Greg Jaffe and Patrick Marley tell the story of how the mask mandate in Michigan had the unintended effect of splitting the administration of a historically conservative Republican county in Western Michigan. Ottawa county in western Michigan is close to Grand Rapids and includes the cities of Grand Haven and Holland, with Dutch Calvinist roots. The mask mandate led to Mr. Moss getting into politics after it led to the closure of a Christian school that did not adhere to the mandate where his daughters studied. He founded a political organization Ottawa Impact with private donated funds that won the local election with eight of 11 seats in the County Board of  Commissioners. And decided the only way forward was to replace the entire civil administration in Ottawa County. Courts have prevented the firing of Ms. Hamble running the environmental division of the Health Department.  Ms. Hamble has many years of experience in her field and says she is acting professionally to protect health sanitation for the local community. The result is an impasse and much acrimony in a traditionally Republican county with unique Dutch Christian roots. About a quarter of Michigan counties are among the top 20% of counties in America for increase in unemployment and deaths per 1000 residents from the coronavirus. Only Massachusetts and New Jersey have fared worse. This WSJ analysis was based on federal government county level unemployment data. In May Michigan's 21.2% unemployment rate was the third highest in America after Nevada and Hawaii, two states where tourism drop hit hard. In a place like Muskegon the loss of about a million tourists and loss of jobs at Howmet Aerospace hit hard. Recovery of tourism could bring down the rate quickly, yet manufacturing will take longer.

Other states with many counties in the top 20% for deaths from virus and unemployment are Indiana, Ohio, New Hampshire, Alabama, Mississippi, Pennsylvania, New York.

Would a generic Democrat do better? Mr. Biden's weakness is with less engaged voters says this analysis of a Times Siena poll showing less support in battleground states. One queer aspect of this poll is that Kamala Harris does slightly better because she does better with non white voters. Mr. Biden does well with white voters retaining all of his support achieved in the 2020 election with white voters. Another queer aspect of this poll is that a so called generic Democrat would win by large margins of over 5% in most of the battleground states over Mr. Trump, in Arizona, Georgia, Nevada, Wisconsin, Michigan and Pennsylvania. Another queer aspect of the poll is that Michigan has all three- the Governor's position, the State Assembly and other positions in the hands of Democrats who have performed well in the state.

The turnaround was achieved effectively in Uttar Pradesh a state of 210 million people so that per thousand population had dropped to below that in the US state of Michigan about 2 weeks before that was achieved in Michigan. This was the result of an extraordinary effort at all levels in India.

Risks of the new variant exist in all countries that are reopening aggressively. Talk about huge open air concerts and filled sports stadiums in the US show that complacency can happen as countries reopen.

Massachusetts is moving into no. 3 or no. 4 position after New York and New Jersey and possibly Michigan in coronavirus cases with 34,000 reported. More than 3700 were hospitalized  in the state.

Massachusetts is close to hotspot New York. It also has a more aggressive testing strategy and is hiring hundreds of volunteers to do contract tracing, and uses Partners in Health, a nonprofit. Michigan and Massachusetts have followed a more aggressive strategy of testing compared to California which has taken a different approach of not doing aggressive testing and contact tracing leading to lower numbers in California now adjusted for population that could be different later on.
