The opposition in China and South Korea to Japan's release of slightly radioactive water into the sea stems from a distrust of Japanese data that supported by the International Atomic Energy Agency says the discharge does not affect public health. By next March 2% of the accumulated water will be released. In all 1.2 million tons are planned to be released over 30 years starting August 24, 2023. That water contains small quantities of radioactive tritium which Japan says is less than what Chinese nuclear plants release into the sea. TEPCO which manages the Fukushima plant decommissioning says it will post the data on release and level of radioactive material on its website with comparison to the levels seen as not affecting health that WHO has set.

Consider the way Amelio recruits Chinese talent working in the local language, and how he works with Chinese managers who tend to be more reticent on issues and opinion. Amelio is unique in his approach to hiring Chinese managers and building a bench with deep talent. He has abandoned what he calls the "colonial approach" of hiring with expat executives interviewing in English for managers in emerging markets. He says its a good idea to leave the English filter out to get more talent. Instead he has English language classes for the hired managers to help them improve language skills. Amelio talks about Lenovo's approach to the U.S. and other international markets as it competes with the likes of Acer and Dell. Amelio headed Dell's Asian operations prior to this position. Lenovo is testing ideas for giving low cost access at $100-$150 to people in India and China. The way this works is for Lenovo working with Intel and Microsoft to reduce the cost by 50%. For the bank to have half the ownership and the customer paying for the rest. Customers would buy cards for 10 hours of computing, and buy the computer back from the bank through regular use. Lenovo's strategy is to go after small and medium size businesses and consumers to increase market share in the U.S. and Europe. To do this it is using soccer star Ronaldinho and basketball stars to give Lenovo visibility as a brand. In other areas, Amelio has brought Dell managers to Lenovo to improve the supply chain management, an area Lenovo needed to improve....

The big difference between the US at about 1.2 million electric car sales and China at over 9 million in the last year is that companies such as BYD have found away to come up new battery technology that uses different more accessible materials. BYD's research into new batteries came up with a iron phosphate battery as shown on articles on BYD in 2024 to substitute for less available lithium and cobalt. On one of its models BYD is offering a price of $11000. This attracts a different kind of buyer than what American makers are reaching. Another plus for BYD is that while sales are stalling in the US because of battery range and lack of charging station access, BYD also sells a large number of hybrid electric cars that help urban dwellers go back to their homes in the countryside. BYD also manufactures two thirds of its parts internally producing needed savings. China is also pushing electric cars with government subsidies and government is working hand in hand with industry in a concerted effort for two decades. Compare that with US where the Biden administration was the first to start changing the way the US does business to put government industry cooperation and working together at the heart of the way of doing things. The US could learn from other nations and adapt its own industrial and modernization efforts in the world after the pandemic and as supply chains are being renewed and restructured. Bret Stephens of NYT shows a lack of knowledge of European history and remains oblivious of the disastrous consequences of Reagan's policies that he lauds. He cites Reagan as saying to his own audience - "My idea of policy towards the Soviet Union is simple, some would say simplistic. It is "We win, you lose."  The US did not win through Reagan policies, it began three decades of US involvement in wars in Iraq, Afghanistan, the Middle East, with Iran, that have wasted trillions of dollars and many lives, a period in which it created space for the emergence of China as a world power with newer infrastructure built in a period in which China could quietly rebuild and modernize while the US frittered away its vital resources to the point that funding was missing for vital infrastructure rebuilding and education was not financed by the government as it had done in the early postwar years. The classic European History book by Cambridge historian Brendan Simms, "Europe- The Struggle for Supremacy 1453 to the Present" shows that every time any country became too powerful, the others regardless of religion, old ties or other affiliation joined together to counterbalance and restore the balance- Britain, France, Russia, Austria-Hungary were never allowed to become too dominant. The idea that the Soviet Union collapsed because of Reagan's policies is incorrect- it would have collapsed a decade later without Reagan as by the 1980's the people running the government and the ordinary people had realized the system was not meeting the aspirations of Russians. By buying into this myth Americans were embroiled in useless wars and in so doing probably destroyed more wealth in a short time than any period in world history- the trillions of dollars of oil wealth transferred not to countries such as China or India that had to pull themselves by the bootstraps but to Arab desert regions that were itself not benefitted because they went to fight wars and destruction. ...

A local hospital Quingdao Chest Hospital has now detected 9 cases of coronavirus. Local health officials now plan to test all 9 million residents of the city. The National Health Commission now has a working group in the city for epidemic prevention efforts. The city went ahead with its annual 3 week beer festival in August, with the event getting 1.2 million tourists. An outbreak in Quingdao could affect other cities in China as people travel back to their home cities.

Steps the Modi government in India is taking in the 2020 Budget to tackle slowing growth include relaxing the fiscal deficit target from 3% to 3.5% of GDO, selling public sector companies to generate more funds, so that additional investment can be done in infrastructure, rural development, education and health care. Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

Report on Climate Science put out by the US Energy Department in 2025 questioning the severity and impending nature of climate change effects. It is challenged by scientists who believe in the severity and impending nature of climate change, quite the opposite. Koonin, a Fellow at the Hoover Instituion at Stanford describes the work and its conclusions. He says the research is peer reviewed and looks at 200 years of climate research. Some of the conclusions- That climate change models claiming catastrophic situations are ultra sensitive and lead to extreme scenarios.  It talks about climate variability, and model deficiencies, data limitations. And says data for climate over continental US show no long term trends for extreme weather events. Global sea level rise of 8 inches since 1800 is not disputed but it says US tide gauge data shows no long term acceleration in warming globe.  On one point there has been agreement even in the Biden administration- what the US does to cut emissions will little effect the global changes in warming- because of coal use by China and India defended as needed for electricity for two billion people, an essential need. Thus the desire for a calculated tradeoff which lets the US take advantage of its abundance of oil and gas to reduce the cost of living for ordinary Americans, also an essential need. Because of the declining cost of natural gas vs coal, coal is in gradual phase out, and declining cost of solar means Germany, China, India are making the shift to solar, and nuclear energy provides another option. The difference is that the DJT administration is taking government out of the effort and letting the private sector work out building of renewable sources. Government is not always the answer as electric cars are likely to make more gains in 2026 than under the Biden administration because of VW, Mercedes, BYD, Ford and GM coming up with cars that can do close to 500 miles on one charge and the cost of an EV down to about $30,000 to $40,000. ...

Public perceptions in the USA of China are changing. Today 42% have unfavorable views of China vs. 39% tha have favorable views of China from survey results released in August by the Pew Research Center. This is a change from 2007 when 42% polled had a positive view of China and 39% a negative view. Things that have changed since then are the Tibet riots and China's strong reaction, the issues of contaminated Chinese products entering the USA market and the nationalism in China on the eve of the Olympics. The last touches McCain and his senior advisor on China, Michael Green of Georgetown University, who finds the Chinese reaction on issues like trade to be cocky but cocky to the point of being arrogant. His comment "the combination of arrogance and insecurity can be dangerous." Green was on the National Security Council under President George W. Bush. McCain and Green want to bolster trade relations with other Asian countries like India to help the USA strengthen its bargaining power with China. McCain wants to strictly enforce trade agreements with China including blocking unsafe products from China. The shift in opinion in the USA at a time when there is a shift in opinion in China to a nationalistic tone sensitive to criticism of China even when it concerns issues like Tibet which do not affect any vital interests of China should be seen as significant. This is happening at the same time as a candidate like McCain who has less tolerance for Russia and a similar position for China is running strongly for President and has the experience and support of most Americans on foreign policy issues. Its useful also to see that the figures given here show 60% of Russians seeing China in a favorable light and only 30% in an unfavorable light. And when you look at France and Germany, 72% in France and 68% in Germany see China in an unfavorable light, only 28 and 26% respectively having a favorable opinion. Britain is an exception because 47% of the British public has a favorable opinion of China, only 36% having an unfavorable view. The figures are from Pew Research Center polls of 4,257 adults in he five countries conducted in March and April (international views)....

Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. In a way it is the position of the Social Democrats from the historical context of Germany's invasion of Russia, and Christian Democrats eagerness to create a German recovery with low cost Russian energy that created the dependence that Russia sought to use. In what it sees as the unfairness of NATO being allowed to expand right next to its borders. Because of a sense of righteousness on both sides- Russia of the Soviet period failing to see the feelings of a Budapest in 1956, East Berlin in 1953, and Prague in 1968, sees little wrong in an invasion of Kviv. And with it all the biography of Brezhnev the last leader of the Soviet Union, describes that very struggle in the Great Patriotic War the soviets fought against Nazi Germany which was fought by Ukrainians including Leonid Brezhnev with great will and purpose against all odds.  Cambridge historian has written the history of Europe that Scholz is cited to be reading in 2021- Europe The Struggle for Supremacy 1453 to the Present.  It shows Europe since 1453 engaging in balance of power of European powers, Sweden Denmark, Russia, Austria, Germany, France, Britain, Turkey, continually for 500 years. Europe simply forgot its own history. Asia including Japan, China, Indonesia and India, simply emerging from the situation of falling behind in science, technology, and the industrial revolution and building their economies with the help of the US since the Meiji Restoration in Japan in 1868. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

A decision reached at the G-2- meeting in Cannes requires Italy to allow the IMF to look at its books every 3 months to ensure that a $75 billion austerity package is being implemented. This comes as the general feeling is that prime minister Berlusconi's government lacks credibility on this issue. Chancellor Merkel of Germany disclosed that China and Russia do not want to commit funds to the rescue effort unless there is some assurance - such as the IMF overseeing the EFSF financing facility- that there will be no losses. Japanese government spokesman said Japan was also concerned about losses, especially if the EU would use the money to prop up insolvent banks. This comes as Italy's borrowing costs have increased to new highs in November 2011.

Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

China gives Sri Lanka a $1.1 billion loan for infrastructure projects, roads, airports and power stations. Interest for loans has ranged from 4 to 6.4%, higher than World Bank loans but lower than loans from western commercial banks. Sri Lanka has $54 billion in debt, with large debt payments for a nation of 20 million. A poll conducted twice each year by the University of Hong Kong researchers since 1997 shows Hong Kongers increasingly identify with their city including Hong Kong diaspora returning to the city from overseas. The latest June poll shows this identification increasing in intensity as time passes. Compared to 1997 and 2007 more Hong Kongers identify themself with Hong Kong and much less with "citizen of the People's Republic of China." After "Hong Konger" the identification next is with "Asian," "global citizen," and "members of the Chinese race." Culture is one major aspect of this, the other is the sense of being drowned by mainland people, by the large number of people from the mainland cities buying housing in Hong Kong, driving up prices and making housing unaffordable for the local people. Other aspects of this are the mothers going to maternity wards so their children can get Hong Kong residency, and the slots in elite schools going to mainlanders. Even the tycoons and large business interests are seen as distanced from the local Hong Konger because of the increasing inequality in society, their benefitting from business ties with the mainland with willingness to give up Hong Kong's local interests. At another level one can see this local identity across other parts of mainland China also, as the educated middle class in Shanghai and Beijing see themselves as apart from the "country bumpkins" and migrants from surrounding rural areas. This is a cultural phenomenon quite different and apart from the ideological concerns of the Communist Party, cultural difference which always exist below the surface. The business elite of the Communist Party can relate more to the environs of Sydney, Australia, than to the rural areas around Shanghai, just as much as the business elites in Bombay with connections to a ruling party can relate to Sydney or Toronto. Not everything about humans fit neatly into ideas such as "China Dream," or a "India Dream." And this may be a good thing when all is said and done- only human nature seeking not to be disturbed. ...

A ban on TikTok in 270 days is plausible, with credit going to Republican senators in Congress, as they insisted on it being incuded in the Ukraine aid bill package. Not only because of security and democratic process concerns- then one asks why what other real even larger concerns?  A ban on TikTok by restricting its use that does not affect education is already in place in China, yet such a ban is easier implemented in state power centralized government for the benefit of China's young generation and not in the US system of government. Excessive time spent on social media apps in the US including TikTok as the largest are a serious problem in America today -for young people's educational activity such as reading, studies, and for mental health. Taking a large part of the young generation in a direction that is not beneficial for the US, for democratic process to function with young people taking time to be better informed and for the health of the younger generation.  People assume that TikTok audiences will shift to other social media apps such as Facebook, but a large part of the TikTok population may engage in other activities that promote health as the consciousness for food and its preparation increases, for the value of exercise, engagement in sports and viewing sports or music, engagement in Nature and hobbies, and in time spent on travel, all happening as the Nation shifts its attention and consciousness after these troubled decades from financial crisis of 2009 to the pandemic, a period of dismal failure to deliver public services with funding diverted and misallocation in capital markets collapsing or near collapsing infrastructure around us sapping the Nation's spirit and its energies.  A new spirit is emerging in the Nation and a shift in the attention of the younger generation as it feels the fatigue that is now felt for music idols such as Taylor Swift is entirely plausible so that TikTok would have risen and faded away both in the US, India, and even in China as it shifts its attention in a different world. ...

Indonesia is a country with a long history of Hindu and Buddhist culture before conversion to Islam through traders from Malaysia and Sufi saints in the sixteenth and seventeenth century. Hanuman and other deities from India are also part of the existing culture and traditions. Communist influence has been alien to this culture and tradition as in India. It was part of the Dutch empire in the east and a source of European trade in spices from the seventeenth century. It is also a extensive island chain of Java, Sumatra and other islands with a population of 280 million very closely linked to India culturally and with links to America since independence. Indonesia was given a great deal of importance during the Cold War with Robert Kennedy and other leaders visiting Indonesia during the period after Sukarno in the sixties. By 2000 the US engagement with China had evolved to the point that neglected India, Indonesia and the entire south east Asian region in a preference for links with China.  The British division of India led to the US links with India and Indonesia being shaped by that division and the Cold War with Russia. The confusion of the struggle against colonial rule of the British and Dutch led to leaders such as Nehru and Sukarno who compounded the difficulties of the Cold War and perpetuated with it the old British idea of a divided South Asia on a religious basis that had supported British rule and set the conditions that made it possible for a small group of English civil servants to run the country. This led to the Indian and Indonesian relationship with the US being stifled as the US struggled to rid itself of the British obsession with a divided India. Culturally India and Indonesia are part of an extended region in Asia with development aspirations and a youthful population that aspires to better infrastructure, better education, healthcare and ease of living, and the better opportunities in life. This is what migration did for Europeans who left for America for a new life on the east coast and on the prairies of America. It has little to do with the obsessions of the British and the Dutch that divided the region between the Indus and the Ganges and divided the Indonesian islands. That phase is now coming to an end as China reverts to its Communist period leadership under a new generation led by Mr. Jinping, a son of one of the veterans of the Communist Revolution of 1949. The US has to evolve its relations with India, Indonesia, Vietnam and other countries into new ties of trade, culture and technological exchange. This is needed as it winds down its close trade relations with China in its supply chain to rebuild a new supply chain after the trade wars and the pandemic revealed the deep flaws of that supply chain. What is needed is not the efforts of one changing adminstration after another, but an effort started by president Biden that will last through different administrations as the US engages with Asia in the way that it engaged with Europe after FDR and Truman for most of the twentieth century. And one that rids itself of the obsessions of divided regions from the colonial period of the Dutch and the British.
