India's Chandrayan 3 cost $70 million for the moonlanding and the Vikram rover scientific research on the lunar surface. Progress is made through an incremental approach as Chandrayan 2 was based on the lessons from Chandrayan 1 which lost contact from lunar orbit, and Chandrayan 3 learning from the landing failure on the lunar surface of Chandrayan 2. This also reduces the cost of the next mission.

The new head of India's Space Agency ISRO, Kailasavadivoo Sivan, talks to DW.com about the Space Agency's plans for the future. ISRO launched a mission to Mars which went into Mars orbit, at a very low cost.  The Mars Orbiter Mission vehicle is orbiting the planet Mars since 2014. In 2008 ISRO sent an unmanned spacecraft to orbit the moon. The future missions include a second mission to the moon, and a mission to the Sun. The solar mission Aditya-L1 will study the properties of the Sun. Mr. Sivan says his focus includes use of High Throughput Satellites(HTS) for providing high data-rate transmission. This is now available in cities, and the HTS will enable this for remote regions of India. Other focus is in agriculture with information on crops increased from 8 to 15 crops so that farmers have more information on fertility of soil, crop yields. Sivan says progress can be made with more international cooperation and sharing of technology, particularly with India leading the way with low cost high tech applications that benefit education, agriculture, and bringing space applications to people it never reached before. Sivan comes from one of India's villages, which are now experiencing change through India's rapid modernization efforts. ...

Over 100 women scientists are part of the Chandrayan moon missions of Indian space agency ISRO. Many are leader of project teams and head key parts of the scientific efforts of ISRO. Prime minister Modi says the moon mission shows the strength of women or 'nari shakti' and the potential of the younger generation of women for careers in science and technology. About 25% of the 16,000 employees of ISRO space agency are women, and Modi says "they will inspire women for generations to come." Women make up 43% of graduates in STEM scientific fields, yet when it comes to being part of scientific institutes or universities this drops to 14%, an imbalance that prime minister Modi and ISRO women seek to address. M Vanitha is the Project Director and Ritu Karidhal is the Mission Director for India's Moon Mission, Chandrayan 2. The two women aerospace scientists were in charge of the mission's details. India's moon space program may be the only space program in the world where the mission directors are women aerospace scientists. The Head of ISRO the organization running the space program, Mr. Sivan, is a aerospace scientist with 36 years experience in all types of rocket design and technology, who headed the Vikram Sarabhai Space Center and the Liquid Propulsion Systems Center. Mr. Sivan took over in 2018 and directed the program to the launch in July in the face of delays and technical problems with the Vikram Lander. He comes from Tamilnadu from a rural region near Kanya Kumari who graduated from IIT Madras with a Masters degree in Aerospace Engineering.

India's second moon mission will land a rover on the lunar surface near the South pole on September 7. The mission includes an orbiter, a lander named Vikram, and a six wheeled rover named Pragyaan. The orbiter was launched on July 22, entering the moon's orbit a month later in tricky manoeuvres, followed by the lander being set off on September 2. The last 15 minutes of the mission, the landing itself on the lunar surface is critical to the mission. During this operation the speed has to be brought down quickly for a soft landing. 

India has accomplished this with low budget. Chandrayan 2 mission cost is about $150 million.

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. This Guardian report provides a timeline for lunar exploration. The last Apollo Moon missions date back to 1972 with Apollo 17. It lasted 12 days with the first crewed space flight to the moon taking Schmitt and Cernan to moon's surface while Evans orbited above. Since then it has been quiet for lunar exploration till Chang'e 3 lander and rover from China in 2011 put China on the moon, followed by Chang'e 5 in 2020. Today August 23, 2023 India puts its own moon lander and rover on the South Pole of the moon which is expected to have water.

Since the last landing of a man on the moon in 1972, not much has happened. China recently made 3 lunar landings and Israel failed in its recent Beersheba module effort. India is trying a second time with Chandrayan 2 to make the soft landing in the last critical 15 minutes on the lunar surface without any problems.    The Indian space program has the potential to build up the global research and knowledge about our planet.  Factors unique to India's space program are its development of its own rockets, similar to China's. The multipurpose satellite system services a number of users- telecommunications, TV broadcasting, meteorology, disaster warning, land and water management, ocean studies, drought and flood forecasting. The fleet of satellites IRS (Indian Remote Sensing Satllite Systems) will be used for teleducation, telemedicine, and other new uses. The NAViC navigation Constellation System acts as India's own GPS reducing the need to rely on U.S. based GPS. Other aspects of India' space program are the effort to explore new planets with the Mars Orbiter Mission MARS , with a module reaching Martian orbit in 2014. ...

The US reached the moon 50 years earlier in 1972 in the Apollo lunar mission. The new launch was done by a vehicle developed by Houston based Intuitive Machines. It is carrying NASA research devices under a $114 million contract. Lunar landings are difficult because of the thin atmosphere and need to slow down rapidly to land. Intuitive Machines spacecraft was brought down to speed of 3 feet per second before landing. It has one week before lunar night makes it inoperable. A similar landing was accomplished recently by an Indian spacecraft by large drops in speed to achieve a stable landing, after an unsuccessful earlier attempt that did not achieve the drop in speed required for landing.

The next mission for ISRO is the one next year, a joint space flight with NASA to the International Space Station. This will take Indian astronauts into space for the first time. Following this there will be a followup to Chandrayan 3 called LUPEX with the Japanese Space Agency JAXA in 2024-2025 for lunar exploration of the dark side of the moon that does not face the sun. For this the lander will be from ISRO, the Rover and spacecraft from JAXA. Gangayan mission will put Indian astronauts in space on Indian spacecraft next. The sample return mission is next in the Chandrayan missions similar to Chang'e 5 for China in 2020 bringing a sample of lunar rocks back to the earth.

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

Isaacson's new book on Musk says Musk's story is a cautionary tale. The compulsion to be drama magnet or mean are not prized traits, say others.  More sinister (the hell) is celebrating a culture that does not respect the need for worklife balance, of respect for nutrition and exercize for good health. Musk's methods which he calls "algorithm", a word known more for obscurity than meaning, are nothing new. For years as the US, Japan and China, now India have innovated there is a focus on simplifying things, and to do this questioning the existing way of doing things by breaking down the existing method into pieces and reorganizing the pieces of the puzzle leaving out unneeded pieces. What is the key to his success as it was for Jobs at Apple is creating a culture in which people would invest in and take risks for innovation at the high end of the price spectrum. Jobs used design and new stuff like the iPod and iPad, iPhone to do this. Musk does this through playing the role of a social media icon but a dangerous one that does not respect worklife balance and good health habits of nutrition, exercize and mindfulness. In processes this can give you a process that takes less time and money- how India's moon mission and rover Chandrayan 3 was done for $78 million showing these work practices of Musk are nothing new, and universally adopted by successful companies and nations. Newer ask your employees to do what you would not do, is also adopted by the best managers. By turning it into a mantra it obscures the fact that America today is a country of massive inequalities where two thirds of 4th graders cannot pass ACT reading test and half of retirees have zero savings, working people and families face a cost of living and health crisis and are badly neglected. How does it help to role model as an icon and popularize a culture that tolerates and accepts such conditions that would leave men deeply troubled, including America's leaders Washington, Lincoln and FDR if they were alive today. ...

After the huge crisis the debate about capitalism. What went wrong, and importantly what did not go wrong. Not in the sense of more punditry to place the blame but to ask questions to have a better grasp of the fact and better understanding of the twists and turns of the last decade, the complexities, the frailties, the errors of judgement, and the failings, and the outright falsehoods and ethical breaks. So that the good things are not lost for instance the individual initiative and the bad things are corrected and measures put in place to prevent recurrence and minimize damage. Has the model of anglo-saxon capitalism failed? Actually some specific things failed, deregulation at a time when banks and markets were behaving irresponsibly and without any restraint internal or external, credit ratings agencies failed, financial institutions failed in performing their first line of business which is to finance investment in the economy not in housing and mortgages, and American consumerism failed in that value of saving disappeared and abundance of debt brought American savings to zero, leaving little for investment in the economy and infrastructure except by borrowing from other countries. And living on illusions and not on sound basics the leadership failed thinking that free enterprise and technology and productivity improvements somehow allowed a country or group of countries to live way beyond their means, and a tendency to excess in the popular mood of the country, excesssive consumption, excessive and profligate use of energy which sent trillions of dollars overseas over decades, and excessive expectations of the lower classes for housing and goods beyond their means, all played a part. What did not fail is the freedom to trade, the fall of "barriers to intercourse" between nations, that produced gains on a big scale so that computer and cell phone technology developed in one part of the world quickly spread around the world and the innovations and technology developed in one country spread producing benefits all over the world. It created amood of optimism in developing countries whose incomes rose especially where countries encouraged growth as in China, India, Russia, Brazil, Eastern Europe and pulled hundreds of millons out of poverty. With China, America and Germany in effect shipped technology goods in return for lower value added goods like textiles and shoes, to help China industrialize, and American consumption played a useful part until things reached an extreme and the system was abused by forgetting the basics and allowing excesses and failing to respect ethical responsibilities. Regarding regulation excessive regulation and red tape has proved to be bad as in the license Raj in India which stifled private initiative and new enterprise till it was abandoned in 1990, and no one in India is calling for more regulation. What is bad is to abandon good common sense and to rely on the illusion that no regulation is needed to run a complex financial system like we have today, a laissez fairre libertarian philosophy that was rampant in the Bush administration and in the country's leadership in the Bush years. As a result an underfunded SEC failed to deliver on its basic mission and responsibility, and the lack of a centralized regulatory authority with powers and funding to meet the challenges of modern finance as for instance ineffective derivative regulation under the CFTC, simply aggravated things further. ...

Defense Secretary Gates does not see Russia as the threat it was in the Cold War, first because Russia's conventional forces are a "shadow" of what they were during the Cold War, and Russia has adverse demographic trends that will diminish Russia's ability in conventional forces. He sees the Georgian war in the context of Russia's seeking to exorcize, as he puts it, past humiliations. And Gates sees opportunities in the relationship with Russia. Such things as Russia's willingness to work with the US on Afghanistan. Evidence of this is Russia supporting the renwal of the UN resolution on Afghanistan. Another indication is that Russia he says is very worried about the drugs coming out of Afghanistan, and has been supportive to provide alternative routes for Europeans to get equipment and supplies into Afghanistan. These views come across in an interview on December 17, with Charlie Rose, a five time elected Congressman, for the PBS Charlie Rose show. They are also reflected in an article in Foreign Affairs journal's current issue. Gates was a CIA analyst and has some insightful observations. Gates told Charlie Rose that he does not see the Islamic radicals and violent Islamic extremists as a threat in the same way as the threat in the Cold War years. This threat is not as big as the threat to freedom during the Cold War. He says the failure in strategic communications was huge as agencies of the US government engaged in activities in other countries, like the Agency for International Development and the US Information Agency, were neglected starting in the in the 1990's. Communications in other countries of what the US represented and stands for was left to the Pentagon, a role the Pentagon was ill-suited for. He sees the Islamic terrorism as more of an ideological conflict. Speaking at a town hall meeting at the Balad Air Force base in Iraq, in December, Gates pointed to these communications failures as a real challenge for the new administration. But he now sees a huge opportunity in this past failure, and ways of addressing it creatively, in addition to commiting resources and people to this effort. Walter Pincus wrote this article, and its part of the fineprint analysis effort at the Washington Post in which speeches, reports, and other documents are examined by people like Pincus, to catch the really important things, uncovering the fine print that really makes the headlines. Another aspect of this fineprint effort is that there are a huge number of reports, and speeches and documents that had a tone reminiscent of the Cold War during the Georgia war and yet they do not correctly reflect the real situation about Russia, as Gates sees it from his analysis of what is actually happening. Gates has used Foreign Affairs, the Dec 17 Charlie Rose Show on PBS in which he was interviewed, and the speech at the Balad Air Force base in Iraq, to communicate his views and analysis. They are important to underline and emphasize precisely because they show that all that cold war hysteria reporting and speeches may be misleading and lead to improper conclusions and mistakes in policy, wasted effort, wasted resources, and lost lives. And just as the US strategic communications was starved of resources and effort, so also this necessary work to retrieve and give emphasis to the important things is neglected. One additional link to this is the speech, discussion, and QA session in Washington DC at the time of the G20 summit in which President Medvedev and the new administration's elder statesman and diplomat Marilyn Albright, former secretary of state, expressed their hopes and plans for a new era in Russian-American relations. ...
