This WSJ editorial raises serious concerns about the outlines of the nuclear deal with Iran- the AP Protocol does not provide for any time, any place inspections of nuclear facilities, could Iran evade inspections by developing a new facility such as it did with the Fordo complex underground after 2006. After all it reminds readers that Iran signed nuclear protocol agreements in 2003, but failed to observe them, and set them aside altogether after 2006. And Iran is not like reaching an agreement with Costa Rica or Netherlands, says WSJ, it could look good on paper, but with monitoring weak and the Iranian intentions not clear, a lot can go wrong. One of the principal concerns says the WSJ, is the nuclear weapons technologies spreading in the Middle East to other countries as Iran gets a weapon, leading to a disastrous war a decade from now. Business tycoons and corrupt officials he believes have hijacked CHina's economy and manipulated it for their own ends, which he calls crony capitalism. Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. The influence of regional political parties in India continues as the Congress party depends on the Samajwadi party in Uttar Pradesh led by Mulam Singh Yadav for its majority in parliament in 2013. This follows the withdrawal of support first of the party of Mamta Banerjee in West Bengal in 2012 on retail foreign investment issue, and the withdrawal of support of the DMK party in Tamilnadu state over the Sri Lankan issue in 2013. Not only are the regional political parties based in a particular state, they are also dominated by political personalities, such as that of Yadav in Uttar Pradesh (UP), Banerjee in W. Bengal, and Karunanidhi in Tamilnadu. Tamilnadu is in the south with a language Tamil of Dravidian origin, and W. Bengal is in the northeast near the Burmese and Bangladesh border with its own language Bengali of very different origin and completely different script. The regional parties have little in common. Some like the DMK in Tamilnadu are small parties with 18 member in parliament. Congress coalition government has 230 members and needs 270 for a parliamentary majority....

Richard Posner, who teaches at the University of Chicago, and is federal appellate judge, takes an incisive look at the economic crisis. Posner says this was not a failure in the sense of irresponsibility alone of people involved, but a failure of capitalism, and that capitalism is prone to failure unless properly governed. Markets left to their own devices can fail, monetary policy is not enough to counteract other deep seated problems. Under capitalist system people can make individually rational decisions like continuing to invest in mortgage securtite if they were financial institutions, or losing the profits to be made, and collectively make irrational and in time enormously costly decisions, with no less consequences on an individual basis when things collapse. "We are learning," he says "that we need a more active and intelligent government to keep our model of a capitalist economy from running off the rails." But that may be nothing more than returning to common sense, or a healthy dose of skepticism for overblown claims for any system or form of economics or politics. ...

Walmart opens its first store in Amritsar, India, as part of a long term expansion in India. It is a 50,000 square foot Best Price store, a rarity in India. Walmart and its Indian partner Bharti Enterprises plan to open 15 stores in India in the next 3 years. Mike Duke former head of Walmart's international operation is now the new CEO. He has recruited local managers who understand and grasp how to market in India. Walmart India CEO, Raj Jain, has worked for 20 years with Unilever and Whirlpool in India. Unilever India, has a strong local presence in India for decades. Big wholesalers can be a poltically sensitive issue in India, where the retail industry serving 1.1 billion people is mostly an estimated 10 million mom and pop stores, who fear being overrun by these large wholesalers. Walmart operates as a wholesale store selling to local merchants, a cash and carry business selling 10,000 products to licensed store owners, schools, hospitals, hotels and other institutions. The Chicago Board Options Volatility Index has dropped frm a high of 80 last fall around the time of the Lehman brothers collapse, to 30 last week. So has the volatility gone? No one can be sure. Sam Stovall, investment strategist for Standard and Poors does not thinks so. He says history has shown that the rallies in the depths of bear markets are different, because they are almost always followed by a retesting of market lows. The market tends to get adecline after it looks at the fundamentals and any deep seated problems that remain. Stovall's research shows that the market retested going back to 1957, and the average event lowered stock prices 7%, but in the really big downturns like the current one, the S&P went down about 14%, on average. Assuming that the market peaked on May 8 with the S&P 500 at 929, and acorrection of 14% ocurred, the S&P would be at 799. A drop of this magnitude would mean that panic would return, says Stovall.

A partnership is formed between Dr. Reddy's and Glaxo focussed on emerging markets, excluding India. The products will be manufactured by Dr Reddy's and licensed and supplied by Glaxo in countries in Africa, the Middle East , Asia-Pacific and Latin America. In certain markets they will be co-marketed by the two companies. The deal gives Glaxo exclusive use of over 100 branded pharmaceuticals in areas like cardiovascular, diabetes, oncology, gastroenterology and pain management. Under the terms of the agreement the revenue results will be reported by Glaxo and shared between the two companies. This is part of Andrew Witty's strategy to take the expansion in emerging markets -especially in association with India- to a new level. Witty recently took over as CEO of Glaxo and is one of the younger drug executives at 43. Last month Glaxo acquired a 16% stake in South Africa's Aspen Pharmacare's Holdings Ltd. in a deal that expanded an existing partnership. One of the big changes is to give responsibility to younger managers. Chairman Whitacre's marching orders are to cut executive ranks and gve responsibility to a whole new group of younger managers. The trial of Tian Wenhua, of a large dairy company in China, for failing to monitor the safety of baby milk powder, and covering up knowledge that dairy products contained impermissible amounts of melamine. The problem of milk powder tainted by addition of melamine chemical to watered down product to falsely raise protein count has been found to be widespread in China. About 300,000 children were sickened by the formula leading to 6 deaths. Tian and three other Sanlu executives are on trial. Tian says she knew about the contaminated milk powder in May 2008 but did not alert officials till August. By that time Sanlu had made 900 tons of the contaminated powder. Executives at Fonterra Group of New Zealand, which owns a large stake in Sanlu, came to know of the problem and insisted Sanlu make a recall. China's effort to bring western companies like Smithfield Foods to enter China's pork industry is part of the effort to build safety and credibility into food products sold in China.

Analysts at Citigroup predict that Bank of America might record a$3.6 billion loss for fourth quarter 2008. It appears that Bank of America may have overreached in acquiring 2 troubled firms Countrywide and Merrill. WIth $25 billion in TARP funds already given to Bank of America, Bank of America has informed Treasury that without additional funding it may not be able to complete the acquisition of Merrill. Treasury and Bank of America are negotiating these additional funds. Meanwhile Goldman Sachs analysts estimate worsening losses from the credit and financial crisis. Losses says Goldman economists could reach $1.1 trillion from residential mortgages alone up from $780 billion earlier estimate. Adding in losses from commercial real estate, credit cards, auto and business debt could send this figure up to $ 2.1 trillion. And bad overseas loans of US institutions would be additional to this. Not surprisingly Fed Chairman Bernanker would like to see much of the second half tranche of $350 billion in TARP funds ging to stabilize the financial system....

Honda Motor Company will have one bright spot as sales of motor bikes increase from 13.9 million to 14.9 million for 2009. Honda two wheelers sell briskly in Asia and South America, where they are considered low-price necessities. On the other hand Honda's auto sales will drop by 400,000 to 3.5 million for the fiscal year ending in March 2009. Honda will post a profit of $860 million or 80 million yen for this fiscal year, down 87%, by contrast Toyota will post a loss of 350 billion yen, and Nissan a loss of 265 billion yen. Honda is seeing huge growth in markets like Indonesia where $50 can be a down payment on a motorcycle., Honda sold 2.8 million motorbikes there up 34%.. Now sales are predicted by Honda Motor to drop to somewhere between 2.1 and 2.5 million bikes. Honda markets heavily to people under 25 in Indonesia, who make up half the population of 240 million people. Honda is also working on lowering costs of manufacturing by focussing on production in India, China, Thailand and Vietnam. ...

Difficulties facing the recovering airline industry as the price of oil continues its increase. Goldman Sach's Group raised its forecast from $68 per barrel in 2007 and 2008 to $80 in 2007 and $90 in 2008. Airlines have already taken a lot of the costcutting steps from flying lighter more fuel efficient planes to smaller steps like reducing the weight of beverage carts and taxiing on the runway with one engine and so on. But their forecasting and business plan estimates of oil costs have been far off the mark and hedging has been inadequate. Lasty year as per the ATA, Airline Transport Association, 42% of the consumption on average was hedged at $60 per barrel, this year 2007 only 31% of fuel consumption on average has been hedged at $62 per barrel. To give some idea of how far off the mark, United's business plan used $50 per barrel through 2010, and Delta used $65 in its business plan for 2007. Expect more fare increases and capacity reductions if this price trend for oil continues. ...

A number of factors hitting at the same time Chinese factories in the south, in Guangdong province and the Pearl River delta. Currency exchange rates, stricter labor laws, eliminated government tax benefits and incentives, stricter pollution laws, high oilprices, and higher wages, all have combined to make the apparel and footwear factories in the south less profitable and harder to run. In recent years about 10% of the footwear makers in the province have closed operations. Manuy are smaller operations. About 10% of the 60,000 to 70,000 HongKong owned factories in the delta region will close in 2008. Not just apparel companies making products for HP and Apple have longer term plans to shift production to othcountries. Hon Hai Precision Manufacturing Company has said it will quintuple its planned investment in Vietnam to $5 billion. Apparel makers VF corporation which owns labels like North Face and Nautica says it takes 30 days from Cambodia compared to 20-25 days from China to get product on retail shlves so the advantage of China in this respect is also diminishing...

A CEO of American Airlines from 1985 to 1998 offers his views on what should be done to create a healthy airline industry. He wants to see significant government investment to build a new radar system ffor American skies and to do it faster than the current pace. Till such time he wants to see the government to limit flights to what the current system can handle as airlines will not do so because of competitive position. He would like to see government set stringent financial standards fo new lowcost airlines if their only purpose is to gain some short term profits by gaining market share through lower prices and waiting for an IPO and then sometime later going out of business. He would also limit American concessions to open skies to all airlines and would prohibit offshore maintenance. To increase room for airlines to recover costs and make a decent profit he would lower the fees and taxes that are about 15% or higher of an airline ticket.

For the first time coordinated rate cuts of half a percentage point by the Fed, the ECB and the Bank of England. Yet markets in the swung wildly on Tuesday, October 7, 2008, opening down 200 points then up 200 points after a 500 point drop on the previous day Monday. Asian markets got hammered with steep selloffs as the crisis showed no signs of abating. Previously the ECB had resisted lowering rates saying the crisis was more of an American one with secondary effects in Europe, but the squeeze in the credit markets in Europe and the same fears of banks refusing to lend to one another ocurred in Europe over the last few days so the ECB has reconsidered its view. Meantime emerging markets like Russia and Brazil and other countries are getting hammered. Most Asian markets had already closed by the time the coordinating central banks had acted, Japan's Nikkei declining b 9.4% in its worst one day loss since 1987 and the Hong Kong Hang Seng went down by 8.2%.

For decades the auto companies lobbied vigorously against stricter fuel efficiency standards. NYT editorial points to this failure in policy of the Detroit automakers, and the failure of Congress to do more for fuel efficiency standards with lobbying from automakers even in the recently passed legislation. That target of 35mpg fleetwide for 2020, a low target with no stretch or imagination built into it should be revised and a higher target set. If the companies build smaller cars like Europe does they could reach a target of 50mmpg fleetwide by 2020. That would be a serious target with stretch built into it. Tough conditions have to be atttached to any rescue money. This includes firing top management, no payment of dividends, limits on executive pay, tougher fuel efficiency target, reopening labor agreements on pay and benefits to reflect the new realities. If taxpayers are going to take the risks Congress must insist on these changes or the money will be wasted says the NYT editorial. Some of these steps would be painful for workers but they are necessary....

The view of a Prof. of Finance at New York University's Stern School of Business on the auto industry and the destruction of capital. About $110 billion of destruction of capital between 1980 and 1990 for GM and Ford, and the destruction of $182 billion in capital that was invested in GM between 1998 and 2007. From a Finance point of view this is society's capital that can be better invested. The total $465 billion invested in GM and Ford between 1998 to 2007 says Yermack could have purchased all the shares of Toyota, Honda, Nissan and VW. The job losses overstate the situation he says, as jobs would be created in other auto factories which expand as Detroit contracts, which is already happening as sales decline is less steep at other automakers such as the Japanese. Regarding the proposals to ask the automakers to build environmentally friendly cars with serious fuel efficiency, he says its like asking the cigarette companies finance cancer research, considering their lobbying efforts to gut serious conservation or environment friendly legislation....

Sales of small cars have dropped significantly, and sales of Cherry Automobile Company China's largest domestic carmaker dropped 40% in September 2008 over a year earlier and 6% in October 2008. Nationally car sales increased 11% in October 2008 over the previous year after declines of 6% in August and 2% in September. China levies a tax of roughly 8.6% on a car's taxable price which is calculated based on the car's retail price and the size of the engine, with larger engines taxed more. What the carmakers like Cherry want is for the government to lower this sales tax on small cars and cars with environmentally friendly technology. Another step is for the government to lower state set fuel prices as prices of world crude go down to below $50 a barrel and encourage more fuel efficient cars with a fuel tax. Chinese public policy as stated by the government, and Chen Bin, Director of the Industry division of the National Development and Reform Commission is to boost domestic demand.
