The difficulties posed by the absence of Xi Jinping at New Delhi G20 Summit are discussed here in the WSJ. Today September 9 the G20 leaders from 20 nations meet, absent will be Mexico's Obrador, China's Xi, and Russia's Putin. China's premier will attend the meeting. China's Xi met with India's Modi at the BRICS meeting in Johannesburg, last month. China's premier is a close associate of Xi's and his chief of staff for decades, so that any suggestion that Xi is reducing contact with other world leaders in 2023 is incorrect. Xi will meet Biden at the APEC meeting US is hosting San Francisco Nov. 12-18 that will focus on Asia Pacific nations.

The problem facing Africa is whether vaccine supplies will run out before new vaccine supplies come from America, Britain and France. Only less than 1% of African people have been fully vaccinated out of a population of 1.3 billion people. US president Biden said America will provide 500 million doses of Pfizer vaccine to poor nations before the G-7 meeting in Cornwall, UK. Britain added 100 million and France 30 million doses. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. Already it is believed that Africa's middle class has been severely affected during the last 18 months. ...

Ramaphosa in a national address recalled the support received from African nations in the struggle against Apartheid. Slow growth and high unemployment with corruption, in Nigeria and South Africa two dominant economies in Africa, have increased tensions and rivalry between the two countries. South Africa feels a sense of relief as omicron cases follow a pattern of very steep upward increase, followed by a short period of a month, and then a very steep decrease. Cases in South Africa with a population of 60 million, about the size of Britain, dropped from 27,000 at the peak to about 15,000 on December 21, 2021. The area around Johannesburg was hardest hit. The median age is 27 years in South Africa, 40 in UK and 43 in Italy. With younger populations in India and parts of Asia South African population demographic is closer to India than it is to Europe where populations are much older. Scientists do not want to extrapolate from the South African experience with Omicron for this reason. Immunity from vaccination and prior infection could be contributory causes to the less severity of omicron say NCID scientists. "In South Africa this is the epidemiology. Omicron is behaving in a way that is less severe," says Dr. Cheryl Cohen, of the National Institute for Communicable Diseases (NCID). "Compellingly together our data really suggest a positive story of a reduced severity of omicron compared to other variants," he said at a conference with other scientists on Wednesday, Dec. 22.  ...

Young South Africans, the so called born frees- born after the end of Apartheid and free elections in 1994- are diillusioned with the African National Congress of Nelson Mandela. They are disssatisfied with the lack of jobs, a poor education system, and tired of the corruption scandals under former president Jacob Zuma. A recent IPSOS poll shows only 55% of 18-24 year olds supporting the ANC compared to 61% overall. Some polls showed support dropping from born frees to below 50%. Almost half of the 58 million people of South Africa are born frees. Their view is expressed by one mother of three living in a shack in Alexandra Township in Johannesburg. She says we tried the ANC but are still living in squatter camps and dirty places. Only the ANC's reach into rural areas, its superior organization, and lack of viable alternatives, are likely to keep the ANC back in power. The Economic Freedom Fighters led by Mr. Malema, a former head of the ANC youth wing is likely to double its vote to 12% from the last election.  ...

South African captain Dean Elgar reflects on how he is handling the leadership role for the cricket team building understanding and trust of players from different cultures and social backgrounds in the team- white, black, Afrikaans, English Afrikaans, Indian. He brings a remarkable sensitivity to his role and describes his style of listening and acting as a friend off the field to learn about the players on his team. It is a role like no other captain of a sports team faces. Elgar says he does'nt think there is another country in the world that has to deal with this kind of dynamics in society.   He says there is always light at the end of the tunnel, a glimmer of hope, as he take on all this pressure without showing it. Seeing him as many will on television on the cricket field during the 3 Test series at Centurion, Johannesburg and Cape Town, one senses the kind of change in South Africa that gives so much hope and optimism for the future. He say he always thinks we must'nt stop learning from each other, we must sit down and listen more. This has made him more concerned and wary about the past and even more emotionally attached to the players, as he handles the huge amount of diversity- a massive learning curve with a lot of humility. On the day of the death of Desmond Tutu as cricket commentators talk about his humble and unselfish spirit, Dean Elgar appears to have defined his own role in just the right way.   ...

Omicron cases are up in an almost vertical line on a graph with cases doubling every 2-3 days in the UK, similar to the pattern in South Africa during the beginning of the spread in South Africa. As Jacob Zuma resigns on Feb. 14, 2018, he leaves behind a South Africa in which the African National Congress is no longer the party that Nelson Mandela led in the struggle against Apartheid. South Africa's economy and governance has suffered during his 9 year rule. Corruption and mismanagement of the economy during this period led to the ANC forcing Zuma to resign a year and half before his term expires. He is replaced by Cyril Ramphosa, the deputy president of the ANC, an anti-apartheid leader who became a businessmen with ANC connections.  A black lower middle class failed to see the promises made by the ANC realized under successive ANC leaders Mbeki and Zuma. Police action against miners during a strike in 2012 led to the growing belief that the ANC leadership had distanced itself from its roots among ordinary South Africans. In recent years Zuma was unpopular in Gauteng province which includes the large cities of Johannesburg and Pretoria. Appointment of loyalists with little experience to senior positions in the cabinet and state companies including state utility Eskom and South African Airways, led to poor management and corruption. A case relating to use of $650,000 in public funds for upgrading a Zuma homestead led to a court case and impeachment proceedings. In the 2016 local elections the ANC lost in the major cities. leading to a sense that the ANC's rural vote could not ensure winning half the vote in the upcoming 2019 elections.   ...

The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...
