Jimmy Carter holds the record for appointing federal judges in one term- 262 judges, 55 minorities, 42 women. In 1978 a Democratic Congress responded to a federal case backlog by creating positions for 150 more federal judges, all of which would be filled by Carter. Ruth Bader Ginsburg was one of these judges. Carter did not appoint a single Supreme Court Judge yet Ginsburg and Stephen Breyer another of these judges made it to the US Supreme Court.

By comparison for a single term Biden has appointed 235 federal judges. Reagan with 383 and Clinton with 378 hold the record for federal judges appointed  in two terms.

Former Fed chairman sees the "resolution agency" as a key feature of new financial reform legislation in Congress. This agency would have the power to takeover a large troubled financial institution. It would have the authority to quickly shut it down and this would make it less likely for large financial institutions to take risks knowing the federal government would rescue them.

As many of China's state owned companies go public questions are raised about the quality of corporate governance. The appointments or terminations are all handled through important party meetings like the one expected this fall. A termination was made earlier for Sinopec, Asia's largest refiner, with little other information on June 22 when the chairman Chen resigned. The European Stabilization Mechanism, setup this week will bailout member states but also enforce strict conditionality. This conditionality means coming in and telling a country what it must do in taxes, spending and economic policy as a price for being rescued. This is amajor adjustment to the system setup originally for the euro, which had the European central bank for price stability and the individual states handling their own finances with no bailout provision. With bailouts made part of the system, each country gurantees the others debts in the eurozone. And this comes with strict conditionality. The agreement last week makes a big change to the original Lisbon Treaty, which had no provision for a bailout. Lagarde says it was wishful thinking to think that the euro would work without something more coercive and stronger discipline. Jolis and Carney quote a former German central bank chief Tietmeyer in describing the challenge facing the euro:"it requires the degree of solidarity characteristic of a nation." They cite the violence and protests in countries from Greece to France when austerity policies are implemented on the basis of such discipline....

Most countries in Europe and North America are observing a locked down Easter. In France 160,000 police officers and gendarmes are on duty to make sure people respect the lockdown. Fear that people will gather in parks and transmit the virus leads to officials in Germany, France and Britain to keep tight restrictions. The virus transmission has not abated in these countries. French regional elections show a defeat by Conservatives of Le Pen's far right party and president Macron's party. Conservatives maintained a lead of 10% of the vote over Le Pen's party. Macron's party failed to make it to double digits in the vote with about 7%. Sixty six percent of voters stayed away from the poll. French president Macron makes remarkable efforts to bring Rouhani of Iran and Mr. Trump together for new negotiations. French technicians set up the phone connections between the two leaders at the Millenium hotel where Rouhani was staying in New York for UN General Assembly meetings and Macron personally went to the hotel to get the two to talk. Mr. Trump made the call to Rouhani after talks with Macron. Rouhani however did not accept the call as he said the U.S. had to agree to some preconditions before this could happen.

Senator Lamar Alexander is a kind of misssionary for electric cars and for a major push with government assistance in this area. A bill sponsored by Alexander and Senator Byron Dorgan plans to designate 5 to15 urban areas as model locations for electric car use. These areas would get money for infrastructure such as recharging stations, and people in the areas would get an additional tax credit to take the tax credit from $7,500 to $10,000. The bill has important provisions for promoting research at companies and universities to improve electric car batteries. $1.5 billion would be allocated for research in electric car batteries, and a $10 million prize for the person or company able to build a battery with a 500 mile range. The total cost- $10 billion.

What will China do for a 2200 mile or 3500 kms border from Ladakh to Arunachal Pradesh in the east with India? That is the question. This is not the British Empire, it is a modern nation like China. India is in the same rapid movement forward that China experienced in 2000-2020 period and Japan in the 1900-1930 and again in 1950-1970. Much of the Tibetan and Himalayan region is relatively even today uninhabited or sparsely inhabited high country and remote from China for all of China's history, till 1950 and its entry into Tibet the culmination of the struggle with policies of colonial empires of Britain and Japan. It has nothing to say about the world in 2025 or 2050 with two ancient civilizations, part of the fabric of Buddhism in Asia side by side, having accepted the modern world of the European civilization that came with the scientific and industrial revolutions between 1600-2000.

As Robert Frost of the New Hampshire countryside says-

"Two paths diverged in the woods and I- I took the one less travelled by.  And that has made all the difference."

Leonhardt says that there is little reason to think that the flatter rates are better always. With the need to finance Medicare and health care for all, the government can use the extra dollars from taxing the very wealthy, the very rich in different tax brackets. The top bracket in 2008 started at 357,000, and you paid 35% whether you made 400,000, or $4 million, or $40 million. So basically the upper middle class was lumped in with the extremely wealthy. And considering the cost of college tutions for 2 or 3 kids, the upper middle class is only middle class. It makes sense not to lump the two together. Considering that there has been a lot of wealth accumulated at the the very high end, it would also reduce inequality, generate tax revenues for health care, and not have much effect in the incentives for generating economic growth. It is something he says the Obama adminisstration may and should consider.

The Guardian in its Editorial on Keir Starmer on February 10, 2026, says Labour was in the political wilderness for 18 years, and yet it has taken only 14 months for the project which put it into power to implode. It is referring to the project of McSweeney from County Cork, Ireland, and others to put a centrist to replace Corbyn, and selecting Keir Starmer. This was a weakness from the start as a candidate has to emerge on his own merits not be put in place by handlers like McSweeney, as he would not be able to govern on his own thinking and make his own decisions.  McSweeney was a campaign organizer and not successful at that as portrayed as Labour could have taken more than the 34% of the vote it received after 18 years of Tory rule without the likes of McSweeney. The Guardian says "excessive power and influence" was given by Starmer to McSweeney, and that the outsourcing of Britain's direction served neither the prime minister or the country well.  This is aserious flaw. McSweeney did not have the long experience of advisers that backed up Biden in the White House. And even the long experience of Biden group of advisers failed Biden when it came to immigration policy and the Border. And yet the question remains why was there such a lack in the talent pool for good governance for Labour, as it was for the Conservatives, for 3 decades since the 1990's? Similar to the situation with Bush-Clinton-Bush-Obama governance in the US, why is there not a good talent pool for effective governance in the UK and the US? The Guardian goes on to question the judgement of Starmer and the clique around him including McSweeney for their attitude towards helping the working class in support payments during a cost of living crisis- what it calls a contempt filled approach of the cliques to the normal priorities of a Labour party. The Editorial concludes that Labour has lost control of the trajectory of events- as more Mandelson emails are expected- and that it is hard to see how this trust can be won back. For Britain having 5 prime ministers over 4 years is a shocking lack of the talent, of confidence, that once prevailed in the nation that once led the world with the Industrial Revolution, and in science and technology. ...
