to the people. They chose the latter. Its true that the British civil service was disciplined and honest but they did not have to respond to the wishes of the people. The only safety valve left by the framers was in the electoral process and the wisdom of the people in throwing out politicians who did not deliver. The problem of dignity and national purpose in politics had to be left to the people themselves, their leaders and the thinking public in the society. He sees the judiciary as having failed too, in controlling the politicians. And he sees part of the problem in that the judiciary stems from the same English educated class as the bureaucrats. Says T.S. R. Subramanium, the political class is the only one that is not constrained by checks and balances, follws no effective code of conduct, and considers itself king. Subramanium's solution of a messiah type figure, is quickly disapproved of by all his colleagues, and he takes pains to clarify that what he means is someone who can get the public backing to cleanse it. ...

Three women who ranked in the top three of the IAS exams in India. The IAS provides the people who run the Civil Service in India and fill most senior government positions throughout India. Shruti Sharma, 26 years, is from Delhi, and studied History at St Stephens College and JNU. Her family is from Bijnore, Uttar Pradesh. Ankita Agrawal, 25 years, is from a business family in Kolkata. She has a Bachelors in Economics from St Stephens, and studied political science, international relations. Gamini Singla, 23 years, is from Punjab's Sangrur, and has AB Tech from Punjab Engineering College in Chandigarh. She chose Sociology as optional subject. 

All three want to contribute to education, women's empowerment and to society. All three did not pass on the first attempt. They did mostly self-study and used newspapers to follow current affairs.

Kamala Harris returns to Zambia after a visit to that country to meet her grandfather Gopalan almost 50 years earlier. At that time Gopalan, from the Indian Civil Service, was given as as an advisor to Zambian president Kenneth Kuanda, helping organize the settling refugees from Southern Rhodesia. This was the period of apartheid South Africa and Rhodesia (now Zimbabwe). Kamala as a young girl learned about democracy and political participation from these visits to both Zambia and India. During this visit Kamala Harris visits Zambia, Tanzania, and Ghana, parts of British West and East Africa. Not only is this visit a way to revive relations with these countries, it also marks the end of a period after the Cold War ended in 1990, when the US did not engage with Africa and South East Asia in the way it had done during the Cold War when democratic institutions modeled on the British parliamentary system competed with Soviet Bloc Marxist systems.

This interview with Tamilnadu's Thanthi TV shows PM Modi reflecting on how Tamilnadu and Tamil culture and language should play a leading role in a Vikshit Bharat, (Developed India 2047) on the 100th anniversary of Hind Swaraj. Modi says Tamil culture, literature and language is for the whole nation not just restricted to Tamilnadu. With digital language tools people can communicate across languages within India. Modi speaks in Hindi, the questions are in English, there is also a Tamil version on Thanthi TV. Before independence this region around Madras now Chennai was called the Madras Presidency, just as the region around Bombay and Ahmedabad was called the Bombay Presidency. The caste system prevailed in Madras Presidency and led to the upper castes embracing western education and joining the local civil service and after independence the IAS in large numbers.

In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

The comparison by Goldsmith and Moyn has picked the wrong Roosevelt. Only Washington in the war of independence, Lincoln in the Civil War over slavery, and FDR Franklin Delano Roosevelt in the Great Depression and economic collapse, fall in that category and there is no one and nothing to compare with both the struggles they fought and the challenge to the survival of the US. On the next scale comes TR Teddy Roosevelt, and this is the Roosevelt to compare DJT with. TR was unconventional, TR spoke a different language and could be frank and outspoken. TR actions matched his words, as his days on the Indian frontier and with the Rough Riders. TR also had one term plus completing McKinley's term after his assasination. And TR like DJT did not like his successor and did everything to make the comeback denouncing the policies of his successor William Howard Taft in the 1912 election, which TR lost to Democrat Woodrow Wilson. All this is true for DJT in 2026. TR denounced the shift away from his "progressive policies" and the shift to corporate interests of Republican Taft. In this sense also DJT is similar as he denounced the shift to corporate interests of the Bush/Clinton/Bush/Obama years. TR was no country club Republican and was willing to confront opponents in the politics to fight for the benefit of the working man, splitting the Republican party in the process. This is true of DJT. TR launched the rebuilding of the Navy, and announced he would reassert the Monroe Doctrine. DJT is doing the same and is reasserting the Monroe Doctrine. One could say that DJT feels the hidden TR in him and like Teddy Roosevelt is putting America in the place it once was. For TR the industrial revolution had distorted a country founded on the backs of settlers owning the land independent and rugged, as industry turned the country into corporate interests and workers in factories with few rights, and poor working conditions and wages. This TR even as a Republican fought to reverse. In DJT there is the Republican also of a different mould who fights to reverse the situation created by Bush/Clinton/Bush/ Obama over three decades since the 1990's when America has fallen to new lows when drug trafficking gangs in Mexico and Venezuela are able to run rampant over the western hemisphere, when elites in Canada and the US act impotent in the face of this, or living in their own world away from the streets and neighborhoods of America devastated by drug trafficking, towns and neighborhoods from Janesville to Flint economically deprived as elites shifted manufacturing overseas to China in complete indifference to the American worker and his family, and carried out wars in remote parts of the world such as hills of Afghanistan and deserts of Iraq no worker or farmer in America had even heard of or cared about since the American continent was settled in 1600. If there is a Woodrow Wilson around the corner who won in 1912, for the 2028 election, then it is someone who like Wilson will take policies to benefit the American worker and farmer and his family, and America as a Nation to a better place over the next decade. A passage from Teddy Roosevelt from his Autobiography about who TR was struggling against illustrates this point- "They favored Civil Service Reform; they favored copyright laws, and the removal of tariffs on works of art; they favored all the proper (and even more strongly the improper ) movements for international peace and arbitration; in short, they favored all good and many goody-goody, measures so long as they did not cut deep into social wrong or make demands on National and individual virility. They opposed, or were lukewarm, about efforts to build up the army and the navy, for they were not sensitive regarding National honor, and above all they opposed every non-milk-and-water effort, however sane to change our social and economic system in such a fashion as to substitute the ideal of justice towards all for the ideal of kindly charity from the favored few to the possibly grateful many." (Theodore Roosevelt, Autobiography, Chapter 5 title: Applied Idealism, 1913) ...

Kamala Harris is profoundly influenced by the Gandhian ideal of public service coming from the influence of her mother Shyamala and her mother's father P. V. Gopalan, who was a leading civil servant in the transition to independence under Gandhi in India in the late 1940's. P.V. Gopalan was 31 years old during the Quit India Movement launched by Mohandas Gandhi in 1942. In this sense what even Martin Luther King Jr experienced about Gandhiji from a distance came to her directly in ways that may be inscrutable even to Kamala herself.  Robert Draper looks at Kamala Harris at different points of her childhood, university education and work as District Attorney for Alameda County, California, and Attorney General of California. He describes her as a daughter of highly educated yet stoic parents and one with a reverence for law and order, methodical and diligent, a caring and compassionate person to the people in the communities she lived in. As one who would experience disrespect as a woman of color many times she chose not to complain but to do something about it in bringing about a better life for all Americans. Not only did she do this, Kamala Harris also was always striving to do better for the people she served, putting all her energies into that task, always keeping in mind "We the People." ...

A look at Bhupendra Patel of Ahmedabad Municipal Corporation who is Modi's choice for new chief minister of Gujarat. People who have known him describe their experience in this Indian Express report of the choice. This is the first time someone from the old pols of Ahmedabad is now CM of Gujarat state, Modi's home state. Patel is from the old Dhantura Pol and is familiar with Dariapur, parts of the old walled city of Ahmedabad. Naranpura, Memnagar, different parts of Ahmedabad come up in a discussion of Patel. He has a diploma in civil engineering from Ahmedabad's Government Technical College, where his father was principal, and has worked in setting up building projects in the city for most of his life.  People who have known him describe him as calm and unruffled under pressure. He is seen as hard working and someone who values delivery on time. As head of Ahmedabad Urban Development Authority Patel was known to have his committee review projects to ensure 99% on time delivery, which is important to Modi, in addition to being people conscious and sensitive to issues facing people. This one time firecracker shop vendor in Dariapur  ran a tiffin service for covid patients during the surge in 2020.  ...

Nigel Farage of Reform UK surges as its membership reaches 100,000 to Kemi Badenoch's Tories with 132,000 and split in their ranks. Tories are nervous about what is happening. Labour is trying to get its act together, and trying to get the civil service to serve the people. Starmer even goes on to warn that the civil service is "in managed decline." Every ministry is asked to save 5% through cutting waste and inefficiency, and to make good use of limited resources to deliver results to the British people. 2025 will be critical not only for Wales, Scottish and local elections, 2025 will show whether Labour can tackle the immediate problms of housing, cost of living, transport and show results in delivering on infrastructure and improvements at the NHS. Labour needs to get its execution for the goals set right and stay on top of delivery metrics at every stage on a monthly and quarterly basis. Can a lawyer like Starmer do this? It took years of execution of projects for Modi of India at the state level as chief minister in Gujarat to executi at the national level. Can Starmer/Reeves and the rest of the team learn, and learn quickly? ...

Andrew Lownie's book provides glimpses into the lives of the Mountbattens, Edwina and Dickie. Mountbatten was the head of the British government in India in 1946 as negotiations were started with Nehru, Gandhi and Jinnah for independent India. The Cabinet Mission (including Cripps) plan of 1946 was  to setup a federation in India with provinces in A, B, and C categories. A being the Central Provinces, United Provinces, Bombay, Madras and other parts of what is now India, B being the Punjab, Sind and what is now Pakistan, and C being the region of Bengal, what is now Bangladesh and West Bengal.This was rejected by Nehru, Sardar Patel, and the Indian National Congress, leading to  Jinnah's call for action, a civil war, and the partition of India 9 months before the plan date of June 1948, in chaotic circumstances, in a hurried manner. The legacy of that two year period is with us today in the upheavals in Afghanistan, Pakistan and Bangladesh, drawing the U.S. and western nations also into endless wars. The period 1939-1941 is covered when Edwina's rather aimless life upto that point changed completely with service to war wounded and for the Red Cross. She also visited the U.S. in 1941 when Mountbatten was given command of an aircraft carrier at Norfolk, Virginia, visiting 28 states. Edwina made up for he aimless years by relentlessly pushing herself to be an equal to her husband in the war effort. This has given the couple their fascinating character. It was also a period of great change as the Labour party under Clement Atlee winning a post war election made the decision to end the British Empire in India. The war had depleted British wealth and Britain lacked the resources to continue the Empire in India. The job of managing the transition went to Mountbatten, a naval officer in the Royal Navy, coming in the tumultuous years of 1946-48 with the quick partition of India under Mountbatten in 1947. Mountbatten stayed after independence in August 1947 as the first Governor General of India.  Edwina and Dickie Mountbatten struck a friendship with Jawaharlal Nehru, and this review in The Hindu shows Jawaharlal, Edwina, Dickie and their daughter Pamela having tea at the residence in Shimla, 1946. Nehru's rejection of the Cabinet Mission plan leading to the appointment of Mountbatten as Viceroy was partly based on his idea that priorities for India post independence was modernizing the economy and reducing poverty. Sri Lankan High Commissioner Milinda Moragoda, is interviewed in Indian Express in Idea Exchange, with Shubhajit Roy, moderating the questions. Moragoda explains what happened over the last three decades and how Sri Lanka got to this point. About politicians he says Sri Lanka has too many politicians, and the violence of the JVP in the south and LTTE in the north and northeast set the country back by decades. Leaders from J Jayawardene, Kumaratunga to the Rajapaksas all failed to understand the spiral downwards of the economy, says Moragoda. Debt increased and 80% of the government revenues goes to pay pensions and government employees, leaving only 20% for debt service and little for investment in the economy. He says there are 1.5 million government employees and 500,000 pensioners, for a country of 22 million people. Of the population of 22 million about one million Tamils left the country during the civil war, and another 1 million people are in West Asia. Moragoda says most of the borrowing came after 2009 as the civil war ended with $12.5 billion borrowed or 40% of the total debt. About 80% of government revenues goes to pay pensions and government employees and another 70% goes to pay interest on debt, but he does not elaborate or explain this. What one can say from the experience of other countries in debt spiral is that at some point the interest accumulates to create a vicious cycle of interest on the cumulative total which includes interest from earlier years. Argentina is a recent example. And he makes no effort to say how he sees Sri Lanka is finding a path out this situation with a $2.9 billion IMF loan on debt of $51 billion.  Of the $12.5 billion borrowed since 2009 Moragoda says "that's  40% of our debt." Yet the total debt on which Sri Lanka defaulted is shown at $51 billion. $12.5 billion is 25% of the $51 billion. He does not provide any details about the financing terms on which Sri Lanka borrowed. It is clear that the interest rates were high over 6% in many cases which can be very burdensome for poor countries dependent on commodity exports. Countries such as Greece with debt crises had very large numbers of pensioners and government employees in Europe during the eurozone crisis, but nowhere does it show that it took up 80% of the government revenues in Greece. The number of government employees range from 1 to 1.2 to 1.5 million according to different figures for Sri Lanka. Even in Greece the number of public sector workers in government were 616,000 by some estimates during the severe eurozone debt crisis years around 2015. They are now estimated at about 369,000 in 2020.  Without a clear idea of these figures and transparency it is hard for any economy to be managed in a prudent way. He says Sri Lanka's economy is too small to get attention and investment it needs from India, and that the Adani investment shows that this can still be made to happen. India remains Sri Lanka's key partner as it grapples with this crisis. ...

On Immigration she makes a pledge to sign the Lankford Biden immigration law the first in four decades that closes the Border with Mexico and fixes asylum policy. "But Donald Trump believes a border deal would hurt his campaign. So he ordered his allies in Congress to kill the deal. Well, I refuse to play politics with our security. Here is my pledge to you: As President, I will bring back the bipartisan border security bill that he killed. And I will sign it into law." Trump blocked it for personal advantage at the elections to use this as an issue which has blocked a permanent solution. Confirming this is a month old interview in NYT by Republican Senator Lankford saying the legislation he drafted would have passed Congress in December 2023 and signed into law by Biden. It came up in Congress in February by this time Trump was made nominee of the party and he blocked it so that he could use the issue in an election. This says a lot about character and more than mere fact checks shifts focus on the characters of the two people running. Steve Kerr coach of the men's basketball Olympic team says decency humility, values and character, a clear authenticity are essential in a leader. People ask yourselves what you would have done in this situation, and what would Kamala have done, would she have blocked a bill that would permanently fix the Border and change US asylum policy?  Biden went on to do this by executive action bringing migrant flow numbers down to where they were under Trump and Obama, and more than that put together a bipartisan bill with Republican Senator Lankford that Kamala can now sign into law.    ...
