The idea of competitive cooperative federalism is for different states within India to compete for development projects through cooperation with the federal government and cooperation with other states. This is happening in Rajasthan with chief minister Ashok Ghelot's seeking the federal government's assistance in tackling the problem of shortage of doctors and medical supplies. Ghelot asked the federal government to make decisions for opening medical colleges in the remaining districts of Rajasthan and approve a medical device park in Jodhpur, a bulk drug park in Kota. A virtual program showed the foundation stone laying for medical colleges in Sirohi, Hanumangarh, and Daua districts. Mr. Modi's goal is to have a medical college for every district in the country and a medical postgraduate institution in each district. Mr. Modi said at that event- "I was listening to the CM of Rajasthan. He has given a long list of projects. The huge failure to tackle insulation of British homes in several schemes launched for energy security by first Cameron and then Johnson, are shown here in The Guardian. Many businesses in the insulation industry closed in 2013 with the neglect from the Cameron government. In a recent energy security plan the administration of Boris Johnson failed to show a plan for insulation of British homes. As a result of this neglect over a decade the British homes are among the leakiest in Europe when it comes to insulation. Labor party has announced a plan to insulate 2 million homes in the first year alone in response, and to do this over 10 years at the cost of 60 billion pounds. Italy has a plan where it pays 110% for the cost of insulation, replacing boilers, installing heat pumps, installing solar panels, for Italian homes. It has cost 17.5 billion pounds so far. One or two year programmes are insufficient and likely to fail. The flipflopping of Mr. Cameron on green energy the worst kind of solution. This is because something like a ten year programme is needed to get serious results in energy efficiency for homes in Britain. To retrofit new building 30,000 skilled workers are needed, to install efficient new heating systems 60,000 new technicians. There is a stagnating level of technical skills of this kind in the UK as a result of neglect and lack of a well executed strategy. ...

Jeremy Corbyn is elected by a landslide in a vote of party members to the leadership of Britain's Labor Party. Like Bernie Sanders in the U.S. Corbyn started out as a fringe candidate, but his campaign gained momentum as he barnstormed the country this summer and was able to draw large enthusiastic crowds. Corbyn has represented the Islington North constituency of London in Britain's parliament since 1983. Corbyn opposes the austerity policies of the Conservative Cameron government and military adventurism. He proposes what he calls "a people's quantitative easing" which would finance new investments in infrastructure, large scale housing, energy, transport and digital projects. He has apologized to students about the restoration of fees for education and loans replacing grants in universities, and would scrap tution fees, restore student maintenance grants, introduce universal childcare, support adult learning.The Bank of England would print money to support a national investment bank to provide the funding. Other funding would come from reducing corporate tax loopholes, and cutting into 20 billion British pounds of tax avoidance and 80 billion pounds in tax evasion. He favors immigration, and staying in the EU, opposes NATO membership on grounds that it has expanded too far to the borders of Russia....

The leaders of Republicans and Democrats, Senate Majority Leader Mitch McConnell, Speaker Boehner, Minority Leader Nancy Pelosi, and Minority leader Harry Reid, reached a budget compromise with the White House in October 2015 after long closed door negotiations, following years of deadlock in previous years. The compromise lifts sequester spending caps agreed to previously in a previous settlement of differences, and lifts the budget ceiling till March 2017. Speaker Boehner said it was time to "clean out the barn," as he did this over the opposition of Senators Rand Paul and Ted Cruz from the right wing of his party who opposed his efforts to compromise with Democrats. On October 28, 2015, the House of Representatives passed the two year budget agreement 266-167, and the following day Speaker Boehner passed on the Speaker's position to Rep. Paul Ryan of Wisconsin. On Oct. 29, 2015, the Senate voted 64-35 to pass the budget compromise agreement. The agreement increases discretionary spending by $80 billion over 2 years, giving half to defense spending with the increase in military threats overseas, and the other half to domestic spending programs. The domestic spending goes to limit premium increases for some Medicare Part B beneficiaries, and a prevents a 20% across the board cut to Social Security Disability Insurance benefits, set for 2016. This removes the uncertainty posed by threats of a showdown on the budget ceiling and threat of defunding Planned Parenthood posed by right wing Republicans in Congress, which were bad for the economy at a time when the U.S. and Europe faces increasing threats overseas. Without a budget agreement the U.S. Treasury Department would have seen its borrrowing authority expire on Nov. 3, 2015....

Apple, Microsoft, Merck, Nike and other U.S. companies raised about $27 billion in the early part of 2013 with bonds yielding about one percentage point above U.S. government bonds. With the increase in yields in Treasury bonds following positive news from the housing sector, an improving U.S. economy and improving share prices in the stock market, corporate bond prices are declining. Apple's 10 year bond declined by 1.15% to 95.85 cents on the dollar. Analysis from William Blair shows Apple's 10 year bonds trading at 97 cents to the dollar if rates on 10 year Treasury bonds were 2%. At rates rising to 3% the Apple bond price would decline to 88.88 cents to the dollar, and a loss of 8.37%.

Mariana Rajoy of the Partido Popular, Spain's conservative party, leads the opposition Socialist party candidate by a wide margin of over 15% in polls ahead of general elections in Spain on November 20, 2011. Rajoy is planning major changes in the first 100 days and the early period of his administration to bring down Spain's deficit and restore economic growth. Spain faces difficulty borrowing in capital markets after contagion from Greece and Italy, and Spanish bond yields were up to 7% on Nov. 17, 2011. The Bangladesh election resulting in a clean election from the comments of independent observers, and the election of the secular party Awami League run by the daughter of Mujibur Rehman, who led the movement that founded Bangladesh. The Awami League won a sweeping majority of 230 seats in an election with a 70% turnout with a lot of younger voters voting for the first or the second time. For one third of the voters this was their first election, and for another 23% this was their second election after the one in 2001. And that they swept aside the opposition BNP which had allied with Islamist parties and with the main Islamist party Jamaat-e-Islami able to win only 2 seats, is a sign that there is a shift in opinion in Bangladesh among the younger voters. THe main concern of voters is the price of food, as 45% of the 150 million Bangladeshis live on less than a dollar a day. The lower prices of fuel and commodities and lower inflation as a result of the global economic crisis and the good rice harvest in Bangladesh improves things for these people even as the global crisis reduces growth rate from 6.2% in 2008....

A 7 year redevelopment project is taken up for the Dharavi slum part of Mumbai between the Dharavi Redevelopment Authority and the Indian Railways. The Deputy CM of Maharashtra Devendra Fadnavis and Union Minister of Railways Ashwini Vaishnaw signed the agreement for handing over by Indian Railways of 47.5 acres of land in Dadar for the Redevelopment. Dharavi is Asia's largest slum cluster home to 58,000 families and 12,000 commercial businesses. Cost of project keeps going up from 4000 crore in 2004, to 28,000 crore in 2022. The State government is looking at a joint venture where the lead bidder for the projects- with Maharashtra government inviting global tenders- will take 80% of the stake and 20% will go to the state government. The bidding ends October 31, 2022, and the Adani Group is one of 8 bidders.

In a 50-50 Senate to pass president Biden's $3.6 trillion Families and Workers plan requires the vote of Kyrsten Simema, Democrat of Arizona. Simema is the lone holdout in the plan to raise $540 billion by increasing corporate tax rates to pay for part of the plan. Tax rate increases on capital gains would raise nearly $300 billion. A law passed by president Trump lowered corporate tax rates to 21% which would go up to 26.5% under the Biden plan. The top individual rate lowered to 37% would go up to 39.6% and capital gains rate from 23.8% to 28.8% under the Biden plan. Democrats say these new rates are fair considering how much wealth distribution is skewed and how much workers and families have failed to benefit in the policies pursued by different administrations since Reagan, through Bush, Clinton, Obama and Trump.

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

The WSJ's Iliff and Luhnow's interview with Emilio Lozoya, CEO of Petroleos Mexicanos (PEMEX). Lozoya says about the new oil law that allows foreign companies to compete with Pemex, as something that should have happened decades ago. President Calderon of the PAN party pushed hard for this, but failed to get the support of the PRI during his term in office 2006-2012. It made sense for Mexico because President Cardozo (1997-2002) of Brazil already set a successful example by doing this for Brazil's state oil company, Petrobras. The main point is that competition is good for Pemex, and good for Mexico and Mexicans, and Lozoya emphasizes this. Under the law Pemex can keep oil fields it already has and have the first pick in future fields. Pemex is expected to partner in oil field exploration in deep waters of the Gulf of Mexico where it needs the technologies of foreign oil companies. Under the new rules Pemex will have 2 years in which to make the transition to a well managed business enterprise. A new tax code works to increase nonoil tax revenues, so that Mexico does not depend on Pemex profits for one third of its budget. It also gives Pemex autonomy and control over its budget, and lowers its tax burden to international levels. This frees up badly needed resources for investment opportunties to increase Mexico's growth rate. Lozoya says the investment budget could be increased from $25 billion to about $30-$35 billion as a result. He gives a list of badly needed projects not taken up by Pemex for lack of funds- developing natural gas from Mexico's large reserves where Mexico imports its natural gas from Texas increasing the cost of manufacturing, building pipelines where Mexico transports fuel by truck which is 15 times more costly, making its own fertilizer and petrochemicals instead of importing it in a country where 60% of farmland is not fertilized. There is so much to be done that Lozoya realizes his main challenge will be execution. Enormous responsibility rests on Lozoya's shoulders to get the execution right. Pemex has 160,000 employees and crude oil sales of $130 billion in 2012. He has a Masters degree in economic development from Harvard and managed investment funds in New York before this position. Cardozo also picked an investment banking professional for the job of recharting the course of Petrobras and attracting foreign investment....

After 5 months as president of Egypt, Mohammed Morsi, issues decrees giving the president powers to dissolve the current deadlocked constitutional assembly. Liberals and Coptic Christians in the constitutional assembly had walked out in disagreement with the majority of about 75% appointed by the newly elected Egyptian parliament, which has an absolute majority for the Muslim Brotherhood party of Morsi. The deadline for the constitutional assembly completing its work was extended 2 months. A key demand of the opposition was that the work of the constitutional assembly was being rushed. Morsi also replaced the Mubarak appointed public prosecutor with Ibrahim Talaat, a leader for the movement for judicial independence, and ordered a new trial of Mubarak and others involved in the death of democracy protesters. The decrees were announced just as a ceasefire arranged by Morsi and U.S. president Obama has taken effect in the Israel-Gaza conflict. Morsi placed his actions above judicial oversight saying they were temporary. This came under heavy criticism from the opposition to Morsi in Egypt, as a threat to the gains from the hard fought freedom fight by creating a situation where too many powers are concentrated in one person....

Rapidly decling support for Mr Westerwelle and the Free Democratic party he leads in Germany. In the September 2009 elections the FDP won 14.6% of the vote. A Dec 27-30 Stern opinion poll shows only 4% support the FDP. This threatens the Christian Democrats-FDP coalition led by Chancellor Angela Merkel in the coming regional elections. Merkel and the CDP have held onto their support, with 34% saying they support the Christian Democrats, compared to the 33.8% of the vote the CDP won in the Sept 2009 national elections in Germany. Some of the problem lies with Westerwelle who is seen as arrogant and out of touch.The major reason is that in the Merkel coalition the FDP could not implement the tax cuts and other pro-business promises it had made earlier as an opposition party. Merkel is reluctant to move on tax cuts because German help may be needed in the eurozone financial crisis. The 4% showing in the poll puts the FDP below the 5% threshold required to hold seats in Parliament. Losses in regional elections for the Merkel coalition would give the opposition parties and the Social Democrats a bigger majority in the upper house, which would further weaken Merkel's legislative agenda and the credibility of the coalition....

A general strike is planned in Catalonia, Spain to protest police action preventing a referendum vote on independence called by Mr. Puigdemont, head of the state government. The government in Madrid sees the vote as illegal and could take away the regional government's powers under Article 155 of the Constitution. There are varying reports on how many people voted, with this BBC report saying that Mr. Puigdemont's estimate of 90% of people having voted is inaccurate. BBC News says turnout was relatively low at 42%, weakening Mr. Puigdemont's position. Talks are now taking place with Pedro Sanchez of the opposition Socialist party and Albert Rivera of the centrist Ciudadanos party. Mr. Puigdemont now calls for talks with the Spanish government, and mediation by the EU. The European Commission calls this an "internal matter" for Spain, that should be tackled using the Constitution. Other regions of Spain including Galicia where prime minister Rajoy comes from also suffered under the Franco dictatorship following the Civil War, including his family so that Mr. Rajoy does not represent Madrid so much as the new aspirations of the different regions in Spain to try to write a new chapter in Spanish politics. That chapter shown in a book by Mr. Rajoy on Spain's future clearly shows respect for autonomous regions as the direction for Spain. In Valencia and Catalonia one finds the regional languages used and this is respected under the Constitution. Yet the period under General Franco rankles many in Spain, more so in Catalonia and the Basque region, when the regional language could not be used. As in Scotland smaller parties that were not in government for decades now enjoy more support. Yet it is not clear that all the people of these regions want to permanently break the links with Spain or England under separatist parties that have only recently come to power. This is why the European Union is reticent on this issue.  ...

Indian prime minister's speech in the Rajya Sabha, India's upper house of parliament presented the government's ideas behind the reforms in the agricultural farm laws. He made the point that the mandis for minimum support price or MSP will always be there, so that farmers looking for MSP would always be covered. "MSP tha, MSP hai, MSP rahega,"  his words in Hindi. Some of the main points are covered here in The Times of India. Many governments in India in the past have talked about reforming Indian agriculture. During the administration of Lyndon Johnson after famines and food shortages in India effort was made for the Green Revolution. Lal Bahadu Shastri, prime minister took up the work of the first development phase in 1965 to benefit Indian agriculture. The speech cited the work of Shastri for the Green Revolution that made India self sufficient in food grain production. India benefitted from American scientists mainly agronomist researcher Norman Borlaug. The prime minister cited the words of Manmohan Singh, Congress party prime minister preceding him, who had emphasized how important it was to bring changes to Indian agriculture. "Modi implemented what Manmohan said, You should be proud."   Manmohan Singh had said- "There are several rigidities in the whole market since the 1930's which prevent our farmers from selling their produce where they get the highest rate of return. It is our intention to remove all the handicaps that come in the way of India to become one large common market."  Other parts of the speech said about the new agriculture laws- "There are many laws. every law is amended in a few years. We are not static. Change is tradition. We should talk to the protesters, implement the changes. I will take the abuses. You take the benefit from the new laws. We can move ahead together... There are old people sitting in the cold, it is not right." The government has stated it will hold the new agriculture laws for 18 months and the Supreme Court has appointed a committee on the laws. In his speech Mr. Modi said that there was nobody to look after the small and marginal farmers, and asked who will speak for the 12 crores or 120 million marginal farmers who own less than 2 hectares of land.  In fact it was a call from these small and marginal farmers that led to Jawaharlal Nehru, son of a British trained lawyer Motilal Nehru, to join the struggle for Indian independence. This is shown in his autobiography written from jail in 1934-35.  At the time the British simply used the Indian police trained and run by the British Army to silence farm or agrarian unrest from small farmers. Nehru was asked in a phone call to come to one of the locations of the unrest during the early years. The bedrock of Gandhi's movement for independence was villages in which marginal farmers lived lives without making enough. When Vivekandanda talked about India's hundreds of millions living in poverty he was speaking of small farmers who then were a majority of the population of the country. Charan Singh, a former prime minister in 1970-80,  said that 68% of farmers were small and marginal farmers who owned less than 2 hectares of land. The government crop insurance scheme was changed to make it farmer friendly, PM Kisan scheme to empower the farmer. The Indian Rails initiative is intended to speed agricultural produce to locations throughout India taking produce from locations in southern India to places as far Kolkata. This is opening up new opportunities for farmers to increase incomes.   ...

Maine's shift from heating oil to heat pumps. Maine is the state with the largest use of heating oil in winter, 50% of homes use heating oil. It was because utilities found it hard to set up transmission pipelines in a sparsely populated state that this happened. Now heat pumps which have no carbon emissions and take heat from outside and transfer it to the inside of homes are effective in the coldest weather and far, far better for Maine than heating oil. About 100,000 homes have heat pumps installed in recent years, and another 175,000 will have heat pumps installed by 2027.  State rebates cut the cost of $12000 for heat pumps to half that and there is another $2000 tax rebate. Users like the even distribution of heat and had problems with the cold parts of the house when using heating oil. Some rave about it. If all homes in America use heat pumps it would be like taking 32 million cars off the road, according to one estimate.

The Minnesota Governor has modest income and wealth compared to recent presidential tickets. The former  high school teacher and congressman’s assets are mostly limited to pensions, whole life insurance and college savings. Tim Walz and his wife, Gwen Walz, have net worth between $112,003 to $330,000, as of his 2019 financial disclosure, according to WSJ. The value of  federal pension benefit about roughly $800,000 to add to their net worth, based on The Wall Street Journal’s analysis. Hispanic immigrants are moving eastward changing the faces of towns and cities in the South and Midwest. Hispanic population increased 42% from 2000 to 2010 to 50.5 million, Blacks increased 11% to 37.7 million in that period. Asians quadrupled between 1980 and 2000 to about 18 million.

In an overwhelming victory in Burma's 2015 general election Aung San Suu Kyi's party wins 80% of the vote, with the military backed party winning only 41 seats of 491 seats in parliament. The National League for Democracy wins 397 seats. Both sides underestimated their strength. Suu Kyi supporters estimated they would get 60% of the vote, and the military expected to win about 130 seats. The 1990 elections and Suu Kyi's victory were annulled by the military. This time Suu Kyi will appoint the president, as she is banned from taking office under the military drafted constitution. It has taken 25 years for the change in Burma. China and India supported the military rulers in Burma, while the U.S. and UK consistently opposed the military. India a regional democracy put regional considerations ahead of democratic process, showing how even democratic governments failed to respond, especially when the military cracked down on Buddhist temples in 2007. Mrs Bush, Hillary Clinton, and other Americans showed strong support for Suu Kyi throughout her house arrest following the 1990 election. Hillary Clinton visited Myanmar as U.S. Secretary of State in 2011 to show her support for Suu Kyi, which may have set the process in motion for the 2015 free election in Burma. ...
