By September 2009, says the NYT based on a state by state analysis of Labor Department numbers, 1 out of 4 persons in California will either be out of work or just working part time. At this time in July 2009, 1 in 5 persons in California are in this situation. This would mean a 25% unemployment/underemployment rate in California, and the rate in Florida, North Carolina and Washington could reach 20%, by September 2009. This spring the unemployment/underemployment rate reached 23.5% in Oregon, 21.5% in Michigan and Rhode Island, and 20.3% in California. In Tennessee, Nevada and some other states that rely heavily on manfacturing or housing, the rate was just under 20% this spring, and may have since passed that number. And so far only $90 billion of the stimulus has made it out the door according to Moody's Economy.com. From now until the end of 2010, an additional $25 billion or thereabouts will be spent every month. In most of the Great Plains States and the Mountain West the unemployment/underemployment rate was still below 12% in spring 2009, and in North Dakota as low as7.8%. But these states are getting adisproportionate share of the stimulus fund, which shows that the allocation of stimulus funds needs to be adjusted. Who are these parttime workers and how many are there? Take Richard Smith and his wife Lyn. They left Michigan where he worked for GM and Ford in white collar jobs till he was laid off. Mr Smith moved to Charlotte, N. Carolina last summer. He hasn't found full time work after sending in hundreds of applications. He now works a few days aweek at agolf shop, repairing clubs and making $9.50 an hour. With the help of that money he has bought abargain-basement foreclosed house. Part time workers like the Smiths comprise about one third of the 20% unemployment/underemployment rates in states like Michigan and Oregon, so the rate for those who are completely out of work is around 13% in these 2 states....

The results of a Wall Street Journal analysis of 11 countries shows the risk of a stretched out period of stagnation in the economies of the USA, the UK and Japan. Jobs is a critical area in which this is apparent. In Japan employment is down 3.3% from December 2007, in the UK 2% lower, and in the USA 4.8% lower from December 2007. U.S. household debt is down from 131% in early 2008 to 122%, and poses a big burden. In the UK the household debt is larger than in the USA. And Japan's deficits are over 200% of GDP, creating an overhang that depresses jobs and growth. S. Korea, Taiwan and Australia have benefitted from the recovery since 2008 in China, India and the rest of Asia.

Senay Boztas writes from Amsterdam, Netherlands, that the strict lockdown in the Netherlands is a result of a badly handled coronavirus policy response. The Dutch experience is offered as a lesson other countries can learn from. It too long to form a government after Dutch elections in March, 271 days so that it took too long to have a policy response. When a policy response was made it faltered badly with too relaxed a lifting of restrictions without essential distancing and mask use. Restrictions at super spreader events at night clubs and stadiums were lifted all at once. The government failed to develop a policy of anticipating the next wave from variants by planning early for a booster campaign. (Israel is already into its fourth booster shot as reported in NYT).  The result is that instead of a calibrated response, because infections make up 15% of tests, Netherlands is in a sharp lockdown. A policy of prime minister Rutte that put too much into the idea of freedoms with different meanings in the west calling Holland a "slightly anarchistic country that doesn't need a preachy government," rejected vaccine mandate of any kind as in France and Austria for public transport and restaurants.   ...

In France 67% of young people 15-17 years in a Acadomia survey support ban on under 15 years children for social media. A bill is being introduced in French parliament to restrict children under 15 year from social media platforms supported by the governing party. A French parliamentary inquiry into “the psychological effects of TikTok on minors”, was set up in Spring 2025, and the results have set off an alarm about the negative effects on children. The new law would apply to children in high school lycee 15 years to 18 years, as it is already in place for children 11-15 years in college French middle school. The bill will be debated in parliament on Jan 19, 2026 and has support of EPR Ensemble Macron's party and of 121 members of parliament. It also restricts use from 10 pm to 8am to support better sleep patterns for young people and for studies.

German chancellor Merz says the old order is unraveling. He says -

This article by Saeed Shah and Syed Hasan describes the Taliban factions from the tribal areas that control parts of Karachi, Pakistan's main commercial city on the Arabian Sea. It provides a detailed map showing the outlying areas around the city centre, especially the shantytown areas and the areas with Pashtun majority population controlled by Taliban with roots in the tribal areas. The Taliban charge taxes and adminster law in the areas they control. A major operation was launched since Sept. 2013 by the Sharif government to free this key city of Pakistan from Taliban control and the wave of kidnappings, extortion and other violence from Taliban members. About 168 police officers have been killed in the efforts to control the city, but areas under Taliban control are still hard to patrol by government police and special Ranger force. Karachi anxiously awaits the result of peace talks of the Sharif government with Taliban. If the talks fail and an operation is launched against Taliban in tribal areas the repercussions will be felt in Karachi. Shah and Hasan provide a excellent picture of the tribal loyalties, religious extremism and entrenched culture of violent activity that extends from the border tribal regions of Pakistan into the commercial centres such as Karachi that is a vexing problem for the Sharif administration, police, business and ordinary citizens....

US president Biden signs legislation that gives rail workers in the US paid sick leave and 24% higher pay, $5000 bonuses in series of annual payments, and 7 days paid sick leave. The death of a rail worker because of paid sick leave and the stagnant wages of rail workers led Congress to act. Workers now feel they are being heard in the Biden presidency with Democrats control of the Senate and close contest for the House of Representatives. A rail strike would have hurt other working families said president Biden, and Congress acted in a timely manner to prevent losses to the economy of an estimated $2 billion a day from a rail strike.

US and Chinese trade negotators vice premier Lifeng for China and Scott Bessent, Treasury Secretary, Jamieson Greer USTR, meet in Switzerland, for talks on tariffs of 145% and 125% on each others goods. An agreement for a 90 day pause is reached. During that pause period tariffs will be 30% by the US, and 10% by China on imported goods. The 30% tariff of the US includes the original 10% tairff on all nations and the 20% tariff for China not doing enough to stop flow of fentanyl  into the US. China says it now recognizes the seriousness of the damage to communities in the US from fentanyl.

Why Mark Rutte is unpopular and disliked in most European Union countries but popular at home. The Dutch contribute $2.4 billion to the EU budget but says this report the Dutch have setup tax havens taking about $6.7 billion from the revenue that would otherwise go to the governments of Germany, France, Italy and Spain. This shows that the idea of the thrifty Dutch is only one side of the story. The clever Dutch may be more like it. This time France, Germany, Italy, Spain, and most other EU countries including Poland are critical of the Dutch and countries such as Sweden and Denmark for not showing solidarity with Europe during the pandemic. The real reason for Mark Rutte holding out in not supporting the European Recovery Fund of $500 billion of nonrepayable aid to EU's pandemic hardest hit countries is that after the tough election against the far right in 2017 he faces another challenge from right wing parties in Netherlands opposed to any aid or solidarity.  ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

The Journal says Santorum needs to fit his economic point about helping manufacturing into a broader economic policy, and broaden his support base beyond the social conservative base. It says about Romney that he needs to find an authentic message that appeals to conservatives beyond catchphrases about repealing Obamacare. The problem it says is both candidates do not appeal to the whole Republican party. One candidate Romney lacks the fervor and firm convictions and the other Santorum has fervor and firm convictions about social issues, but can't do the same for economic issues and the other concerns of Republican voters.

Hundreds of thousands of American children are missing after the pandemic. Many are not accounted even when increase in home schooling and private schooling is considered. The Associated Press, Stanford University Big Local News Project and Prof. Dee of Stanford show in their study that 240,000 students in 21 states absence from school could not be explained. In 2023 missing students have become more of a budgeting problem to secure federal and state funds. The actual number of missing students is much higher as this study found that public school enrollment inthe US has fallen in the 2 school years 2019-2020, 2021-2022 by 710,000. Four million elderly women live alone in Japan. For some like For Chikako Tanaka in Aichi prefecture in central Japan who is 85 years old, social isolation is a real problem. She had no pension and lived on her savings till the savings ran out, with no one to visit her as her dementia progressed. Chikako was an unlikely person to go to prison for shoplifting because she dresses with care and looks different, yet this was the only way out of social isolation. In prison for the first time in years her 85th birthday was celebrated. 

Physiotherapists help women prisoners over 70 years with rehabilitation, walking skills and balancing exercizes. Prison services help women to integrate back into society when they return, with service centers in each neighborhood when they return.

China and India pass Mexico as immigration to the U.S. from Mexico declines rapidly, as a result of an improving Mexican economy, the 2008-2011 recession in the U.S. with sharp drop in jobs for construction, lower birthrates, and stricter U.S. law enforcement at the U.S. border with Mexico. Researchers using the American Community Survey of the U.S. Census Bureau found immigration from China increased to 147,000 from China, 129,000 from India, as it declined to 125,000 from Mexico, for 2013. This Survey counts a person as an immigrant for a particular year who says he was living abroad previously. Mexico shows a decline from 400,000 in 2000, with steady decline for every year after 2005. In 2000 India and China were at about 75,000, and did not cross the 100,000 mark till 2007. Other Asian countries are also at the top including S. Korea, Philippines and Japan. William Frey documents this surge in diversity in the U.S., -which is supplemented by now common intermarraige between young people from different countries of origin- in his book "Diversity Explosion."...

Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

The opposition leader won the last election in 2024 and the results were not respected by the Maduro regime. About 8 million people, a third of the country were turned into refugees, and inflation reached over 300% making life difficult in a nation with abundant oil resources. Millions of Venezuelans crossed the Mexican border into the US during the Biden administration, aggravating the migration crisis, and leading to the defeat of the Democrats and a plan under the Republicans to tackle migration. This included the return of Venezuelans in the US and in other parts of Latin America including Peru, Chile, to their home country. Much of Venezuela's infrastructure and public services has "rotted" and the cost of living makes life extremely difficult for all Venezuelans. Both Airbus and Boeing have difficulties increasing production with an overstretched supply chain. Both airplane makers have late deliveries to customers. Boing is having problems increasing production of the 787 with the goal of making five a month shifted to the end of the year. The changes introduced by the prime minister in the economy should make a big difference in growth. Macron says all of Algeria's problems are blamed on France and Algeria's rulers are in a tough system. He says Turkey's ability to wipe away the period before 1830 when Algeria was under the Ottoman Empire does not impress him. His point is that France was not the only colonizer when it took over Algeria in 1830. Macron also says French rule created the Algerian nation as an entity, that Algeria we know today did not exist before the French.

Germans including chancellor Scholz are hesitant to take up confrontational role with Russia for the long term says this report by David Sanger and Steve Erlanger of the NYT. Even as the Ukraine crisis reaches a stalemate chancellor Scholz is careful not to put Germany into a difficult position beyond his earlier commitment to spend 2% of GDP on defense with $100 billion invested in defense that has been fulfilled. Scholz meets president Biden this week.
