The Indian state of Kerala has experience tackling virus situations. Most recently with a Nipah brain damaging virus in 2018. For cases to double Kerala has 72 days, compared to a national average of 8 days. With total 437 cases and 3 deaths Kerala has shown "the importance of early tracking, screening, home quarantine, strict isolation and public participation," says Dr. B Iqbal, chairman of the Kerala state expert committee on coronavirus in an interview with DW. com. The first case was a medical student arriving from Wuhan on Jan. 24, diagnosed 6 days later. During the Nipah virus crisis Kerala limited deaths to 17. Kerala is an example of the importance of a well funded and well established and organized health care system. The Indian state of Chhatisgarh has taken a proactive approach color zoning districts. Of 28 districts 23 are free of coronavirus. Less cases and zero deaths.The key state health minister says was early preparations and then luck playing a part. After a sudden surge in the beginning of May the coronavirus wave in India, its second wave, is decreasing. It is 186,000 new coronavirus cases on May 27, down from over 350,000 at the peak. In India's largest state Uttar Pradesh with a population of 210 million the coronavirus cases have dropped sharply to 4000 a day. New coronavirus cases in Delhi and Bombay are around 1000 a day. The Indian government has moved quickly to tackle this wave with decisive action to meet the sudden surge in May 2021. For the rest of 2021 and into 2022 the most important action by the Indian government has been to create a government sponsored effort of India's entire pharmaceutical company sector to reunite in production of over 2 billion vaccine doses by December 2021. After independence in 1947 one of the steps taken by India with great foresight was to create a strong pharmaceutical sector with fair and transparent pricing of basic drugs and vaccines. Something that does not exist in this manner and scale anywhere else in the world. Today this is giving India a tremendous asset in the fight against coronavirus. India is already the largest producer of vaccines in the world, the new effort will make give it a decisive advantage in meeting not only India's but the world's need for new vaccines. ...

Murali Krishnan of DW.com has this interview with Adar Poonavalla of Serum Institute of India the largest vaccine maker in the world that makes about 60% of all vaccines used in the world. It is beginning manufacturing of the Oxford vaccine so that the manufacturing process is ready to turn out a billion vaccine doses over a short period of 1 to 2 years. Serum's Oxford vaccine would be priced at $13 per dose for coronavirus. Serum is conducting its own trials for the vaccine. About 40 million doses would be ready by October. 

India's pioneering work in vaccine production on a large scale is one of the reasons the world can tackle the future with some confidence for the economy and the health of billions of people all over the world.

By the end of the week March 8,, India will have 34 labs testing for coronavirus. About 600,000 people were tested at 21 airports and 77 seaports. A million people have been tested in border regions next to Nepal. A screening lab is being setup In Iran to test returnees.

!5,000 of the 25,000 coronavirus cases recorded in India on March 14, 2021 are in the state of Maharashtra, with the rest mostly in 6 other states, including Kerala. 

A team sent by the government in New Delhi to Maharashtra found the increase in cases in the state due to- "lack of fear of the disease," pandemic fatigue, missed cases, super spreading events from recent panchayat elections, marraiges, reopening of schools, and crowded public transport. The report  says that these factors are not unique to only Maharashtra and apply for other affected states also, including Kerala, Punjab, Karnataka.

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

India imposes a travel ban for 30 days for visitors and overseas citizens of India in an effort to control spread of the coronavirus. The rule goes into effect on March 13, Friday. Visitors to India will face a quarantine of 14 days. The ban was announced on the same day that the U.S. president Trump announced a travel ban for 26 European countries for 30 days.

India plans to convert 500 railway carraiges into places to keep coronavirus patients in Delhi.  Daily new cases now are over 12,000, with total confirmed cases of 320,000, deaths at 9195. Delhi bed capacity in private and government hospitals  for coronavirus is 9698 wit 4248 beds vacant. Delhi Chief Minister Kejriwal says he expects a surge and is preparing for this as the economy reopens. Delhi, Tamilnadu, and Maharashtra are the worst hit states. The lockdown of March 25 has been lifted and markets are crowded. Many businesses and workplaces are now open. And local flights have resumed.

India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. India has done well with low cost, scalable, low tech solutions in the past. This is also being done now to tackle the coronavirus. This is being used to support what may be the largest lockdown in history. Everyone is expected to remain at home. Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

India reports over 300,000 cases for the fourth day in a row. German chancellor Merkel passes legislation that gives the federal government the power to set curfews to control the spread of coronavirus. Cases reach 166 per 100,000 in Germany and the government sees lockdowns to be in place till the end of May. Two thirds of India's population of 900 million live in villages. A large number of people about 40 to 50 million are migrant workers who have gone to cities to look for work. After strict lockdown in India to stop the coronavirus from spreading many of these workers lost their jobs. As they drifted back to the villages on their own, many were sent back to their villages by the government by using the Indian Railways. In Indian states like Bihar many migrant workers sent back remittances to their villages from cities such as Mumbai and Delhi. This money helped the rural economy. Till such time as the coronavirus comes under control and these migrant workers return to the cities they will be looking for other forms of employment in the rural areas. The villages are also feeling the impact from a lack of the remittances from the cities, and the government has stepped in to help. It helps with other types of employment, and help for farmers to store and sell their produce directly to buyers without middlemen, and the government also acted to support prices for farmers. ...

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. The shift now is to a more self reliant economy in industrial production making "local more vocal."  During the lockdown the large rail network and postal networks with their millions of employees, IT technology driven banking with Aadhar identification for direct deposit to hundreds of millions of the most needy citizens, and farmers, proved to be the most reliable and supportive. ...
