As winter approaches pollution reaches dangerous levels in New Delhi causing a public health emergency. Millions of anti-pollution masks are now distributed at schools, colleges, hospitals and local markets. As the weather cools a thick haze from car emissions and coal power plants builds up over New Delhi making it hard to see. The cool weather appears to trap the pollutants in northern India against the Himalayan mountains creating a stifling haze. Construction dust and smoke from paddy crop burned in the Punjab adds to the problem. This year it is getting worse than ever. Pollution levels are about 20 times what is considered healthy by the WHO. The air quality index hit 494 on November 3, 2019. Some parts of the city hit 1000 on the index. Over 500 is considered dangerous and "hazardous" to health. The government of Delhi and the state and federal authorites have taken some action to close schools, ban work at construction sites, implemented odd even license plates rule for cars entering New Delhi. A survey shows about 40% of residents of New Delhi wanted to move to some other city, and 16% want to travel this time of the year to escape pollution. ...

Which European port is at the center of Europe's wind energy project. Answer: Esbjerg, Denmark. On May 18, 2022 the heads of state of Denmark, Germany, Netherlands, and Belgium came together to sign the Declaration of Esbjerg. Together the countries want to increase wind energy production in the North Sea to 65 gigawatts (GW) by 2030 and rising to 150 GW by 2050. Esbjerg is one of the few ports in Europe and the key port serving the offshore wind industry. Industry leaders Vestas and Siemens Gamesa ship wind turbines from here, and Orsted provides spare parts that weigh several tons.  German ports such as Bremerhaven lack the infrastructure and it is tied up in disputes ending up in court. Dutch port of Eemshaven is much smaller. The harbor was recently expanded in Esbjerg by 0.5 million square metres to 4.5 million square metres or 45 million square feet. Environment groups are also part of this and there is no dissent in the planning. Here are some useful facts on wind power- Environment cost is 70 times less than that of coal fired power according to Germany's Federal Environment Agency. Within 3  to 11 months wind turbines generate the energy required to build them. No CO2 is produced in the electricity generation process but they do alter the landscape. The future of wind power giants is in the sea where the wind is reliable and strong. One such modern turbine can have an output of 10 to 15 thousand kilowatts to provide electricity for 40,000 people. Pioneers in wind energy are Denmark and Germany. Denmark gets 50% of its energy from wind power, for Germany this is 25%. Jobs are generated installing and operating these wind energy turbines. 1.3 million people are employed in it today. With additional wind propulsion energy consumption of freighters carrying most of the world's freight would be reduced by 30%. Wind and photovoltaic solar can combine for providing most of India's energy because of its sea coastline and having a lot of sun. To get an idea of what is doable in India - in Germany 41% of electricity demand is met from renewables mostly solar and wind. German farmers get 25% of their income from solar energy. Where Germany lags is in use of renewables for transport which falls to about 9% and for heating and cooling where it is about 18%, and it is making great strides to correct this. A big change is technology and how people use transport (more train than airline or automobiles), which will change the entire picture of how energy is created and used in the future. Energiewende the  term for this change is only beginning to take place with urgency in Germany in 2022. India needs to work closely with Denmark and Germany to stay in front of these developments.   ...

This article is a must read for everyone to know where our plastic and other paper waste is ending up. With China's ban on importing plastic waste the stuff is being shipped to India, Malaysia, Philippines and Vietnam. Now these countries are turning it back. Who needs sometimes contaminated waste. In the U.S. it ends up mostly on landfills. It is a health hazard as one recent story of waste shipped out to a part of Chile shows- with health problems for people in the vicinity. The WSJ has done an excellent story with diagrams and pictures in this exceptionally good story we recommend for our readers to know what is happening worldwide with plastic waste.  There is increasing education of the harmful effects of plastic and there is a government campaign in India supported by the prime minister Modi to reduce use of plastic bags and find ways to dispose off local plastic waste. In the light of this why would India or Malaysia or any other Asian or Latin American or African country want any other country's plastic waste, particularly when it is a health hazard. In fact China for so long allowing importing of plastic waste till recently so it could be processed with low cost labour and reused for plastics production is incomprehensible, considering the health risks involved. ...

FDR rejected Churchill's ideas of retaining the British Empire's colonies while fighting the German Nazis in the name of freedom. FDR said- " India should be made a commonwealth at once. After a certain number of years- 5 perhaps or 10- she should be able to choose whether she wants to remain in the Empire or have complete independence." 

FDR (US president Franklin Roosevelt) said -"I can't believe that we can fight a war against fascist slavery, and at the same time not work to free people all over the world from a backward colonial policy."

Europe under plans made by Germany and other countries seeks to remove the dependence on Russian energy by massive investments in solar and wind energy. This makes overcoming opposition to free up the needed climate change action of major importance. This action also  removes dependence on Russian energy following the Russian invasion of Ukraine.

For the former president the choice was natural because his style fitted that of Vance of saying directly with candor what he thought. Vance's criticism that a second Trump administration focused on tax cuts and not investing in the American economy would not lead to economic growth still rings true as shown in the adjoining article on the US dollar, on inflation moving up with tariffs and job growth affected by lack of the government investing in the economy and American manufacturing. Even in the Depression years Republicans stuck to their idea that governments should stay out, are they likely to change that today? Vance's criticism was made before he became senator, in 2016. It would lead to another lost decade for the American economy and people, and put America just where the Tories have left Britain today so that Keir Starmer's Labour cannot bring immediate relief to the British people struggling with cost of living in 2025, with the mess the Tories have left behind.  ...

The Hunter Biden investigation for non payment of taxes and illegally carrying a firearm was done under the US Attorney for Delaware David Weiss in 2018 appointed by Republicans, and extended into the Democratic Biden administration with Attorney General Merrick Garland. It ends in a plea deal. WSJ says this protects the Biden administration from any claims that it was helping the president's son.  He is the second son of Joe Biden and Neilia Biden. His mother and sister were killed in a car accident when he was a child. The only survivors Hunter and his brother Beau. Beau died of cancer in 2015. Hunter suffered a decline after that period leading to a divorce with Buhle in 2017, a troubling period for the whole Biden family she says. Hunter is a graduate of Georgetown and of Yale law school.

After a good start the vaccination drive is slowing both in India and the US. Vaccine supplies need to be boosted in India and the government has given approval to the Pfizer, Moderna and J&J vaccines to boost supplies. The Sputnik vaccine from Russia has also gained approval with new supplies of that vaccine expected in India. Vaccine skepticism is a problem in the US and Europe. Supplies of the Pfizer vaccine will be boosted in Europe with the EU contract for 1.8 billion doses signed recently. This should give the slow vaccination drives in France and Germany a boost.

This Guardian report provides details on the track record of the new head of the CDU in Germany, Kramp-Karrenbauer,  q 56 year old lawyer from Saarland. Her down to earth manner comes from remaining loyal to the small town of Puttlingen in Saarland. She wants to support Merkel yet take the CDU in a new direction considering that in her words one "cannot arbitrarily continue in the same vein." The Guardian points out that there was some distance kept between Merkel and Karrenbauer because it would not have helped as the party needed to move on after the Merkel era.

Together Merz and DJT have stood up for the principle of no nuclear weapons in Iran, and the refocus of South and Southwest Asia on economic development from tragic and senseless wars. ...

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. The scale of the fentanyl issue can be seen from the 490,000 American deaths over 12 years from fentanyl.  It is incumbent on CMC countries to take action on fentanyl. It is also incumbent on the CMC countries and on the EU, on opinion in business and the Silicon Valley in the US, to grasp the real dimensions of this crisis destroying so many lives, that is so unprecedented in the history of the US.   ...

With the aggressive actions taken along the 1600 kilometre border in eastern Ladakh by China's People's Liberation Army, India needs a younger soldier to protect the border at high altitudes in below freezing temperatures. The entire 3500 kilometre border in the high Himalayan regions from east to west need technology driven surveillance with soldiers fit and ready for such duty. Agnipath's goal is to bring down the average age in the army from 32 years to 26 years to better reflect the youthful population in India. A tighter better disciplined force with high tech is needed. Bringing in more and new recruits is intended. Both the 25% of recruits retained after 4 years benefit and the 75% benefit. The 25% will have opportunities to move up the ranks. The 75% who come back out of the military will have the advanced technical training and courses, certification, that would make them attractive to the public and private sector companies in 2026 and beyond when India's economy will be 50% larger than today at growth rates of 10-12%. This is already seen in the way technologically trained military recruits from World War II in the US Army, Navy and Air Force were quickly absorbed at high salaries in the high growth period of America 1950-1970, with incentives like the GI Bill. Modifications that could be discussed- The 25% retained after 4 years. There is no magic number it could be raised to 30 or 40% during these post pandemic years and then lowered to 25% as the economy grows rapidly by 2025, or kept at 30% without changes, a number of options could be open.The financial aspect of the training can be modified where the 25% retained could have these 4 years added to their years for calculating pensions. The 75% are given 1.2 million rupees and even this can be adjusted upwards so that they could start businesses as entrepreneurs or have the time to pursue higher education before taking up for example with free education to enhance their education in areas of interest as was given by the GI bill to Americans in the armed services after World War II in 1946. Ideas from the GI Bill signed by president Franklin Roosvelt in 1944- Adding one year of unemployment payments, low interest loans to start a farm or business, full tution and living expenses for college. In 2008 the Veterans Act in the US continued support for education of servicement by making eduction free at a public college or university.  The Roosevelt GI bill benefited about 7.8 million servicemen in the US armed services. 2.2 million went to college, 7.6 million took training programs. It was an impressive achievement. No scheme is perfect there are budgetary constraints such as how to manage pensions to give the armed services the best possible funding including the training and course capabilities that also need good financing and the higher pensions for armed services. Every political party  government around the world without exception will have to face these budgetary constraints and the goal is to do right by the armed services providing the income and opportunities they deserve. Was a decent effort made with the right goals set? This is how these matters of national interest for India and the Free World that includes South East Asia, Africa and Latin America, should be discussed.    ...

John Githongo is appointed in 2002 by Mwai Kibeki, an an anti corruption official, but his efforts only bring him grief. Kibeki is from the Kikuyu tribe, and like Jomo Kenyatta before him in the years after 1963 he is engaged in ramopnt corruption. In the intervening years between Kenyatta and Kibeki, Daniel Arap Moi from the Kalenjin speaking group of tribes aslo was engaged in enriching officials from his tribe. So Githongo, who once reported for the Economist in Kenya, concludes that the election of Odinga would have changed nothing, as he like Obama's father is a Luo, and the Luo's would have in Githongo's words have seen the election as making it "their time to eat". Its interesting to note that Obama's father was like Githongo standing up for something to his great grief that was never to be because of the lack of education among the elites and the leaders of the tribes of their true role in nationbuilding.

Friedman visits the campaign office of Abdel Moneim Fotouh, a doctor running for president of Egypt. What he finds is a lively debate among Egyptians, new and many voices discussing the future of Egypt and a transition to democratic forms of government and economic progress. One newly elected member of parliament Hamzawy tells Friedman that Islamists from the Brotherhood have about two thirds of the seats, the liberals 20%. Moderates within the Islamists like Fotouh, who left the Brotherhood, form a separate faction inside the Brotherhood. There will be a need to transcend differences and work together. Egypt is still under the rule of the military, but many democratic voices are now present and a lively debate is on which will provide the impetus for real change and progress, if properly channelled.
