The Trump administration is set to impose 15% tariffs on $156 billion of Chinese goods including laptops, mobile phones, and apparel, on December 15, 2019. This is in addition to the tariffs already in place on $361 billion of Chinese goods. The new list of goods for the tariffs on December 15 are goods that are made mostly in China. About 87% of the goods on this list are made only in China. If talks fail with China by this week the tariffs will go into effect. WIth this tariff all goods imported from China will have tariffs on the goods imported into the U.S. adding to the difficulties facing the Chinese economy. A recent article in the WSJ shows China is shifting to higher skilled manufacturing and the service sector to maintain jobs growth.

Decades of investment in infrastructure and manufacturing have given China a strong grip on manufacturing. China's economy depends on exports with sluggish domestic demand. One economist in Hong Kong says Vietnam is the key, if tariffs are placed on Vietnam it will be tough he says, because Chinese goods enter the US from third countries.

Supply chains that were carelessly turned over to China, a developing country at that time, by business executives of the US and EU in the 1990-2020 period who lacked vision and foresight. China's policy is to increase the dependence of US and EU, to tighten this dependence to achieve its goals. XI Jinping says WSJ wrote in a 2020 essay- that he wasn't for weaponizing it but that China must “tighten the dependence of international industrial chains on our country” so that it would be a way to respond and create negotiating room for continued access to technologies and markets in the US and EU were the US and EU to make efforts to recover the supply chains they had inadvertently and carelessly turned over to China. This action by US and EU business executives should be considered one of the major and ignominous failures of American and European business management of that period 1990-2020 which has made it difficult to even make the initial effort to recover these lost supply chains. Seventeen years later the U.S. sees China as intent on gaining competitive advantages through joining the World Trade Organization. During that period successive Republican and Democratic administrations did not take action to make China comply with its obligations under the WTO agreement. The broken promises and how to have an agreement that has protections that ensure that each side lives up to the spirit and letter of the agreement, is a key challenge for Mr. Lighthizer and his negotiating team.

Chris Buckley of the NYT looks at selected speeches of president Xi of China to military officers during the first 5 years 2012 to 2017 but fails to look at the China Xi Jinping faced in these years. It was a period of change in China when it was not clear which direction China would take after the messy experiment with free markets under a socialist state controlled system led by the CCP. That period from 1990 onwards led to hypergrowth in China that modernized China yet shifted American and European manufacturing to China alienating working class communities in the western countries. It hurt China also through widespread contamination of air and water, and widespread corruption and decline of the CCP. The Bo Xilai demagogic effort to subvert the system from inside happened by 2012 endangering the system itself from the inside while it responded to the pressures created by the experiment with free market from corruption, regional inequality, and other problems. ...
