Cohen attends a Le Pen rally in Metz, Lorraine, talks to a National Front mayor in Picardy and left party supporters in the town, talks to foreigners in the banlieu of Sevran. Cohen says a National Front victory is possible if enough voters who support the far left party of Melenchon do not vote for centrist candidate Macron, and enough voters of centre right Fillon supporting French culture and nationalism drift to Le Pen. As in the Dutch election with Moroccans derided by the far right the immigrant issue is a factor. Against this background is how events play out in the last weeks of the election. India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

During the first quarter 41% of the passenger cars sold in N. America went to rental car fleets. A big number. GM expects to reduce this by 5-10% in 2007. In 2006 GM sales to fleets are expected to be 600,000, with an estimate of 540,000 for 2007. Changes in rental car fleets include- older cars being phased out and replaced by newer models at higher prices which will now stay on the rental fleet for 9-12 instead of 6-8 months, with higher mileage approaching 30,000 which puts them outside the range of new cars. In previous years a rental car company would put cars used for 6-12 months back on the market resulting puting them in competition with new cars and bringing down new car prices. Rental companies like Hertz Avis etc buy about 2 million cars a year.

The federal government in India provides support for loans to farmers on the interest rates paid after the interest rate increase by the central bank RBI. An additional budgetary provision for Rs 34,856 crores has been made for this purpose for the period 2022-2023 to 2024-2025. It will keep interest rates below 7% for farmers. This will support agri-loans of upto 3 lakh rupees for farmers in India. This is to provide adequate agricultural credit for the rural economy of India. Short term agriculture credit would be at 4% interest per year when loan is repaid on time.

The life of one young family with children since 2001 when the couple married from midle class prosperity to surviving on handouts with things deteriorating rapidly after 2003 when Al Quaeda bombed a holy mosque of the Shiite faith starting a wave of Shiite and Sunni conflict and making it impossible for Sunni and Shiites to live together. There are about 2 million refugees or displaced persons in Iraq largely a result of the Sunni and Shiite conflict and defacto partition of Iraq as Sunnis move to Sunni areas and Shiites to shiite areas much like what happened in the Punjab during partition and the creation of Pakistan. Another 2 million are refugees in Syria and Jordan. In 2008 its 5 years since the US invasion of Iraq and there is an assessment of what has happened since. The war and the insurgency has led to 180,000 killed according to one estimate by Iraqi Ministry of Health. There were elections leading to a Shiite dominated government and regional autonomy for the Kurdish part, but after Sunnis from the old regime took up arms as insurgents the Americans largely failed to provide the security to ordinary Iraqis. Then after local militias of Sunnis and Shiites took over their areas security, it was largely provided by the militias in their areas and the whole tone of the conflict shifted to that between sectarian communities. Since 2007 the tribal leaders who supported the insurgents shifted their allegiance to the Americans, who essentially now ensure security and transition for an interim administration, while a defacto partition of Iraq has already ocurred and is being completed. The Americans will essentially have reversed the creation of Sunnis as a privileged minority, which happened under the British after the collapse of the Ottoman Empire turned the area over to the British, and the British crushed a Shiite uprising. Leading afterwards to the creation of an independent Iraq from territories put together from the British colonial period following the Ottoman collapse. Now the area reverts to what it was before either the Ottomans or the British to what it was when it was a Shiite region, without the borders such as Iran and Iraq and Shiite religious centers extended from Iran into Iraq, which may account for the strong religious feeling of Shiite communities regardless of these borders. What of the Sunni minority around and in provinces near Baghdad? These communities could only prosper with some kind of neighborly coexistence with the Shiite communities of the region, which is the best the U.S. can do for the region promote some kind of neighborly coexistence between the communties and exit gracefully. ...

How he does this is by maneouvres that concede somewhat in some areas- one example is by reducing spending on the Internal Revenue Service by $10 billion from $80 billion to $70 billion, and shift the $10 billion saved to education and other similar spending. The idea is to mitigate the effects of small cuts by shifting money from other places in the budget spending plan. These maneouvres are designed to keep the overall investment largely intact and deliver results in 2023 and 2024 in a rebuilding of America that the people can see.

U.S. president Obama repeatedly compared the Iran nuclear deal vote in Congress to the 2002 vote to authorize the war in Iraq under president George W. Bush, in a speech at American University. President John Kennedy made a speech on a strategy for peace at American University in Washington D.C. on June 10, 1963, offering negotiations as away to a comprehensive nuclear test ban treaty with the Soviet Union. Obama said the "choice we face is ultimately between diplomacy or some form of war." The nuclear deal faces bipartisan opposition in Congress on grounds of weak verification, doubts about Iran's intentions, lifting of a weapons embargo including ballistic missiles, and lifting of economic sanctions with snapback seen as unrealistic, and support limited to Democrats in Congress. Compared to the speech by Kennedy which was hopeful- " in the final analysis, our most common link is that we all inhabit this same planet. We all breathe the same air. We all cherish our children's future's. And we are all mortal." It was also a response to Soviet Union's head Nikita Krushchev's letter to Kennedy of Dec. 1962 following the Cuban missile crisis in October 1962, saying "the time has come now to put an end once and for all to all nuclear tests." Compared to the enthusiasm with which the Kennedy speech was received, the Obama speech brought up the divisions of the wars in Afghanistan and Iran, in which many Democrats including Senator Hillary Clinton voted to support the Iraq war, and missed the power of president Kennedy's (and Krushchev's) words of 1962. The last minute inclusion of a lifting of an arms embargo including ballistic missiles," created doubts about Iran's intentions in the U.S. Congress, unlike Kruschev and Kennedy's decisive response on the nuclear issue which led to the Nuclear Test Ban Treaty. During a cold war with the Soviet Union countries in the middle were considered expendable by either side. Added to this was the interest of big oil companies similiar to the Anglo-French response in the Suez Canal crisis of 1956. This still rankles with Iranians. In response to the election of President Obama and his offer for an open discussion the Iranian President Ahmedinejad calls for an apology for that coup and the toppling of an elected government. This led to replacing it with the Shah's monarchy which was overthrown in 1979 after 26 years.

The established media is ignoring what is happening to 2 billion people, bigger than the story in the Gulf with 7% of the people in South Asia which is cluttering the pages of the established media, and coverage of the teapot refineries in China that get most of that oil on China's coastline. Ignoring the enormous enthusiasm and energy that has been unleashed across India in the last 12 months for a modernized India Vikshit Bharat 2047 built on good governance, infrastructure building and technological innovation, scientific advancement after 1000 years of waiting. ...
