Southern Indian state of Madras in 1952 and the administration of Rajagopalachari (Rajaji) in 1952 following elections. Madras state at the time consisted of most of what is now southern India, as the Madras Presidency of the British Empire. The first governor general of India Rajaji was brought in to run the state after the Nehru Congress party failed to win an outright majority and the Communist Party and opposition made major gains. Rajaji's administration led to the successful administration of Congress leader Kamaraj still known for its school lunch programs and advancement of education and healthcare in Tamilnadu. Today Tamilnadu faces anew challenge as the upset win by the TVK party under Vijay seeks to take the state in a new direction after mismanagement of the economy  and lack of state-federal coordination under the previous administration of the DMK party. The messy period in India from the 1950's is similar to the messy period in China in the 1950's to the 1970's with the upheavals under Mao. Still China found its way by 1990 as India does today with a commitment to rapid industrialization and modernization,  federal-state coordination on industrial and infrastructure projects at scale and speed. ...

Based on certain criteria of the number of seats and number of states India's Election Commission says the Aam Aadmi Party in Delhi and Punjab gets status as national party. The Trinamool Congress or TMC of West Bengal, and the NCP of Maharashtra, the CPI, are no longer considered national parties. India's evolution as a modern industrialized country following the pattern set by Japan in the 1960's, South Korea in the 1990's, China by 2019, is at stake. The regional parties based in one state are a new phenomenon. Under Jawaharlal Nehru India lacked a pool of capital and techological resources large enough for this kind of industrialization similar to the situation in China under Mao. Non alignment under Nehru and Communism under Mao deprived India and China of the resources and foreign investment of the west including the absence of infrastructure and policies that would encourage foreign investment. China set about removing these obstacles. Yet one obstacle would not stand up against these efforts in China as it would in India. There was no prospect of coalition governments that would be indecisive and be built on various compromises damaging to rapidly building infrastructure. In India coalition governments would emerge because of the 22 language structure in its makeup and the language based division of the country that Nehru was forced to make by linguistic demands. As a result without a core philosophy of principles common to all parts of the country rapid development could not happen over a period 1990-2014 when the party of Nehru lost many northern states and when states in the south such as Tamilnadu, Andhra and Telengana, and states in the northeast such as West Bengal, Orissa, states in the west such as Maharashtra moved into language based regional identities and parties running these states. This is the significance of the changes since 2014 of one strong party in a number of northern states and in the west and northeast of the country that is making rapid industrialization and infrastructure building to attract foreign investment similar to China's experience happen. In India this core of common principles has evolved around the Ancient Path of Vedanta and Buddhism that has provided essential aspect of good governance and the discipline for finding a path to the kind of rapid infrastructure development that has happened in neighboring Japan and China. ...

Modi in West Bengal - many rallies across the state for second phase of State Elections and goals for Vikshit Bharat (Modernized India 2047) with West Bengal as a key part in Paribortan or Transformation. The state has lagged far behind other states in India in industrial development, in women's rights, in standards of living, with much of the younger generation finding it hard to find jobs in a largely agricultural economy. State policies of the government have provided poor governance, lack of rule of law, and discouraged industries from setting up in the state, leading to a sense that the future is bleak for the state if this continues for any longer. As this poor state of governance has been happening for 15 years. Bengal played an important part in India's struggle for independence. Post war governments under the Congress party, Communist Party, and a local regional party TMC have all failed in succession to modernize the state economy and build its industries, leaving it as an agricultural backwater for the Indian economy. BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

India's ruling Congres party suffered losses in the two major states of Uttar Pradesh and Punjab. In Uttar Pradesh, the socialist Samajwadi party gained an absolute majority of 224 seats in the 403 seat assembly. The Bahujan Samaj party of Kumari Mayawati lost its majority winning only 80 seats, the BJP won 47 seats and the Congress won only 28 seats. Rahul Gandhi of the Congress party campaigned heavily in the state and the results show that his campaign against Mayawati did not result in Congress gaining enough seats to form a coalition government with the Samajwadi party led by Mulayam Singh Yadav and his son Akhilesh Yadav. Yadav has held the position of chief minister three times before, and campaigned for greater rights for lower castes and for a quota in education and jobs for Muslims. His other campaign promises included increasing electricity production, and improving the business climate. In the Punjab state, the Shiromani Akali Dal party won 56 of 117 seats, with the Congress getting 46 seats. National elections will be held in 2014, and the results reflect a repudiation of the Congress party after corruption scandals, slower economic growth, and lack of clear policy direction....

BJP led by prime minister Narendra Modi wins a huge majority of 325 seats out of 405 in India's largest state Uttar Pradesh for the state assembly elections. The national opposition party Congress wins only 7 seats in what was once the main source of Congress support during the period of Jawaharlal Nehru and Indira Gandhi. This will enable the BJP to push forward with the modernization program for infrastructure and roads, and other development. Opposition in the upper house Rajya Sabha and lack of support from states will not be a major hurdle in development now that BJP has won in states such as Orissa, Maharashtra, Uttar Pradesh, and Uttarkhand in recent state elections after its win in the 2014 national parliamentary election. This also gives credibility to the government's other efforts such as demonetisation to fight corruption in real estate and other areas. India's GDP is a fraction of China's and it is smaller than that of countries such as Indonesia, because of the poor administration and lack of development in India's 2 largest states of Uttar Pradesh and Bihar in the northern Hindi speaking region. To double the GDP from its current level will require doubling the GDP of Uttar Pradesh and Bihar. Bihar's state government is run by a former BJP leader, who has also pushed for improving standards of living and economic growth.  ...

Razak is given a15 year jail sentence in a scandal that has rocked Malaysian politics and reduced confidence in Malaysia's investment for modernization. irreparable harm is done to the nation's British inherited institutions for law and order, responsible parliamentary government, following the long premiership of Mahathir, ethnic nationalist "putra" movement of the UMNO, and the governments that followed Mahathir including Razak. Similar problems have affected other countries with ethnic nationalist movements in Sri Lanka where corruption and mismanagement of the state finances and treasury led to lack of funds for essential imports, and in other countries in Asia. Corrupt practices and misuse of state funds intended for development became a feature of government in Indian states following the rule of the Indian Congress party under Jawaharlal Nehru, with ethnic nationalism creating ethnic states in India, and causing irreparable harm to development and modernization with lack of capital and policy decisions. This has led to the lag of modernization in India with China of about 10-15 years that also affects defense at the Himalayan border with China as China's hybrid state capitalist economy surpassed India and matched the US in 2 decades 2000-2025. Only now is India under responsible governance pushing to close the gap and modernize rapidly under a new government in it's third term. Much of the thinking that accompanied post independence decolonization is now under question with it's assumptions that decolonization alone would lead to development is debunked. Modernization as China and India has learned comes from the good and responsible use of abundant capital, abundant labor, and abundant management resources, abundant technological access, good policy and plans at the federal and state levels, and good sustained leadership from the top. ...

India replaced a patchwork of 15 state and federal taxes with a unified single Goods and Services Tax to ease the hurdles for businesses to operate nationwide across state boundaries. This is a major a accomplishment for the Modi government as it is expected to increase economic growth by between 0.5% to 2%, according to experts. This removes the obstacles to growth and doing business when companies had to comply with a maze of different tax policies by individual states. Ironically the GST was introduced by the Congress party government in 2011, but opposed by opposition parties then and the Congress party in opposition now in the upper house, Rajya Sabha. By winning the support of smaller parties the Modi government was able to reduce the influence of the Congress party and get the constitutional amendment passed for the single GST tax system replacing the old patchwork taxes. The amendment has to be approved by the majority of state legislatures in India and by the president. Parliament must pass legislation to setup the new tax system, and state legislature pass their legislation. Issues at what rate to set up the GST remain to be solved, with the need to avoid sparking inflation and thereby hurting slow job growth with millions of young people entering the job market each year. ...

US Trade Representative Jamieson Greer says this is not chaos in tariff policy because you don't change 70 years of policy overnight. He says China's is highest because it has the highest trade deficit, then EU, Japan, South Korea at 15% because of the smaller deficits with these nations, Vietnam because it is used  by China to send products to the US, India because of geopolitical reasons buying Russian oil. See Dasha Burns, Politico White House Bureau Chief's  interview with USTR Jamieson Greer.  He says about India- Jamieson USTR calls India "an outlier" and says "I'm confident we will get a deal with India in the near future." India he says has largely corrected its imports of Russian oil and negotiations are underway for a deal.  ON USMCA Greer says of the $31 trillion in trade with Canada and Mexico $29 trillion is us right. trade between Canda and Mexico is small. So he says it makes sense to negotiate separately with Canada and separately with Mexico. This suggests that there doesnt need to be a USMCA- separate deals are just fine says Greer. Mexico has gained much in automobiles under USMCA- US wants to make more in the US including auto parts which it can do by negotiating this with Mexico. It does not make a ton of economic sense to marry the three economies together, says Greer, as the import export profiles, lab,or situations are all different. Are Tariffs good for the economy and do they lead to higher prices? Greer says inflation was down in the first DJT term in trade with China and tariffs. Greer says there is never a 1 to 1 with tariffs. It tariffs become a kind of leveage in getting agreements. That is the style of these tariffs. You tell Ecuador or Brazil we don't make these here so there will be no tariffs on bananas and on coffee. Says Greer- we have seen inflation in check, imported goods relatively low priced. We have seen that we can have growth and higher wages with tariffs at the same time. The growth in 2025 third quarter at 3.8% annual growth, and Atlanta Fed predicting 4.2% growth in 2026. And tariff money can be used for paying down the debt and financing America's reindustrialization, Greer says members of Congress are asking about this.When a new administration comes tariffs will still be part of the playbook. ...

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

  Th full push for industrialization and modernization happened under BJP party's Modi in Gujarat state when Manmohan Singh was PM from Congress party, with Modi's model adopted by the whole nation when Modi became PM in 2014. In 1947 India gained independence but remained a poor undeveloped country with a large population of 340 million lacking the funds for rapid economic development. It had experimented with elections in the 1930's setting up state assemblies under British rule. This continued under Jawaharlal Nehru of the Congress party but development stagnated under his successors Indira Gandhi and Rajmohan Gandhi his daughter and grandson. In 2000 the opposition party under Vajpayee assumed office and made the shift to a market economy.  Manmohan Singh, economist and head of the Indian central bank, finance minister gave India a period of transition after the government of Atal Bihari Vajpayee of the Bharatiya Janata party full term in office 1999-2004. He introduced economic change through the unwinding of the socialist economy under Jawaharlal Nehru, a nuclear agreement with the US allowing access to nuclear technology, yet failed to tackle a central issue in the way India was governed with leakage of funds for development through corrupt politicians slowing the pace of investment and industrial revolution in India.    ...

Neera Chandhoke, a professor at Delhi University, looks back in the Hindu at the leadership of Indira Gandhi in India, following the death of her father Jawaharlal Nehru. Nov. 25, 2017 is the birth centenary of Indira Gandhi. In the context of today's populism she is seen as a leader who used her populist image to dominate the Congress party at a time when after Nehru the party was led by Kamaraj, Reddy, Ghosh and other local leaders in different states. The 1967 election campaign gave Indira Gandhi the populist support that helped her set the tone for the Congress party which continues to this day with her son, and daughter in law Sonia Gandhi- with the Nehru dynastic succession dominating Indian politics. Under Indira Gandhi the Congress party won in 1967 and 1971, setup Bangladesh, helped ensure food self-sufficiency, nationalized the banks, till the Emergency in 1975-77 led to an authoritarian form of government. Indira Gandhi lost her life in 1984 after the decision to storm the Golden Temple in Amritsar, seen as a historic error. Chandhoke says the populism had its underlying problems and instability, and has not served India well.    ...

Since winning elections over a BJP led government, the Congress party in India has depended on an alliance with Left and Marxist parties, then an alliance with regional parties from Tamilnadu, and now an alliance with the regional party of Mamata Banerjee in W. Bengal. Following three decades since independence in 1947, when the Congress party under Nehru and Indira Gandhi generally won large majorities in parliament, the situation has changed to where regional party support is needed for either the opposition BJP party or the Congress party to form a coalition government. This has reduced the flexibility of the coalition governments in setting policies to encourage foreign investment in the growing economy.

To get an idea of the scale of paralysis in the Congress party administration of Manmohan Singh in India in 2011-2014 consider this- more than $100 billion in critical infrastructure projects were held up by slow growth and red tape, according to estimates of the Centre for Monitoring the Indian Economy. The Congress party was too preoccupied with fighting charges of corruption adding to the lack of leadership from Singh and Gandhi, and focussed on programs of subsidies for voters to prepare for the 2014 elections. In the last 12 months alone ending in March 2014, manufacturing projects of about $54 billion were shelved, according to the Centre for Monitoring the Indian Economy. The climate of uncertainty led to Indian companies investing overseas, or simply holding back instead of investing in the Indian economy. Industrial production declined for the first time since the 1990's during the 12 months ending in March 2014. It is in this vaccum in leadership since 2012, and a seriously troubled economy, that the 2014 parliamentary elections were held. Impatient young voters- with about 100 million new young voters added to voting lists- gave Modi and the BJP party an absolute majority and mandate for coming up with new solutions to India's problems in jobs and infrastructure....

The Aam Aadmi anti-corruption party led by Arvind Kejrival won 67 of 70 seats for the Delhi legislative assembly. The BJP won 3 seats. In the natonal parliamentary elections of 2014 the BJP led by Mr. Modi won in Delhi and the rest of the country. The Aadmi Party won the election by gaining the votes of ordinary people who were willing to give Kejrival another chance after an earlier stint at governing that lasted a few months. Kejrival's platform is for giving better access to electricity and water to the people of Delhi, and limiting corruption. In 2011-2012 Kejrival was part of the Anna Hazare anti-corruption movement in India that conducted nationwide protests against corrupt officials in the Congress Party led government. Following this effort which led to the election losses of the Congress Party in parliamentary elections, he setup a political party to contest elections on an anti-corruption platform.

The anti-corruption bill for creation of a Lokpal agency passed the lower and upper house of the Indian parliament in December 2013. It was stalled for two years after the efforts of political activist Anna Hazare's protest movement for passage of the bill. With national elections approaching in 2014 and the ruling Congress party's image bruised badly in state elections of Dec. 2013, party leaders decided to support the bill. In the elections in the capital Delhi a anti-corruption party, Aaam Aadmi (for the common man), created only recently, won a major part of the seats. In India corruption hurts not only at the national and local level as in China, but affects the daily life of the common man as bribes are required from ordinary people for anything to get done that requires approval from the huge government bureaucracy. In a televised address he appeals to Indians to support his government's efforts to reduce the deficit by increasing diesel prices, placing caps on cooking gas subsidies, and open up the retail sector to foreign investment. Singh's coalition will survive with a parliamentary majority after the withdrawal of a party based in W. Bengal state led by Mamta Banerjee, by getting the support of a party based in Uttar Pradesh state led by Mulayam Singh Yadav. Singh tells Indians: "we are at a point where we can reverse the slowdown in our growth. We need a revival in investor confidence domestically and globally.'' Earlier efforts to open up the retail sector to foreign investment failed because of Banerjee. Singh also warned Indians of the problems Europe is facing and the need for strong action to prevent a similar situation happening in India. India's political picture has changed since the days of Nehru and Indira Gandhi as no single party has support in all parts of the country, and federal governments in New Delhi are based on coalitions led by Congress party or the BJP party. Singh is known for his market opening moves as finance minister in a Congress led government in the early 1990's. Political strains and corruption scandals have weakened Singh's government in 2011-2012 leading to the lack of clear policies on the deficit and foreign investment, a situation Singh seeks to firmly correct. ...

The emergence of a national party in India is the subject of this editorial in The Hindustan Times. The Indian National Congress led by Mohandas Gandhi led the way to transitional home rule in the 1930's under the British, independence in 1947, with the party running India till 1962 under Mr. Nehru, one of Gandhi's assistants. This was followed by a breakup of the party into different factions with one faction led by Nehru family forming governments under Indira Gandhi, and her son Rajiv Gandhi. This faction then lost its popularity in the Hindi speaking heartland of Uttar Pradesh, Bihar and became a regional party with presence only in a few states of India and very little in the south. By 2014 a new party the Bharatiya Janata Party had emerged that had a strong presence in the Hindi speaking heartland of Uttar Pradesh and Bihar, Madhya Pradesh, Rajasthan, Gujarat, and in the northeast of the country. It still lacked a strong presence in the south. This has happened in the 2020 Telengana elections, says Hindustan Times. By getting a strong performance in the Hyderabad region the BJP now has a strong presence in Telengana, Andhra Pradesh, and Karnataka where Bangalore is located. Only Kerala and the Tamilnadu region around Madras, have their own regional parties in government. In the east the Bihar elections showed BJP as the leading party to form government to push the development agenda in Uttar Pradesh and Bihar. It is now well positioned to take this theme of rapid development to West Bengal state around the Kolakata (Calcutta) area, a state that has lagged far behind in development under a regional party that was an offshoot of the Indira Gandhi faction of the Congress party. As is common in India national political parties split into factional parties with infighting that split again into purely regional parties. This has further undermined the them of development through failed governance in India. The BJP under the current prime minister is now the exception to this because of its themes of health, governance and development, with Development at the top of the triangle supported by Health and Governance at the base of the triangle. The BJP which started out as a small business oriented upper caste party also changed its image under prime minister Modi. The slogan "Sab Ka Vikas, Sab Ke Saath," (Development for all, with all) has given the BJP support of the lower castes, the Scheduled class and the backward castes in India. This make it a truly national party with support across all socioeconomic and demographic groups. Bold moves have cleared the way for a nationwide approach to development, yet decentralized, with rapid development based on accumulation of technologies, human skills, land and capital. A singular focus on the needs of the ordinary people is evident when the prime minister talks about the effect of firewood burning stoves used in cooking by hundreds of millions of rural women for their families. He says the smoke from burning this firewood in the home has the effect of smoking 400 cigarettes for each woman. Rarely has this happened since Mohandas Gandhi took up the situation of village women in the backcountry and lack of clothing in the period under the British.   ...

Barkha Dut says it is unacceptable that the Modi government- elected after corruption scandals in the previous Congress party government- allow the cronyism and collusion between business and government that existed under the Congress party in India. The $1.8 billion fraud at state owned PNB bank has drawn attention to banking and bad loans in India. Dutt  cites an Indiaspend report that shows in 2016 and 2017 5200 "wilfull defaulters"  made up bad loans given by the state owned banks of $8.65 billion, larger than the government allocation for farmer and agricultural welfare. Agriculture and rural farmers still make up a large part of the Indian economy and national elections results can be determined by how well the farmers are doing. In the recent Gujarat elections in Modi's home state the lower farm support prices for cotton farmers in Saurashtra region of the state led to Modi's BJP party losing that region in the state, and barely winning the election in the state with a thin majority. As a result the farm support prices for an extended list of farm crops was increased to 1.5 times the cost to farmers in the new 2018 Modi government Budget. To maintain a  steady industry and business policy for industrialization and modernization any Indian government needs the support of farmers. Modi has raised the issue of bad loans in the state banking system as being generated under the previous Congress government in a speech to parliament. A cleanup of bad loans in the banking system is needed to generate growth and investment for the Indian economy. Good governance in the country's banking system and vigilance of regulators is needed along with this cleanup of bad loans, as public confidence is shaken. ...
