Resistance to EU reforms for a Single Sky Plan by controllers and national aviation agencies. The EU Transport Commissioner, Sim Kallas, is pushing the Single European Sky plan. This is being planned for January 2012. With the creation of the Single Sky national barriers would fall, national air traffic bureaucracies would give up powers, and controllers in European countries will have to work more efficiently and may face job cuts. Europe's air traffic system is splintered. There are 39 national agencies, and Eurocontrol with 64 control centers. Europe has twice as many bureaucrats and support staff compared to the U.S. European air-traffic agencies costs per flight are 75% higher than the FAA's, mostly because of labor costs. According to Eurocontrol, air traffic in Europe went up 1% in 2010 over 2009, but delays went up by 34%. Over 40% of scheduled flights in Europe were over 5 minutes late in 2010- the comparable figure for the U.S. is a little over 25%. This splintered situation became an obvious drawback during the volcanic eruption in Iceland, when the lack of a single regulator meant the lack of a common standard. In 2009, the EU presented its own program that would group 32 national agencies into nine units called airspace blocks, which would given the task of breaking down internal barriers and integrating operations A common set of standards for all air traffic agencies would be set, and advanced technology would be used to support safety and efficient flight management. Honda is defining safety as a feature it wants to be known for, just as Volvo is known for safety. It has in its history been identified with fuel efficient automobiles, now it is making safety a key to Honda's image as an automobile manufacturer, and emphasizing safety in its ads and marketing. Honda will have this new crash resistant technology ACE for the car frame and body structure on almost its whole lineup of vehicles. This means the body structure will crumple upwards in a crash and the impact will be spread across the whole frame, ensuring the compartment of passengers remains intact. Honda is unique in the way its doing this for smaller cars, giving customers of smaller cars an option that includes safety on the road. It has also invested in crash test facilities, with a large facility at its research center in Ohio.

U.S. states want flexibility in applying the Medicaid program which covers 53 million Americans earning lower levels of income. This amount was $11,616 a year for working parents in 2009, according to the Kaiser Fondation. Some states have a higher income level, as high as $48,400. The problem for states are serious budget deficits, with Medicaid comparing with education as a major cost. The recession and job losses has added 8 million Americans to Medicaid rolls. The Federal government supports 57% of the Meddicaid budget on average. A provision in the 2010 health care law says states cannot limit Medicaid eligibility, or they would lose funding by the federal government. The Obama adminstration's position is that eligibility or provider cuts will not bring in large savings, and will allow larger cost-sharing by Medicaid users, with only minor cuts in eligibility. Its position is also that the law does not give the federal government waiver authority. Some of the issues raised relate to the structure of Medicaid cost and its rapid escalation. Health and Human Services says 1% of benificiaries, especially the long term care, use up 25% of the Medicaid expenditures. One astonishing fact is that two thirds of all U.S. nursing home residents are on Medicaid. The total cost is rising, from $187 billion for Medicaid in 2000, to $346 billion in 2009, according to the Centers for Medicare and Medicaid Services. In July 2011, $26 billion in additional federal Medicaid funding expires, which will be added to state expenses as they struggle with large deficits. In states like Maine, with generous benefits, about one fourth of all residents are in the Medicaid program. ...

This is about Governor Newsom, Biden, Michigan and what the Media just doesn't get. Governor Newsom said in South Haven, Michigan yesterday- "I believe in this man. I believe in his character. I believe that he has been one of the most transformative presidents in our lifetime." One has to go back to FDR and Truman to understand Biden. FDR and Woodrow Wilson were the leading transformative presidents of the last one hundred years. FDR and Truman had to overcome many problems to provide the leadership America needed in critical times as the nation turned from a largely agricultural country to and industrial nation, through wars and economic upheavals. Biden is tackling one of these difficult periods in the Nation's history and is bringing exceptional experience, conviction and ability to this task.

After the Biden executive order closing the Mexico Border following 2500 illegal border crossings a day there remains the challenge of increased funding for DHS Border Control for Asylum processing officers and immigration judges, so that the intent of the executive order can be implemented effectively. Making the claim of asylum requires being in the country, a process that provides an incentive to cross the border from Mexico. Bipartisan legislation is required as the duty of Congress to address these immigration problems so that the Border issue does not become one on which all other problems facing the US can be put on hold and not tackled making the US fall behind in development, infrastructure, climate change action, education, supply chain, and health care, resulting in reducing the standard of living in the US.
