Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. US Forest Service agency plans to relocate it to Utah from Washington DC. The idea is to relocate to the communities it serves by placing 15 state directors to regions NFS serves. Salt Lake City's family focused life, its international airport and its lower cost of living are seen as attractive for recruitment. Utah is also one of the mountain states where large forests are located in the western US. Tom Schultz, head of the Forest Service says -"This is about building a Forest Service that is nimble, efficient, effective and closer to the forests and communities it serves." A network of centers of US Forest Service will also be used to redistribute personnel to regions and states- including ones at Colorado, Georgia, New Mexico, Montana, Wisconsin and California.

It comes as a shock to central banks and is pressuring governments- the food price explosion that won't go away even as energy prices are moderating. OECD graphs in this WSJ report show food prices up in 2023 over the prior year by 15-20% in France, Germany and Britain, compared to 5-10% in the US, Canada and Japan. In France households have cut food purchases by 10%, and in Germany by 10.4% over prior year in the largest drop since records were being kept in 1994. In Britain the statistics agency shows that 40% of the poorest 20% of people are cutting back on food purchases. Ludovic Subran who worked at the UN World Food Program says it is an "access problem." Food production has not dropped, people just can't afford to pay the prices. In Britain The Resolution Foundation says higher food prices since 2020 means the British public by summer 2023 will have to pay more in food bills $35 billion more than the 25 billion pounds for energy bills. Policymakers call higher profit margins by retailers as a possible cause as in world commodity markets food prices are falling since April 2022. Andrew Baileyof the Bank of England says it is the "fourth shock to inflation" after the supply chain bottlenecks, the energy price increases from the war in Ukraine, the tight labor markets. In Italy, Spain and Portugal governments have offered sale tax relief, in France and the UK government is leaning on retailers to curb price increases. ...

This report tells the story of the rise of ARM as a dominant supplier of chips for mobile phones. Apple is looking at "performance per watt" as a key parameter in selection of chips. This comes at a time when global cloud computing makes up 1% of global electricity use. Cambridge UK based company Arm Holdings licenses its microchips to 500 companies. Arm has 90% of the market for small processors going into smartphones and tablets, laptops. Intel does not license its microchip designs for them to build their own versions except for AMD and Via Technologies. Apple, Samsung, Qualcomm and Nvidia pay Arm for the license and make variants customized for them with their own engineers.  but all compatible with Arm's ecosystem and "instruction set (which is the instructions used for software to talk to hardware). ...

Scott Shane and Jo Becker provide this exceptional account of the events that led to the unraveling of Libya. Saying they were not going to do another Iraq, senior policymakers and president Obama failed to realize the importance of basic steps that needed to be taken to secure the large arms arsenal of the Gaddafi regime, providing the assistance and support for transition to peacetime of the many militias in the country, and arrangements with Arab allies of the U.S. such as Qatar and UAE and other Arab neighbors allied with the U.S. to secure the arms arsenal and secure borders. It was clear from the beginning that Gaddafi had discouraged the development of institutions that would hold the country together- handholding was essential for the Libyan project to succeed. Instead as Shane and Becker document here Libya received neglect with strong conditions set for U.S. assistance such that neglect was assured. It is not clear from this report that Secretary Clinton supported the policy because this is what she would have done, or because of a sense of being a team player in the Obama administration, though it leans on the latter. Observing her role in supporting a Libya free of the dictatorship supports the idea that Hillary Clinton would have seen the need to help build institutions where none existed, and the basic step of transition of militias to peacetime. The weakness of the Libyan government is cited here, which only reinforce the need for the U.S. to be involved in a transition to peacetime Libya, after enabling the Libyan people to remove the Gaddafi regime. The militias allied with Qatar and UAE on opposing sides helped worsen the situation, with the U.S. having sufficient influence with western allied governments to ensure a unified internationally supported policy for transition with basic security....

Startling fact seen in this chart of Federal Reserve Bank of St Louis in the adjoining article next to this one- that in 2026 we are seeing 1929-1937 levels of military spending to GDP ratio of 2-3% just before it jumped to 45% in 1940. It is a cautionary tale not to spend too little (2-4% is a danger point) as lack of military modernization means a lot more spending soon after, almost 10 times that- 10 times 4% or 40% in World War II.  Message to the US is not what Starmer and company are saying in Europe- it is that don't invite the existential crisis of 1940 again for western (US, EU, Canada, UK) and eastern democracies (India, Japan, Indonesia, Australia) by not doing military modernization. And 2-4% of GDP for military spending is not going to be enough to do this.

Alawites live mostly in the mountainous coastal region near the Mediterranean. Media pays little attention to the costs of intermittent wars 1970 to 2026 and lost opportunities for economic development and modernization of a whole range of countries in the Middle East from the area around Egypt, and North Africa including Libya, Sudan, the region around Arab part of the Ottoman Empire of Iraq, Syria, the region stretching from Iran to the Gulf, Pakistan and Afghanistan. As Asia advances in modernization this area and the areas in parts of Latin America that are affected by "drug states" within states are severely impacted. Even the oil dividend is time bound as it lapses in the Middle East with the transition to renewable energy that is only likely to accelerate between 2026-2035. It reflects a series of poor choices by a whole generation of leaders in these regions.

If only there was some way to get this farm produce to homes. For the government to buy the farm produce and Kroger, Walmart, or some other volunteer agency to distribute it to homes and food banks. Much of it is now being destroyed, even as people stocking up canned foods in their pantry are not able to eat healthy for months, as fresh fruits and vegetables are  needed now more than ever with so much time spent inside. The ample time to cook and learn, to try new recipes, also makes this waste of fresh fruit and vegetables a poor national response in this crisis. A supplement to the government farm aid program should be set up and money set aside for the purpose of getting this produce out of farmers hands and into homes at little cost to families, in the effort to keep them healthy with so much time spent inside.

The economic arm of the Revolutionary Corps that helps run the Iranian economy managing civil construction projects, oil projects, and commercial real estate, is now led not by a general from the Iraq-Iran war. The new head is Saeed Mohammed who has a PhD. in civil engineering and has managed civil construction projects. He hopes to use his company's resources to fill the void left by foreign investors complying with sanctions and withdrawing. The companies run by the new leader are run on management efficiency principles leaving behind the revolutionary fervour of the previous period. As CEO of Khatam Construction Base, 50 year old Saeed Mohammed plans to stabilize the economy and soften the harsh effects of the sanctions of the Trump administration on Iran. He plans to work with other private companies inside Iran to shore up the Iranian economy till the sanctions regime and the differences with the U.S. are settled. ...

Macron says about the ban of under 15's by social  media platforms-  the emotions of children and teenagers should not be "for sale or manipulated by American platforms and Chinese algorithms." The bad effects  on all adolescents of social media, especially on girls is seen in mental health issues for teenagers and the lack of focus for education in schools. It is a big price to pay for all countries to ruin the prospects in life of a new generation of children who are growing up in ways that no previous generation of children in the history of humanity was exposed to. This is no time for dangerous experiments with our children. It is an interesting comment on today that it is lobbyists (and donations) for platforms that are the problem. And that these lobbyists are from what is called Far Right, Right,  Left, Far Left, it makes no difference they all get paid for work, which shows that such labels have little meaning today- looking for common sense and what is right for (children's) health and education is the best approach not falling in line with Far Right, Right,  Far Left, Left, or Moderate or some such label or a Culture War label that is essentially meaningless when it comes to common sense. Good common sense, that much is sufficient. Many other important issues we face require the same approach. ...
