The huge problems of learning loss and academic disruptions for the third year of the pandemic that teachers and students face all over the world. Children face learning loss, are behind in math and reading, and social-emotional development is affected. Third graders may not have been in a regular school since kindergarten, and high school students may not have attended high school at all. We have fourth graders reading at second grade level. Teachers have left teaching altogether, and this is affecting even the effort to bring remote learning options to children. Imagine this problem in every country in the world and worse in some, much worse in Africa and parts of Asia and Latin America.

The real dangers of the skewing in the direction of Capital of rewards is creating a class that is not sensitive to the lives of ordinary people resulting in fracturing of society. Something like that happened in 1600-1800 in India and China leading to the disintegration of society and becoming overcome by foreign European powers which had more dynamic societies from the bottom up that led to discoveries in science leading to the industrial revolution. One detects something like this happening by accident by poor governance and bad decisions for wars (Bush-Clinton-Bush-Obama), and the same administrations pushed by bad advice from economists to ship the productive manufacturing resources of the Nation to China. If not reversed it would lead to the kind of decline Asia witnessed after 1600- hitting all classes of society and destroying the economic structures as foreign powers get the upper hand. The surrendering of research labs and higher education in advanced science fields to foreigners at US and European universities poses similar risks as fractured society with Capital dominant and unaware of the risks. Such societies have less perception of such risk than a bottom up built social, economic and political framework with large numbers of aspiring local citizens seeking these positions in science and technology in the Nation. ...

The Maduro government and its predecessors caused the largest refugee crisis in the history of Latin America. The opposition leader won the last election in 2024 and the results were not respected by the Maduro regime. About 8 million people, a third of the country were turned into refugees, and inflation reached over 300% making life difficult in a nation with abundant oil resources. Millions of Venezuelans crossed the Mexican border into the US during the Biden administration, aggravating the migration crisis, and leading to the defeat of the Democrats and a plan under the Republicans to tackle migration. This included the return of Venezuelans in the US and in other parts of Latin America including Peru, Chile, to their home country. Much of Venezuela's infrastructure and public services has "rotted" and the cost of living makes life extremely difficult for all Venezuelans. Venezuela is an example of what happens under utopian socialist schemes, and how military and inept governance can ruin a country blessed with natural resoures.     ...

It gives the outline of main ideas in domestic and foreign policies that China adopts for the next 15th 5 year Plan to 2030. It shows how China wants to navigate the next 5 years in the world. It gives the first signs that China wants to do Socialist Modernization, Chinese style Modernization of its economic and social structures in this phase. The first impression from this and the 2026 National People's Congress is that China is seeking to work with Germany, with EU and with the US to modernize its economy, not as in the past, but now more sensitive to all the changes taking place in the world. Flannery O'Connor says it well when he says he doesn't know what he ithinks until he reads what he writes. And Philippe Bernard in Le Monde points out that writing is a critical skill for reading comprehension, as we read what we write, and ask ourselves is it written to get our ideas across, how coherent is it, and can we present a complex idea in words as we write and rewrite what we have written? Chats, social media, messages are shrinking the amount we write so that it is becoming a forgotten skill. Which is why Sweden has chosen to go from screens to binders that contain pens and paper to write with and learn to organize one's thoughts for children in its schools. It is a project that fits in with Lyrarc's Movement for Global Literacy. And we need for more countries to join this effort that Lyrarc is promoting in the interests of the children of the world and of adults.

Pandemic era child learning setbacks are the subject of this report in the WSJ. The children who were learning to read in the first year of the pandemic have the lowest reading proficiency in 20 years, US national data shows. It is tough to make up for learning loss. It could take five years or more for today's fourth graders to read proficiently unless the pace accelerates. Graduation rate from high school depends on how well third graders can read. Literacy levels at that age are critical. Reading affects the content they absorb in other subjects. Without any guide to tackling pandemic type learning loss its is mostly about winging it with educators hoping getting in more tutoring groups, more summer school will work. This report looks at educators in the Nashville School District and the results they have gained, the work that is being done.

One result of the rapprochement of the US and Russia is that Russia has now   agreed to Ukraine joining the European Union. This is part of the Ukraine/EU Peace Plan put forward by Ukraine, with Ukraine calling for aset date to join the EU. Ukraine has proposed a demilitarized zone in the eastern region that would put eastern Donetsk in the demilitarized zone including also parts of Russian occupied eastern Ukraine. This is a major step in the right direction so that the Ukraine issue can be settled. Germany meantime is leading the effort to build its arms industry to counter Russia and Germany, France, Britain are joining together to counter Russia as the US pulls back under the DJT administration to asserting itself in the Western Hemisphere with the Monroe Doctrine to fight the drug trafficking gangs in Venezuela and Mexico and pother parts of the western hemisphere. The Monroe Doctrine was possible in 1823 till 1960 with the full support of Britain. It is now possible with the cooperation of Russia as Russia is accepted as a dominant power in Northern Europe, a goal set by Russia under Putin.  ...

Much of the economic debate by economists in the US takes place separated by walls from the reality of huge inequalities in the country such as half of retirees having zero savings, the cost of living surge, job insecurity, and two third of children in 4th grade no able to pass the ACT test for reading comprehension. Here economists at the US Fed are cited in a discussion about ultra low interest rates that hurt savers and in particular retirees who number 57 million. Ultra low interest rates lead to wasteful use of capital and misallocation of capital in the US, and were largely a result of the effort to correct for the mistakes of the financial industry causing the crisis of 2009. The US was the leading economy in th world and the standards of living in the US were higher during the post war period 1950-1990 that covered the Kennedy-LBJ, Reagan administrations when inflation was accepted at 4% and interest rates were for the most part around 5-8% on average. As Krugman points in a recent NYT column in August 2023 Fed research has been wrong in estimating the right inflation rate for the economy. The best rate for the economy requires knowledge of and careful judgement about the situation of different parts of the American population, of workers and families that are struggling with the cost of living, and half of retirees with no savings. ...

NYT interviews with Biden era officials on mistakes made with immigration - no tough enforcement on illeal migration, no clear policy to stop illegal migration, and failure to anticipate a surge as policies towards migrants were relaxed, appointment as head of Homeland Security of someone who was not tough on migration, delegation of migration to a former AG of California who had no experience in issues raised by high migration. Till it was too late and the public had lost confidence in the Biden administration on this issue and the homeless migrants in cities becoming a major local issue. The last year saw Biden negotiate with Republican Senator from Nebraska on migration which failed to get support in the Republican party and Congress. In this way Biden lost control of the narrative as migration surged and surged by 2023 and 2024. Tackling the Covid pandemic was a major distraction and cost of living affordability crisis also became a major issue leading to the undoing of the Democrats. Second generation Latino Americans from Cuba and Mexico preferred tough policies on illegal migration surges from places such as Guatemala and Venezuela. Democrats lost part of their own base. The Biden administration has set new rules for restricting leading edge chip manufacturing in China. The policy is intended to prevent military use of advanced chip technologies by China, a policy adopted by Xi Jinping in China. US and China have differences on Taiwan and the Asia-Pacific region. Companies making chips will have to decide if they will invest in the US or China. Any leading edge manufacturing in China of chips over $100,000 or increasing manufacturing capacity by 5% will lead to restrictions being placed on these manufacturers for working with the US. This sends a clear message about US policy for leading edge chip technologies that the US seeks to protect from misuse by other countries.

At this rate China and India will through the time young people are being encouraged to pursue reading and education- and through strictly regulated social media and videogames in China and TikTok banned in India- move in the direction of developed nations and the US with 150 million users of TikTok be moving in the other direction where Brazil 126 million users and Indonesia 99 million users are. This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...
