Southern Indian state of Madras in 1952 and the administration of Rajagopalachari (Rajaji) in 1952 following elections. Madras state at the time consisted of most of what is now southern India, as the Madras Presidency of the British Empire. The first governor general of India Rajaji was brought in to run the state after the Nehru Congress party failed to win an outright majority and the Communist Party and opposition made major gains. Rajaji's administration led to the successful administration of Congress leader Kamaraj still known for its school lunch programs and advancement of education and healthcare in Tamilnadu. Today Tamilnadu faces anew challenge as the upset win by the TVK party under Vijay seeks to take the state in a new direction after mismanagement of the economy  and lack of state-federal coordination under the previous administration of the DMK party. The messy period in India from the 1950's is similar to the messy period in China in the 1950's to the 1970's with the upheavals under Mao. Still China found its way by 1990 as India does today with a commitment to rapid industrialization and modernization,  federal-state coordination on industrial and infrastructure projects at scale and speed. ...

Reggio Emilia and support for early childhood education attracts Princess Kate to make a visit to Italy in May 2026.  "Ciao Kate," nice public greeting for Kate in Reggio Emilia, Italy, welcoming her after cancer diagnosis and recovery.  This is the town where the Italian tricolor flag originated. It is also a town with a strong tradition of support for public services and education. Kate wants to create a global conversation on early childhood education. This is an important idea and part of the concepts behind the Movement for Global Literacy in Lyrarc. Literacy for a child in China is not much different in its basic idea from that of a child in Britain, India, Italy or America. And reading, knowledge of the outside world forms a critical part of this early education, little concepts that are built into larger concepts of the world.

DW.com on what international students from India or China pay at EU universities-  44000 euros in UK vs 4000 euros or less in Germany and France. For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

French colonial rule and suppression of independence protests at Setif, Algeria, 1945, which led to much of the Arab liberation writings that were to lead to 5 decades of wars in the region. Many of the coups in Iraq and Syria and in Egypt by military men were a result of this period of colonial rule in the Arab world in Iraq, Syria, and other Middle Eastern countries of the French and the British. The anti-colonial writings of this period had one bad aspect the fervor led to an uncritical acceptance of the idea that achieving political independence would be enough for better standards of living, education healthcare and infrastructure. Economic freedoms would require a very different approach from the political aspect. These wars destroyed much of the resources, wealth and human other potential in the Middle East leading to economic stagnation by 2026. Gulf kingdoms with small populations pursued grandiose schemes, with the rest of the Middle East stuck in poverty and lack of industrialization, lack of infrastructure development, sience and technological education, that happened in China and South Korea, and is happening now in India. Iraq and Syria, Lebanon are artificial states by the French and British colonial rulers out of the collapsed Arab part of the Ottoman Empire which with their mix of peoples from different Islamic sects are impossible to manage to this day, and the world (China, US, EU, India, Brazil, other nations) has other priorities of their own than getting sucked into these wars. ...

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

India has a rich diversity of languages and this opens up opportunities for students who do better in their own home languages and brings opportunities to more people. BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

Nepal is a remote mountainous country with some of the highest Himalayan mountain ranges and Mt. Everest. For decades it has stagnated economically with Chinese help making little difference, Indian help more recent, and the country with per capita income of about $1500 for a population of  29 million. Neighboring India with 1.4 billion people is seeing huge increase in young people's aspirations in neighboring Indian states such as Bihar and Uttar Pradesh under the Modi government. Average age in Nepal is 25 years, in Bihar a neighboring state in India it is 22 years. This is affecting Nepal with the similar lack of tolerance for corrupt governments that cannot deliver on infrastructure and health/education. Urbanization is only 17% in Bihar state in India that is neighbor of Nepal and most people live in rural areas, the same is true for Nepal with 20% urbanization. Per capita income in Bihar state is $900 one third of India's $2700 per capita income, in Nepal it is $1500. Who is Balen Shah- a 35 year old structural engineer into hiphop music who is Mayor of Kathmandu, the capital. He supported the student protests against the corruption of government led by PM Oli which had to resign. His party RSD leads in two thirds of 275 parliamentary seats. Each voter gets 2 votes, one is for 165 seats on first past the post basis, and the other vote is to allocate 110 seats based on the party vote. Average age in Nepal is 25 years with 800,000 first time voters in voting population of 19 million.  ...

The title about Indians in America as an Experiment is a misnomer, and reflects a loss of understanding of American and European civilization, the Scientific and Industrial Revolutions that created the Modern World starting in Britain and the US, and of India's aspirations for modernization. When both China and India aspire to the modern world that the Renaissance and the Scientific Revolution have created.  India's Mohandas Gandhi read Emerson, had the support of FDR, of Christian missionary Charlie in the Bardoli Satyagraha, of a British Admiral's daughter at the Gandhi Ashram,  and Gandhi's prayer service included his favorite Christian hymns. This report shows no appreciation of this India and its relations with America. No country does that, what the US has done for 2 decades according to the National Science Foundation cited in this article, not the countries in the European Union, not France, Germany, Italy and Britain, not India, not China- provide tution and stipend and educate more foreign students than Americans or citizens of the home country in advanced engineering. It has never happened in the history of the world for the major nations that participated in the Renaissance in Europe and the Scientific Revolution, the Industrial Revolution, that have created the Modern World. It puts at risk what we know as the Modern World. It also puts at risk the countries such as China and India in addition to the US, as either these Indian or Chinese engineers stay in the US and take jobs and lower wages for Americans, or go back to their home country and help the development of their home country which has invested vital resouces for their previous education. Only if they return to their home country can 2.4 billion people of China and India gain from the investment made in these engineers education. This is particularly true for India, which is now emerging as the fastest growing country in the world with the access to pools of capital, labor and technology needed to match the US and China in modernization and development. For India these computer and other engineers can play a vital role in development for 1.4 billion people.  India like Germany, Italy and France in Europe and Japan, Indonesia Philippines, need the US and Britain as the leader of parliamentary democracies with a long history of parliament since 1600. Need Britain and the US as the cradle of the scientific and Industrial Revolutions, and see their vital interests in the making of a strong Nation in the American continent that can fulfill this role through it's religious values, scientific spirit, pioneering spirit, and generous impulses towards other nations. ...

Ramachandra Guha comments on the selection of Institutions of Excellence by the Government of India- ten private and ten public institutions- that can be turned into world class leaders in the education field. He says IIT Madras would be a better choice than IIT Delhi, IITMumbai and Indian Institute of Science in Bangalore are considered good choices. The choice on the list of Jio Institute is seen as strange because it is has no students and no campus and still at the concept stage. KREA is a better choice for an education project at an early stage, says Guha.

Institutions not on the list that deserve attention are Ashoka for the best social science departments, Jindal for infrastructure, Azimji Premji for research on policy issues, and Ahmedabad University for innovative trans-disciplinary approach.

If not reversed it would lead to the kind of decline Asia witnessed after 1600- hitting all classes of society and destroying the economic structures as foreign powers get the upper hand. The surrendering of research labs and higher education in advanced science fields to foreigners at US and European universities poses similar risks as fractured society with Capital dominant and unaware of the risks. The Indian Express looks at a draft of the National Curriculum Framework of India, which modifies the current system of rote learning and separation of the sciences and engineering from the humanities and liberal arts subjects. The current system leaves the students at secondary level lacking the foundational skills for a modern economy. NCF tries to address this. In line with the multidisciplinary approach taken by the National Education Policy (NEP) for India in 2020, the NCF encourages students to develop multidisciplinary thinking skills by mixing arts subjects and humanities with science subjects and math. The NCF proposal is to assess students in grades 10 through 12 over 4 years and not one board exam every year. This fits in with NEP's vision for a 'holistic" education.  The NEP "envisions a reenergizing and complete overhaul of the higher education system including moving towards a more multidisciplinary undergraduate education." The NCF takes this to the school level. Indian Express points out that combating climate change for instance requires a knowledge of science and manufacturing, but also of politics, sociology, economics, and other disciplines. The purpose of the National Education Policy was to prepare India's young people for India as a developed modernized country and to meet the educational needs of such an economy. The idea was to break the idea of silos based education that separate the science, engineering, medicine, law, arts, humanities, languages based education into separate non mixable parts. It is based on the idea that in modernized economies one needs critical thinking abilities, creative thinking, that mixes the humanities and arts with sciences, with engineering, and other scientific fields.  Because of India's diveristy, history of disadvantaged populations, to build an inclusive economy is also a goal to tap into the widest pool of human potential and talent in a country with 1.2 billion people. For this to happen the goals are set for inclusivity for gender and disadvantaged populations.  What is not in NEP is the investment part, and the governance part, both critical for it to be effective. Investment at 4-6% of GDP is inadequate, as this Brookings report point out. For healthcare and education, India has to expand its share of GDP dedicated to these two areas to make it comparable to other advanced nations. This will pay off in infrastructure development and exports led growth as inputs of education are key to get productivity up in manufacturing and in R&D. Governance is essential part of this overall plan as the public school system in India as in Brazil, Mexico and other countries suffers badly from a lack of attention- with discipline, transparency, good government, increasing incomes and rewarding teachers at every level. ...

This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives.  India would be 27% richer if it rebalanced its workforce to include more women, according to the IMF. Women's participation in the workforce is the lowest of the G20 countries except Saudi Arabia. Contributing only one sixth of economic output, half the global average. The employment rate of women in India has dropped instead of rising from its low level, an alarm signal. It was 35% in 2005, now in 2018 it is 26%. In the last decade the economy has more than doubled in size and number of working age women, according to the IMF is 470 million. Part of the reason is that more girls are in school. Conservative social rules mean that women are discouraged by their families or in-laws from working outside the home. As families become richer more women stop working. The lack of manufacturing jobs is also a constraint. Men have taken 90% of the 36 million jobs in industry created since 2005. Census data show that more than one third of women would take jobs if they were available. Urbanization and the shift to cities means less work in farming, mechanization of farming makes for less agricultural work. Changes in attitudes and better policies for maternity leave and women friendly workplace could help. Because most of the jobs are still in the informal economy, this is not as effective today but could make a difference in the future as more formal jobs are generated. Attitudes where men do more housework can make a difference. If men spent about 2 hours doing dishes and putting kids to bed, there would be a 10% increase in women's participation rate in the workforce, according to a World Bank study. One study shows this would add 550 billion dollars to India's economy. True especially as more women are getting university degrees and high school education. and the census study shows women have the desire to work if cultural attitudes, more men doing housework, and the job market were to change.       ...
