Indian Foreign Minister S. Jaishankar makes a 3 day visit to Saudi Arabia. He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh. He will co-chair with Prince Faisal bin Al Saud the first ministerial meeting of the Committee on Political, Security, Social and Cultural  Cooperation (PSSC), established under the framework of the India-Saudi Arabia Strategic Partnership Council. What is happening here is that the Saudis can build their own ties in the region as they choose what is best for the future, compared to the relationship in the past which was as a state mainly dependent on the US but which sorely lagged behind in educationally, culturally, in developing its own scientific and technology institutions to transition into the modern age. The relationship in the past also appeared to be rooted in the colonial period that had transitioned only half way out of the colonial period into the relationship built by America's FDR and succeeding presidents with the royal family and monarchy of Saudi Arabia. Under Mohamad Bin Salman it now gives Saudis an opportunity to make its own choices with the help of neighbors such as India, Japan, and other countries. It also strengthens the relationship with the US and the EU in unseen ways through the Saudi relationship with India, Japan and other countries. Bilateral trade is at $30 billion for FY22 April to December. India imports 18% of crude oil imports from Saudi Arabia. Indian imports worth $23 billion, Indian exports worth $7 billion to Saudis. About 2.2 million Indians are living in Saudi Arabia. During the pandemic India was the closest health ally of the Saudis.   ...

Arrests were made in a UK police inquiry including the Treasurer of the SNP, into handling of over 600,000 pounds in donations for a second independence referendum used for running costs instead, say this report in The Guardian. This Guardian report by Libby Brooks shows outwardly successful the Scottish National Party was behind the scenes chaotic, according to members who are frustrated at what has happened since 2014. A big influx of Yes voting members changed the party after 2014, and unable to cope it simply continued to function without modernizing its mechanisms for the last decade. Another problem appeared to be that power was concentrated in the husband and wife couple of Murrell the party's former chief executive who helped the party's electoral prospects, and Sturgeon as deputy leader. For much of the time party insiders say loyalty to Sturgeon after she headed the government, meant there was no effort to modernize the party with the growth in membership, and no serious discussion about this. Stuff got steamrollered. One insider says party leaders were inexperienced in handling a party of this size and did not realize that these problems would build up. It also reflects the support given to challenger Kate Forbes for the leadership election. What it means for Britain is that Labour and the Conservatives can count on Scotland, formerly a base for Labour, to give the leading British parties a decent chance in the next election on cost of living and public services issues. Issues that are uppermost in the minds of people in Scotland, to gain an overall parliamentary majority to tackle the issues of health, education, public services and climate change after the pandemic. ...

The Editorial Board of the WSJ questions the lack of debate on the frequent lockdowns and the quashing by public health officials Fauci and Collins of an alternative point of view on lockdowns. That point of view by epidemiologists at three universities Oxford, Harvard and Stanford favored a policy of "focused protection" of high risk populations instead of snap response of blanket lockdowns. It cites statement by Dr. Fauci that people who criticize him are "really criticizing science, because I represent science. That's dangerous." And questions the idea that one man can by himself represent science, saying scientific debate over pandemic policy was and still is in the public interest. In some ways the Biden administration has adopted some of these ideas on a new pandemic policy that does respond with focused and selective lockdowns. Today shuttered businesses, lost livelihoods, untreated illnesses, mental illness, isolation effects are all taken into account in decisions throughout the US, and other countries in Europe, in Asia and the rest of the world. Some of the emails mentioned in this WSJ editorial were in October 2020 at the height of the first wave and second waves before the vaccination drive in 2021, when the fear of the coronavirus was the dominant response. Yet a spirited public scientific debate could have prevented some of the rancor and division that has led to high vaccine resistance in the US with fully vaccinated stalling at about 62% of the American population at the beginning of 2022. How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

Ashley Clinton reminded people of her father's love for the country and family- telling the country how her father took the train from Washington D.C. to Wilmington Delaware just to see Ashley, Jill and the family for her birthday when she was just seven years, stayed for a few minutes at the station and after blowing the candles headed right back to D.C. Dignity, decency, values, personal sacrifice, courage, these are the values that Coach Steve Kerr said America expected from its leaders. Thes are the values of Joe Biden of Delaware as he went through 50 years int he US Senate, 8 years as Vice President and his term as president. And about wind turbines on the coastline of Denmark- held up by concern for bats. Should the bats simply avoid the turbines and did anyone find out how many bats there were asks Mette Frederiksen. Fitch Ratings analyst Charlene Chu tracks unreported debt in China's shadow banking system. She is doing this after moving to China in 2004, following work at the New York Fed. She was first alerted to the increase in unreported private debt when a banker disclosed to her at a meeting that he was pushing loans off the bank's books by repackaging it as securities and calling it wealth management products. She sees shadow lending in the banking system as a way to extend credit beyond the bank's government quota and not disclose questionable loans. The growth in private debt is alarming, much of it unreported. China undercounted private debt by 28% or 1.3 trillion yuan ($212 billon ) in the first half of 2010. In July 2011, the People's Bank of China added many of this type of off-balance sheet type of lending to its figures, following Chu's example. Her figures are still higher and she says conservative estimates. Fitch Ratings puts China's private sector debt at 214% of China's GDP as of June 2013, from 129% in 2008.The central bank's estimate is about 20% lower. Shadow lending soared after China increased lending in 2009 as part of the Stimulus policies. ...

The Census Bureau reports that 46.2 million Americans were living in poverty in 2010. This is an increase of 2.6 million over 2009. This is the highest number of Americans living in poverty since 1958, when this statistic was first measured. Poverty is defined for 2010 as income at or below $22,314 for family of four. Also relevant is the median household income which went down to $49,445 in 2010, a decline of 2.3% from 2009. The typical household earned less in 2010 than in 1997, in inflation adjusted terms. The Census Bureau reports 16.3% of Americans had no health insurance coverage in 2010, the same as 2009.

The Labor Department reported U.S. payrolls increased by a seasonally adjusted 163,000 jobs in July 2012. A survey of U.S. households showed unemployment edging higher to 8.3%, up by 0.1%. Private companies accounted for all the job additions of 172,000. Governments reduced jobs by 9000 and the federal government reduced jobs by 2000. Manufacturing added 25,000 jobs. Professional and business services added 49,000 jobs, with temporary help and computer systems design being the largest sources of jobs in this area. The health care sector added 12,000 jobs. A broader measure of unemployment including job seekers and part time workers is at 15%, up 0.1% from the prior month.

Low bank wages for the U.S.'s 500,000 bank tellers. The median annual income of a bank teller in the U.S. is about $24,100 or $11.59 an hour, according to the Bureau of Labor Statistics. According to a report by the Committee for Better Banks, about 39% of bank tellers in New York rely on public assistance. Nationally bank tellers need $105 million in food stamps, $250 million in earned income tax credit and $534 million in Medicaid and Children's Health Insurance Program to get by. According to SNL Financial bank profits reached $141.3 billion in 2012, and median chief executive pay was about $552 million.

Orlik says higher inflation means China's gdp growth in 2012 was actually about 5.5%. Stephen Green of Standard Chartered Bank includes rising prices of health care and education in an alternative measure of inflation and based on this GDP growth is 5.5%. This is lower than the official estimate of 7.8% for 2012. Labor markets are tight suggesting China can still manage at this slower level of growth without risking the problems from high unemployment. The additional flexibility gives China's new leaders room to address problems of inequalty, rural-urban disparities, pollution, healthcare, education, and the need to refocus development away from state owned companies, for a balanced development approach.

Andrew Witty, a 43 year old Briton, is taking over as CEO of GlaxoSmithKline. Before this he was in charge of European operations. His first moves include strengthening Glaxo's presence in the emerging markets of Russia, India and China. He has put new managers in charge of these efforts. He sees more opportunities to sell consumer health products in India and other emerging markets where people buy most of their medicines over the counter. He also hopes to make new pricing deals with insurers and governments to persuade them about linking the price of the drugs to how effective they are in treating patients.

US Senator Lisa Murkowski gets $25 billion for rural hospitals and assistance for Alaska in One Big Beautiful Act 2025. She was the 50th vote for the Tax Cuts Bill in the US Senate, without her vote the bill would not pass. Senator John Thune worked hard to get her on board. At about 1.30 am in the wee hours she agreed to support it only after getting $25 billion for rural hospitals and special allocations for Alaska healthcare needs, and other benefits for Alaskans including $25 billion for the Coast Guard. Places are spread far out in Alaska and patients have to be flown in to Anchorage for care. Alaska is a different place for health care including needs of native tribes. Lisa Murkowski is a rare senator with a passion to serve Alaska, and her concerns for disadvantaged people.

How Martin Feldstein weighs the risks of inflation and of moral hazards in helping those who fueled the subprime crisis with their mistakes with the risks of a sharp downturn, and what thoughts he has on the issue of lowering rates just as the Bernbanke Fed prepares for its policy meeting September 18, 2007. He looks for a cut starting from the current 5.25% to 4.25% or even less depending on the situation as it evolves. Feldstein gives a measure for household wealth that will be lost and what will be lost in consumer spending as a result. His measure is for a 20% cumulative fall in house prices that would reduce household wealth by $4 trillion which would impact consumer spending by about $200 billion, thats about 5% consumers would spend more if they had that $4 trillion. This works out to about 1.5% of GDP which he suggests would tip the US economy into a recession. This is not counting the loss of access to spendable cash that the consumer has used for the last decade in terms of mortgage equity withdrawals which totaled $9 trillion this last decade and financed a lot of the sustained consumer spending, these mortgage equity withdrawals to finance spending would decline significantly in the new conditions. In addition with more defaults and falling prices in a vicious circle the process could accelerate quickly, further impairing the portfolios of banks and financial institutions causing some to collapse. ...

Van Dam says its not that great being a worker in the U.S. because it is hard for the unemployed resulting from competing with workers in other countries with lower wages, and for those who are unemployed harder because worker collective bargaining is weakened over 3 decades. He cites a 296 page OECD report showing very little government support for unemployed and at risk American workers. It says this has contributed to higher income inequality and larger share of lower income people than almost any other advanced a nation. Only Spain and Greece are shown as having more households earning less than half the median income- showing large numbers of people are poor or close to being poor. In the U.S. an average of 1 in 5 lose their jobs each year, and 23% of workers 15 to 64 are in their job less than a year in 2016. The job churn hurts workers because of firing and layoffs being frequent, more than is healthy for a economy. The U.S. and Mexico are the only two countries not requiring advance notice before firings. And fewer than half of workers find a job within a year in the U.S. Two in three families with a displaced worker fall in poverty for some time. Unemployed workers with typically 26 weeks support get less support than any other country in the study. Only 12% of workers in U.S. are covered by collective bargaining. ...

There are differences between the governors of 10 worst hit states and the president of the U.S. on when to reopen the economy. The seven on the East Coast including New York, New Jersey, Connecticut, Massachusetts, and three on the West Coast including California and Washington, all but one have Democrat governors and want to wait beyond May 1, till it is believed to be safe to reopen.190,000 of the 592,000 infected cases and over 10,000 of 25,000 cases of deaths are from New York alone. This is as though a third of the problem is in one state. The feeling in New York is that it should be the last to reopen, other states can go first in the middle of the country. The position in the U.S. Constitution is for states to maintain public order and safety. This was the basis of the president's position to work with the governors and continues to be the case, though there is pressure from economic advisers to the president to reopen earlier balanced by the opinion of health experts around the president.  Some states are taking action to reopen because the virus has not severely affected these states. President Trump says it is for governors to decide what is best for each state in consultation with the federal government. The U.S. government would step in if a state is taking risky action with the coronavirus. On the issue of whether the president could have acted quickly in February following his decision to stop flights from China and set up quarantines in January, the BBC has this to say. Dr. Fauci, the president's respected health expert was one of many public officials who did not see the magnitude of the crisis evolving with lack of good information from China. BBC North America Editor Jon Sopel cites Dr. Fauci's comments on February 13- that the coronavirus danger is "just miniscule" compared with the "real and present danger" of flu. As it happened the president acted alone in his sense of the danger from the outbreak in China through incoming flights and not relying on others. Here is what the situation of each country on reopening is- India -  has extended the lockdown to May 3. France - has extended the lockdown till May 11. U.S. - has extended the lockdown to May 1. States are taking the responsibility. UK - continues lockdown restrictions till May. The French president Macron had a simple answer to the question " when will we be able to get back to a normal, prior life?" Macron said "Quite frankly, humbly, I have no definitive answer to that." Some nurseries and schools will reopen May 11. Not restaurants, hotels, museums and theaters. By May 11 France will be able to test and quarantine anyone with symptoms and general public masks will be available to all. This is what Dr. Fauci in the U.S. also wants to see before being able to reopen, that testing and tracing, isolating, procedures be efficient and reliable. ...

This WSJ Investigation shows Facebook is aware of the acute flaws in its product, that the product is riddled with flaws that only Facebook fully understands. Yet it says the company has not acted in a way that correct these flaws. Some of the flaws of how this app affects teenage girls was a subject of one part of this report. In other parts it looked at how the Facebook app in social media use could increase the level of division in society, and affect the achievement of public interest goals, as users make use of the app and apps like Facebook such as Twitter to increase discord. This is becoming an issue as public interest goals are now seen as critical for recovery. Vaccination for coronavirus in US and Europe, national infrastructure development in India and developing nations, effects of social media on women's health, are critical areas in which social media may have failed to deliver constructive results, and actually gone the other way to make things worse for all. The WSJ's Latour, Browne, Tejada and Wei interview Lou Jiwei, chief executive of the China Investment Corporation (CIC), China's sovereign wealth fund. He says it is too early to talk about eurobonds as the financial arrangements necessary have still to be put in place. CIC is reducing its exposure to Europe. CIC is interested in infrastructure investments and sees infrastructure investment as the way out of the economic crisis for the U.S. and Europe. He has the most confidence in investing in China. Other locations are in emerging markets Brazil, S. Africa, Latin America. CIC's target is to have 50% of the assets in long term investments in infrastructure investments, commodities, real estate and direct investment and private equity, etc. and the other half in public securities. But this will pose challenges and CIC has not reached this level. It is learning from ATP, the Danish pension fund, Calpers, TRS, and CPP, the Canada pension fund. The portfolio is mark to market which creates pressures to reduce short term volatilities....

The failure of the Supercommitte in the U.S. Congress by the Thanksgiving deadline will not have any immediate consequences. This is because automatic spending cuts that are supposed to go into effect if the Supercommitte fails, do not go into effect till Jan 2013. This gives Congress another year in which to come up with necessary deficit savings. This is a major reason the two sides divided on major issues from the extension of Bush tax cuts and tax increases, and facing pressure from their party's interest groups and voter support groups, have no special incentive to reach a compromise. Such a compromise also means politicians taking the political risk of not being reelected. Another dynamic that is in play in November 2011 is that interest groups in the Republican and Democratic parties both now see the "sequester," as the automatic cuts are described, as a better alternative than any bipartisan agreement that cuts health and retirement programs. For anti-tax groups, the automatic cuts are better than a deal than includes tax increases. Sen. Rand Paul (R-Kentucky) says: "We promised tax cuts. And I think we need to have cuts." For liberal groups, the trigger or sequester for the 2013 automatic cuts is better than a deal that cuts health and retirement programs. The trigger for automatic cuts will cut agency budgets, but spending for the poor and the elderly -including food stamps, Medicaid, Medicare- is exempted. Eric Kinson, co-director of the Strengthen Social Security Campaign, says no deal is better than one that is flawed, the extra time gives the country time to pause and think about the alternatives....
