After 3 by-elections in Toronto and Montreal Carney likely to have slim majority in Canadian parliament with 173 seats. The Liberals party has a 10-15% lead over the next party the Conservatives. Under Justin Trudeau Liberals had fallen behind the Conservative party in polling, only to be revived by Mark Carney of the Central Bank of England who sidelined some of the more controversial parts of Trudeau policies and gaining a big win in the recent elections. Carney has tried to find a way to keep Canada independent of US policy and able to chart its own path in the face of US tariffs and trade policy.

This put a strain on housing and social services when in 2022 1 million people were added to the population, now 41.6 million. Canada under Mark Carney of the Liberals party sets new temporary residents target from 670000 in 2025 to 385000 in 2026 and 370000 in 2027 and 2028. 

"We needed to bring our immigration level to a more sustainable level," says Canada's finance minister, Francois-Philippe Champagne. For the first time there is a drop in population of British Columbia and Ontario. Only Alberta increased population. There are 2.8 million non permanent residents mostly international students and temporary foreign workers or 6.5% of the population in 2025.

Stephen Harper's Conservative party won 167 of the 308 seats in Canada's House of Commons, the NDP won 102 seats, the Liberals 34 seats and the Bloc Quebecois 2 seats. Harper gave indications of how he would govern by saying that he would stay on the same path the Conservatives followed when they were a minority party. He said there would be no changes to Canada's public health care system. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

In Brazil Ignacio Da Silva was popular till a crisis with state finances and the Car Wash scandal involving illegal payments led to the loss of his Workers Party in the recent elections. Mr. Trudeau had won support by supporting clean governance and giving women a say in governing. Ms. Raybould was transferred to a lower position after her unwillingness to follow government officials on the CNC Lavalin issue. Now the Liberals Party of Trudeau is trailing the rival Conservatives and Ms. Raybauld is a highly respected figure in Canada. ...

An Ottawa native, Andrew Scheer, 38 years old, representing the state of Saskatchewan, is elected leader of the Conservatives in Canada by winning about 51% of the vote from 141,000 party members votes.  He is a former Speaker of the House of Commons. A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...
