President Trump extends the U.S. lockdown for social distancing till April 30, on the advice of health experts. China meanwhile resumes industrial production and schools reopen. Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. On December 27 on a single day 180 cases were recorded and the Head of the Respiratory Department at Hubei Provincial Hospital reported this to health authorites in China, according to the South China Morning Post, based on data collected in China.   ...

Angela Merkel said that contact tracing was "above all else" in importance in tracking down infection chains. Apps would not work in Germany because tracking movements and recording information is a sensitive subject in Germany with its history of communism and fascism. Germany still did it but very early on adopted a low tech way that so far is working. Staff from provincial administrations have shifted to do contact tracing work as other work is slow or suspended. Volunteers also have taken up the work. Germany's goal is 5 contact tracers for every 25,000 people- or about 16,000 for a population of 83 million. All the contact tracers have is the phone and a central database of information on the desktop computer as shown here in this report in the Washington Post. There is no advanced technology or software.  Most important say experts is social skills - to talk to people in a way that makes them feel comfortable to share information about how they are and their contacts in a very informal friendly setting, that even includes some humor. Here a contact tracer in Reinikendorf describes the work she is doing and a typical day. There are about 75 contact tracers for 260,0000 people in her area. When she calls someone she notes down what contacts they have had and puts them in Category 1,  2 , or 3 depending on the need for quarantine. The calling is mainly about asking the contact about his or her movements. A contact for more than 15 minutes is Category 1, less than 15 minutes Category 2. The whole conversation is for 10 minutes. Then someone from the health department will call the person contacted everyday. Reickendorf began building up contact tracing in March after an outbreak in a kindergarten was too much for the usual number of health officials to handle. The German trace and quarantine approach, home grown, low tech,  and based on what resources are available, the most important thing being start immediately, has its flaws. Yet it has worked to limit infections and deaths.  In about 65% of cases health authorites have no idea how a person was infected. Asymptomatic carriers are not detected. In some area the resources are limited.  This effort has helped control the virus first cluster in Bavaria at a car part manufacturer. Sixteen people had tested positive and hundreds were quarantined. The German approach is that testing is fine but if you are in quarantine testing is not going to make a difference in spreading. Testing with a negative result is also not helping as it could be that its too early for the infection to register because of the incubation period. ...

Parliament adopted reform that allows citizens to have 10% of pension savings paid out as emergency coronavirus aid. Chile was presented as a much more affluent country but this no longer holds true. The latest late stage trial for Astra Zeneca vaccine in US, Chile and Peru, offers new hope. It is also seen as safe by experts as it goes for FDA regulatory approval in the US. It is provided at cost, and storage is in ordinary refrigerators for long periods, with production in India of large quantities of the vaccine, making it a vaccine that could reach large parts of the world's population.

While attention is placed on Brazil for coronavirus, neighboring Argentina has an economic crisis with debt of $324 billion, reaching 90% of GDP. The new Peronist party government in Argentina is supported by the IMF in negotiations with creditors, as it faces the coronavirus and needs to free up resources from debt payments to tackle the crisis. Its proposal to Ad Hoc group of creditors including investment funds Black Rock and Fidelity is for a three year grace period on debt payments, 62% reduction of interest  amounting to $37 billion, and 5% reduction of capital or $3.6 billion. Earlier governments mishandled the economy leading to overborrowing on an unsustainable basis. Argentina has defaulted on debt 20 times in its history. The last being in 2001 with debt of $100 billion. The pattern of overborrowing and mismanagement by administrations modeled on free market economies has continued. Already vaccination experts at the Baylor College of Medicine cited here say they foresee another wave of the coronavirus in the Southern US because of vaccine skepticism barriers to vaccination, and much of the population not being vaccinated. The percentage of the population in the Carolinas, Georgia, Georgia and Louisiana, that has both doses of vaccine is low. About 50% have had just one dose. In southern states Mississippi and Alabama the vaccination rates are much lower leaving large parts of the population unvaccinated. The widespread presence of the Delta variant in the UK and the R rate being between 1.00 and 1.2 in UK shows that the UK even with higher vaccination rates than the US is still facing a danger of another wave as it reopens.  The ominous aspect of this is that from just over 400,000 the vaccinations per day dropped to 316,000i n the US. This means there will be a period when vaccination drive is stalled while the reopening is fully underway with a new contagious variant twice as contagious as the original coronavirus. This leaves the US at risk of another wave, with the south and western US, younger people who are out more and unvaccinated, more at risk.  ...

The pandemic has affected Brazil, and Peru, Ecuador, the worst in Latin America. Countries where there was a lack of funding for public health and no consensus on how to tackle the crisis such as Brazil have done worse. Brazil has 11 deaths per 100,000 people compared to just 1.0 for Argentina. Chile with a political crisis and months of protests has no consensus in the country. It has done worse with 4 deaths per thousand and 95% of intensive care beds in the country taken, leaving hospitals overburdened and in stressful conditions. 

In Argentina the lockdown has been extended till June 7 and there appears to be a consensus on the government's approach to the crisis. Mexico under president Obrador decided to reopen earlier and now faces more coronavirus cases. Reopening the economy so that people in the informal economy could provide for their families was a priority for president Obrador.

The daily commute has has defined the start of the day and the end of the day clearly in a way that is not happening with working from home during the coronavirus. Microsoft Teams manager Ms. Janardhan is looking at ways of modifying its Teams package of workplace collaboration tools so that users can better demarcate these two parts of the day. The virtual commute feature is a way to focus on wellness as a priority. It puts more attention on how people feel and think in different parts of the day and even includes a 10 minute meditation session option for the end of the day. The program now asks people how they are feeling and if they are feeling overwhelmed the virtual commute assistant will ask if they want to block time off in their calendars to focus on destressing activities or stuff they enjoy doing, even just taking a break. Marking the start and the end of the day has become more difficult for many while working from home. Half of the chat volume on Teams happens between 5pm and midnight in the last 6 months up 48% from months before the pandemic. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. Women feel overwhelmed with housework during the pandemic. About 80% of women feel responsible for house work compared to 28% of men, according to a NYU and U Penn study. On average women do one and half times the house chores compared to men. This difference is wider when looking at households where men do very little of the housework. The author of "Fair Play" a book about dividing housework says women are burned out, stressed and full of rage about the way household chores are handled. The pandemic has seen a further deterioration in the amount of time men spend doing household chores, according to the Bureau of Labor Statistics, creating a situation of tension. As men have worked from home during the pandemic the once invisible labor of women is now in plain sight. For women who have quit their jobs and looking for a way to get back to work there is an additional element of frustration.
