As India's growth rate improves, one weak area is agriculture which is growing at about 3% a year, and contributes only 13.7% to GDP. Of huge significance is that about 600 million people depend on agriculture. Lagging development in this area leaves the nation backward as a whole. Farming practices are still backward and have not changed significantly. Agricultural markets, infrastructure, is still backward and needs improvement. Decline in the size of plots since 1970 from about 6 acres to about 3 acres today, and low productivity on farms is a problem. Farmers fear being pushed off the land and politicians look to the rural vote to preserve the status quo. Poor monsoon rains can increase problems for farmers as three fifths of farmland is still without irrigation. Agricultural markets are fragmented, so that apples from Himachal Pradesh in the north are not easily shipped to Karnataka in the south, and coconuts in the south not easily shipped to the north. State marketing boards in India called Agricultural Produce Marketing Committees (APMC's) control trade in fruit and vegetables. There are about 3000 fragmented agricultural markets in India, and markets can be fragmented within states. Laws from the 1950's to prevent hoarding are still on the books reducing incentives to invest in cold storage and warehouses, a significant problem in India leading to much waste and rotting of agricultural products. This hurts farmers because it leads to cuts in price. The distribution chain also hurts farmers with middlemen and commissioning agents taking as much as 6% in commission compared to the international level of about 0.5%. This review of the state of agriculture by the Economist says that 25 years after the first reforms opening up India's economy in 1990, agriculture as one area which touches the life of about half the population has not seen much change....

There is a connection between crumbling infrastructure in Europe,US and India and tax evasion. Because it is massive with many large corporations not paying taxes in fair sharing of tax responsibilities, and some tech companies paying no taxes, it is how we got to this situation of crumbling infrastructure and not enough funds to rebuild our economies. In India digital solutions and a unified GST tax system,  introduced by the prime minister, are some solutions. A wider solution is a minimum corporate tax that is supported by US, Europe, and India. The Pandora Papers is just one more set of revelations of this problem of tax evasion. The more open and within the law insidious form of tax evasion is that of large corporations not taking on their fair share of responsibilities. Only a culture change where it is considered a case of honor and respect to take on a fair share of the tax responsibilities as citizens would work. For this to make sense money cannot be wasted in distant lands and foreign wars, in corrupt practices, or wasted expenditures, every dollar has to go into infrastructure so that citizens can see their dollars at work as soon as they step outside- new bridges, new roads, new childcare facilities, social services that work, climate change investments, competitive technology investments such as the one in semiconductors built at home. This requires measurement of infrastructure dollars spent, results, and grading of the work done, deficiencies spotlighted. ...

Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

The Quad meeting of the US, Australia, Japan and India took place in Hiroshima, as shown here. The leaders expressed their deep concern over the economic effects of the Ukraine war, including "food, fuel and energy security, critical supply chains. The meeting was to take place in Sydney, Australia, but was cancelled due to debt talks taking place between Biden and Republicans in the US Congress. The next Quad meeting is in India in 2024. So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

International issues took on larger significance for the U.S. Federal Reserve in September 2015 as it looked at a small increase in interest rates. Schwartz points to the memories of the 1997 emerging market crisis and how fragile economies like Mexico were adversely impacted by rising rates in the U.S.. Mexico needed a large bank bailout and contagion spread to other countries. Kenneth Rogoff says the risks are real with declining commodity prices and falling currencies of emerging markets such as Brazil, Indonesia and Russia. Ripple effects would carry over to India and other countries. The sharp slowdown in the Chinese economy in the second half of 2015 was too recent for the Fed to take any sort of risk in September 2015.

Nitish Kumar, a former leader of the BJP party in the populous Indian state of Bihar, and the state's chief minister, wins the Nov. 2015 Bihar state assembly elections running against the BJP led now by Narendra Modi from Gujarat state. Mr. Kumar allied his new party with the party of an old style politician Lalu Yadav, (who is part of Bihar politics for many years), and ran on his pro-growth record of improving development in Bihar. The election provided a landslide for Nitish Kumar's coalition. Mr. Modi now has to find a way of working with states such as Bihar run by politicians formerly part of the BJP, who have also developed a pro-growth record.

Coalition Against Climate Disinformation at the COP30 Belem Brazil Summit. CAAD says about the state of disinformation-

The frequent fires and floods all over the world which happen suddenly and quickly show the effects and costs of climate change are real. Actions need to be taken on climate change even as the cost of living crisis and struggles of people in China,India and Africa and in the US and EU have to be considered for access to electricity and for cost of living concerns. Fossil only provides a short term transition to a long term plan for the future based on renewable energy, and the fight for climate change action to be renewed by EU, China, Brazil and India as the US sorts out its own problems with the transition.
