To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As a result the governments and companies in Europe, US and India are shifting to local manufacturing of solar panels. ...

China and India as rooted today in the original scientific mind of the Buddha and the Rishis are capable modern science based societies that can not only coexist with Christian Europe and Americas but also inspire other societies. About 33% or one third of the 1.2 billion Chinese people believe in Buddhism or a Bodhisattva, and 18% believe in Taoist deities. 47% believe in feng-shui arranging objects in space for environment and harmony. This is shown in a Pew Research survey. Buddhism is a religion that is not practiced officially with hierarchy and churches as in Catholicism. As a result faith and prayer happens in visits to small shrines in the home or in the neighborhood. Only 4% of people will say that they identify with a religion as religious beliefs are seen as close to superstition and backwardness that held China back from adopting science and modern technology from 1400 to 1900. This makes surveys difficult to trust in a Communist society.   A close observation from a Buddhist perspective in Asia would show that the vast majority of Chinese have a faith in Buddha or Taoism. Buddha's writings show a modern mind asking scientific questions about the mind and about life which can be consistent with science and technology and being modern. As in the original Upanishads and Vedic writings of Rishis what is called Hinduism in western language also ask questions with a scientific mind which were obscured by myth and superstition over 1000-1900. Both the original Vedic and Buddhist writings are not only not going to hold India and China back, when correctly presented they are capable of becoming a new force for advancing science and technology in society while retaining the roots of civilization in Four Forms of Mindfulness of the Buddha that give societies hope for the future. This offers hope for the future of China and India as a modern, scientific civilization with roots in the writings of the Buddha. ...

About 500 million smartphones are expected to be sold in China in 2015, according to IDC. Xiaomi has gained a firm foothold in China among young people and a fan base similiar to the way Apple is seen in the U.S. The next phase of growth is in countries where there is still room to grow with a large number of people without smartphones. Founder Lin Bin is a former Google executive. He has hired another Google employee Hugo Barra to plan the next stage of expansion overseas. He says Xiaomi will continue to focus on areas other than Europe and the U.S. where there are weak telecom carriers. Xiaomi's pricing model is based on selling quality smartphones with many features at lower prices. In the U.S. and Europe where large service providers offer large subsidies to users of smartphones Xiaomi cannot compete because its pricing advantage disappears. This means taking on the market in places such as India, Indonesia and Brazil where there are many people looking for a smartphone at a smaller price. One obstacle is that Xiaomi has few patents, and competitors are likely to mount paten challenges in these markets. In India, the second largest market, Ericsson has mounted a patent challenge leading to a court order suspending sale of Xiaomi phones. Xiaomi's strengths in China lie in savvy use of the internet and media to market its phones, using some of the methods used by Apple. ...

US differences with Pakistan are based on two different perspectves that are not reconcilable. Recent events and the relationship between the US and Pakistan's army chief have confirmed that this is not going to change. US sees militants and Taliban inside Pakistan as havens for the short term as the US disengages from Afghanistan, whereas Pakistan's army sees them as useful elements in Pakistan's security interests in relation to India for the long term. Whe Kayani met with Obama in Washington, he handed Obama a 13 page document showing Pakistan's strategic perspective and emphasizing the gap between short term US interests and Pakistan's long term interests. The Wikileaks cables show Kayani discussing with US officials a possible removal of President Zardari and his preferred replacement. This made Kayani, normally reticent, to rant for hours on the irreconciliable differences between the US and Pakistan with a group of Pakistani journalists. He described Pakistan as the US's "most bullied ally," and said the frames of reference of the US and Pakistan regarding regional ssecurity "can never be the same," according to news accounts. And added that "the real aim of US strategy is to de-nuclearize Pakistan." Holbrooke and Admiral Mullen had hoped to reverse "a trust deficit" between the two sides. But this has not happened. General Petraeus is taking a tougher attitude and patience is thin on both sides. According to a Kayani friend, air marshal Chaudhry, Kayani is always asking Petraeus what the strategic objectives are in Afghanistan. US officials say they have given up on changing Kayani's thinking and that Kayani has told them: "I don't trust you." Kayani's position makes sense when one looks at the strongly anti-American public in Pakistan. Pakistani military and intelligence officials say a campaign against militants inside Pakistan incites domestic terrorism and uproots local communities. And by following Pakistan's own interests and frames of reference Kayani sends signals that win esteem among the Pakistani public. Opinion polls now show the military held in higher esteem than the Zardari administration. This puts the US in a no-win situation in Afghanistan with no clear objectives for the long term. This leaves the US in a time of tight budgets stretched thin to meet the needs in other defence areas that need attention, such as modernization of forces, trouble spots such as Korea, Iran and elsewhere, and resources needed for modernization of US infrastructure and supporting new technologies and industries. The lasting solutions that will take time, careful thought and preparation would be to integrate South Asia as a whole into an economic zone, extensive infrastructure building, and bring India and Pakistan closer through diplomacy and negotiations. See the articles by Richard Haas and others on the need to redirect resources. ...

International issues took on larger significance for the U.S. Federal Reserve in September 2015 as it looked at a small increase in interest rates. Schwartz points to the memories of the 1997 emerging market crisis and how fragile economies like Mexico were adversely impacted by rising rates in the U.S.. Mexico needed a large bank bailout and contagion spread to other countries. Kenneth Rogoff says the risks are real with declining commodity prices and falling currencies of emerging markets such as Brazil, Indonesia and Russia. Ripple effects would carry over to India and other countries. The sharp slowdown in the Chinese economy in the second half of 2015 was too recent for the Fed to take any sort of risk in September 2015.

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. Natalie Lichtenstein, a lawyer with 30 years experience working at the World Bank will write the bank's founding charter. ...
