This report in WSJ says president Trump's trade policies have flopped so far. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

Israel looks to the future imagining a future without Netanyahu as his rivals gain a big lead in the polls following the announcement of corruption charges against Netanyahu by the Attorney General. Benny Gantz the rival is heading a new party that brings together people in the middle of Israeli politics including Mr. Lapid. 

Gantz is focussing on pocketbook issues even though his credentials as former head of the armed forces makes him a suitable choice for Israelis concerned about security issues. He promises to end economic inequality, build new roads and affordable housing, overhaul the education system and end consumer price gouging. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. There is a loss of optimism in South Korea with the failed talks for denuclearization of the Korean peninsula. There is a big difference between the goal of the U.S. for denuclearization and the hope in SOuth Korea for an end to the cold war on the Korean peninsula. This report points out that though the U.S. signed an agreement ending the war on the peninsula South Korea and North Korea have never signed a peace agreement. There is in addition to the tensions about the conventional army of the North near Seoul, anxiety about the possible refugee influx from a failing North Korea after tighter sanctions that affect ordinary people in the North imposed by the Trump administration.

This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. The U.S. has suspended military exercises with South Korea.  ...

U.S. imports exceeded exports by a record $914 billion in 2018, increasing from $859 billion in 2017, according to the Commerce Department. The trade deficit is now 16% larger than when Mr. Trump took office. President Trump's tax policies with large fiscal deficits acted as a large stimulus to imports. Companies imported more. 

The dollar strengthened as the U.S. fiscal stimulus came at a time when the rest of the world economy was slowing. As a result the U.S. imported more.

The low voter turnout of 35% in Nigeria's presidential election should worry all political parties says this report in the BBC. Buhari faces a range of problems including reining in corruption that has drained money from the treasury, economic slowdown, and security threats. The report says that the president's personal integrity has never been questioned but he has been seen as being too slow. Fortunately it says his vice president was able to stabilize the currency and the economy when Buhari was in Britain for medical treatment. With half the population being young people Nigeria has a long way to go to meet the aspirations of these young people.

The 2019 election recorded the lowest turnout in Nigeria's history. Voting was especially low in the south where opposition candidate Abubakar was ahead, and much higher in the north and northeast which has consistently supported president Buhari. This BBC report says voter apathy seems to have set in. In the north Buhari is seen as a principled man of the people helping him get a lead of 4 million votes. Even though security concerns have affected about 2 million people in the north from Boko Haram militants the INEC made provision for 400,000 displaced people to vote.

Measles vaccination rates in France have dropped to 79%. The World Health Organization requires vaccination rates of 95%. There were 2902 cases of measles in France in 2018. A UNICEF director says measles may be the disease but the real infection is misinformation and conspiracy theories. In provincial towns where the yellow vest protest movement is active about 62% of the people believe the government hides the ill effects of vaccination.

Tough new legislation was passed in France to require that children be vaccinated with diptheria tetanus and polio vaccinations mandatory.

Writing about the Michael Cohen testimony to the U.S. COngress NYT columnist David Brooks says there is moral distancing every time House Republicans support Trump. He says there are the worst elements of our culture, of using people and being used.

Brooks cites John Steinbeck's classic book East of Eden."Humans are caught in their lives and in their thoughts, in their hungers and in their ambitions- in a net of good and evil.  A man after he has brushed off the dust and chips of his life will ask only the hard clean questions, was it good or was it evil? Have I done well or have I done ill?" And here he finds president Trump and Cohen coming out short of where they should be.

U.S. president Nixon's lawyer John Dean who testified against Mr. Nixon writes in the NYT about the parallels between his testimony and the testimony given this week by Mr. Trump's lawyer  Michael Cohen. 37% said Dean's testimony was credible and 35% said Cohen's was credible in polls.

Dean says the number of people who surfaced supporting his account increased and it is likely to grow for Mr. Cohen's account. 

John Dean says he found one line in the Cohen testimony worth remembering from Cohen's closing statement. It refers to the authoritarian type of presidency he says he finds in the Trump presidency. It said that Cohen thought that if Mr. Trump loses the election in 2020 there would not be a peaceful transition.
