In this interview of very personal remarks made to business groups and revealed by Reuters, Carrie Lam, Hong Kong's Chief Executive, says she would be relieved greatly if she quit. She called her actions unforgivable given the mood of most of Hong Kong people today in 13th week of protests. "What I did was unforgivable," she said.  Carrie Lam had a good reputation in Hong Kong as a dedicated civil servant when she assumed the office. She had not anticipated the turn of events from the push into Hong Kong sovereignty by Beijing since the umbrella movement leading up to the extradition bill. In this rare conversation remarks, Lam comes across as someone who was caught in the middle between protestors and Beijing. "The political room for the chief executive, who unfortunately has two masters, the Central People's Government of China and the people of Hong Kong, that political room for maneuvering is very, very, very limited." What is her ideal situation. "The first thing I would do if I had a choice, is to quit, with a deep apology. I make a plea to you for forgiveness." For Hong Kong people, especially the young it was about the rule of law, for Beijing a sense of the Hong Kong region as being a part of the neighboring area of Shenzen and of China. She says she sees no intention of China to send in the People's Liberation Army from her own feeling the pulse, from her discussions. She says China is playing "a long game." There is just too much at stake for China. "They care about China's international profile. It has taken a long time to build up that sort of international profile, and having a say as a big economy, as a responsible big economy, so to forsake all those international developments is clearly not on their agenda." For her personal life this has been very difficult as she can rarely go out in the middle of these protests, not even for a haircut or shopping. Hong Kong was handed back to China by Britain in 1997 under formula of "one country, two systems." With the Hong Kong system, rule of law, free speech guaranteed under that agreement for 50 years transition period.  ...

Carrie Lam, the chief executive of Hong Kong, who has struggled through the crisis triggered by the extradition bill she introduced has decided to finally withdraw it. Protests have gone beyond the issue of the extradition bill as Lam herself agrees. She pointed out in her video message that the protests are about housing, land supply, income distribution, social justice, mobility, and many social, economic issues in addition to political ones. Protestors have five demands and the freeing of all those arrested is not something Lam has agreed to. Lam says some protestors violated the rule of law. Protest leaders including Joshua Wong, see the withdrawing of the extradition bill as poor timing. Hong Kong has seen 13 weeks of protests and the pictures are all over the world showing how much the issues and the the lack of responsiveness of Carrie Lam has resulted in this standoff.  Lam would like to replace the confrontations with police "with conversations." Why she took so long to meet or seek meetings and conversations is not fully understood and will be discussed for a long time. This brought China to the brink of a crisis that would have repercussions including on trade issues, when it needed to be handled in a better way. ...

Asbit faces months of protests in Hong Kong with no end in sight China decides to take the long view. Carrie Lam has said that China is playing the long game in Hong Kong as it has too much stake in world affairs and its trading relations. This is particularly true today with trade tensions with the U.S. and a wary Europe. 

The story is one of two cultures, with Hong Kong very different from the culture president Jinping and Mainlanders know. There is little space in between so being patient appears to be the best way. Jinping met Carrie Lam recently in China and says he trusts Carrie Lam, a civil servant in the British tradition, who is caught between the two conflicting cultures and wants to take a break from the chaotic situation in which she can rarely go out without meeting protesters.

Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

Carrie Lam, Chief Secretary for Administration of Hong Kong SAR government from 2012-2017, led the negotiations on Beijing's side with the Hong Kong movement for more autonomy. She did not back down in the negotiations and is favored by Beijing over the former Financial Secretary Mr. Tsang. Tsang spent some years in the U.S. compared to Lam who spent some time in the UK for education. Chinese official are skeptical of Mr Tsang because he said in the past that more legitimacy for Beijing could be gained with further autonomy for Hong Kong.  Tsang is supported by the autonomy movement in the election to be decided by the 1200 member election committee, and Ms. Lam by pro-Beijing members. Tsang also has good relations with the Chinese government and has higher popularity with the public, but his early years in the U.S. are paradoxically making Chinese officials skeptical, even though Ms. Lam's husband and two sons are British citizens.

Optimism from the Washington Post Editorial Board now that Homan is in charge and law enforcement cooperation between state local and federal takes place. Homan was  briefly bypassed in the team set up by Kristi Noem, Secretary of DHS, and  as a result Border Patrol agents began their own sweeps that were not in accordance with DHS and ICE methods of operation. This was shown in the WSJ reports of the last few days creating unnecessary confrontations with protestors, increasing numbers of agents as a result, and both risking the lives of law enforcement and of protestors. Republican senators in Congress defended the rights of Americans to protest. Local and state cooperation with federal law enforcement was key to maintaining order and peace in neighborhoods, ensuring everyone's safety. This is now taking place with Homan meeting Attorney General Ellison, and state governor Walz. Homan said “certain improvements could and should be made” and that the government had not “carried this mission out perfectly.” Washington Post says Homan acted like a professional when asked about Pretti. “I’m going to tell you to let the investigation play out and see where it goes." The Post says handing over criminal immigrants sgould not be controversial, as Kristi Noem says migrants with criminal records were released onto the streets from jails by local officials. There is a lot of soul searching that needs to happen on the part of all, with less reckless behaviour that only aggravates the work of law enforcement and reduces the safety of streets and neighborhoods, and worse is not in accordance with America's tradition of treating people fairly as long as they are acting with decency. ...

Homan said “I do not want to hear that everything that’s been done here is perfect." Instead of street sweep patrols by Border Patrol agents Border head Homan says after meeting with Atty Gen. Ellison of Minnesota, ICE will get people charged with crimes from the jails. In earlier remarks by Kristi Noem, Homeland Security Secretary, she had mentioned that Minnesota state and local authorites were not cooperating and releasing people from the jails to the streets making ICE job more difficult. The Minnesota local authorites now agreed to cooperation with federal immigration authorites for better law enforcement. Minnesota is unique because the governor of the state and mayor are Democrats, and governor Walz was the VP candidate of Kamala Harris for Democrats, with a certain amount of belligerant opposition in that state to DJT and Homan. The lack of cooperation and the antipathy between the federal and local officials carried over, and more and more Border Patrol and immigration personnel were sent to the state reaching 3000. Compared to other Democrat states or cities- California and Tennessee, Washington DC, where initially there was criticism in the state of ICE Minnesota turned out to be different. The president was critical of the way Somali immigrants were settled in the state and the reported fraud for state benefits. The presence of ICE and Border Patrol under Bovino on Minneapolis streets led to more protests and confrontation. Carrie Lam stated China was too conscious of Hong Kong and China's international reputation and was pursuing "the long game," in dealings with Hong Kong protesters and its relations with the U.S. and Europe. This approach sees the need for China to create a positive image as it seeks to settle the trade dispute with the U.S. that hurts China's efforts for improving the standard of living and continuing its modernization. This means keeping relations with the European Union on a good footing as it pursues tit for tat tariffs and resumes talks with the U.S. without giving up what it sees as its sovereignty for industrial policy and trade matters.  A new sign of this is changing the focus of Hong Kong protests from the Chinese government to Hong Kong tycoons who China says have created the housing shortages through their policies. By not releasing land they own for building new affordable housing and driving up prices because of the greed for returns the tycoons in real estate are asked to take some of the responsibility for the mess in Hong Kong and anger of protesters. The social and economic tensions have contributed to anger of protesters for which the government has become a easy target says China as it looks for ways to tackle the issues underlying the protests and separate the negotiable issues from the issue of "sovereignty" or China's right to decide its internal affairs. In the light of the Communist party's struggles against European colonialists and Japan's Imperial Army, "sovereignty" is a sensitive topic in China.  As part of this approach Carrie Lam, Hong Kong leader held a Chinese version of Town hall meeting to listen to the complaints of Hong Kong leaders for the first time after weeks of protests, to let people vent out their feelings and complaints.    ...

The Hong Kong protests in 2019 are dividing families as shown in this report in the WSJ. It is about the young who have never known much about China and its recent history in the 20th century and the older parents who have seen China grow from the colonial period to what it is today. As other reports show the part of China called Shenzen that borders Hong Kong has very different perspective of the events there and see the events from the perspective of Beijing. Some of the protest leaders are only in their teenage years and lack the experience needed to help reach some sort of agreement with Chinese leaders. Day after day the two sides are growing further apart and see the protests in a different light. The leadership under Chief Executive Carrie Lam has also not provided some way to bridge the differences.

China's coastline of 14,000 kms is not facing the key sea lanes and compares with the following for the Indo-Pacific group - India with 7500 kms, Japan with 30,000 kms, Australia with 25,000 kms, US with 20,000 kms. Indonesia which works with Quad is right on the sea lanes near Singapore with 54,000 kms coastline. With the coastline of New Zealand alone larger than that of China there is a coastline of over 150,000 kilometres or about 100,000 miles for the US, Australian, Japanese and Indian navies to protect. The US has 7 aircraft carriers in its Pacific Fleet to do this- they are the Nimitz, Carl Vinson, Theodore Roosevelt, Abraham Lincoln, George Washington, John Stennis, Ronald Reagan. ...

This provides the public with a closer view of the Justices on the highest Court in the Nation. It also means Justices live a sheltered life away from the concerns of ordinary Americans about cost of living, cost of health care and pharmaceuticals, cost of childcare, cost of education, cost of fentanyl and other drug trafficking to American families and mothers. During the Depression only three Justices the most prominent of whom were Harlan Stone of New Hampshire and Wendell Holmes of Massachusetts supported New Deal legislation to provide government help with other Justices rejecting New Deal legislation right in the middle of the Great Depression when people were literally without food and shelter, without jobs and in despair. Today there is a permanent exhibition of Harlan Stone in the US Supreme Court for the longest service on the Court. It took till 1940 for FDR to appoint new Justices to get the Court to support the New Deal. Today Justice Barrett is a lone voice among Conservatives willing to listen to all opinions on both sides along with but more than Justice Roberts. This is heartening to both sides. Barrett like Justice Sandra O'Connor before her puts great importance on the Constitution's intent and wording, its pages are in her book. O'Connor from a rural ranch in Arizona carried the Constitution with her at all times and had her own books- the Lazy B about growing up on a ranch on the Arizona- New Mexico border in the middle of big country, big sky, so wide an expanse that she writes about it in her preface to her next book The Majesty of the Law citing Wallace Stegner. ...

Gig workers at LAX airport are typical of workers in general who work for Uber and Lyft. In comparison to the period before the pandemic these workers now barely make a living wage. $3000 a week has fallen to about  $1000 a week as many drivers compete for the same work, and as users cut costs and offer less for a ride. 

Uber says 43% of the cost of a ride goes for liability coverage. At LAX airport drivers are asked to go to a place 20 minutes from the airport, a shuttle carries passengers to that spot. This has reduced demand for Uber.

Donald Trump, has consistently tried to capitalize on the changing demographics and economic conditions in the country during the primaries by embracing a neglected white working class on issues such as trade, wages and jobs. He now has taken on the issue of law and order. In his acceptance speech Trump once again used a canny ability to sense the public mood, in the summer following the Orlando shootings, the Nice attacks, and the Baton Rouge police shootings, by calling himself "the law and order candidate in this race for the White House." He touched on the police shootings and terrorism by making the centrepiece of his speech- "Our convention occurs at a moment of crisis for our nation. The attacks on our police, and the terrorism in our cities, threaten our way of life."  The speech ended by Trump saying "I am your voice." By embracing the major issues in a way a skilled politician would do using his years of experience on the Apprentice television show with catchy slogans and phrases; long before the other candidates had caught on, and using the language of ordinary people, on trade, wages, jobs, terrorism, Trump has galvanized this portion of voters. He also made an appeal to Bernie Sanders voters. The distance between working class voters and other candidates who feel neglected on issues of wages and jobs, and are also most open to issues of law and order and terrorism, was the story of the Republican primaries. Whether this carries over to the broader electorate- as less than 20% of the eligible voters in the Republican primaries voted to give Trump wins in the primaries- and how well Hillary Clinton has held onto traditionally Democratic white working class voters that Trump is appealing to, will affect the 2016 elections. As this piece in the Guardian points out Trump has it well on touching on all the right buttons for which he has a canny ability, but will the American voters look for more in terms of experience and other factors, and Hillary's own fighting spirit, may affect this unusual election.   ...

During 2022 the San Francisco Federal Reserve Bank issued 6 warning citations to Silicon Valley Bank, saying that its bank practices did not allow for enough cash in the event of crisis. By July 2022 in a full supervisory review it was rated deficient for governance and controls. At a meeting with senior leaders of the bank the possible exposure to interest rate losses related to Fed increasing rates was also discussed says this report in NYT. The Fed regulators stated that the bank was using wrong models showing that SVB bank would do better as interest rates increased. Questions are being asked about why things that were in plain sight were overlooked by the regulators- 97% of deposits were uninsured by the federal government. In the event of a crisis depositors might try to get their deposits out causing a run on the bank which is what actually happened with $42 billion attempted withdrawals in one day. Michael Barr is the vice chair for Fed supervision. A investigation report is expected by May 1. March 29 the House Financial Services Committee will hold ahearing in Congress. Peter Conti-Brown, an expert on financial regulation at the University of Pennsylvania calls it failure of banking supervision, and says it will become clear from the investigation whether the supervisors failed in their work. One of the problems is that the CEO of SVB bank, Gregory Becker, was on the Board of the San Francisco Fed. NYT says the optics of this is bad. Bernie Sanders, Senator from Vermont, calls it absurd that he was appointed to the Fed board of the institution that was regulating SVB bank. Another problem is that Randall Quarles, vice chair of Fed supervision 2017-2021 carried out a 2018 regulatory roll back law of president Trump in an expansive way says NYT. This law exempted banks with less than $250 billion in assets from strict banking supervision that larger banks were expected to go through. Fed chairman Powell is criticized for not  flagging these steps as potentially dangerous for the banking system in the way this was done by vice chair Lael Brainard. Brainard is now head of Biden's National Economic Council. She never favored the Trump law and had grasped early the risks of such deregulation. Sanders will bring a new law to prevent bank CEO's from sitting on Fed boards, and Senator Elizabeth Warren has called for an independent review that does not include Powell.     ...

A US Supreme Court 6-3 ruling that president Biden calls one that "contradicts common sense and the Constitution, which should trouble us all." The 6 conservative Justices and 3 liberal Justices vote along party lines to strike down a century old New York law with restrictions on the use of concealed weapons or weapons carried openly. Appointments to the Supreme Court have only meant taking the party disagreements into the Court- Mr. Trump appointed 3 Justices Gorsuch, Kavanaugh and Brett who joined Thomas, Alito and Roberts, appointed by the 2 Bush presidents, for this decision. The three on the Democratic side Breyer appointed by Clinton, Sotomayor, Kagan appointed by Obama. Today the presidents who made these appointments Clinton, Obama, Bush and Trump are all seen in a different light with their thinking and ideas not drawing support from all corners of America for a common sense approach to the Constitution. Following the pandemic and the war in Europe there is a shift in thinking all over America and the world, and the old politics simply don't fit in with this. Biden calls this a decision that "contradicts both common sense and the Constitution."  A group of Senators from both major parties are coming up with a common sense approach in a gun control bill in the US Senate. ...

A year long study by the Washington Post of all shootings by the the police in incidents of law enforcement in the U.S. shows only about 4% of the incidents involve police killing unarmed black persons. Yet a disproprotionate number of unarmed men shot are black or Hispanic- 3 of 5 people. The large majority of incidents involved people who were mentally troubled most of whom carried a weapon, persons carrying a weapon, or persons running from the police when asked to stop. The WP has compiled every police shooting in its database for analysis, something even the FBI does not have and is only now starting to put together. For police the hard part is when to know a certain behaviour such as reaching into the pocket after a police chase was harmless or risking the officer's life, as shown in a video carried by officer Lisa Mearkle in Hummelstown, Pennsylvania, for one of the shootings. Mearkle was acquitted by the jury.

China sees human rights in the context of its own history and struggles with colonial powers, and efforts to stall its modernization efforts in the last 3 decades.
