Spain accepts assistance from the European Financial Stability Fund with the EFSF committing $125 billion to the Spanish government for a fund specifically intended to recapitalize the banks. Some oversight will be provided by the IMF for Spain's banking system, but this is not a bailout in the sense of IMF conditionality or the EU imposing oversight of Spain's management of its finances and the economy. Instead a compromise was reached where only oversight over its banking system was offered in exchange for the loan. Spain has already committed to improving competitiveness in the economy, and reducing the fiscal deficit with some flexibility due to rising unemployment which has reached 25%. The problems in Spain's banking sector are focussed on the cajas savings banks which financed the housing bubble and not on all banks, with banks such as Europe's second largest bank Banco Santander which have intenational operations being in much better shape. The U.S. and the UK experienced a housing bubble at the same time as Spain, but the governments of both countries moved early on to recapitalize the banking system in 2008-2009. This move is significant because it helps stabilize the gobal economy by fixing the main problem facing Spain of recapitalizing its banks, this being the largest problem in the eurozone....

This editorial deserves an award for best editorial on international economic matters in 2011. The editorial, goes right to the point, when it says the French, the Germans, and the European Central Bank are deluding themselves if they call this weeks resolution of the Greece debt crisis a realistic solution. It is anything but a solution. The Journal calls it a French deception. It is unworkable because the main problem, the high ratio of Greek debt to GDP -which is now 155% and is expected to reach 170% by the end of 2011- is sure to get worse under the arrrangement designed in the interest of French and German banks. Under the arrangement French and German banks and other creditors will get to double their return from 4-5% today to an effective interest rate of 10% if Greece grows by 2% a year, on 49% of the bonds they hold. These bonds will be converted into 30 year bonds. This effectively doubles the interest cost for Greece in servicing this debt. On the other approximately 51% of the bonds the French and German banks would redeem the bonds for cash and a triple A, sovereign zero coupon bond. The Journal asks what is the point of making Greece's debt problem worse than it is now and calling it a solution. The austerity cuts are already expected to lead to a deep recession, something that is also happening in Portugal, leading to a worsening of the debt situation. Creditors are not sharing in the losses under this arrangement, as Germany and the Netherlands have insisted. As the Journal points out they are instead taking out half of their investment and doubling their return on the remainder. And the fears of contagion for Spain are not lessened, as financial markets can clearly see through this for what it is- unworkable and unrealistic. ...

France goes to the polls on April 10. Marie Le Pen is shrinking Mr. Macron's lead in the polls. Most of the other candidates other than Mr. Melenchon show less than 10% support from voters including Valerie Pecresse of the Republicans who have failed to arouse much enthusiasm The Republicans and the Socialist party of Mr. Mitterand and Mr. Hollande were defeated in the last presidential election by Mr. Macron. Today the choice is between Le Pen with her inexperience and her policies skeptical of the European Union and Mr. Macron who is more experienced but lacking an effective social policy in addressing the social problems in France raised by the yellow vist protesters. Immigration is an issue in this campaign and Mr. Macron has taken a tougher stand on immigration and cultural issues following several terrorist incidents. There is a general lack of enthusiasm with 25% of the voters not expected to vote, many of them 25-34 years old. With 37% of the voters not decided which way they will vote and some votes cast even if the candidate selected was seen as having some drawbacks, the elections in France are a vivid contrast to the recent election in Germany with the Greens and Social Democrats ending the CDU's four terms leading the government under Merkel. As the Nation looks to take care of it's farmers, a look at two farms in Wisconsin dairy country. One is a milk farm Norm Lane in Chili Wisconsin which supplies 200,000 pounds of milk to a cheesemaker Nasonville Dairy in Marshfield, Wisconsin. Shown in this story in NYT are the Master Cheesemaker Ken Heimann who runs the Nasonville Dairy which produces Colby, Cheddar and other cheeses. Also shown are Josh Meissner whose grandparents started the mil dairy Norm Lane in 1946.  The economics of dairy farms are such that they depend on the government to set the price and with all the competition the margins on milk are quite thin. This is true for cheese also where there is the West Coast production of cheese that has larger output and greater mechanization than Wisconsin's cheesemakers. What keeps the dairy industry going these days is the production of whey protein a byproduct of the cheese making process. This has much higher margins with prices up from $3 a pound of whey protein to $10 a pound. On a typical day the Nasonville Dairy can turn out 150,000 pounds of cheese, and 150,000 pounds of liquid whey protein. ...

NATO Summit in Madrid comes right after the G7 Summit. Just days before the NATO Summit in Madrid a number of important steps are taken. The NATO Response Force is increased from 40,000 which lacked deterrence to 300,000. Additional military spending of $100 billion announced will increase spending by the amount of the entire Russian defense budget. Turkish backing for Finland and Sweden to join NATO was negotiated bringing more capabilities and a long border with Russia in the Baltic into the picture. The G7 Summit will be seen as setting the framework of close cooperation and understanding of leaders of western and eastern democracies in the world including Africa, Latin America and Asia. Invited were leaders of South Africa, Argentina, India and Indonesia, major parts of the Free World in the 20th century and now into the 21st century. US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. The Jal Jeevan Mission of Indian prime minister Modi had the goal of bringing clean water by taps in every home. Of 190 million homes in 2023, 116 million homes now have clean tap water. Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Magdalena Andersson of the Social Democrats, joins Mette Frederiksen in Denmark as the first female prime minister in Sweden. Both are from the Social Democrats. She won by a single vote after an agreement with the Left Party to increase payments to pensioners, and alliance with the Greens. Under Sweden's strange and different system a minority vote can lead to formation of government- Andersson was elected with more votes against than in favor, 117 members of parliament in favor, 174 against, and 57 abstentions.  It is more about members not voting against so that in Sweden's system one has an absolute majority as a party if fewer than 175 parliamentarians oppose. This also means the budget that will pass will be the opposition's budget and Social Democrat Andersson will remain as prime minister, as opposition parties prefer Social democrats to right leaning anti immigrant parties. A new review of defense policy undertaken by the British government is outlined in paper, "Global Britain in a Competitive Age." The 100 page report points out that Britain faces a different world situation today and redefines the situation in which nuclear weapons would be used to include biological or chemical weapons attack. It sees the need for Britain to be able to respond to threats of chemical and biological weapons attacks coupled with cyber attacks from countries without nuclear weapons. The report also says other countries "are increasing and diversifying their nuclear arsenals." It identifies a "developing range of technological and doctrinal threats." In response Britain will increase its Trident nuclear warheads to 260 from 180. The report says China presents the "biggest state based threat" to Britain's economic security, and a "systematic challenge" to its prosperity and values. It says China's military modernization and increasing assertiveness in the Pacific region poses "an increasing risk to UK interests." Britain will make more secure its critical infrastructure, including hospitals, power plants and water systems, so that it can confidently trade with China. ...

She is desperate paying the mortgage of 3700 yuan, works several part time jobs, and is mortified at the drop in price of the apartment, in this report. For decades housing prices were going up, now the government has sent clear messages that housing speculation has to stop and home prices for the first time are moderating to increases of about 4% a year and are falling in some cities including Beijing, Tianjin, and Guangzhou. The governments message is that people should use apartments for living, not for speculative price increase and profit. Local governments have their own reasons to prop up this speculation as they have for decades now depended on land sales to meet economic growth targets, a situation unique to China, which has financed a lot of the local infrastructure including overspending. ...

Researchers at Oxford have used ChAdox1 in the past to test vaccines for Ebola and MERS as well as other virus.  Already tests have been conducted on rhesus macaques. The rhesus macaques given the vaccine at a Montana lab did not get coronavirus.The surface protein of coronavirus is simply added to the ChAdox1 so that it is able to attach to host cells and infect them in the human body, and let antibodies develop from this. The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. Black or illicit money in India is estimated to be $400 billion to $1 trillion, much of it in the domestic economy. About 30% of land transactions are in black money, and it is growing with 500 and 1000 rupee notes increasing in circulation by about 79% and 106% between 2011 and 2016, according to government sources. The Narendra Modi government has announced that 500 and 1000 rupee notes will no longer be accepted in transactions as of midnight.
