New York city officials are facing up to the reality that midtown Manhattan, a party of the city that is made up of office commuters, may never be the same. Offices in midtown are attracting about one third of their pre-pandemic workforces. French plans to cut energy use by 10% from 2019 levels in 2 year are announced by prime minister Elisabeth Borne. The target is 40% reduction in energy use by 2050. The key is to make energy use more efficient says president Macron. The efforts include turning down thermostats in buildings to 66 degrees Fahrenheit. Households are asked to start heating 2 weeks later than usual and end heating 2 weeks earlier than usual this winter. Civil servants will get about 3 euros a day for working from home. The federal government in India provides support for loans to farmers on the interest rates paid after the interest rate increase by the central bank RBI. An additional budgetary provision for Rs 34,856 crores has been made for this purpose for the period 2022-2023 to 2024-2025. It will keep interest rates below 7% for farmers. This will support agri-loans of upto 3 lakh rupees for farmers in India. This is to provide adequate agricultural credit for the rural economy of India. Short term agriculture credit would be at 4% interest per year when loan is repaid on time.

The German film for the best international feature film for Academy Award in 2023 is Edward Berger's All Quiet on the Western Front. It is based on Erich Maria Remarque's 1929 novel of same name. Denmark joins the European Union's common defense policy. Prime minister Mette Frederiksen had called a referendum on the issue. 67% of Danes voted to join EU defense policy in the referendum. Norway is part of the NATO alliance. Sweden and Finland have asked to join NATO. In India caste is not seen as a positive thing as it is seen as having made India weaker, creating divisions that led to colonization of India by the British and extraction of capital for the East India Company. There is a clear difference between Biden and Trump on the Climate. Biden put the US back into the 2015 Paris Climate Change Treaty in fight against climate change after Trump took the US out of it. Scientists worry that microplastics are linked to growing rates of cancer, heart disease, and other diseases. One study says people inhale or ingest 74,000 to 124,000 microplastic particles per year through breathing, eating and drinking. The plastic particles are everywhere around us. Of 10,000 chemicals used in making plastic a fourth of these are toxic. Consider in 1950 2 million metric tons of plastic were made, now 400 million metric tons. Of 8 billion tons produced only 10% recycled so the rest are in oceans, landfills, and around us. Ingested or inhaled they cause inflammation in our bodies that lead to cancer or other diseases.

British prime minister Starmer has introduced new legislation to "smash the gangs" that have people smuggling networks and made 150,000 illegal small boat crossings into the UK since 2018. Apple makes most of its products in China. This exposes Apple to high risk with the Chinese tariff set at 46% on April 2, 2025. If it passes on the tariff to customers it faces a loss in sales, if it does not pass onto customers the higher tariff price and cuts margins it will affect Apple profits. Apple's high margin strategy by making in China is now at risk. Apple had been given a warning to shift from over concentrating manufacturing in China. Raghuram Rajan, Professor of Finance at the Graduate School of Business, University of Chicago, was appointed chief economist at the IMF in 2003. He presented a paper, titled "Has Financial Development Made the World Riskier," at the annual Jackson Hole meeting of economists and central bankers for 2005. Rajan says he had planned to write about how financial developments during Greenspan's 18 year old tenure had made things safer, but the more he looked the more evidence came up that the risk reward relationships in a normal functioning financial market had been terribly distorted. Market participants were being rewarded for wins but were not being asked to take on commensurate risks and impacts on their bonuses and rewards. He also cautioned about the use of credit default swaps which acted as insurance against bond defaults, and said insurers were generating big returns on this but with the appearance of little risk- even though the pain could be immense in a default. Banks were carrying credit securties on their books that posed risks to the whole financial system if things went wrong with the credit securities. Reaction from the gathering was unfavorable. Lawrence Summers, a former Treasury Secretary said, "the basic, slightly lead eyed premise of the paper was misguided."...
