Matteo Renzi, recently elected chief of Italy's ruling Democratic party, is likely to be the next prime minister as current prime minister Letta resigns. Letta's administration had come under increasing criticism from business and public opinion about the slow pace of economic changes in Italy. Italy's 2 trillion debt, or about $2.7 trillion, at 130% of GDP, and the declining GDP with little or no economic growth, is a problem for the eurozone. At the current pace of economic change the IMF forecast estimates only 0.5% annual growth in GDP till 2018. Foreign direct investment 2005-2011 is about one third of the eurozone average, according to the IMF, and Italy has failed to attract foreign investment for the last two decades with its weak political system and lack of competitiveness. By comparison Spain has seen an increase in exports and increasing foreign investment as it positions itself for a recovery. The austerity measures adopted by the Monti and Letta adminstrations in 2011-2013 helped to improve confidence in capital markets and lower borrowing rates, however this is clearly not the answer to Italy's problems of slow or no growth in the economy for the last decade. This is the problem Matteo Renzi, the 39 year old Mayor of Florence, is pushing to tackle as the mood in the country calls for aggressive action. Renzi's economic advisor is Filippo Taddei, who has a doctorate from Columbia University. He says at the core the issues are about what kind of "productive identity" Italy should have. Taxation that promotes higher rates of business investment is needed to promote growth, and creating a business climate that encourages investment in human capital and new technology. Payroll and business taxes take up about two thirds of a company's earnings leaving less for investment. Renzi is planning to take the centre left Democratic party in a new direction, "the road less travelled," as he put it in a televised speech, with innovative solutions including pro-market approach. As a first step he negotiated a deal with former premier Berlusconi for electoral reforms that would give a party or coalition winning electoral support a strong mandate to make and execute policy, without being hobbled in the way previous administrations were in the post war period. Lucrezia Reichlin, former head of research at the ECB, and Lorenzo Bini Smaghi, a former member of the ECB executive council, are candidates to be the economics minister in the Renzi administration....

As Prime Minister Aso's ratings in the polls drop to 20%, it looks increasingly likely that the Liberal Democrats will lose the election that has to be held before September 2009. Yoshimi Watanabe, who was minister for administrative reform in two previous administrations and the most visible face for reform of the bureaucracy at the current time, quit the Liberal Democratic party recently. Aso's plan to stimulate the economy with a $130 cash payment to all people in Japan is meeting with skepticism and disapproval, as it is considered doubtful it will jumpstart the economy. Polls indicate 70% of voters oppose it. Aso came in as PM in September 2008, before the full brunt of the global economic crisis hit in November 2008. Voters see him as another old face of the Liberal Democratic party, older politicians who do not have the popular appeal especially with the shift to the younger Obama type politicians in the USA. The Liberal Democratic party has ruled for all but 11 months since the Second World War. Polls also show voters trust the opposition leader of the Democratic Party, Ichiro Ozawa, more than Taro Aso....

Iranian missiles and drones flying low and close to the ground avoided detection by Saudi and American air defense systems. The missiles and drones hit Saudi oil facilities stopping about half of the Saudi oil production. Iranian cruise missile technology was used for the attack, according to U.S. officials. The attack also showed how vulnerable the oil supplies from this region are to disruption. The U.S. is not dependent on Saudis for oil as it has increased its production from shale. China, Japan, South Korea and India are dependent on Saudi oil supplies. Yet the U.S. is shouldering a greater burden for ensuring reliable supplies to Asian countries, something the Trump administration sees it should be compensated for. Tougher sanctions on Iranian oil hurt its economy, resulting in actions taken by Iran to disrupt Saudi oil supplies. The Saudi intervention in Yemen is another source of tensions in the region. The Trump administration says it is not interested in endless wars in the region, yet its tougher oil sanctions on Iran are pulling it into the conflict in unpredictable ways. China, India, and other countries had sought sanctions waivers to import Iranian oil, and see the sanctions as hurting oil supplies. India with limited supplies of its own was affected by the oil sanctions. ...

 China exports to the US $438 billion vs $143 billion the US sends to China - the US deficit with China 2024 equals $295 billion. This is the fact that the media continues to ignore. Behind this is the gutting of the industrial base of the US shipped offshore to China since 2000 by American companies. 5 million jobs lost and tens of thousands of factories destroying the backbone of the economy, America's middle class.  Much of the US exports are oil and gas which can be shipped to Europe, India and other places. The soyabeans and grain from America's farmers is the other part of exports of $13 billion. The US can find other markets for the farm products including India under a trade agreement, and farmers can be supported with agricultural subsidies. It only makes sense to rebuild America's industrial base and pull back from an unfair trade arrangement that can only be the result of serious neglect of their responsibilities of previous administrations before DJT in 2016. The piecemeal efforts 2016-2024 have not worked to rebuild America's middle class,  recover jobs and factories, as a result a new bolder approach is needed in 2025 to rewrite the rules for world trade for an even playing field where everyone is treated with fairness. ...

Cases could rise four fold from over 4000 today, after rising four fold in the last month Aug 20- September 20, and that could make it reach 50,000 cases a day and 200 deaths a day. New restrictions include- Masks required in all retail stores and restaurants and public places. Businesses that breach rules could be closed or shut down. Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. 500 million tons of plastics are produced today compared to 250 million tons in 2004. Califonria sued Exxon Mobil in Sept 2024 for overhyping the promise of recycling. In reality says NYT's Hiroko Tabuchi only some of it gets recycled- an astounding low rate of 30% getting recycled- and the rest 70% of 500 million tons or 350 million tons ending up incinerated or in landfills or ending up in the environment on coastlines. The NAPCOR is association for PET resources, PET standing for single use plastic the kind you have in water or soda bottles. It is presenting the promise of recycling and the importance of these bottles for hydrating, without stating that there are alternatives.  All the time this is going on the threat to public health for the people, for us all, gets larger. Note that even developing nations such as India have the prime minister himself take up the campaign against microplastics, plastics bags and bottles, as Mr. Narendra Modi has done in India. A conference in Busan South Korea is discussing a global plastics treaty to end this plastics threat to health and the land we live in. It shows how regulation is needed in a capital-ist economy because companies and jobs at companies of 70 plastics and recycling companies are at stake and so is the public health, our health and our land, its coastlines and waters. ...

The chief economist for the Conference Board says the economy faces serious headwinds as about half of the growth or +2.44 % came from inventory changes in the latest BEA numbers. These numbers, adds Gordon of Northwestern University, are likely to wind down and only consumer spending is serving as a factor holding things up. Exports are playing less of a role than needed and the state and local governments will continue to play a negative role as their budgets are being cut.

Angela Merkel's handling of the coronavirus crisis wins praise from world leaders and leaders in Germany. Public opinion from Argentina and New Zealand to Britain and the U.S. gives her a lot of credit for the way she has tackled the situation. She now has the highest approval ratings in Germany since 2017, after a period of 2 years during which her popularity waned with the migrant crisis.  Much of her period in office was consumed by crises- the eurozone financial crisis, the migrant crisis, and now the coronavirus crisis. She brings her style of a scientist rationally looking at the situation, her experience, and her willingness to take bold positions under much criticism. Today even one of the premiers in Thuringia from the socialist Left party praises Merkel for being "pleasantly calm and goal oriented, particularly evident in the well structured video and telephone conferences." He says he prefers a leader "a quiet scientist" rather than "pompous men who as populists, dangerously ignore the facts of the danger." Merkel now assumes the 6 month presidency of the Council of the European Union on July 1.  Germany faces the future in rebuilding its economy, in rebuilding its infrastructure and public services, for now Merkel provides the leadership needed for this time. As Andreas Nick, vice president of the Parliamentary Assembly of the Council of Europe puts it she is "always analytically scrutinizing and carefully weighing up, soberly Protestant and refreshingly unpretentious, a trained scientist with life experience in the downfall of an all too self-confident ideological system."   ...

Macron started out in the Socialist Party in Amiens, France. After going to elite schooling he joins the Socialist Party ministry of Francois Hollande. As Minister of the Economy he rises rapidly to replace Hollande with his own party called the Movement that he sets up and within a year wins presidential elections. The rapid rise, the lack of his Movement party having much experience and put together quickly with new younger people, his aloof presidency, and a lack of connection with the problems brought on by the deindustrialisation of France as production shifts to China, the problems of lack of work and cost of living in smaller towns in France, lead to Macron's loss of popularity. His party won only 10% of the vote in EU elections and 20% in the first round of Assembly elections in 2024. He is now allied with Sarkozy's Les Republicains, the very party he sought to replace by calling it old school and no longer relevant.  A small faction of the Les Republicains shifts out to ally with the National Rally of Le Pen and together the 2 parties seek a majority or near majority in the Assembly to take the prime minister position under Macron. The result would be a too young at 28 years Bardella as PM and the Socialist Alliance a close second in the National Assembly. Macron would have to come to terms with the Socialists he had abandoned to run the country and appoint Oliver Faure as prime minister if a second round gives his Movement and the Socialists over 50% of the vote. ...

President Goodluck Jonathan as "Mr. Clean" aroused many of the same hopes now aroused by the election of Buhari as president of Nigeria. Under Goodluck Jonathan Nigeria's foreign reserves declined from $50 billion to $33 billion, and there is $1 billion in the sovereign wealth fund. About $20 billion in pilfering of state funds was reported by the Central Bank of Nigeria, but no action was taken by Jonathan. Indians may pride themselves on a better performance, yet prime minister Singh of India, seen as "Mr. Clean," allowed auctioning of telecom licenses in the second term, that had to be cancelled because of corruption. Throughout emerging markets not just in oil producing countries, poverty remains entrenched, because funds that should go into infrastructure and services are misused, which creates a disincentive for foreign investment, further adding to the problems in these countries. India and Nigeria are the two fastest growing countries in the planet, and the unspoken fear is that the demographic dividend with so many young people will be wasted by corrupt and inefficient management of the economy and resources of the two countries. The time lost in the last years of the Singh administration and the four years of the Jonathan administration will never be regained, the hopes of millions of young people are dashed again and again, and the goodwill of Europe and the U.S. eager to participate with the latest technologies in the development of the two countries, as they have done in China, is wasted....

The NYT Editorial on June 2, 2009, says the Obama anti-foreclosure plan is woefully inadequate, and can't stop the wave of foreclosures. The administration's foreclosure plan that went into effect in March 2009, offers upto $75 billion in incentives to lenders to reduce loan payments for homeowners facing foreclosure. Lender participation is largely voluntary under the Obama plan, making it weak. Since March about 100,000 homeowners have been offered a modification according to the Treasury Department. This is a small dent in the plan's intent of preventing 4 million foreclosures. And it continues the Bush administration's apathy and lack of effective action to prevent foreclosures. The Mortgage Bankers Association reported that in the first quarter 2009 5.4 million mortgages were delinquent or facing foreclosure. There are 15.4 million "underwater" homeowners, those who have no equity in their homes, and with average person deeply in credit card and other debt, these people have little to fall back on if they lose their jobs or have a medical crisis. The simple arithmetic of these 15.4 and the 5.4 million, adding upto 20.8 million households, shows that anywhere near a fifth of American households are in deep financial trouble. The same numbers, or another fifth of American households, are approaching foreclosure. Drawing concentric circles of these homeowners inside a circle showing all American households, and seeing these concentric circles increasing in size with every quarter of job losses, one can clearly see why this is the biggest problem facing the economy. Job losses in January 598,000, February 681,000, March 699,000, April 539,000, totalling 2.5 million for Jan-April 2009, and 8.9 million working parttime. The underemployment rate at 15.8%. Till this foreclosure situation exacerbated by rising under employment is addressed, the credit easing and the small recovery thats been managed since December 2009, is like a mirage in the desert. A false sense of comfort. The NYT editorial makes the point that the foreclosures prevention efforts focus entirely on reducing monthly payments. Even here it falls short, in not reducing the payments enough, or programs not big enough in scope to address the millions of homeowners needing help. But an even bigger problem remains unaddressed, says the NYT, and this is not reducing the principal. An effective anti- foreclosure plan has to reduce the principal for the 15.4 million homeowners under water. This as Martin Feldstein has argued repeatedly in the oped pages of the WSJ since early 2008- the homeowners under water or approaching that situation have no incentive to hold onto their homes- has to be addressed by government taking responsibility for loan principal reduction in a carefully designed plan requiring participation of lenders. NYT points out that the mortgage industry has resisted taking this approach, and the Obama plan does not emphasize this important part of an effective plan to reduce foreclosures. By opposing this, the banks with the toxic mortgage assets and the government by going along with this, are shooting themselves in the foot. This makes any recovery at best weak, and more likely a false hope lacking fundamental support, foresight and vision....

This WSJ editorial is pessimistic about the prospects for Abenomics without the actions needed for structural economic reform. Japan is in a recession after two successive quarters of declining growth by the end of 2015. It gives credit to prime minister Abe for encouraging companies to add more independent directors to the boards and pushing for improving corporate governance, but finds other actions lacking. The low unemployment rate is seen as concealing the problem of two tier labor market with most of the recent job growth coming from temporary workers, and the total number of worked hours actually declining. The 30% decline in the yen has not boosted the economy as much as expected because it also means decline in consumer spending power, and Japanese companies continue to move jobs overseas. It cites a Nikkei poll showing only 25% of the Japanese public now see Abenomics as improving the condition of the economy. The declining growth in China is also playing a part in slowing growth in Japan, adding more headwinds for Abenomics in 2016....

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. No other country recovered better and stronger, and yet because of the lingering effects of the pandemic with 1 million dead from the Covid virus, and increases in the cost of living even as inflation was brought down from 9% to 3% for reasons stemming from unwise decision of American business to concentrate the supply chain in China, from housing and automobile price increases, the Nation did not immediately grasp the sheer magnitude of what had been achieved. ...

Of the 12 regions in the UK the highest vote for Brexit Leave was from the West Midlands region with 59% of the vote for Leave.  This report shows the sentiment in this manufacturing hub is still strong for Leave even though people here are most likely to be hurt by the downturn in the economy. Studies by University of Sussex show a loss of 30,000 jobs or 1.2% of those employed even with asoft Brexit because of supply chains linked to Europe. An outsize hit of 4% is expected with a sudden Brexit. Aircraft workers in Flyde, auto workers in Stratford, workers in the northeast and other regions would also be affected. Risks spook people in Tamworth  where auto plants are located.

India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. At a time when Indian logistics and infrastructure improvements under the PM's Gati Shakti Master Plan will create the right conditions for massive foreign investment in the Indian economy. ...

As this editorial in the Hindu points out enabling land acquisition for industry is still one of major problems facing India as it struggles to modernize its economy and create manufacturing jobs. Amendments to the land acquisition law was a top priority of the Modi government in its first year in 2014-2015. The effort stalled with Opposition resistance and opposition of farmers groups. Even as India moves up in the World Bank's Ease of Doing Business index it still remains below the top 50. The prime minister of Singapore on a visit to India made it clear that these problems restrict the level of investment in India and the speed of its modernization effort. As the Hindu editorial points out the need to win farmers votes has prevented further moves to amend land acquisition laws so that industrial development can move ahead. This can be costly for India if it means fewer jobs created, and costly for the government in its effort to win votes without being able to show the results of modernization in new development, new infrastructure and new jobs created.     ...
