The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. A cutoff of funding for UNRWA refugee relief agency. Additional money was provided for child care programs and education with bipartisan support .  ...

The British Mandate for Palestine gave Britain a role in administering this part of the Middle East after it took control of the region from the defeated Ottoman Empire in the First World War 1914-1918. The League of Nations set up the Mandate with intention to take the people in this territory to independence. The UN in 1947 gave about 56% of Palestine to the Jewish people and 44% to the Arab people. When the Arab people rejected this UN settlement and Arab neighbors Jordan, Egypt and Syria invaded in 1947 about 70% of the territory went to the new state of Israel. There have been repeated conflicts almost every 7 years since and there are factions within Israel and inside Palestine Arabs who have protracted the dispute, including over holy sites in Jerusalem, without seeking the kind of settlement that won peace for Ireland after hundreds of years of British rule and discrimination. The world with its billions of people in China and India who seek development and billions of people in Africa and Latin America who seek a way out of poverty, has no interest in prolonging small conflicts that distract from the importance of tackling climate change, infrastructure development and education, healthcare, ...

Action for a global response-The WHO can act as the vehicle for action globally-  restructure it and empower it to do the job. Put the right people in place who have the confidence globally. Set a new pandemic treaty and put it in place. 2.  Get a more advanced version of the mRNA vaccine which does not need a cold chain. India is reportedly working on one. Put funds and people in place for vaccine drives in poor countries.  Other action needed is learning from the situation in South Africa where the HIV patients are reported by Stephanie Nolan in NYT to have been more susceptible to mutations of the new variant. How can resources be put in place in poor countries so that patients in vulnerable populations get their medicines regularly, and are vaccinated. Overall how can these populations have the vaccine supplies needed- including ones without cold chain suggested by Larry Brilliant, potentially through vaccine work in India. Can international teams be developed with developed countries in Europe and US financing the effort and India offering its manpower and knowhow?   ...

The cheetah population had disappeared in India and in this park over years of poor park management. In a sign of the changes roiling the pharmaceutical industry the off patent business of American maker Pfizer is based in Shanghai. The generics business of Mylan Pharmaceutical is incorporated in Netherlands and run from Pittsburgh. Pressure is increasing in the generics industry from manufacturers in India and China. Pfizer announced the merger of its Upjohn off patent pharmaceuticals business with Mylan to fight pricing pressures. Pharmaceutical prices in the U.S. are the  highest in the world and generics offer only small relief compared to the government mandated pricing of the same pharma products in India. Generics drugs are also offered at lower prices by distributors who buy in bulk adding to pricing pressures in the U.S. The government rarely intervenes in the negotiated prices as it does in India or in other countries in Europe including Britain.  In fact many asthma patients young and old alike are forced to do without inhalers because of the exorbitant prices set by American manufacturers with scant help from government under Democratic or Republican administrations in the U.S. In this respect middle class customers in India have better access to asthma inhalers as well as hundreds of other medicines basic to healthy living. This has created a greater level of basic equity/fairness in India as well as in Europe in this regard than in the U.S.  In this sense the pricing of basic care medicines in the U.S. adds to the sense of a lack of fairness. To that is added the manner in which the banking and financial industry operated resulting in the financial crisis of 2009 and damage to the bank savings accounts of ordinary Americans hit by unemployment, underemployment, and lower savings accumulation with interest rates kept low to offset the damage done by the banks through bad lending. This is also why an astonishing percentage of Americans like never before in the last 50 years do not have basic funds for spending to manage a health crisis in the family. Just as in times of the Depression in the U.S. industry operates in a way that is oblivious to what ordinary Americans are experiencing only to be excoriated by FDR. ...

About 53% of the world's lithium is mined in Australia and shipped to China, says this report in the NYT. At the Pilbara mineral mine in rural western Australia the ore is turned into spudomene that is 6% lithium, and is sold at $5700 a ton to China where it is refined into lithium that goes into batteries for EV cars. Australia is changing its mindset to refine more of it in Australia for battery supplies and how and where lithium is exported says this report.

The National Institute of Health and Care Excellence in the UK is urging adults to use a tape measure to check that their waist circumference does not exceed half their height. Other BMI guidelines do not provide an accurate measure of body fat and other ways are needed. Waist and height measure are "simple and effective" way to know if someone is overweight, says NICE. Today a majority of people in UK between 45 and 74 years are overweight. This is true in many parts of the world.

Consumer spending in the US is up for Christmas 2021 with 5.8 million more US jobs in October than a year earlier, with higher wage checks and stimulus checks, child tax credit payments, all boosting spending power. With 231 million Americans vaccinated with at least one shot compared to none Christmas last year more Americans are in stores. Shopping online is up only 7%, in store retail sales up 14%, according to Commerce Department. Passenger traffic on interstate highways is back up to where it was before the pandemic.

China's government is taking up stakes in private companies with large debt and needing financing. Private enterprises have less access to cheap bank loans and other types of financing than state owned firms, and are squeezed by China's efforts to reduce pollution and overcapacity. The tariffs war with the U.S. has also hurt the economy and taking stakes in private companies is way to ensure business stability for China. Its an effort to keep employment stable in the private sector that has 60% of the jobs. Zhejiang Great Southeast Company is a plastics packaging company with founder Huang selling his entire 29.5% stake in the company to state owned Zhuji Water Group Co for $168 million. He did this to repay holding company loans for which he pledged two thirds of Zhejiang Company shares. Beijing stepped in to ensure there is no sharp rise in unemployment. In the first 6 months of 2019 Beijing took 47 such stakes, according to Fitch Ratings, with 52 stakes taken for all of 2018.  The purchase of stakes includes state run companies and investment vehicles of local governments. Even this does not reflect the whole effort of China to ensure no sharp increase in unemployment. From October 2018 local authorities and state linked entities put together about $100 billion of "relief funds" very quickly, estimates from TF Securities. These funds are for passive investments, state owned enterprises normally take on a hands-on role in running the companies. Oxford Economics estimate is that China's private sector provides about 60% of all urban jobs in 2017, increasing from 36% in 2010. Researchers say China stepped in in this way after failing to get banks to lend more to the private sector. The tight supervision to reduce risk of supervisory agencies has made it harder for private companies to get loans. Shadow banking and trust loans was an early target, and stock market selloff hurt entrepreneurs who used shares as collateral for loans. ...

Joe Stilwell, FDR's Supreme Commander of American Forces in China was the ultimate free of racism. A order from the Republican Coolidge administration in the 1920's was for any American soldier to be courtmartialed for so much as laying a hand on a Chinese coolie. A modern nation did emerge as the American people hoped and fought for in China, and in India over the 25 year period in the 21st century, with Britain having failed to bring the same level of understanding that America had for the Asian people.  Britain's monarch Charles tells Commonwealth leaders his government is not paying reparations for slavery yet is determined to create anew understanding to work with other nations in the future, to discuss issues with openness and respect. This and other WSJ, NYT, and other articles say Minnesotan Tim Walz started out as a moderate in a rural Republican leaning district, and shifted to being "liberal" and "progressive" using labels that have by 2024 lost meaning and lost common sense. Tim Walz is accused by the existing culture of being this or that label when he is simply following his instincts about what it means to live in the Age of the Enlightenment that marks all European societies and gave them a head start over Chinese and Indian feudal society during the 19th century Industrial Revolution. When one looks back at the period after Kennedy-Johnson in the sixties, American political economic social and culture has gone through a shift to turn its back on workers and families, turn its back on the "Enlightenment" itself under a culture shift. It happened under administrations both Republican and Democratic over 50 years since 1970. Under a Republican Congressman, and following this a Governor of California, a Texas Congressman and Texas Governor, and under Governors of southern states Georgia and Arkansas, a Congressman from Illinois, and a NBC television show personality. That culture shift has become so instilled at this point that labels such as progressive and liberal are attached in ways that make no sense, lack common sense. Do school meals have anything to do with politics, do you prefer poor family kids going hungry, is that your cultural thing? Is supporting college education for the depressed income groups have anything to so with politics? Only when one rejects the "Enlightenment" that accompanies the Industrial Revolution in Britain in the 19th century, the idea of modernity ushered in by the rejection of feudalism by the French Revolution,  would one reject the idea of giving access to education and through it to a better life for workers and families to all parts of society. ...

Krugman points to the economic muddle that China is getting itself into. He says one way of looking at what is happening now with high inflation is that inflation is the market's way of undoing the currency manipulation that China has engaged in. By following aweak currency policy to protect export interests China has created an artificially high trade surplus. But this is now turning into a lose-lose proposition for both China and the US as market forces push wages and prices up, whittling away at any competitive advantage of China's weak currency policy. He says some estimates he has seen show that Chinese undervaluation could be gone in two or three years. Chinese consumers are asked to accept interest on savings limited to 2.75% and below inflation, with the spread designed to help banks earn their way out of bad loans made during the stimulus lending binge of 2009-2010. What is happening is a massive allocation of capital away from consumers to lending for state owned companies that have created overcapacity in many industries, and use part of this capital to engage in real estate speculation. Krugman says China may be on its way to some kind of crisis with collateral damage to the rest of the world as it is a major importer of commodities from Canada, Brazil, Argentina, Australia, and a major importer of high tech goods from Germany and the USA....

New bicycle lanes in Paris, Milan, to Mexico City are changing the way cities see people getting to work or moving round. New bicycle lanes are popping up in many cities. In Paris the plan by order of the mayor is to provide 400 miles of pop-up bicycle lanes throughout Greater Paris. Car lanes are giving way and being transformed into bicycle lanes. 

Oakland has moved to have 10% of the roads for bicycle lanes. In Montreal extra 70 miles are added. Bogota added 47 miles.

The Oxford vaccine is to be combined with a dose of Russia's Sputnik vaccine in a study to determine if this will provide improved results. The idea is to test whether two doses combined of Oxford and Sputnik vaccine can provide better protection than two doses of the same vaccine. Trials will begin by the end of 2020. This is being done under the concept of heterologous prime boost which has been adopted in  vaccination programmes against other diseases.

,Both the Russian and the Oxford vaccine use a modified version of adenovirus, a common cold virus. This is stripped of disease causing genes and given genetic instructions that make the coronavirus cause a spike in the protein when it passes it to the human cells. This then triggers an immune response.
