This Editorial Board article of the WSJ says the EU's embargo on Russian oil raise the cost for Putin's invasion of Ukraine and demonstrate Europe's resolve. The new round of sanctions by EU will ban the imports of Russian oil by sea as well as insurance for shipping companies that transport it globally. About two thirds of Russian oil comes by tanker. Germany and Poland will also stop pipeline oil imports from Russia, only Hungary, Czech Republic and Slovakia will continue with Russian pipeline oil. The result- an effective embargo on 90% of Russian oil imports by the end of 2022. How effective is this if Russian oil is rerouted through other countries to reach China, Western Europe and the US? The WSJ says don't underestimate the impact especially when it is combined with the ban on insuring ships that carry Russian oil. The higher insurance rates and costs of shipping will limit Russian oil exports. Europe makes up half of Russian oil exports and WSJ says the rest of the world can't use up all that oil. Russia exported $180 billion of oil in 2021, a large amount of this will no longer be available to Russia to finance the war. ...

Saudis are now prepared to increase oil production after weeks of US diplomacy in exchange for security guarantees against attacks by Yemeni rebels and Iran. Russian oil output has declined by about 1 million barrels a day since the start of the war says WSJ. Drops in production lead to a rise in oil prices more than making up for the decline in revenues for Russia. This makes oil sanctions a weak deterrent for Russia in its invasion of Ukraine unless Saudis and UAE step in with increased oil production to make the EU embargo on Russian oil work effectively to cut Russian oil revenues financing the Ukraine invasion. Europe has stepped up with its embargo on about 90% of Russian oil- all except pipeline supplies to Hungary and Czech Republic, Slovakia as an exception. This will reduce oil production in Russia as EU is the biggest importer of Russian oil, bigger after previous German chancellor Merkel's failure to see the risks in such dependence and increased imports. For the oil embargo to lead to sharp reduction in Russian oil revenues that reduces financing of the Ukraine invasion, and for the EU oil embargo to bring results the missing piece is Saudi action to increase production. This may now be in place as Mr. Biden visits Riyadh next month. Crown Prince Salman of Saudi Arabia has pushed Saudi Arabia to make changes to modernize the country's culture providing the US with a partner that is now different than the Saudi Arabia steeped in tradition and inward looking under previous rulers. Under president Obama Democrats favored Iran and reduced security guarantees that were set up since president Franklin Delano Roosevelt met the Saudi King in 1944 aboard an American ship during the war. The turn of events with Russian invasion of Ukraine with Chinese support have created risks of a China invasion of Taiwan with aggressive action of China. President Biden has made this clear and stated straightforwardly the American position on Ukraine- Russia winning by invading a neighboring country sets the precedent for a Chinese invasion of Taiwan. This is why the US remains resolute with its European partners in seeing to it that Ukraine remains as Biden said in the NYT  "independent, sovereign and able to deter invasion and defend itself." For Europe it is about defending its neighborhood from the Baltic Sea to Bulgaria in the Balkans with American support. For the US it is about keeping its leadership presence in Asia in an alliance with Japan, India, Australia and most of South East Asia including Indonesia, Bangladesh with a population of close to 3 billion people. China which was supported by the US throughout the period of colonial dominance since the 18th century preventing its breakup and foreign rule as happened in India, and a major recipient of American aid and investment in the 20th century is now where Japan stood in the two decade period 1925 -1945 with its aggressive expansion under Japanese imperialist rule. In this sense the world is moving back to the days of the Free World's struggle in the days after the Iron Curtain fell over Europe with Soviet expansion in Eastern Europe. Saudis, UAE, and Turkey as part of NATO, are also moving back to the positions they had over a long period for centuries from 1800. Saudi Arabia and UAE came into prominence after discovery of oil and were backwaters to Egypt and Turkey which were supported by Britain to keep Russia from advancing in Asia and Europe during that period. India under the British Empire is now in the Indo-Pacific Framework with Japan which was inward looking and under European influence for most of the last 200 years.  ...

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. The $369 billion Biden climate change and tax bill moves forward with renewable energy but also keeps incentives in place for oil and gas drilling for the transition period now that there is an embargo on Russian fossil fuels. US now exports LNG to Europe with the cutoff of gas supplies from Russia and gas rationing in the EU. In this new situation Senator Schumer has come up with a new approach and is preparing to take this through the US Congress. It puts president Biden within reach of his climate goals for 2030 for 50% reduction of carbon emissions by 2030. This bill could accomplish 40% of that reduction.

About 600 US and European company brands are leaving Russia. This report in the WSJ shows how ordinary Russians are coping with jobs in limbo. Many of these companies are continuing to pay employees but jobs remain uncertain. This includes companies like Sweden's IKEA that are popular in Russia. As western sanctions make operating difficult companies future is uncertain. This is creating anti-Western sentiment particularly in the rural areas which use mostly Russian made products and which are Putin's main source of support. Even Russians who question the attacks on Ukraine are skeptical how the withdrawal of these companies helps find a solution for Ukraine. This is happening even as the errors made by 4 term German chancellor of increasing the dependence of Germany on Russian energy supplies from 36% during Putin's annexation of Crimea to 55% today are becoming abundantly clear.That makes an energy embargo on Russia difficult for Europe, with German business saying this would be "catastrophic" because it is unprepared even though this alone provides about $1 billion a day to Putin's Russia. Meanwhile EU and other western leaders call attention to India's drawing 1-2% of its energy supplies from Russia even though one month of Indian imports is equal to just one afternoon of European oil and gas imports from Russia. India has done more than Merkel's Germany to meet the need for humanitarian vaccine assistance for the poor countries of Asia and Africa, Middle East, and is now engaged in meeting the needs of the world for foodgrains after the fallout from an Ukraine crisis that is a result of emboldening of Russia from Merkel's policies.  ...

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

Obama comes out with a $500 million aid plan for the Free Syrian Army but the approach is vacillating and slow, leading to a rapidly deteriorating situation, and a complete breakdown of what was a period of hope called the Arab Spring.
