Huawei executive, Meng Wanzhou, is released after agreeing to a deal in a Brooklyn court hearing. Meng Wangzhou, chief financial officer of Huawei Technologies, admitted to wrongdoing in a fraud case. The Biden administration acted to remove a friction point with China, and China released 2 Canadians held by China since 2018, following Meng's release.

Meng is daughter of Huawei founder Ren Zhengfei. She was arrested at Vancouver International Airport in December 2018 at the request of the United States. The US Justice Department during the Trump administration had accused Meng and Huawei of a decade long effort to steal trade secrets, and evade Iran sanctions. In retaliation China arrested 2 Canadians who were released after Meng's release, after a long period in detention.

Gep Ip does not take into acocunt new flexible oil policy under which India gets a waiver to buy oil supplies from Russia, China sources more of its supplies from Russia to make up for the supplies lost from the Middle East. Russia steps in for a temporary period to keep oil prices lower. US ramps up Venezuelan and its own oil production to meet the needs of other countries such as Japan and S. Korea, Indonesia, Vietnam, and Europe. Conservation measures are enacted to reduce oil use for the same level of GDP as taken in Japan and Germany.

India says it has significant issues in providing market access that would hurt Indian industry and agriculture. Prime minister Modi called it a question of conscience. All parties in India now oppose RCEP because of a fear of India being flooded with cheap Chinese imports. In a historic visit Chinese president Xi Jinping visits Mamallapuram (Mahabalipuram). Chinese Buddhist scholar and monk Xuanzang spent time in India, arriving in 627 AD to look for Buddhist manuscripts in Nalanda and other places, returning to China in 643 AD, where he translated these manuscripts deepening China's knowledge of Buddhism. Bodhidharma the son of a Pallava king in southern India left for China in 527 AD bringing Buddhism to China. The Pallava dynasty ruling in southern India at this time had trade, religion and cultural connections with  Fujian province in China. Chinese president Xi was a governor of Fujian province and has a strong interest in history and culture. This follows a visit by Xi to Ahmedabad with its Gujarati culture, and prime minister Modi's visit to Wuhan, China in 2018 to bring the two leaders together in personal relationships. India and China are also increasing cultural contacts and tourist visitors with easy visa arrangements. The idea is that currently a huge gulf in understanding exists between India and China, which contradicts the historically close relationship with the spread of Buddhism from India to China, Japan, and South east Asia.
