1.1 million EVs were sold in US in 2024, compared to 1.4 million hybrids. Hybrids have made a comeback as sales of electric cars are slowing in US in 2024. Constraints being lack of enough charging stations, price of electric cars still high, driving range limited before recharge. Hybrid car sales are surging helping Toyota after a too cautious entry into EV's. Now the Biden administration is looking at the targets and how to make the transition smoother. Toyota is pushing back on strict environmental rules that expect 67% of cars to be electric by 2032.  The 2021 executive order by president Biden was for 50% target by 2030 and this included hybrids.  The gradual shift would make it less costly for the public to replace the cars and help first time buyers wanting to try it out do this with hybrids as an option. As a quick guide 12000 pounds of carbon dioxide for global warming are given out by gasoline only cars, half or 6000 pounds by hybrids like Toyota's, and half again 3000 pounds of carbon dioxide by all electric like BYD China's or Tesla/GM/VW. The actual numbers are confirmed by Dept of Energy 2022, and MIT 2019 studies- 2727 pounds all electric, 6898 pounds hybrid, and 12594 pounds all gasoline. ...

He shows how today's Michigan, was home to Henry Ford's automobile plants that made it a major part of the industrial revolution in the US after 1910, when Ford's first assembly line manufacturing was set up in Highland Park, Detroit. Industrial growth till 1960 made the US the leading industrial nation in the world. Followed by Japanese imports and auto manufacturing shifting to Asia and Mexico, that led to deindustrialization and neglect in Michigan and the midwestern US.  Key aspects of resurgence today is coming from lessons learned in the period of deindustrialization. From labor and management not working together, from huge pension obligations and costs that had to be overcome, that made existing wage and cost structures uncompetitive with Asian manufacturing. Labor concessions in the last decade have made a rearrangement of cost structure possible, yet along with the financial crisis of 2008 further worsened worker incomes. The first steps of a return for Michigan to its role in the early industrialization of America, the new labor contract negotiated in 2023, the support of president Biden and the government, the investment in the new technology of electric car manufacturing by Ford, General Motors and Stellantis. Goodman shows how the state, federal government, community colleges and other educational institutions training workers and students, and car companies are working together to promote interests of workers and communities. There is uncertainty created about the fewer parts in the electric car manufacturing process, automation advances, and fewer jobs. Yet the process is a transition over many years and this is accepted by the Biden administration and by the industry as it responds to slower demand for electric cars in 2024. This provides the time to bring up new training programs for workers, enable the funding of new research into battery technologies that would bring down the cost and make electric car prices accessible to the wider population. The big difference between the US at about 1.2 million electric car sales and China at over 9 million in the last year is that companies such as BYD have found away to come up new battery technology that uses different more accessible materials. BYD's research into new batteries came up with a iron phosphate battery as shown on articles on BYD in 2024 to substitute for less available lithium and cobalt. On one of its models BYD is offering a price of $11000. This attracts a different kind of buyer than what American makers are reaching. Another plus for BYD is that while sales are stalling in the US because of battery range and lack of charging station access, BYD also sells a large number of hybrid electric cars that help urban dwellers go back to their homes in the countryside. BYD also manufactures two thirds of its parts internally producing needed savings. China is also pushing electric cars with government subsidies and government is working hand in hand with industry in a concerted effort for two decades. Compare that with US where the Biden administration was the first to start changing the way the US does business to put government industry cooperation and working together at the heart of the way of doing things. The US could learn from other nations and adapt its own industrial and modernization efforts in the world after the pandemic and as supply chains are being renewed and restructured. Electric vehicles (EV's) get a tax credit under the Biden Climate Bill also called the Inflation Reduction Act of 2022. To qualify for the tax credit of upto $7500 buyers of EV's have to meet income and other requirements. Only cars with final assembly in the US qualify for the tax credit which should help boost American EV manufacturing capabilities and technology. This removes the problem of automobile job losses for factories shipped overseas.  EV's must not be priced above $25,000 for 2 year used cars, and $55,000 for new cars. SUV's can go upto $80,000. Income limits (as AGI) are $300,000 for joint filers, 150,000 for single filers for new cars. For old cars it is $150,000 for joint filers and $75,000 for single filers.

This story in WSJ says China may have a lead in electric car battery sales in 2024 and beyond. China is investing heavily in battery plants and EV plants in Europe and the US. This would help China meet the restrictions on import of electric vehicles from China by the Biden administration. CATL increased its market share in Europe from 10% to 24%. Sales of EV vehicles in China went up by 37% in the first 9 months of 2023, and China is the top exporter of electric vehicles. CATL's electric battery sales in Europe doubled compared to 60% for LG. And in excluding China sales CATL has caught up with LG both having 28% of the market.

Washington Post Editorial Board says DJT policy of "trade not aid," hand up not handout, is right for Africa- good example the $3 billion US puts in railroad from Congo/Zambia to Lobito port Angola on Atlantic coastline to get critical minerals in exchange for infrastructure building. A loan of $533 million from US IDFC (International Development Finance Corporation) is the right thing says the Washington Post for US to build infrastructure in the Lobito Corridor in Angola that will extend from Congo and Zambia with large critical mineral deposits to the port of Lobito on the Angola coast. Overall investment is $3 billion. This will loosen China's critical minerals control through its investments in Africa on the eastern coastline. The new railroad will take critical minerals of cobalt and copper, other critical minerals needed for electric car batteries and energy infrastructure, from the center of Africa to its western coastline in Angola at Lobito port. Angola will not need to take on ruinous -debt in this kind of deal as other African and Asian nations have in deals with China. Its win-win Africa gets infrastructure and supplies key commodities metals to the US. The interesting thing about this is that for a long time US policy was stuck with USAID and other agencies and needed to change. US government under DJT took much criticism for reducing that funding of bureaucracy and old ways. The Washington Post now says it is the right approach- it is not as presented a US withdrawal from Africa, but in the Posts' words an "overdue upgrade" to a mutually profitable relationship with Africa. For Africa to move to next level as Asia has done as Hong Kong did from the 1950's and 1960's  to trade and investment.  For a long time Republicans were not associated with infrastructure development in Africa or in the US. Under DJT the situation has changed and Democrats like Biden have taken up DJT's approach so that the US now regardless of administration is rebuilding infrastructure. Doing this in Africa makes sense. Investment in infrastructure at home makes sense. The Post is right to say this. ...

He visited a Samsung semiconductor plant with the president of Samsung. Samsung is investing billions of dollars $10 billion for a new electric vehicle plant in Savannah, Georgia. In 2023 there are 4.3 million electric vehicles on American roads and 150,000 public charging ports. President Biden's goal is for 50% of cars to be EV's by 2030 with 500,000 public charging ports. The National Renewable Energy Laboratory affiliated with DOE forecasts need for 1 million charging ports. Ohio and Pennsylvania are leading the way in a slow start with other states joining in. A single public charging port can cost about $150,000. It will cost $31 billion to $55 billion to build the public portion of a national charging network. About $24 billion is planned investment.

The goal set by BIden was a 40% reduction over 2005 greenhouse gas emissions by 2030. Electric car sales are moving at a pace that is consistent with the goals but renewable energy instead of being at an average of 46 gigawatts of carbon free electricity for 2023 and 2024 is falling short as it was at 32 gigawatts carbon free electricity for the US in 2023.

Yes millions of jobs created under Biden in 4 years- 19 million jobs. Yet the growth in jobs is uneven across counties and states in the US. A full 43 percent of counties have not fared as well with jobs not reaching 2019 prepandemic levels by the beginning of 2024. This includes Michigan with Wayne County having 2% less from 2019 levels. It includes Pennsylvania and the Pittsburgh area. It includes Wisconsin. Western and southern states did better with Arizona and Nevada going in opposite directions one gaining from investments in electric cars and green energy, and the other Nevada suffering from the hit taken by workers in hotels and hospitality.  NYT shows in graphical detail the situation today.

This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

Trade is just one aspect of the Biden Economic plan. It covers US manufacturing and jobs, Climate Change Action and Renewable Energy, Cost of Living and Wages for workers, Interest rates and inflation, and Capital Allocation with government partnering with the private sector in key industries such as electric cars, solar panels. It has the overwhelming support of most Americans- seven out of 10 Americans favor it polls show. What is described here in the Washington Post as a change from decades of trade policy since Reagan/Bush, Clinton/Obama, is also a response to the loss of key midwestern states by Democrats to Trump in thepresidential election of 2016, and the upheavals for democracy that Biden calls the struggle for the soul of the nation on the White House website. Biden is simply saying that the old policies were a mistake, a huge mistake, and Biden is correcting the Trump response which was loud but lacked the substance that is in the Biden plan through capital allocation in size and government actions to back this up. In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

Ford. will still make $8 billion to $11 billion this year even after losses of $3 billion in electric cars. By 2026 Ford says it will earn 8 to 9 percentage points in profit from EV's. Ford is basically investing in the EV industry now for the long run. It is also part of the effort to move away from fossil fuels. Government incentives and subsidies will help companies and buyers of vehicles make the transition to EV's to fight climate change.  Companies that have not invested in EV's such as Toyota risk falling behind in EV's at a time when climate change is a major priority for buyers and governments around the world. Toyota is moving to a new CEO who can better take up the challenge of EV's. Under the previous CEO Mr. Toyoda Toyota clung to a mistaken belief that hybrid cars were all that is needed to reduce use of fossil fuels. German, Chinese and US manufacturers are taking the lead in EV's and Japan has fallen behind.  WSJ has never favored government subsidies and is critical for this reason. Yet it is clear that in some situations such as fighting climate change, building infrastructure, and redesigning the supply chain, government has to take the lead. Eisenhower in the 1950's with a government led effort helped build the national highway system, the first in the world. Biden is making a similar effort on multiple fronts. The redesign of the supply chain comes after private industry without proper direction from the government over concentrated manufacturing in China with Japan as a supplier into China. Presidents Bush and Obama wasted time and resources better devoted to national priorities at home on wars in remote places such as Afghanistan and Iraq. President Biden wrapped up the war in Afghanistan and completely disengaged from an area that is of no constructive interest to America. Resources are now concentrated in the right way on real national priorities from manufacturing at home to fighting climate change, fighting the cost of living crisis and building better infrastructure for workers and families. ...

The US and Saudi Arabia are working on a partnership in which the Saudi Public Investment Fund will invest $15 billion to secure mining stakes for metals such as cobalt needed in electric car batteries. The US would buy the supplies from the Saudi owned companies. US is a copartner with India on a new economic corridor infrastructure project that will connect India with the European Union and the US through Saudi Arabia. Saudis will invest $20 billion said MBS, Prince Salman of Saudi Arabia, at the meeting of the G20 in New Delhi alongside Modi, Biden, Scholz, Macron and the heads of the EU. This is a major new project for which the seeds are being put in for future generations.

Report on Climate Science put out by the US Energy Department in 2025 questioning the severity and impending nature of climate change effects. It is challenged by scientists who believe in the severity and impending nature of climate change, quite the opposite. Koonin, a Fellow at the Hoover Instituion at Stanford describes the work and its conclusions. He says the research is peer reviewed and looks at 200 years of climate research. Some of the conclusions- That climate change models claiming catastrophic situations are ultra sensitive and lead to extreme scenarios.  It talks about climate variability, and model deficiencies, data limitations. And says data for climate over continental US show no long term trends for extreme weather events. Global sea level rise of 8 inches since 1800 is not disputed but it says US tide gauge data shows no long term acceleration in warming globe.  On one point there has been agreement even in the Biden administration- what the US does to cut emissions will little effect the global changes in warming- because of coal use by China and India defended as needed for electricity for two billion people, an essential need. Thus the desire for a calculated tradeoff which lets the US take advantage of its abundance of oil and gas to reduce the cost of living for ordinary Americans, also an essential need. Because of the declining cost of natural gas vs coal, coal is in gradual phase out, and declining cost of solar means Germany, China, India are making the shift to solar, and nuclear energy provides another option. The difference is that the DJT administration is taking government out of the effort and letting the private sector work out building of renewable sources. Government is not always the answer as electric cars are likely to make more gains in 2026 than under the Biden administration because of VW, Mercedes, BYD, Ford and GM coming up with cars that can do close to 500 miles on one charge and the cost of an EV down to about $30,000 to $40,000. ...

It is a major step to cut carbon missions in half by 2030. The Biden plan is to have majority of cars to be electric by 2032. It does not require a certain number of cars to be electric only requires carmakers to meet certain emission requirements overall and the carmakers then choose what the mix of gas, electric, hybrid would be. It also has concessions to workers unions and carmakers, and an understanding that there is resistance to buying electric when charging stations don't exist in adequate numbers and costs are high for electric. It does this by allowing accelerated development in 2030, 2031 2032 to do the job, as by 2030 enough capital investment and research will have happened to make this possible. This also seeks to not politicize climate change in the way the former president seeks to do as a realistic plan is needed and simply having no plan and eliminating the political opponent's plan and denying climate change is not possible in 2024 as in 2016, there is just too much happening in terms of floods and fires for people to not believe. Automakers and workers themselves believe that a plan is needed to fight climate change in 2024 even though these same automakers such as VW and large automakers in the US had a wait and see attitude in 2016. For the Biden administration listening to carbuyers, carmakers, auto workers and the general public to make the plan workable and meet real concerns is the best way forward in 2024. ...

Mr. Trump proposes a 10% tariff on all goods imported into the US at Columbia, South Carolina, says this report in WSJ. A universal tariff of this type is similar to Herbert Hoover's Smoot Hawley that brought on the Great Depression in the 1930's in outright beggar thy neighbor policies which don't work, says WSJ. This opinion describes the impact of such a tariff in failing to reverse the trade deficit which is $951 billion in 2022, but fails to point to the lack of effectiveness of tariffs alone in bringing back American manufacturing jobs. As president Biden has pointed out the Trump administration made much talk about returning American jobs but did not accomplish much for American manufacturing to lead the world in the way the Biden administration has done. To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Mr. Trump lacks the experience on this issue and is simply playing the rhetoric to his base without any plan to deliver the goods to sections of the American public that have already suffered the most from decades of neglect of manufacturing by Republicans going back to Reagan and Bush, Democrats Clinton and Obama. ...

What harm will one ton of carbon dioxide pollution cause to the planet? Under Obama administration $50, under Trump administration $5, under Biden administration $200.  Mr. Revesz asks the obvious question others forgot to ask- how does this regulation or change affect future generations, what problems children and grand children won't face because of this action? The man who heads OIRA is given the task of doing the cost benefit analysis for billions of dollars of US government projects designed to fight climate change. Because of its looming importance Mr. Revesz of NY University School of Law was brought right into OIRA in the White House instead of the EPA. The Office of Information and Regulatory Affairs (OIRA) is located right in the White House. It is the gatekeeper and final word on new federal regulations on climate change. Astounding as it may sound, during the Obama and Trump administrations no effort was made to track the cost of climate change for future generations. Mr. Revesz is changing that. As a result of his efforts at NYU School of Law and in assisting attorneys general in the Trump administration, and now at the Whit House he is changing the way the world looks at climate change action. He shows how the EPA new rules on tailpipe emissions will promote electric cars. The benefits exceed $1 trillion from the shift and this will show that it exceeds the cost of the fossil fuel companies and the US economy making the changes required. ...

UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

A professor of economics of innovation and public value at University College, London, says one-off deals such as the one with Land Rover to produce electric car batteries is not an adequate response to the big industrial strategies of the US and the European Union. Mariana Mazzucato says in this Guardian article the UK's decision to leave the EU is costing 100 billion pounds in output. Of 100 leading Uk manufacturers about half say their suppliers in the EU are more cautious about doing business in the UK. She compares the US industrial strategy that combines public and private investment of $3.5 trillion over the next decade, and the EU's for $2 trillion with Britain's effort. She says of the UK that it has nothing like this and worse with austerity it is moving in the opposite direction. Another problem is the change in governments of the Tories and new industrial policy every time there is a new minister. Business investment in UK is 19% less than the G7 average. The civil service needs investment, as she says Britain has become addicted to outsourcing the core functions of the public sector. Mazzucato says the government for aid to the private sector should do what Germany and France have done to expect reduction in carbon emissions, or as the US has done with Biden's Chips Act of giving aid given that there are no share buybacks by companies.   ...
