Pakistan has moved ahead in developing its nuclear arsenal. The production of uranium and plutonium for bombs and developing new weapons to deliver them has actually been accelerated during the recent period of unrest in Pakistan. Four years ago Pakistan had an estimated 30 to 60 weapons. Hans Kristensen, is the director of the nuclear information project at the Federation of American Scientists and author of the annual global nuclear weapons inventory published by the Bulletin of Atomic Scientists. Kristensen says it is not unreasonable to say that Pakistan has produced at least 100 weapons. Simon Gregory, Director of the Pakistan Security Research Unit at Britain's University of Bradford, puts the number at between 100 and 110. India is estimated to have 60 to 100 nuclear weapons. A 2008 agreement that lets India purchase nuclear fuel for civilian purposes was a motivation for accelerating nuclear weapons development in Pakistan. In December 2008, Peter Lavoie, the US intelligence officer for South Asia, told NATO officials that despite impending economic catastrophe, Pakistan is producing nuclear weapons at a faster rate than any other country in the world," according to classified State Department cables released late last year by the Intenet site WikiLeaks. This leak angered the Pakistan army chief Gen. Kayani who said "the real aim of US war strategy is to denuclearize Pakistan."...

Prof. Calomiris of Columbia University, says the U.S. Federal Reserve should increase the cash reserve requirement for U.S. banks to prevent a surge in inflation. He points out that excesss reserves at banks stand at about $1.5 trillion. He suggests the Fed should take early action to prevent a jump in lending and credit creation- a pattern seen in the past after several years of dampened credit and lending.

Tech is not going to fix this, say software experts from tech companies. Google and Apple's efforts in coming up with an app have fizzled out, says this report in thee WSJ. Has the U.S. lost precious time in waiting for an app by tech companies to be developed, instead of doing what India and Britain have done. India introduced its own app Aarogya Setu app from the Indian government. Britain had the National Health Service develop its app. India acted quickly. Is an app needed or essential? Germany decided that contact tracing based on Asian country experience was mainly about human contact tracers with skills to make the phone calls. All they needed was a centralized database on a computer and a phone. Germany set up teams at offices in each district in Germany and quickly plodded ahead even if all the offices were not fully staffed. In fact a third of the offices needed more people and resources. Yet the speed of action is something like 80 to 90% of the contact tracing effort when the team has the skill set to call. This is because clusters of infections do not wait - they spread. There is simply no time to waste. The German effort has produced the best results so far of any country of this size- Germany has 85 million people. The reproduction ratio is at 1.13 and Germany remains vigilant. It is the first country to reopen in Europe, and is methodically doing the right actions, much that the world can and should learn from. Contact tracing teams worked round the clock in the early days, they are still hard at work today, using their human skills to talk to people and find out who they were in contact with, calling the contacts in turn, at each step working to isolate where needed with followup calls from the state health departments. ...

To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

Critics say president Macron's appointment of an obscure official, a mayor of a town in the foothills of the Pyrenees (Prades with 6000 people), is a sign that he plans to be both prime minister and president for the remainder of his term. By selecting someone from the right wing Le Republicain party of Mr. Sarkozy, Mr. Macron now hopes to win reelection in 2020 with a shift to the right. His popularity at 35% is way below that of Edouard Philippe the outgoing prime minister who is at 50% of those polled recently.  Mr. Sarkozy and Mr. Macron represent a self focused presidency.

It is an appalling and dangerous sign of the reckless behaviour of tech companies in this social media space, the tech company lobbying conducted here. Ordinary Americans need protection, children in America need protection from the unacceptable risks to mental health in the social media space. Surgeon General Vivek Murthy has called for a warning label similar to the one on cigarette boxes to be placed on social media outlets. Senator Blumenthal and Senator Blackburn from northeast and southern states have come together on this issue to protect the Nation's children. It is now upto the House to take action in 2024 to protect the Nation and its children.

The U.S. Supercommittee in Congress fails to reach an agreement to come up with $1.2 trillion in savings to reduce the deficit by the Nov. 23, 2011 deadline. This shifts the focus to the sequester or triggering automatic cuts in Jan. 2013, as mandated in the Congressional deficit reduction deal of August 2, 2011. These automatic cuts would reduce defense spending by 10%, cut social programs without touching Medicaid and Social Security, by 7.8%, and reduce Medicare payments by 2%.

The FDIC report in Feb. 2012 shows improvement in bank lending to $130 billion, for the 4th quarter of 2012. This is an increase of 1.8% over the previous quarter. Lending to commercial and industrial borrowers increased by $62.8 billion, or 4.9%. Smaller commercial and industrial loans of less than $1 million increased for the first time since 2010. Banking profits for 2011 were up to $119 billion, up 40% from the prior year. Banking revenues for 2011 declinedby 4.5% from 2010, as a result of low rates and slower loan demand.

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. The Petrocaribe program has cost Venzuela about $22.1 billion, according to one estimate from the University of Texas, Austin. Under the program participating countries would pay a heavily subisidized price, and received long term loans for the cost at rates of as low as 1%. Petrocaribe countries, including Jamaica, get about 100,000 barrels a day from Venezuela. Oil at $61 a barrel covers only half of Venezuela's budget, and the government has announced cuts in spending of 20%. The IMF estimates that in 2013 such oil shipments declined by 15%, and in 2014 the shipments have declined another 20%.
