Black Rock's collection of $10 trillion in passive assets or shares in firms that it manages for investors, including pension funds, brings with it voting rights for these shares. About 45% of investors have now expressed interest in doing the voting themselves. The voting provides Black Rock and other passive index tracking funds enormous leverage over thousands of American companies.

This voting rights power it can use to support Black Rock's stance on social issues. Recently Republican senators introduced a bill calling for individual investors in passive funds to have the option of voting their own shares instead of Black Rock or some passive index tracking fund doing it for them. 

Black Rock has responded with a voting choice platform that now has $520 billion of the $10 trillion it manages for investors.

Ukraine is in a position after the refugee outflow and closure of some industrial operations to send energy to Poland, Romania, Hungary and other countries in the European Union. Ukraine is speeding up synchronizing power lines in Ukraine to that in Poland so that energy can be exported easily. Ukraine could send 1.6 gigawatts of energy a day to EU countries up from 350 megawatts today once the changes are completed to the energy transmission infrastructure. Ukraine energy is cheaper than energy produced in Poland because of nuclear energy plants in Ukraine from the Soviet period. 

Workers are restoring a now defunct power line from a 2 gigawatt nuclear plant in western Ukraine to a nearby Polish city. Projects that would take decades are being done in months with US aid. Energy exports could bring Ukraine $1.6 billion a year.

UN sponsored talks taking place to let shipments of Ukraine grain to leave Black Sea ports. The way this would be done is by arranging a safe passage along a pathway that would be cleared of mines for ships to get from Black Sea ports to safer waters. This would still take weeks for the work needed to make this happen. Turkey, Egypt, Tunisia and other Middle Eastern countries are heavily dependent on Ukrainian grain and warehouses in Ukraine need to be cleared for the coming harvest. The head of the UN Antonio Gutierrez and president Widodo of Indonesia had talks earlier with Mr. Putin and Mr. Zelensky to arrange this safe passage for ships in the Black Sea from Ukraine. This would also reduce tensions between Ukraine and Russia and start the process for an end to the war.

Dyeing a pair of jeans requires 100 litres of water for the dyeing process and 15% of artificial synthetic dyes make their way into waterways as pollution. In this report The Hindu shows how centuries old indigo plants are being revived, many of them native to India. These plants contain 0.5% of Indican which exposed to oxygen produces the blue substance Indigotin. It is one of the few naturally based dyes for cotton fabrics. Other plants native to Idia also produce dyes that are less harmful to the environment. These dyes replace synthetic dyes made from petrochemical derivatives.

The work of Padma Shri Vankar, formerly of IIT Kanpur and her colleagues has helped identify and create dye extraction and dyeing methods for several plant species. This includes Nepal barberry of Arunachal, wild canna , Flame of the Forest from which colors for Holi festival are derived.

The US Justice Department and Attorney General Merrick Garland file the second lawsuit against Google seeking the breakup of Google. It is joined by 8 states in this lawsuit including the states of New York and California. The lawsuit seeks the divestiture of Double Click and other acquisitions that helped Google establish its monopoly in online advertising. It covers the ad brokering business that makes up 12% of Google revenues. 

In filing the lawsuit Attorney General Merrick Garland said:

"For 15 years Google has pursued a course of anticompetitive conduct that has allowed it to halt the rise of rival technologies, manipulate auction mechanics, insulate itself from competition, and forced advertisers and publishers to use its tools.

Google has engaged in exclusionary conduct that has severely weakened if not destroyed competition in the ad-tech industry."

Ram Manohar Lohia, George Fernandes and Mulayam Singh Yadav are socialist leaders in the early years following independence who followed some of the same sentiments for renewal of India that are carrying India forward and have helped it cope with the pandemic and other problems. The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

The new tiered system of tighter restrictions passed in the British parliament 291 to 78 with 51 Tory rebels voting against and 10 Tories abstaining. Labour abstained from the vote getting it to pass. Tory rebels are voting with their constituents in Tory seats in parliament that have lower rate from coronavirus and see the restrictions hurting the lives of people in their areas. The prime minister had to make a special plea to them to get it passed including promising to review in granular detail these areas which needed lifting restrictions because of low infection rates.

Other steps the government is taking are to seek emergency approval of vaccines with the first approval done for Pfizer vaccine. This means Britain will be the first country to start vaccinations in 24-48 hours- December 3 or December 4.

Distorted priorities from the last 2 decades and lack of investment allocation for healthcare are hurting states in the U.S at a critical time. With 16 million cases of coronavirus and 300,000 deaths in December, including over 3000 deaths a day by December 12, the situation is dire. Yet states lack the billions needed to conduct the vaccination program to pay for the trucks, get the refrigeration and storage, pay the nurses and the medical personnel, outreach costs, and other costs for a massive vaccination program. Some estimates are that states need about $9 billion for the vaccination programs. New York alone needs $1 billion. For years billions of dollars were wasted in distorted priorities that benefited certain groups at the expense of society as a whole. The very large companies that benefited paid little or no taxes.

Railways. The Council of Ministers goes up to 78, three short of a statutory limit of 81. By bringing in new and younger faces as well as some experienced IAS and other persons in certain states, this new group. An experienced IAS officer was put in charge of the important Railways ministry, as the railways take on modernization and technological progress. Where ministers were lacking in performance the prime minister has made the needed changes. 

The large number of new faces gives the government an opportunity to train new people before the next parliamentary elections three years from now.

An April 2022 survey by the EUropean Chamber of Commerce in China found 23% of companies were considering shifting current or planned investments in China to other parts of the world. This WSJ report says even before the latest covid lockdowns over one third of American companies told the American Chamber of Commerce they would reduce investment in the country due to the policy environment there. WSJ says there are serious question about the future growth of the Chinese domestic market and the stability of the overall policy environment for business. The Biden administration has approved 2.5 billion euros in payments by Iraq. Another $7 billion could be released from South Korea if diplomatic talks lead to Iran taking steps the US seeks from Iran.

BYD is China's largest EV automaker. It boosted employment by 50% to 630,000 in 2023, with growth of 73%. This WSJ report shows how the Chinese government is now favoring EV automakers and the EV industry over Chinese internet companies such as Alibaba and Tencent that once played a large part in the economy.  $72 billion in tax breaks are provided by the government to EV automakers. Jobs have shrunk in internet companies during the pandemic with the Xi Jinping government moving away from housing and internet industries creating higher unemployment. Youth unemployment had reached 21%. The growth of BYD by 73% in the 8 months of 2023 shows how the EV industry will play a larger role in the economy, along with other new industries and technologies. Would a generic Democrat do better? Mr. Biden's weakness is with less engaged voters says this analysis of a Times Siena poll showing less support in battleground states. One queer aspect of this poll is that Kamala Harris does slightly better because she does better with non white voters. Mr. Biden does well with white voters retaining all of his support achieved in the 2020 election with white voters. Another queer aspect of this poll is that a so called generic Democrat would win by large margins of over 5% in most of the battleground states over Mr. Trump, in Arizona, Georgia, Nevada, Wisconsin, Michigan and Pennsylvania.
