EU measure that seeks to curb imports of coffee, cocoa, soy, beef, palm oil and wood when it is determined that it drives deforestation in the source country. To qualify as "deforestation-free" the land on which these food and other products were grown cannot have been deforested or degraded since Dec. 31, 2020. Demand from European Union countries for commodities such as beef and cocoa are strong drivers of deforestation, says Frans Timmermans, vice president of the EU. This comes after COP26 Glasgow conference where over 100 countries signed an agreement to end deforestation. The EU commissioner for the environment says "we can't ask for ambitious policies on the environment from partner countries on the one hand and support deforestation on the other."

US president Biden puts forward a sweeping clean energy plan that could zero out US emissions by 2050. It calls for paying utilities to make a rapid transition to clean energy, and financial penalties for utilities that are slow. Tariffs would be put in place on imports from oil and gas producers for leaking greenhouse gases into the environment from wells, pipes and tanks. Wind and solar units would get new tax incentives. Biden through this plan would achieve the pledge of clean energy so that the US would help eliminate emissions from US power generation by 2035. It also mimics state requirements for higher proportions of energy from solar and wind, other clean sources. The Biden program would invest $300 billion, on a scale that is needed to tackle the challenge.

The effort by the Tories in government in Britain to consign railways to managed decline during the green transition shows how little they understand the potential of rail. In Germany rail passes have cut the cost of traveling by Deutsche Bahn and created new interest in rail travel. Britain not only lacks such a plan, rail is being pushed into decline by the plan to cut 1000 ticket offices. About 90 percent of 750,000 comments about this plan were negative during the consultation period. It is now being scrapped. The Guardian says now is the time to create a renaissance for rail and Labour needs to lead the way just as president Biden has done for revitalizing Amtrak with $91 billion in planned investment.

The Biden administration published an online security rule to strengthen its legal backing for restrictions on foreign based apps, including TikTok. It provides additional criteria the Commerce Secretary can use to restrict such apps that present "undue or unacceptable risks." Instead of the wording "subject to foreign coercion", there is the wording "subject to the jurisdiction or direction of a foreign adversary." WSJ throws light on the legal challenges called the Berman amendments. Berman's amendments took away the right of the president of the US to regulate or ban "informational materials" from adversarial nations. It was written at the end of the Cold War and is seen as needing to be completely rewritten.

President Biden says "I don't think anybody can deny the effects of climate change anymore," as the US goes through a heat wave in the south and the west of the country. Biden says it is outrageous that construction workers in some places were not given the right to a water break. Biden says the US Forests Service will use $1 billion to help cities and towns plant trees. This can help lower temperatures in cities and towns. San Antonio and Phoenix are some of the cities on the front lines of climate change, much of the south and western US is affected with abnormally high temperatures sometimes exceeding 110 degrees Fahrenheit. This is the hottest July on record in the whole world.

This WSJ report shows how older boomers holding onto larger homes for retirement and aging in these homes is worsening the supply of housing. Including for younger boomers who are in their 50's and who because housing is less affordable or because of a life event or healthcare costs are facing a high rate of homelessness. President Obama in an interview with Steve Inskeep of National Public Radio says that blue collar men, the white working class, have suffered in the last decade, and Trump is exploiting their fears and anxieties. Yet he made no mention of the large parts of the middle class with low levels of assets, and the extreme inequality discussed by Fed chairwoman Janet Yellen at a Boston Fed conference on inequality in October 2014. Obama addresses the war in Syria and Iraq in a similiar manner by not mentioning the millions of refugees in that region and the million that have created a refugee crisis in Europe. He attributes the problem more to media pursuing ratings than any errors of the administration in this interview with NPR, including some of it directed by pockets in the Republican Party. This ignores the many editorials and op-ed pieces on the subject from both sides of the spectrum, the Wall Street Journal and The Washington Post.

The new numbers for September show 263,000 jobless. He asks does Obama get it? 15.1 million people are unemployed. China's huge trade surplus with the U.S. continues to grow even after President Trump imposed tariffs on Chinese imports. China's total exports have risen by 15.6% from a year earlier, higher than the 14.5% increase year over year in September. Exports to India, Hong Kong, grew by more than 20% in October over a year earlier.  By Chinese figures China's trade surplus with the U.S. of $260 billion for 10 months of 2018 is up 15% from year earlier, ready to set another record. This does not tally with what the U.S. says it is, with the U.S. estimate of the trade gap at $375.2 billion, over $1 billion each and every day. Previous administrations of both Republican and Democratic parties put up with the trade surplus or did little. President Trump has taken this up as a big issue and imposed tariffs on Chinese goods in a series of actions. The combined U.S. and Chinese tariffs now cover 60% of their trade in goods after the latest round of tit for tat tariffs. Experts say there is front loading of Chinese exports which accounts for the sharp increase in exports to beat the date when tariffs go into effect. Yet the overall increase in China's exports, with an added impetus from a stronger dollar suggests that the trade gap with the U.S. is a problem that will fester for a while till the trends are reversed.  ...

This article in the Economist magazine says the initial criteria for the euro currency were fudged to let southern European countries with weak finances into the euro region. The result was that Italy, Spain and Portugal were allowed in, followed later by Greece. This was a critical design defect for the euro currency. It says French president Mitterand accepted German unification and German president Kohl gave up the Deutsche Mark in exchange for the Euro, under the 1992 Maastricht Treaty that set up the euro currency. The other flaw was the lack of a bail out mechanism if governments needed help, the ECB not designed to tackle this, and the central banks of each country not capable of tackling this on their own. With the lack of devaluation option to address inflation, and drop in competitiveness of some countries, the mechanisms to address economic problems were not put in place- it says because political union was seen as happening earlier but never happened. The French are seen as more interested in pursuing closer economic integration, with Germany not as keen until budget discipline is established first. Germany also looks at immigration as a critical area in which agreement has to be reached. As a result the euro currency is likely to continue with some of its current problems, yet with improvements in many areas such as budget discipline and lessons learned from the eurozone crisis in Greece, Ireland, Spain and Portugal.   ...

Ines Pohl of DW.com reflects on the U.S. Republican National Convention in Cleveland, Ohio. It turns out he says to be a sort of Trump Festival, with the candidate and his family everywhere, not much discussion of the platform or policy issues- he says it offered the world a spectacle never seen at such a convention- 15,000 journalists from all over the world covering 2500 delegates, all the delegates mere onlookers at this entertainment extravaganza. John McCain, Mitt Romney, former presidential candidates not present, and president Bush and family not present, all staying away because of derogatory remarks. Not the kind of display of unity to bring together different segments of the party. The lone dissenter at the convention turned out to be rival Ted Cruz who made a speech without supporting Trump, and is booed off the stage. Cruz won in some important primaries including Texas, Oklahoma, and in votes cast on voting day in Louisiana, in addition to Wisconsin, appealing to evangelical voters in a section of the South, and in western states such as Nebraska and Idaho, typical Republican territory. Ohio's John Kasich is called "petulant" by campaign manager, and stays away- Kasich won in his home state of Ohio, a state president George Bush needed to win over Kerry, especially with its evangelical voters. Pohl adds humor in his coverage by referring to the traitors Bush, Kasich and especially Cruz, who are dispensed with, as the Republican delegates rally behind Trump on the last day of the convention.  ...

Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. He cites Hillary's remarks in 2008 that the glass ceiling has about 18 million cracks in it- that Hillary who grew up during the feminist revolution helped take it further even if the achievements were incomplete. In retrospect the Clintons served the country with passion and dedication right upto to the end, and strove hard to put behind them any blemishes to their record. The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

France's response to the Paris attacks in Nov. 2015 was to invoke the Lisbon Treaty for aid from other states in the European Union, and not to invoke a clause in the NATO agreement because this would be seen differently by Russia. Another reason is that by avoiding invoking the NATO Article 5 clause France decided not to ask for something that was not going to happen considering president Obama's reluctance to intervene in the Syrian conflict, say French diplomats. President Hollande plans a visit to Washington and Moscow for coordinated action against terrorist groups in Syria and Iraq. Strobe Talbott, former deputy secretary of state in the Clinton administration (1994-2001), and president of the Brookings Institution, one of America's most respected diplomats, says Russia has still to prove that it is a part of the solution as the talk does not match its actions on the ground. President Obama is deeply skeptical as he points to Russia's initial incursion into Syria as creating the problems taking place there....

President Obama's speech announcing the details of his executive order on immigration on Nov. 20, 2014, starts by saying he is not bypassing Congress or the Republicans. He says Republicans had the opportunity to pass legislation in the House that passed the Senate, or come up with their own bill. And still have an opportunity to come up with a bill he could sign into law that address the shortcomings of the current immigration system. In selling the bill to Americans he points out that this is not an amnesty, that the current system which allows immigrants here to stay illegally without paying taxes or any accountability is an amnesty. He points to deportation of millions as not an option, an out of the character of America. That deportation of criminals will continue and is up 80% in his administration, without mentioning that deportation under his administration for ordinary undocumented immigrants without any criminal record had reached a high of 400,000 a year under his administration, higher than under the Republican Bush administration. In fact it had reached such levels that Hispanic groups stated they would sit out the midterm 2014 elections and not vote for Democrats or Republicans, after providing a significant part of the winning margin for Obama in the 2012 presidential election. President Obama says he has the legal authority to prevent deportation, and that this is essentially what this executive order does- providing a temporary right to stay and work in this country to undocumented immigrants here living in the shadows who are here for more than 5 years, not a permanent status or citizenship. He cites other presidential decisions of the last 50 years, Republican and Democratic, that have integrated large groups of undocumented immigrants, including an executive order by President Reagan. And he refers to the Bush presidencies 41 and 43, where both father and son, considered Hispanic Americans "a part of American life," as good hard-working people deserving a chance to be Americans. The speech ends with an appeal to the compassion of Americans urging them to look at their own individual stories going back one, two or several generations, or Ellis Island where the early waves of European immigrants entered the country in the 19th century, and to immigrants from the period after the early British settlements in the 18th century. This is typical Obama, as much as the calculated decision to pursue a aggressive deportation policy was for the first 6 years of his administration, including the decision for "Dreamers" or young people before the 2012 election. "Scripture tells us, we shall not oppress a stranger, for we know the heart of a stranger. we were strangers once, too. And whether our forbears were strangers who crossed the Atlantic, or the Pacific, or the Rio Grande, we are here because this country welcomed them in." Over 2 million deportations in one of the most aggressive deportation policies of any administration, followed by an effort to stop deportations before the next presidential election, when the NYT had called his deportation policy "infuriating." ...
