Does the ICC, the International Criminal court have jurisdiction over US policy in the Western Hemisphere? The ICC was founded in 1998 with the Rome Statute which was signed by US president Clinton but never ratified. President Bush unsigned for the US and Congress passed the ASPCA American Servicemen's Protection Act to protect Americans in the armed forces from prosecution by ICC. The US sees the ICC as infringing on its sovereignty. As most UN institutions with members from 125 (ICC) or 193 countries (UN) the tendency or bias is to be critical of the US in a "anti-imperialist" sense and for European states that practiced colonialism to also have the same tendencies. For instance the Monroe Doctrine was to keep European colonial powers out of the western hemisphere, out of Latin America, so that institutions modeled on the US and the UK including democratic representation, courts and rule of law could thrive. In today's context it is for the US to keep drug trafficking gangs and crime out of the western hemisphere. The ICC easily ignores the lack of rule of law, drug trafficking, and millions of of refugees, in favor of single incidents where violation has not caused massive harm to tens of millions of people and enormous deaths such as the Mexican drug trafficking that has cost more lives from fentanyl than the Korean, Vietnam and World War 1 combined.  In fact without the US and the UK on which US institutions are modeled, much of the framework of civil liberties, rule of law, independent court, democratic representation would be lost.  The ICC is part of institutions that are answerable to no one and made up of the many independent states emerging from the colonialism of Europeans in the 20th century that have little experience in such institutions that are with science and industry the achievements of the modern world, and in many cases these new and numerous states are proof of egregious violations. It took many centuries for the UK to develop these institutions from the 16th century and the US from the 18th century, and it is American and UK institutions that are the foundations for protecting the rights of citizens and of the people in the modern world. ...

Mediators Pakistan, Turkey sought to separate Iranian nuclear issue to a second stage with a vague Iranian commitment to discuss the issue and future dragging of feet by Iran. The US DJT administration has made this the only issue that must be settled first before a settlement can be reached, and not by a repeat of the half hearted effort by the Obama administration that led to reconstituting Iran's nuclear effort a second time with US financial assistance. For a day on Saturday it appeared that mediators Pakistan and Turkey had accomplished for Iran just that, to the alarm of Republicans in general and in particular senior Senator Graham. Many sections of the media including the WSJ and the business community, see this as a repetition of the mistakes made by Obama and his administration. Not only did Obama not act to work with Republicans on a border policy- simply protecting himself from Republican attack by deportation policies. Obama continued the war in Afghanistan/Iraq for the same reason to protect his chances for reelection. He also used immigration policy to get the Hispanic vote in the closing months of the reelection year. Obama's other foreign policy failure was in believing Iran had been persuaded to give up nuclear weapons, and gave Iran the financial backing that could easily be shifted from economic to military uses and rebuild the nuclear program,  which he has handed to a future Republican adminstration. Obama also ignored how this would affect the economic wellbeing of the Iranian people with the kind of protests and suppression that has happened in 2026. Democrats and the media, some Republicans, are simply ignoring these errors and have never really faced up to the problems in the Middle East and asked the question why there are 5 decades of wars in the Middle East, and coups, strife, wars for the entire period since 1950. In this situation the US, China, India, EU, Brazil and other nations can learn from this experience and act to secure alternative sources of energy, speed up renewable energy transition, and rapidly end all dependence/intervention on a perpetually strife ridden Middle East, which much of the US and international media in a baffling way ignores or does not say outright. ...

  It appears from the timing and stature of Marco Rubio's visit to New Delhi, and Jaishankar's response that the US and India have both learned a lot on how to setup a vigorous relationship as business partners and as global powers, acting with maturity and patience. Rubio's very presence in New Delhi at a crucial moment in May, the fact that after the US president Marco Rubio is a popular and respected leader in the US. After talks with Marco Rubio, US Foreign Minister, India's Foreign Minister Jaishankar says he had a close relationship with Rubio. Rubio says the first person he saw after taking office onthe same day he first visited the State Department was Jaishankar, calling Jaishankar one of the best and most knowledgeable India has to offer. Jaishankar sees growing convergence in India's position with that of the US in West Asia for open maritime navigation, international law, and the importance of strategic trust partnerships and resilient supply chains to de-risk the global economy. Gone are the days when India caught up in a vague "non-alignment" movement that the Europeans are now practicing by distancing from the US, India accepts a robust US-India partnership in the interest of all countries.  Jaishankar put it this way to support the US-   “One, that we advocate dialogue and diplomacy to address conflicts. Two, we support safe and unimpeded maritime commerce. Three, we demand scrupulous respect for international law. Fourth, we are against the weaponisation of market shares and resources. And five, we believe in the value of trusted partnerships and resilient supply chains to de-risk the global economy. Rubio met with Prime Minister Narendra Modi on Saturday.  An interim agreement on trade is being prepared so that a final agreement on trade and investment can be signed. On energy India is keen on getting energy supplies from the US, - “We spent some time today discussing energy issues, and again, you’re all aware that our government’s fundamental responsibility is to address the needs of 1.4 billion people. Ensuring the accessibility and affordability of energy for them is our prime objective. Secretary and I therefore welcome the expansion in our energy trade in recent months. Diversified supplies are at the heart of energy security for India." ...

The Financial Stability Oversight Council puts out a study and recommendations on the Volcker Rule that will serve as a guide to drafting the rules for implementing it. The overall tone of the report is that regulators must be vigilant for ways in which banks may try to evade the rule. Mr Volcker said after reading the report that it is clear and straightforward in its effort to let banks know that you cannot hide proprietary trading in other activities.

Last election was in 2003 with 8000 voting. The last colonial governor of Hong Kong, and Conservative party chairman, Chris Patten was chancellor for 21 years. It is a post that lacks authority yet is influential. The principals of 2 colleges at Oxford are applying- Elish Angiolinia of St Hughs College and Jan Royall of Somerville College. The Permanent Court of Arbitration in the Hague, Netherlands, rules in favor of the Philippines and rejects China's claims of sovereignty in the South China Sea over some islets in the Spratly archipelago. The claims were made by China on a historical basis. The Hague Court looks at it on the baisis of the UN Convention on the Law of the Sea and on whether these are islands or land submerged in the sea, or reclaimed reefs.

An editorial in the WSJ says the decision by the U.S. State Department to reject any claims on the South China Sea are now in accordance with international law and the geopolitical facts. The U.S. State Department stated on July 13 that "Beijing's claims to offshore resources across most of the South China Sea are completely unlawful." The Permanent Court of Arbitration in the Hague stated this in 2016. The State Department document says "The world will not allow Beijing to treat the South China Sea as its maritime Empire." The vital waterway is also claimed by the Philippines, Malaysia, Vietnam, and it remains an open waterway for navigation by all nations. The U.S. sent 2 aircraft carriers to the South China Sea in July to maintain freedom of navigation.

RICO prosecutions in Georgia for racketeering use a broader definition of the term. Mr. Trump's intent matters and Attorney General Barr's telling Trump that there was no substance to fraud claims.  WSJ says the state RICO law is broadly written giving the state prosecutors more latitude than federal prosecutors when pursuing alleged criminal enterprises.The Georgia RICO law on racketeering say defense lawyers is unconstitutionally vague and overbroad. Yet the state's highest court has upheld the law and cases have been filed and successfully prosecuted in Georgia. Most recently by prosecutor DA Fanni Willis against 35 school officials and teachers for a test cheating scandal. Of 12 charged in that case 11 were convicted, one acquitted.

Th Labour party of Mr. Anthony Albanese promised a referendum on its "voice" plan to give aboriginals separate representation. It would have created an advisory body to the government for indigenous people related to issues such as health and education.The referendum failed by a wide margin in the vote across Australia. Some opposed it as not doing enough for reconciliation with the indigenous people who make up 4% of the Australian population, the opposition Liberal party opposed it as being too vague, and others felt the government was not doing enough for major issues such as cost of living.

Unlike the movement against establishment politics started by Mr. Macron in France as a minister in the Hollande government with considerable business and government experience but still an outsider, Mr Grillo and his representative Mr. Maio in the government lack experience in governing. This is leading to its complete collapse only two years after its success at elections winning 33% of the vote. It shows that such movements can be short lived without a clear economic agenda that can be implemented, not mere criticism of the existing arrangements.

The haggard condition and failing health of the Bosnian Serb General Ratko Mladic. Mladic is wanted for war crimes and ethnic cleansing as commander of the Bosnian Serb army in 1992-94. He eluded arrest and was in hiding for 15 years, till his arrest in mid 2011. The efforts to transfer him to the Hague to stand trial at the International Court of Justice. The Serbian government is keen to use the arrest as an opportunity to close this chapter of the nation's history and start a new one with membership in the European Union.

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Today the realization is that European Union and American leadership had failed under leadership of Merkel, Macron and in the Bush and Obama years. ...

DW.com looks at the Dutch elections on March 15, 2017, with an increase in support for right wing anti immigration parties. A look at a combination of polls put together by DW.com shows Wilders right wing anti-immigration party having about 15% support, the Freedom and Democracy Party of prime minister Rutte having 16%, and the Labor Party coalition partner having about 9%. The Dutch party system has about 5 parties each having about 10% of the vote including a Green centre left party, and parties with special interest causes. None of the other parties is expected to join Wilders anti-immigration Freedom Party to allow it to form a government, leading to a coalition between a number of parties in parliament or inconclusive result. Wilders still will have moved the debate in the Netherlands towards emphasizing Dutch identity. Dutch prime minister Rutte has called for immigrants not accepting or merging into Dutch culture to leave. A current exhibit at the Rijke National Museum in Amsterdam on the Afrkaaner story in South Africa gives some indication of how Dutch people now view the importance of their identity- scribbled on the walls as part of the exhibit were the large letters "I am Afrikaaner" and the exhibit showed a life size Dutch girl in the Hague wearing a dress in 1904 during the Boer War with a ribbon remembering Afrikaaners interned in British concentration camps. The tone of the exhibit was to show pride in Dutch identity, with a Gallery of Honor for Dutch heroes in the 17th century golden age of Dutch explorers and navy. Even though Netherlands is not expected to leave the EU the new government will likely show a shift towards Dutch identity within EU. ...

The Guardian newspaper in Britain says the EU proposals of Boris Johnson's minority government do not face up to the realities. The three problems with the proposals are failure to consider the will of all the people of Ireland and Northern Ireland who favor a open and free border between the two Irelands. The DUP is the party in Ireland that does not speak for the whole of Ireland or Northern Ireland, its people voted to Remain in the European Union, and Johnson is following the DUP.  The Good Friday Agreement and the Irish peace accords include moral and political obligations made by Britain. Boris Johnson and Tory hardliners do not plan to respect these commitments to an open free flowing border in Ireland.  The vague customs arrangements between the UK and the EU are not what the EU would consider as normal and are problem for consumers and public. It creates a hole in EU customs arrangements and is not a workable solution. For these reasons the Guardian rejects the idea that this is a compromise, and finds the word "perfidy," or breaking promises to the Irish people, and in new ways from Tory hardliners from the past. ...
