About 4000 tons of garbage needs disposal every day, over a millon tons a year now that the city is no longer the smaller garden city it used to be, a place where people looked to go for retirement years in the early post 1947 period. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

Behind the unassuming simple manner is a extremely diligent person who has worked in every phase of rocket design and technology for 36 years at India's Space Agency. India achieved a world record by sending 104 satellites into space with one flight of PSLV, a third generation satellite  launch vehicle with liquid stages, in February 2017- Sivan was a key scientist in this endeavor. He is in every sense a vindication of Gandhi's idea in Hind Swaraj written in a steamship coming back from London to South Africa in 1910 that India would have to go back to its own language, culture, bring opportunity to the mass of rural India, before adopting new technologies from all places. A recent study shows that by 2030, 70% of India's jobs would be created in the cities, and about 590 million people would live in India's cities. This will require urban planning and proper arrangements for housing and commercial space which India's cities sorely lack. Cities in India, from Chennai and Delhi to Mumbai and Bangalore, are way over-stretched, roads are perpetually choked, sewers, water lines and electricity are lacking. And there is no housing for new arrivals from rural areas as this migration to the cities takes place. In a effort to improve nutrition for the urban poor in India, the Indira Canteens formed in 2017 have already made substantial progress in Bengaluru (Bangalore). The canteens backed by the state offer subsidized meals, breakfast costing 5 Indian rupees or 7 U.S. cents, lunch and dinner costing 10 rupees or 14 U.S. cents. About 65 million Indians live in urban slums, a highly marginalized group, many migrants from nearby villages who now live in slums that are often near neighborhoods of the affluent and upper middle class. In addition to low income groups, rickshaw cab drivers, and laborers, this program has benefited school and college students who also use the canteens. More than 170 canteens have been set up in Bengaluru in a hub and spoke model with canteens located near colleges and hospitals and supplied from central kitchens nearby. An app gives the menu, nearby locations and takes feedback. It costs the state 16 million euros from a state budget of 26.4 billion euros, and is an imitation of a similar project Amma Canteens in neighboring Tamilnadu state. The key purpose of learning a language is to communicate with people in other parts of the country, says Venkaiah Naidu, vice president of India 2017-2022. He himself from Nellore in Andhra Pradesh speaks both Telugu his mother tongue, and over the years learned Hindi so that he could talk to people all over India. Even in Europe there are countries with several languages. Switzerland is a land composed of cantons with areas that speak German around Zurich, French Geneva, and Italian around Lugano. Children learn a second language and in German speaking areas children also learn German in both High German and standard German because dialects of German are common.  English is often the chosen language in German speaking areas as the second language after the mother tongue which happens in India. It is a good idea to learn as many languages even if one is not as proficient in all so that one can communciate and travel freely. In India the north has extensive use of Hindi- in the states of Rajasthan, Uttar Pradesh, Madhya Pradesh Hindi is the language used, and even in Gujarat, and north east one can communicate in Hindi, so that a southerner can do well just by learning Hindi to communicate and travel freely in all parts of the country. For a Northerner the challenge remains on which language to learn between Tamil for the Madras region, Telegu for the Hyderabad and Vizag region, Karnataki for the Bangalore region, and Malayalam for the Thiruvanathapuram region. At some point in India's future a common script should be adopted for all Indian languages so that only the language pronunciation and vocabulary not the script itself has to be studied . This would make reading and writing easier once one knows the meaning of words. This is the situation in European Union where the languages can be learned without having to learn a different script and is written in the same script as English is using Latin alphabet. Turkey introduced the Latin alphabet to modernize the country and increase literacy in 1928. In India this would make it possible for northerners to learn a southern language and southerners to be able to learn Hindi without difficulty with the script in reading and writing, and in travel across the country. Venkaiah Naidu says about learning more than 2 languages mother tongue and English- learning another tongue such as Hindi makes it possible to do a lot more. "If you want to grow, if you want to communicate your ideas to a larger section of the people, you must know their language." One does not always get it right the first time, but the effort over the years can lead to so much wider exposure to different ideas in a multilingual world. ...

Vindu Goel of the NYT gives this report on IBM's expansion in India including an interview with Vanitha Narayanan, chairman of IBM India. In 2017 IBM had 130,000 employees in India, at operations in Pune, Calcutta, Chennai and Bangalore and other cities, double that in 2007. The U.S. operations have about 100,000 employees. As IBM's revenues have declined with technology disruptions, it has concentrated on expansion in India with its vast base of knowledge workers and costs of about one half to one fifth of what it would cost in the U.S. IBM has 380,000 employees worldwide, with 26% in the U.S. and 34% in India, and 40% in other countries. Microsoft employs 8000 employees in India and 124,000 total worldwide, Google has 1800 in India and 72,000 worldwide.  IBM removed operations in India in 1978 after a dispute with the Indian government. In 1993 it started operations in India in a joint venture with Tata. By 2004 the operations had expanded and IBM took full control. A $750 million 10 year contract was signed in 2004 with an Indian phone company Bharti Airtel. As Goel points out the shift is happening towards expansion in India with the growing demand from industry and government in India. The Watson venture has expanded in healthcare in India with contracts including one with Maniphal Hospitals. In 2016 this had reached $38 billion in hardware and software, services, to Indian industry and the government agencies. IBM's work is not simply in offsourced work from American companies. High tech and cutting edge research is also taking place and expanding. IBM is now uniquely positioned to get an expanding share of the business as more tech services are provided to the hundreds of millions of people in India who did not have access to tech and tech services before. Research concentrates on doing this at a fraction of the cost and in new ways suited to the local region, so that services can be delivered with a wider reach. This report provides a new perspective on how the next decade could see American companies with a long term focus take advantage of the rapid growth in the fastest growing large economy in the world, with advantages for both the U.S. and India. ...
