The baffling aspect of this war is that the neutral aspect adopted by Finland before the war, by Sweden, by the Swiss, was never considered as a realistic option by Ukraine, looking beyond the problems of the 1930's and having awareness that there were weaknesses in both the capitalist and the Soviet systems, to take the broad larger view. And with that being realistic that a better effort would be to reflect on the corruption and lack of clean government, the need to build the healthy institutions that would serve the people best. The approach taken by Gandhi in India in its relations with Britain, to preserve the best and improve on what failed the Indian people, and reflect on the integrity, the right attitude needed for India in the Modern World. From the Russian side the failure to use the period before the shift to renewable energy to invest the capital used in the war of $200 billion a year for a stronger economy and industrial base in 2022- 2027- an investment of a trillion dollars that would make it the industrial power and support its position as the preeminent power in Northern Europe. ...

Keeping this region denuclearized is of fundamental interest to the major population centers in north and south America, Europe including Russia as western civilization, and India and China which have embraced western civilization and it's scientific revolutions. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

The second wave of the coronavirus is bigger than the first with the U.S. exceeding 100,000 cases a day for many days in November and hospitalizations doubling to 93,000 from the beginning to the end of November. There is also the fatigue with the virus for healthcare workers and the people, and loss of income for workers leading to income and food insecurity. In this situation a second stimulus to help people and businesses is a urgent priority for Congress. A group of bipartisan senators have put together  $908 billion stimulus plan to get through the Congress by December 11. This is a compromise between the two parties. Supporting the bill are Cassidy, Romney, and Collins for Republicans and Manchin, Warner, Cassidy for Democrats. It would provide- 1. $300 a week in federal unemployment benefits for 4 months. 2. $160 billion for state and local governments. 3. Temporary moratorium on coronavirus related lawsutis. 4. Additional funding for small business, schools, health care, transit, student loans. There is growing agitation among influential senators against the leadership in both parties of McConnell and Schumer, with the sense that the leadership has failed to recognize how critical the issue of emergency relief is for tens of millions of Americans. This is its only hope for passage with the bickering of the leadership on both sides. ...

Dipti Deshpande writes in the Economic Times that how India's economy recovers depends a lot on how well the government tackles the problems of vaccine supplies, vaccination staff and incentives for vaccination to the public, vaccination logistics, and vaccination skepticism. Vaccination plays a large role in the reduction of fear and permits resumption of normal activity as seen in the US, UK and France. Government education of the public on vaccine safety should be conducted on an organized basis across the country starting now for the gaol of vaccinating the entire population by December 2021. In the 200 days remaining in 2021 the government would have to administer over 1000 million doses or at the rate of 5 million doses a day just for the single dose population, with the second dose meaning additional supplies and logistical effort, organized health staffing, all to be organized.  The thrust of this article is that the economy and especially laggard sectors such as services would gain a fully powered recovery if the problems of vaccine supplies and vaccination drives are resolved early with preparation, lessons learned, and proactive action all taking place immediately. That 30% of Americans read zero books is a clear warning sign for Democracy in the idea of "We the People," and the Economy benefitting all, in the US. The use of libraries follows political, income and demographic patterns is shown in a You Gov poll research. There is a gap of 10% between the 30% library use at incomes over $100,000 vs 20% at incomes below $50,000. The gap widens with political inclination to 13% when party preference is considered with 30% Democratic and 17% Republican- not a good state of affairs for the Nation.  In general the top 50% of the population gets to libraries split evenly between frequent and less frequent users. The bottom 50% with rarely using or no use at all. This is the crux of the problem- literacy of all kinds should correlate with the use of libraries and books and digital use.  Digital use happens with iPads and laptops searching Wikipedia and knowledge sites such as Lyrarc.com outside of libraries, and this is part of the picture. What library use gives is not a full picture yet one with these wide variations an indication of how the political life of the Nation should be turned in constructive ways for broad based participation in a knowledge society. ...

The Big Beautiful Tax and Spending Bill in the US Congress faces close votes in the US Senate with Senators Rand Paul of Kentucky, and Thom Tillis of North Carolina, both Republicans against it.  The Senate version has additional cuts to Medicaid funding. Tillis expressed concern about these cuts. Senator Rand Paul is opposed to increasing the deficit for enlarged spending and tax cuts. Republicans and DJT have close votes in the Senate and in the Congress. Republicans Murkowski of Alaska and Curtis of Utah want to change the early phaseouts of tax credits to the renewable energy industry in the Senate bill, and the excise tax after 2027 to avoid buying from China and develop American manufacturing in renewables. Senator Collins of Maine has an amendment to add $25 billion for rural healthcare and rural hospitals to offset the effects of large Medicaid cuts. Collins plan also lets taxes revert to 39.6% from 37% for married couples incomes over $50 million.  The bill then heads back to the House for changes by Wednesday, July 2, for a goal to have it on the president's desk by July 4th, Friday. ...

The NATO Response Force is increased from 40,000 which lacked deterrence to 300,000. Additional military spending of $100 billion announced will increase spending by the amount of the entire Russian defense budget. Turkish backing for Finland and Sweden to join NATO was negotiated bringing more capabilities and a long border with Russia in the Baltic into the picture. The G7 Summit will be seen as setting the framework of close cooperation and understanding of leaders of western and eastern democracies in the world including Africa, Latin America and Asia. Invited were leaders of South Africa, Argentina, India and Indonesia, major parts of the Free World in the 20th century and now into the 21st century. NATO Summit in Madrid adds to these leaders the leaders from Australia and South Korea. The idea here is to address the changing situation in Asia with China's aggressive posture in the Himalayas, the South China Sea, and with Taiwan, and the close cooperation with Russia during its invasion of Ukraine. ...

Under Lord Lytton in the 1870's and in 1943-44 in Bengal there were famines that were worsened by British policy. Throughout the 19th and the first half of the 20th century India's energies were sapped and its poverty deepened by the British effort to extract wealth from India through commercial policy and taxation. During the Napoleonic Wars Britain used its Empire in India to finance the war in a way Napoleon lacked.  .As can be seen in the British Residency park in Lucknow  British authorites focused their efforts on the Treasury of the collapsing Empires in India whom they replaced. The people seeing tax territories shifted from one foreign authority to another stretching over four hundred years with little difference in development needs being met. After a period of self-rule which struggled with development after Independence in 1947, India's largest state Uttar Pradesh with a population of about 300 million, is finally bringing sanitation, water, roads, housing and medicine to all parts of the state. ...

A new review of defense policy undertaken by the British government is outlined in paper, "Global Britain in a Competitive Age." The 100 page report points out that Britain faces a different world situation today and redefines the situation in which nuclear weapons would be used to include biological or chemical weapons attack. It sees the need for Britain to be able to respond to threats of chemical and biological weapons attacks coupled with cyber attacks from countries without nuclear weapons. The report also says other countries "are increasing and diversifying their nuclear arsenals." It identifies a "developing range of technological and doctrinal threats." In response Britain will increase its Trident nuclear warheads to 260 from 180. The report says China presents the "biggest state based threat" to Britain's economic security, and a "systematic challenge" to its prosperity and values. It says China's military modernization and increasing assertiveness in the Pacific region poses "an increasing risk to UK interests." Britain will make more secure its critical infrastructure, including hospitals, power plants and water systems, so that it can confidently trade with China. ...

Hospitals in Europe are filling up quickly in the second wave of coronavirus. Coronavirus patients had to be transferred by helicopter to Germany from the Netherlands because of overburdened Dutch intensive care units. National Guard troops were flown in from the U.S. to the Czech Republic to help. In France as cases approach cumulative 1 million about 2000 patients are admitted to hospital for coronavirus every day on October 29. At some point French hospitals could be overwhelmed this winter, and doctors having to choose which patients to save, says president Macron. In the Czech Republic a collapse of the health system is expected by mid-November says the prime minister. No one expected this to be this severe, he says.  About 40,000 patients are hospitalized for coronavirus in the U.S. During the last week the case are increasing by over 40% in the U.S. and increase in hospitalizations are expected. Recovery rate is improving from the first wave. At NYU Langone hospital system in New York with 5000 coronavirus patients hospitalized recovery rate is improving from 25% in March to 7% in October. Better handling of cases and knowledge gained by doctors is a big part of this. ...

The Oxford vaccine developed by British scientists could be ready by September. Astra Zeneca has joined with Oxford so that it can produce 100 million vaccine doses by the end of the year. This is because in a sense the vaccine is not new. It uses an existing tech platform where there is a lot of experience. The use of ring vaccination method shortens the process of testing on humans the vaccine to a few months. The core of the virus ChAdox1 already exists in chimpanzees and has a mild effect on humans. This is an adenovirus. It is combined with another virus to produce the covid vaccine for coronavirus. Researchers at Oxford have used ChAdox1 in the past to test vaccines for Ebola and MERS as well as other virus.  Already tests have been conducted on rhesus macaques. The rhesus macaques given the vaccine at a Montana lab did not get coronavirus.The surface protein of coronavirus is simply added to the ChAdox1 so that it is able to attach to host cells and infect them in the human body, and let antibodies develop from this. The purpose is to let the human body develop defense mechanism against this attaching to a human cell.   ...

Justin Lahart of the WSJ says the positive news from the May unemployment report comes as a complete surprise. No one expected the addition of 2.5 million jobs, and the reduction of the unemployment rate from 14.7% to 13.3% for May, as reported by the Labor Department. Lahart says that even though the response rate for the Labor Department survey measuring the jobless rate had only 67%- instead of the usual 82%- it is broadly reliable. About half of the jobs bounceback comes from the leisure and hospitality industry. Some of this from the creative ways restaurants responded by doing an active takeout business and bringing in some of the workers.  Other businesses also responded in creative ways to keep running. As long as the reopening of the economy can be done safely, more people can be back to work. The significant relief from the government for small business could also help these businesses weather the crisis. The Global Vaccine Summit recently opened provided more positive news. Plans are underway for India's Serum Institute to produce 400 million doses of the Oxford vaccine by December, providing more hope for recovery. ...

His work with leaders like Vallabh Pant, Mohandas Gandhi, Sardar Patel, Sarojini Naidu, Subhash Bose and others in the 1930's laid the ground for the first home rule assemblies under the British and made it possible for India to gain the experience needed to sustain democratic institutions for its first 100 years which come up in 2047. ...

In speaking about Indian democracy and human freedom not mentioned was the unprecedented food security or freedom from hunger that was offered to one sixth of the world's population in India since March 2021, year of the pandemic. Not mentioned was the unprecedented health security or freedom from viral epidemic that was offered to the same people in that period with 900 million vaccine doses. Not mentioned was the freedom of expression in 15 Indian languages including freedom to write about the government at local, state and federal levels in the country with a wider spread of language and regional dialects than Europe for 75 years since independence. Not mentioned was the struggle within this democracy to give the younger generation of people under 30 who make up the biggest part of the population an opportunity for the first time in about one thousand years to take charge of their own future. All this one can see with open eyes and open mind. These are also the young people who have the most to gain or lose from the wrong actions at the wrong time, as they take up the challenges of modernization of a clean and vibrant infrastructure friendly India of the future.  ...

The climate solution uses $4.1 million in state and federal funds to remove the parking lot and fill it to create and extended shore line with marshy land and 100 trees plus vegetation that would return the spot to nature and adapt so that over 15 years the waters would be handled by the new design. It looks at nature as an asset, water as an asset and how to live with it as it rises, and as such offers clues on adaptive behaviours for climate change. ...

A drought had hit agricultural regions in Guatemala adding to the surge at the time.  Here is how Harris tackled the problems of the economy, food, poverty, lack of jobs and migration from Guatemala. Harris increased investment in the region getting private and government sources in the US to invest $5 billion in the region. 250,000 jobs were created from this effort with loans from IDFC and US AID and State Department. Northern Central America was facing a hunger crisis and it was Harris who pulled together $300 million in emergency humanitarian assistance. Harris held corrupt leaders to account. A Hyundai shipyard can build a military ship for $600 million that would cost the US about three times that number -$1.6 billion. South Korea can control costs with its marine shipyard capacity to build 40 ships a year in shorter time frame by 20 months. Note that the US had 17 shipyards in 1970, by 2020 it had dropped to 5 ships. Why is this a problem? China has this type of advantage in cost and expertise so that it would be even with the US current capacity by 2030.  Naval power made it possible for first Britain and then the US to provide the structure for the Modern World based on science and technology to grow and improve living standards. Unlike in the colonial era the US has helped raise living standards in China, India, South Korea, Indonesia, all parts of the world.  An administration that has focus and concentration in its leadership and is based on a concept of the Modern World based on science and technology is best suited for the task of renewing America for its role for the next generation of Americans. ...
