Britain's National Institute for Health and Clinical Excellence (NICE) says Glaxo's drug Benlysta for lupus is not "good value for money." Ignatius points to the movements in Indonesia and the Philippines that ousted dictators Marcos and Suharto as evidence that positive models exist for transition to democratic government after long spells of authoritarian rule. This is a view different from the pessimism expressed by Charles Krauthammer in the Washington Post on the same day- February 4, 2011- as the largest pro-democracy demonstrations were underway in Egypt. Krauthammer cites the situation in Gaza and Iran. The Wall Street Journal editorial on the same day says that Gaza is a bad example, because Hamas was allowed to contest the election without the necessary groundwork being laid; as an exception by US Secretary of State Rice. The WSJ editorial stands by the liberal democratic openings to democracy established by Bush, and earlier supported by Reagan at the Berlin Wall. The situation in Iran is actually that the elections were stolen by the Ahmadinejhad government, just as they have been stolen in Belarus, so it also may not be a good example. Ignatius points to Obama's experience as post-colonial but at the same time his administration's handling of the crisis so far has been generally described in the US media as of being caught by surprise by events and not being able to take a clear stand. ...

Britain's Office of National Statistics said that GDP declined by 0.2% in the first quarter of 2012 from the prior quarter. GDP declined by 0.3% in the fourth quarter of 2011. This means Britain is officially in a recession, with two consecutive quarters of negative growth. The ONS said GDP was 4.3% below its precrisis peak in the first quarter of 2008. The UK registered growth of a mere 0.4% since the coalition government of David Cameron took over in May 2010. This presents problems for prime minister Cameron in tackling the UK deficit. It also shows how difficult it will be for EU countries to address their deficits without economic growth. This has come into increasing focus with recent events in the Netherlands with the collapse of the government and upcoming elections on the issue of austerity cuts, and in France with the presidential elections and the swing to parties questioning austerity measures without economic growth.

A three judge special bench of India's Supreme Court led by chief justice Rajendra Mal Lodha, said the process of allocation of coal licenses by the coal ministry lacked accountability and openness. Lodha said: "There was no fair and transparent procedure, all resulting in unfair distribution of the national wealth. Common good and public interest have, thus, suffered heavily." A report by India's federal auditor in 2012 stated the improper allocation of 200 coal leases to private companies cost the government about $30 billion. Former prime minister Manmohan Singh of the Congresss party headed the Coal ministry for part of the period when the improper coal leases were given, leading to intense criticism from the media. This was an issue in the elections leading to the defeat of the Congress party by the BJP party led by Mr. Modi.

Educational opportunity and mobility in the EU countries compared to the U.S. and Britain. Germany and France have maintained access to educational opportunity as a path to upward mobility for people of all classes in society. The deterioration in educational opportunity and access in the U.S. has long term consequences. It is also rarely mentioned in comparisons with Europe. Both sides of the Atlantic still espouse the same ideals for access to education for all, part of the ideals for their framework for democracy, even as the U.S. falls behind in practice. Better educated societies across all classes of society with upward mobility can also make more informed and better choices for society and government.

Mexico is likely to move ahead with long term deep water oil exploration tenders in 2015, and delay tenders for shale and other oil fields. President Nieto's popularity has dropped to 40%, an all time low, reducing political capital. Other problems are staffing the agency that will put together the bid round, which will take time. The initial bids for 109 exploratory blocks and 60 production fields were earlier planned for 2015. Shallow water fields are likely to go first. Oil companies are expected to be choosier in making investments at the current oil price, yet retain interest in long term deep water oil exploration.

Efforts by the Mexican government to sell the constitutional changes for reviving the oil industry. The purpose is to convince a skeptical public that oil resources will be safe and not given away to foreigners. Also an issue is whether the secondary laws will allow foreign oil companies to show Mexican oil reserves in their reserve figures, and whether the changes will attract interest from foreign oil companies to bring new technology and investment.

Microsoft has done poorly in anticipating and developing products for the internet and mobile devices. On the enterprise side the server and tools business has done well. Microsoft's Server And Tools business made operating profit of $8.2 billion in the year ending June 2013, up 13% from the prior year. Office 365 sold on a subscription basis to accomodate the shift to cloud computing, and other cloud products are expected to make up for decline in Windows revenues with decline in PC sales. Satya Nadella, who ran the Server and Tools business from 2011 till he was shifted to head the cloud computing effort in the reorganization of 2013, is a candidate for the CEO position.
