The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

In the 1990's one could go to Madrid and freely walk out of the Puerta de Atocha main train station there with little traffic. Over the years after the financial crisis Madrid and Spain suffered. Under PM Pedro it has recovered. Yet it is not the same with international tourism from China, India, US having made visits crowded and less friendly. There is the garbage can index for tourism that tells you something is wrong when garbage cans are overflowing- it happened as tourism jumped to France in the last 2 decades- with garbage overflowing outside Notre Dame before renovation. (After 1993 Japan removed all garbage cans from streets.) About 100 million tourist visited France in 2024 and 80 million to Spain. It brings $100 billion in tourism receipts to Spain and about $80 billion each for France and UK, so that it is a key source of revenue for countries. How to make trips that avoid the rush - careful planning for season and month, finding the right places depending on one's interests nature, history, science, or other, and avoiding tours as there are plenty of resources to do it on one's own, finding right places to stay and visit, using local transport, tram and speed trains in Europe, giving enough time for each place, talking to locals and taking a lesson on Rocket languages online which uses locals and practices word pronunciation so you sound like a local. ...

Tourism is boosting the economies of southern Europe. The tourist economy is ultra competitive in places such as Lisbon and Madrid because the  debt crisis of Spain, Portugal, Greece has led to devaluing their currencies with the US dollar. There are more American tourists in Portugal than Spanish tourists who are attracted by lower cost vacations. Europe now generates $500 million dollars from tourism one third of total tourist dollars worldwide. Portugal's economy is growing at 8%. This WSJ report looks at tourism in Portugal. It also raises questions about Southern Europe's overdependence on tourism industry which is cyclical.

Summer tourism is helping support a second wave of the pandemic. This report says Croatia is a case study on how the opening of tourism can trigger a second wave. Because Croatia depends on tourism and Croatia had controlled coronavirus cases in May, the government decided to open its coastline areas to tourists from Europe. These tourists returned home with the infection and spread the virus. Clubs and bars were allowed to reopen for the summer season after the lockdown in April along the Adriatic coast attracting visitors. With 500 miles of coastline and Mediterranean climate, ancient towns and affordable stay, Croatia is crowded with tourists. In 2019 21 million visitors came here according to the Croatia Tourist Board. On Italian visitor from Parma cited here says she found crowded parties and bustling bars and restaurants where hardly anybody kept social distancing and wore masks. People in shops and bars she says told people they did not need to wear masks. The governments in Europe were keen on making up for the economic costs of the pandemic and opened the internal borders of the European Union in June. The opening of resorts in the sunbelt of Europe in Spain and Portugal has led to the spike in cases in Madrid and other cities in Spain. The same is happening in France. But vigilance dropped especially in Croatia where little or no restrictions were visible. Not only were bars allowed to open but the social distancing rules and mask rules were never practiced. Some Croatians call it incomprehensible. It has led to the spike in Germany, Czech Republic and Austria. The Koch Institute says 12% of all new German cases are traceable to Croatia. It is now a fact that international travel is a way the coronavirus accelerates. Governments in France, Germany, and the UK which are not especially dependent on tourism have the option to encourage people to stay in their home countries and remove this cause of acceleration while keeping shops and offices open so that business and jobs are preserved. For people hurt by lack of employment in the hospitality industry and others with lost wages from being in an occupation that acts to accelerate the virus it is a better option to offer financial assistance than to end up closing offices and shops in another partial lockdown. Opening bars helped accelerate the pandemic in California after the lockdown with steeply rising numbers of new cases. Educating the public to the extent that it should be about the dangers is also missing.    ...

Domestic tourist trips up 19% over 2019 in China as China opens up to tourism are leading to only a 1% increase in total tourist spending, as tourists are just plain thrifty. Food inflation that is 10-15% in the US is about a catastrophic 40% in Europe with creeping higher margins of grocery stores. Compare that with China where inflation is less than 1%. WSJ looks at Zibo a city in China that was like hundreds of smaller industrial cities in China until a government publicity campaign got about 4.7 million people to visit it for its barbecue pancakes. The prices were relatively inexpensive with two people eating for $20. Yet this type of tourism is not boosting the Chinese economy when exports are slowing and the construction sector is in poor shape financially.

MBZ Mohamed Bin Zayed's leadership in UAE, the exit from OPEC and recognition of Israel, that is changing the Middle East. India has close relations with UAE and there are 9 million Indians working in the Gulf region. MBZ and Saudi leader Salman were close until both leaders differed on oil prices. Saudis wanted to keep oil prices high to finance its ambitious projects which contrasted with the UAE interest in increasing production. Saudis have a less diversified economy whereas the UAE has tourism and finance as other business sectors. UAE has capacity to produce 5 million barrels a day, but is only allowed by OPEC to produce 3.5 million barrels a day. US president DJT says UAE's exit from OPEC should lead to lower oil prices. About 250,000 British nationals live in UAE and millions of Indians. Even though the Abu Dhabi and Dubai region of UAE is small it has a large population of 12 million with about 10 million expatriates from India. It is also amore advanced economy with the help of the British and India, and now Israel. Saudi population is about 35 million and Saudis were poised to recognize Israel in 2024-2025. Egypt, the largest Arab nation, has shifted policy to be part of a Middle East that seeks modernization and economic development after decades of war and has close relations with UAE, so does Morocco, another Arab country with close ties to Europe and India.    ...

India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. Indian Railways and new highways, modern river transport has opened up remote parts of the country from the jungles of Assam to deserts of Rajasthan, the mountainous regions of Kashmir, Sikkim, Bhutan and Ladakh, Arunachal, and the river regions of the Brahmaputra river and Ganges to tourism. Compared to France with 100 million tourists a year India has about a tenth of that.  Tourism is now seen as an engine for job growth as small handicraft industries can tap into the tourist market, hotels and restaurants can add to employment. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Delhi with images of pollution is a distraction yet the tourist from Europe or America can find much to see in smaller towns and metros in the country from Buddhist and Vedic civilizations thousands of years old and recent history after invasions from Western Asia and Europe since 1600, and interesting cuisine, culture, language and regional influences. ...

One of the good things after the pandemic is that people are going to spend more time in their home countries instead of travelling overseas, says this report in the DW.com. World tourism has grown too quickly and too fast in the last two decades. Places everywhere are becoming extremely congested. I remember visits to Paris, to Notre Dame cathedral and its surroundings, in the eighties and nineties and compare them to two decades later with regret that it has changed for the worse. By 2010 everyplace looked different, transport, hotels, streets were so congested as to make trips less exciting and less fun to do.  The question posed here is whether having 3 million less people travelling around the world is such a bad thing? It says the tourism industry has grown so quickly and so fast that it poses a danger to the environment, to the quiet of neighborhoods and cities, driving a commodities culture. As this writer says it drives locals away from the cities they have lived in for generations, and robs those who stay of the quiet lives they have enjoyed. In fact once the cities experienced so much less pollution during gradual reopening, and streets had less traffic, a lot of people turned to use bicycles. Bicycle lanes were replacing car traffic lanes. A return to calmer living with enjoyment of one's own neighborhoods and cities, and travel within one's own country, is becoming an attractive alternative. People now remember that it was the huge amount of airline traffic that spread the pandemic from cities in Asia to cities in Europe, and cities in America. It also spread quickly through tourist destinations inside Asia and Africa, and Latin America. Even some of the early clusters in Germany, Italy and the U.S. had their origins in the the spread of globalized supply chains in China, Germany, and Italy for automobiles. Auto industry business people traveled to places in or near Wuhan, then to Bavaria, and on to northern Italy in the global supply chain for automobile manufacturing.  As new nations like China and India with billions of people are added to world tourism this changes everything in a way never imagined before. This pandemic gives one a pause to rethink whether it was a good idea in the first place to seek fulfilment by travel outside one's own country, without first exploring it and one's own neighborhoods in a quieter setting. We travel to new places seeking fulfillment. There comes a time when the tourism today has become so big that it is not sustainable, safe or economical anymore. Did you know that 2.3 billion cycling tourism trips are taken in Europe each year according to the European Parliament? French cycling enthusiast and sports writer Claude Droussent, 65, puts together Cycling Atlas Europe, a book showing 350 one day cycling trips one can do in Europe. This follows Cycling Atlas North America also published by Rizzoli that he did with Greg Le Mond. It is intended to give people a chance to discover new places in a short few hours bike ride from where they are in a nature setting along mountainous terrain or along the coast. It is both adventure travel and discovery that is becoming popular after Covid. An app Strava provides an opportunity to talk to people who know about each ride.

NHK Proportional representation exit polls for Japan's  2025 elections for parliament show twice the number of people in 20's 30's and 40's voted for Sanseito over voted for the LDP. The LDP is the party that has run Japan's government for mostly all of the past 75 post war years. It is losing its touch with the common man as issues of cost of living, migration, and income mobility affect the Japanese people as they have done in Europe and the US. The two opposition parties are the Sanseito and the Democratic Party of the People formed in the last ten years to fight the entrenched LDP governments, and the Constitutional Party of Japan that has acted till now as the main Opposition Party. Not just LDP, the Constitutional Party of Japan also draws most of its support from the 50's, 60's and 70's people age groups and are being trounced by Sanseito and Democratic Party of the People with younger age groups. This is a significant observation on the direction Japan is taking with resistance to too much tourism, too much migration, and not enough attention to Japan's national interests. The LDP under Ishiba is now navigating a new environment as it looks to running the government taking credit for the US Japan Trade Agreement and working with the new parties. ...

The Pedro Sanchez government plans to use 140 billion euros from the European Unions's Next Generation Fund for the green conversion of its economy. This includes reviving the Midi Catalonia project, a gas link between Spain and France. Cornavirus has hurt workers in the wage categories of less than $16 an hour to a much greater degree than workers who earn more than $16 or $28 as shown in this chart from the WSJ. Workers earning more than $28 are more likely to be working from home particularly workers offering professional services such as in software, legal, accounting. These are people who are well educated and well off, compared to people earning less than $16 an hour who are less educated and less well off. The worst hit are workers in restaurants, in the tourism industry, airline workers, who face uncertain prospects 6 months into the pandemic for the next 6 months. Government help to these workers is also uncertain and diminished because of budget constraints after the trillion dollars already injected into the economy in the U.S, and separately in Europe, and the significant help provided in other countries including India. This applies to the informal economy workers in India and Latin America who are the hardest hit outside U.S. and Europe, including street vendors. The informal economy is a large part of the economies of the countries in Asia and Latin America. China has reintroduced the informal economy in some cities as a way to take the pressure off the formal economy after the drop in demand for manufactured products from the U.S. and Europe. ...

About 85% of people in Portugal a country of 10 million people are fully vaccinated in October 2021, highest in Europe. Strict precautions for prevention such as social distancing and mask remained in place after the surge in January 2021 which led to deaths at a rate that was three times the peak rate in the US.

On October 1, 2021 the restrictions such as 30% limit on filling soccer stadiums were lifted. For the Benefica vs Bayern Munich soccer game restrictions were lifted leading to filled stadiums with vaccination pass mandatory. As people return to indoors in winter this could still result in increase in cases. Because Portugal depends on tourism and stadiums are filled to capacity there is the risk of a smaller surge. Cruise ships are back in Portuguese ports and tourists,are back in large numbers. Soccer fans, fill subways, leading to new concern about a limited spread of the coronavirus.

The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...

China after American and European offshoring of supply chain and manufacturing over three decades is going through a rapid reversal. People to people contacts are also falling off a precipice as it were, showing how badly structured efforts by business focused on profit and not people to people fail miserably, hurting the long term prospect of peaceful cooperation. Foreign Investment that was $100 billion in the first quarter of 2022 is now $20 billion. Tourism down by about 80%. At Zhangjiajie National Park goes from half a million foreign tourists to 50,000 last year. It is typical of this staggering change.  People are not going from America and Europe to China unless they have to. It shows the complete failure of a purely business relationship such as offshoring manufacturing when it hurts workers and families in America and Europe, who turn against it leading to a free fall in relations. American and European business and the governments allied with it failed in this sense to build a world of better interpersonal relations between Asia and the western world. China's experience with industrialization and modernization begun in 1990 is now a cautionary tale for other regions such as India and the Middle East that are planning their own modernization. Much of it happened less from a people to people relationship than from an effort by US business to seize the opening of China after Mao's revolution to offshore American manufacturing as if realizing a new opportunity without understanding its long term consequences for the American people. European business followed American business in this offshoring. It damaged the basic structure of the American and EU peoples based on locally based supply chains and manufacturing at home needed for strong healthy communities, leading to this situation today. The rancor and deeply seated discontent all across America and Europe from communities losing factories and the jobs and wealth coming from it from offshoring by business interests has created this situation.  ...

Concern about the spread of the pandemic in the U.S. with the upcoming Thanksgiving holiday and travel to visit family and friends. Seen from Australia and other countries American fatigue with staying at home is cause for concern. Yet this is not entirely American as governments in France plan to have a phased reopening by Christmas, with phase 2 partial lifting of restrictions of the lockdown on December 15. Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.

Routes that are long and hazardous. The lack of rapid industrialization and development in Asian countries leads to a flow of migrants to the EU and the US. Better management of this flow requires stable and good governance in Asian states and willingness of the EU and the US to share technology and invest in South Asian and South east Asian nations. Reports of Vietnamese or Indian immigrants in cramped spaces hidden in trucks or lorries, shows how the welfarism or handing out of government benefits is not the answer to the need for rapid industrial development and investment in infrastructure needed in South Asia and South East Asia. With accelerated development made possible with business in the EU and the US investing in manufacturing  in this part of the world. This is also part of what is seen as diversification of American and EU investment so that manufacturing is not simply concentrated in one Asian country. ...

With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...
