After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...

German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. Prof. Shigemura of Waseda University says prime minister Kishida want to get a first hand understanding of Germany's policy towards China and on the Ukraine situation. Shigemura says Japan is deeply worried that Germany and other countries still want to cooperate with China, despite the problems seen in the Indo-Pacific region. Germany is seen as not having taken the steps to change its economic relations with China after the Russian invasion of Ukraine, which has not drawn criticism from China.

The German parliament voted overwhelmingly in favor of sending heavy weapons to Ukraine as the Russian invasion continues in eastern and southern Ukraine. The German parliament voted on Thursday, April 28, marking a major shift in policy for Germany with 586 in favor and 100 opposed, and 7 abstaining. Military aid should continue and accelerate wherever possible says the proposal that was passed with the backing of the ruling coalition of Greens, SDP and FDP, and backed by the largest opposition party the Christian Democrats (CDU). The far right AfD opposed the proposal. The proposal also foresees an appeal to China for it to "abandon its acceptance of war" and actively support a truce, says this report in DW.com.

Beyond the waste of natural gas when it is flared in areas lacking ways to store and transport small amounts of gas there is the issue of environmental degradation. Large quantities of natural gas in the Permian basin and North Dakota are simply burned to make way for oil production. It is simply uneconomical to transport it to users. Yet this is an issue not just of waste but of the environment too. Flaring of natural gas near oil wells is causing 1% of global greenhouse gas emissions, say experts. 

In places like Iraq this is a problem because of frequent power shortages in the country. Russia, Iran, Iraq and the U.S burn the natural gas near oil wells that is equivalent to the gas used in France, Germany, Belgium combined. In eastern Siberia or in the Sahara desert, North Dakota,  this is in the wilderness areas far from end markets.

This report in WSJ shows how the situation in Syria changed since 2011. The Kurds are spread out over several states formed as the British and French empires in the Middle East collapsed, leaving an ethnic group of 30 million people spread out over Iran, Iraq, Syria and Turkey.

A Kurdish zone was set up in northern Syria after the collapse of ISIS in operations by the U.S. and the Kurds in 2016-2018. A border area was taken by Turkey in the recent push by Turkish forces into border areas bordering Turkey, with the withdrawal of U.S. forces and Mr. Trump placing sanctions on Turkey. The incursion ended in a week after Russia agreed to broker a deal and the Kurdish forces left the border with Turkey. Turkey has Kurdish people in the southeast of the country who participate in elections and are Turkish citizens, and Iraq has an autonomous region run by the Kurds.

The plans are now to change NAFTA but not entirely redo the agreement. On the Export Import Bank the views of Boeing CEO Muilenburg, who explained to Trump why the Bank supported U.S. exports and how other countries had similar banks, led to the president filling the bank vacancies. On China the influence of NEC head, Gary Cohn, former president of Goldman Sachs, and other business executives, led to a less confrontational position. The president once called NATO obsolete during the campaign but he met this week with NATO secretary general Stoltenberg this week and expressed strong support for NATO after rising tensions with Russia.

The Space Shuttle with astronauts Behnken and Hurley makes a sea landing in the Gulf of Mexico after a 64 day trip to the Space Station orbiting the earth. 

After the retirement of the Space Shuttles in 2011 NASA relied mainly on Russia to send astronauts up into orbit to connect with Space Stations. Under the Obama administration two private companies were hired by NASA to operate Space Shuttles SpaceX and Boeing to take astronauts up to the space station in orbit. Much of the work to build the spacecraft is financed by NASA. 

Space exploration was not a priority for the Obama administration after the financial crisis resulting from banking behaviour in 2009.The U.S. under the Trump administration is renewing America's efforts for space exploration for science and out of a curiosity for what lies outside our planet.

As the focus shifts to the east, the war in April in Ukraine shifts to a prolonged war. It also means that the focus now is also on economic separation of US and European economies from Russia and China. As it was this overdependence that lacked prudence or good sense, that emboldened Russia in its relations with the US and Europe, and China in its relations with neighbors in Asia. This report looks at the arms aid Ukraine may need to defend the region on its eastern border with Russia. Russia plans to focus on the separatist Luhansk and Donbas regions in the east which have sought closer ties with Russia. The war in the east has dragged on already for over 10 years.The rest of Ukraine and particularly western areas near Poland such as Lviv and areas near the Baltics have shown strong sentiment for an independent Ukraine able to choose her own path. Throughout history the Baltics and Poland have had a strong influence on western Ukraine and Russia on eastern Ukraine bordering Russia, with influence swinging one way or the other throughout Ukraine depending on the period in history. After the westernization and modernization of Russia under Peter the Great in the 17th century and of Prussia as a German state independent of the Hapsburgs in Vienna around the same period, geopolitics shifting the balance of power took on a bigger dimension. Putin's actions can only be seen as a throwback to using the tactics of invasion going back to this period in history from 1700 to 1950, when dominant powers France, Austria led by Hapsburg dynasty, and Britain with the Dutch fought wars seeking advantage mostly on territory of German states and Italian states, and in all parts of the world. This also laid the grounds for colonization of large parts of Asia and Africa by Europeans in this contest for dominance through trading companies that traded for profit, and used tax revenues from acquired lands for profit making and military activity. In some ways poor economic choices such as the excessive dependence of the US and European economies and their integration with China and Russia have led to the war. As they created advantages Russia and China did not have in technological capabilities and stronger economies that make war an alternative to support foreign policy goals. In the long term it is this these unsustainable economic choices that will be pulled back following the pandemic for shorter supply chains closer to home. This prudent economic separation could not have happened without recent events, as even now Germany industry says its dependence and integration with Russia is hard to reverse for gas supplies, and American business is only now making the changes away from dependence on China in its supply chain.   ...

Europe is importing natural gas for heating homes and industry like never before as it shifts imports from Russia to the US, says this report in WSJ. Shown here is the import of LNG from tankers at the LNG terminal in Cherniere, France. Between 2021 and 2022 imports of US LNG to Europe more than doubled. The WSJ shows how drilling for gas takes place in Texas and Louisiana. That gas finds its way through pipelines to places where it is converted into LNG by freezing and transported by tankers across the high seas to European LNG terminals like Cherniere in France. The shale gas comes from the Permian Basin in Texas and New Mexico and a basin in Texas and Louisiana. Technological advances enable drilling 2 miles vertically and then two miles horizontally to reach into shale rock containing gas. Impurities are taken out to get gas that can be sent through pipelines to liquefied natural gas storage locations on the Gulf coast of America. Tankers take the LNG to LNG terminals in Europe that distribute the gas to homes. ...

A supply chain crisis, shortages of coal and oil are affecting major world economies. The Guardian looks at the economies of Britain, the US, Germany, Russia and Australia. Inflation is above 4% in Germany for the last month. Shortages of workers is affecting most economies. Ports are filled with container ships that have not downloaded their shipments because of a lack of workers. There were a record 10 million job openings in the US mostly in the restaurant and entertainment industries. Low wages have led many to reconsider their careers during the pandemic, a phenomenon called the Great Resignation. Other people have dropped out of the workforce because schools have not reopened and there is a lack of good affordable childcare. The chairman of the US central bank Jerome Powell, says "It is frustrating to acknowledge that people getting vaccinated and getting Delta variant under control remains the most important economic policy we have. It is also frustrating to se the bottlenecks and supply chain problems not getting better- in fact at the margin getting a bit worse." ...

German chancellor Olaf Scholz is on his first trip to Africa. He called for serious attention to problems of food and energy supplies, energy prices, in African countries. He visited Niger, Senegal, and this interview with DW.com was done in Johannesburg, South Africa. Scholz called for European countries to assume responsibility for their colonial past and to increase food supplies to Africa. He said "it is obvious that a lot of countries are suffering from this war" with the grain shortages that are hitting Africa hard. In the intervew Scholz tells DW Political Editor Michaela Kufner that he has talked directly with Putin and told him that the war "will never have a good outcome" for Russia. "They will go back in their opportunities of economic development for decades, tey will suffer and they are suffering, and for getting out of this Putin has to stop the war." Scholz said Putin had made the decision to wage " a very brutal war" with "an imperialistic approach" and manner of thinking. ...

Biden efforts to reduce the level of escalation in relations with China include a visit by Secretary of State Blinken to Beijing in June 2023. The US says it seeks "to responsibly manage relations with China." The visit of Blinken to China was planned for February 2023 but postponed after the shooting down of a Chinese balloon craft in US airspace. China's support of Russia in the war with Ukraine has further strained relations. Foreign investment in the electricity generation industry has be encouraged by Russia. Ane Eni the Italian electricity generating company is a big investor acquiring one of the 5 OGK companies when its investments are complete of about $6 billion. And other European companies are following suit. E.ON a German utility has bought 47% of another wholesaler OGK-4 one of the five companies of the former UES parent of these 5 generation companoies and will acquire 70%. And a Finnish utility has invested in a regional generator. Gaz France and Korea Electric Power Corporation are looking at making investments. Russia's electricity generating business is growing at 6% and Russia is the world's fourth biggest power market. Though profits are small at present it is hoped that with deregulation profit margins will be good. The market to businessusers is already being deregulated.

On April 21, 2022, US president Biden talks to Americans in a live television address and says US will send an additional $800 million in military assistance to Ukraine. And an additional $500 million in economic assistance that takes the total economic assistance to $1 billion. He asks Congress to approve additional requests so that an uninterrupted flow of aid to Ukraine can be maintained to deter Russian aggression. He also opens up a path for direct entry into the US for some of the 5 million Ukrainian refugees. He calls attention to the 5 million refugees and to the millions of displaced children. He says about two thirds of the children in Ukraine are displaced by the war which he found to be shocking.

Biden said "you've got to admit- be amazed at the courage of the country, and of the young men and the young women."
