Steve Lee Myers reporting from Moscow and St. Petersburg, Jo Becker from Washington and London, and Jim Yardley from Nicosia, Cyprus, provide this extraordinary and exceptional report on the rise of a small group of friends, mostly from Mr. Putin's time in St. Petersburg, into a new sort of oligarchy replacing the old one under Mr. Yeltsin. This includes more familiar names such as Sechin at Rosneft, but also less familiar names such as Mr. Kovalchuk, chairman of Bank Rossiya, which owns major television and radio stations and newspapers in Russia. M. Kovalchuk is described as having acquired many of these media properties at a fraction of their real value. Bank Rossiya assumed management of assets of Gazprombank, and Gazprom bank purchased Gazprom Media with five television and a number of radio stations for $166 million, when Medvedev, a Putin associate put the value at $7.5 billion 2 years following the acquisition, according to this report. Other assets acquired in this manner include Channel 5 and Ren TV, giving Putin's inner circle control of the media and reducing any critical or different views on issues facing Russia. Many of Gazprom's assets were transferred to Bank Rossiya, say critics, including insurer Sogaz which was acquired for $100 million, later valued at $2 billion, says the report. Names on the this inner circle also include Yakunin, head of Russian Railways, also include names like Fursenko and Timchenko. Most of the people in this inner circle are now targets of western sanctions. Missing in this report is mention that that this inner circle of the second term as president replaces the larger circle of the first terms as president and prime minister, with Putin benefitting from experts and advisors in the first terms. That circle included Finance minister Kudrin known for his successful management of the economy, and others who left the administration after flawed parliamentary elections. Even prime minister Medvedev is not mentioned as part of this inner circle, suggesting a degree of isolation which could be perilous for the Russian economy as it deprives the Russian president of different opinion and useful advice. This is a pattern seen in many emerging market countries which experience corruption during the period of industrial development. A pattern seen also in China under the Communist Party. And in Venezuela where a new Bolivarist class was created. In emerging market democracies such as India and Turkey the problem is also present, except that in India the recent open election led to the ouster of the Congress led government with many cases of corruption in its second term. A similiar election led to a new government in Indonesia, showing that there is another way beyond the Putin Way. Behind the protests in Hong Kong and in Russia, as well as in India, were the huge gaps in wealth and the growing inequality, corruption, lack of responsiveness of ruling governments. In Russia this takes another dimension with efforts to control the internet and media, and efforts to spread this style of democracy. This has created problems in the Putin government's relations with western nations having open societies and free media, and unwilling to accept a distorted model of democracy. Another less noticed aspect of the evolution of these emerging markets is that upto a point development proceeds even accelerates even in the presence of corruption, and then reaches a point where development and growth slows with problems of corruption, mismanagement of resources, declining productivity, economic and political errors, or unfavorable external environment. India faced this problem in 2012-2013, Russia is likely to face this in 2015, and China faces the prospect of growth slowdown by 2016. This feature of emerging markets also reminds one of the frequently quoted old English saying by Lord Acton- "Power tends to corrupt, and absolute power corrupts absolutely." An idea also attributed to William Pitt the Elder who said- "unlimited power tends to corrupt the minds of those who possess it." ...

The US does not seek an expansion of the war. China faces risk of a surge inthe coronavirus in June 2021. The area in and around Guangzhou appears to be seriously affected. The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. Researchers at the University of New South Wales in Australia show the Astra Zeneca vaccine effectiveness with one dose at only 30%, only after two weeks following the second dose does the vaccine effectiveness reach about 70%. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Vaccine skepticism is high in China making vaccination an uphill task. SinoPharmvaccine is not as effective as Pfizer, Moderna, Astra Zeneca, or Covaxin vaccines, making the task even more of an uphill kind. ...

The virus is affecting West Africa in other ways. Ample food supplies with lower prices of corn, wheat and rice on world markets, as a result of supplies from Brazil, India and Thailand, is not reaching Africa because of restricted access because of Ebola. Clogged ports, and conflicts adding to this reduced access. In East Africa the FAO estimates 20 millon people face food shortages up from 15 million estimate earlier. The rise in value of the dollar in relation to African currencies is increasing prices of food. Food price inflation is leading to a situation where an household with many children in a relatively better off country like Uganda being able to afford only one meal a day. The result will be increase in malnutrition in Africa if solutions are not found to get access to large food supplies outside Africa with lower prices. ...

China follows Japan in the proportion of its elderly population at a similar juncture in its development. A paper from Japan's Research Institute of Economy, Trade and Industry pointed out that the proportion of child and elderly populations in China as of 2020 was similar to Japan's in 1990. China reached that inflection point faster with fertility rate falling from 2.74 to 1.28 in a 4 decade period, while Japan's fell from 1.75 to 1.29. That paper also shows India's proportion of child and elderly population in 2020 was similar to China's in 1980 when its economic boom took off. The overconcentration of supply chain in China is now being addressed by business in US and Europe after the pandemic showed its weakness. Prime minister Modi says this overconcentration has hurt even and balanced development worldwide.

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

Either China or India was going to at some point develop the Brahmaputra river known as Tsangpo in Tibet where it starts for hydroenergy. It turns out that the modernization of China preceding India's by 20 years and the occupation of Tibet in 1950 has put China in the position of developing this river with a huge dam. The Brahmaputra in Arunachal Pradesh and Assam states of India is the same river that is called Tsangpo in Tibet when since 1000 China had little physical contact with the region greatly remote from Chinese cities such as Beijing and Shanghai. The Brahmaputra in its Tsangpo stretch of the river in Tibetan region originates at lake Mansarovar and Mount Kailas and on a map can be seen as very close to Guwahati, Assam and distant thousands of miles from Beijing. The dam will include 5 hydropower stations, produce 300 billion kilowatt hours and cost $170 billion. Two decades of rapid growth in China supported by the US with technology and capital have given China the capital needed for this type of scale of investment in renewable hydro energy. Shale oil producer spending in the U.S. is forecast to drop by 3%, but this will still add one million barrels a day of additional shale oil production. Prices are now at about $45 a barrel and shale producers are cutting back on production rigs in operation with the 40% decline in oil prices. The EIA expects oil production to reach an average of 12.1 million barrels daily in 2019 from an average of 10.9 barrels a day in 2018. This suggests there will be additional supplies and continued downward pressure on oil prices. The situation is favorable for the U.S. and countries such as India which benefit from lower oil prices.

Chinese doctors study in 2017 shows that oral cancer patients related to use of the betel nut for chewing in recreational use could reach 1 million b y 2030. Betel nut is being banned in some cities. Advertising of betel nut online or on television is now banned. Over $10 billion is made by the betel nut producers and it has become a part of the local economy in the province of Hunan says this report. This shows the problems of public health that remain to be tackled in China, as well as India, after achievements in sanitation tackled the basic problems of disease. Tobacco use is a major problem in both countries, and a major danger to public health, with awareness happening only now.

The German ambassador to India calls the Indian preparations for the G-20 meetings simply outstanding. Annalena Baerbock, the German Foreign Minister, is a very unpretentious person and when her plane arrived early, decided to spontaneously leave the plane without any formal arrival ceremony. The German ambassador says- "she laughed, she thought to herself it was quite funny, and we had a very nice welcome." Annalena Baerbock is simply one of the friendliest persons from Germany to land in India. It is clear about the way she relates to Africa and India- Baerbock was amazing the way she took the Benin Bronzes back to their home ground in Nigeria from Germany recently. For India she is one of those rare visitors the country is grateful to have from Germany, and welcome like no other, as one of its own. The University of Michigan Transportation Research Institute said the average fuel economy of all new passenger vehicles purchased in January 2012 was 23 miles per gallon, up 0.8 or 4% from December 2011. This includes cars, light trucks, minivans, and SUV's. Professors Sivak and Schoettle of the Institute also released a U.S. Eco-Driving Index, or EDI, which estimates average monthly emissions of individual U.S. drivers for Nov. 2011 at 0.86- this is down 14% from October 2007. The need to reduce reliance on imported oil for the U.S., Europe, China and India, the high price of oil, and the need to reduce automobile emissions to improve air quality, make improvements in average fuel economy and emissions per driver absolutely critical.

Tabuchi provides an exceptional account of the difficulties overcome by Rieko Fukushima as she returned from maternity leave to setup the 3-D TV team at Toshiba to commercialize the technology. It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.
