Upamanyu Hazarika gives this story of George Fernandes, a trade union leader in India in the post independence era. He played a role during the post Indira Gandhi Emergency period after 1977 and in the governments that were set up in the two decades that followed. Some of the political parties In India today trace their beginnings to that period. He was Defense Minister in the first term of Atal Bihari Vajpayee as prime minister. A new Penguin Random House biography looks at the life of Mr. Fernandes who comes from a Catholic family in Mangalore, Karnataka. and organized trade unions in Bombay state and in Bihar. Some of the shifts in Bombay from trade unions led by Mr. Fernandes to the Shiv Sena movement led by Bal Thackeray shifted attention to bringing jobs to the local Marathi speaking people in the commercial capital of the British period. Without the capital and technology needed and lacking the knowledge for development of industry on an American scale this kind of leadership failed to deliver on the aspirations of the people in the same way that Mao's experiments with the Great Leap Forward in India and Great Proleterian a Revolution failed to deliver in Beijing, Canton and Shanghai for China.  ...

Ram Manohar Lohia, George Fernandes and Mulayam Singh Yadav are socialist leaders in the early years following independence who followed some of the same sentiments for renewal of India that are carrying India forward and have helped it cope with the pandemic and other problems. Yadav was chosen for Padma Vibhushan award this year. About Lohia it can be said that he provided a vigorous voice for democratic alternatives during the Nehru period, as did Acharya Kripalani. Both of whom have received less attention in independent India on the verge of its 75th anniversary in 2024 than they deserved.  They and in some ways Mulayam as a student of Lohia provided the voices needed for the vibrant Democracy that is India today, that is a partner for the democracies of the world from the US to Europe to Brazil and Mexico, to South Africa.

In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...
