The protest vote in Uttar Pradesh is just that a protest vote intended to get a message that the work of the Modi government to modernize and industrialize the economy needs to be accelerated to see its effects felt in rural agricultural areas of Indian states. Modi said yesterday- "If you work for ten hours I will work for 18 hours" showing that he sees the need for acceleration, even harder work ahead to modernize and industrialize India.  Disconnect with lower caste untouchable voters called Dalits and economic distress felt from the effects of the pandemic, decades of neglect that take time to correct in one of India's largest and least industrialized states Uttar Pradesh, led to prime minister Modi failing to get most of the 80 of 543 seats as it had done in three previous elections. Lower caste Dalits form 20% of the population, other lower castes another 40% of the population and 20% are Muslim voters. With this mix of voters and the time it takes to modernize and industrialize its economy in a state that was neglected for over 60 years the Modi government's best intentions have not delivered election results in the state in 2024 after the pandemic. Delivery on schemes for sanitation, clean running water, affordable housing, cooking gas for poor households, that have brought 250 million out of poverty nationally and about 40 million in Uttar Pradesh alone, was overlooked by voters, and younger voters. This does not change the path of modernization that countries such as China have taken and which require a strong administration with full public support working with industry and all parts of society to build infrastructure and manufacturing rapidly over 15-20 years. In China this happened from 1990 to 2010. In India this will take 2014- 2030 to achieve. In Bihar, UP, Orissa, Maharashtra, Andhra Pradesh, in all these states with large areas of backwardness in development the only path to realize the aspirations of the people is the path offered for modernization by prime minister Modi. The protest vote of 2024 is then a way of saying to prime minister Modi that the level of development needs only to be accelerated to see its benefits for hundreds of million of people in rural agricultural areas. ...

During a meeting with British prime minister Boris Johnson, German chancellor Olaf Scholz says Germany will stop importing Russian oil by the end of this year and stop importing Russian gas very soon. Johnson said Germany will stop importing Russian gas by 2024, and that a lot of infrasgtructure had to be put in place. He called the German decision a big one and said that he applauded the German decision which was a seismic one to move away from Russian hydrocarbons. Scholz said this would be permanent and that Germany would be 100% on renewable energy in 20 years.

Australian prime minister Morrison says it is imperative that Australia build its own guided weapons capability as a priority. On the 100th Anniversary of the Australian Air Force he announced a $550 million investment in building a new manufacturing facility for its own weapons, so that Australia is not dependent on long supply chains which could be disrupted. Funds will be fast tracked to build Australia's own production in 3 years, and a partner will be chosen. Australia sees China's new posture as a threat in the Indian Ocean region.

Italy starts its first gradual reopening on May 4. Parks will reopen, and people will be allowed to visit relatives with masks. Schools will remain closed till September. Prime minister Conte said in outlining the plan "if you love Italy, keep your distance." Italy has over 26,000 deaths from coronavirus. Investments directly into the US are also part of the same plan. US National Security Advisor Jake Sullivan says the IPEF is intended to boost US manufacturing. By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. French plans to cut energy use by 10% from 2019 levels in 2 year are announced by prime minister Elisabeth Borne. The target is 40% reduction in energy use by 2050. The key is to make energy use more efficient says president Macron. The efforts include turning down thermostats in buildings to 66 degrees Fahrenheit. Households are asked to start heating 2 weeks later than usual and end heating 2 weeks earlier than usual this winter. Civil servants will get about 3 euros a day for working from home. The UK is drasticall falling behind in renewable energy and on its meeting its commitment to the Paris Accords after failure to act on the part of Tory prime minister Sunak. It will have to ramp up action under Labour. The Climate Change Committee annual report to parliament shows Sunak approved projects would only meet one third of the emissions cuts Britain promised to cut emissions by 68% by 2030. Labour has approved three giant solar farms. This will not be enough as a five fold increase in installations is needed for solar.

Spanish PM Pedro Sanchez faces calls for resignation of his minority government after a corruption scandal involving the secretary of his Socialist Party Santos Cerdan. It involves kickbacks for government contracts. Sanchez is not said to be involved. The Partido Popular won the 2023 election but lacked a majority and was unable to form a government. Sanchez depends on the support of regional separatist parties in the Catalan region to remain prime minister. A recent rally in Madrid of the Popular Party was held to call for Sanchez's resignation.

Masks will be mandatory in more public spaces in Britain starting August 8. Prime minister Boris Johnson says it is time "to squeeze the brake pedal" as cases jump to 4200 a day July 30, as provided by ONS. Northern England has more cases and new restrictions. Face coverings will be mandatory in more indoor spaces such as cinemas. Standing next to Mr. Johnson at a briefing, Prof. Chris Whitty, England chief medical officer said the "idea that we can open everything and keep the virus under control is wrong."

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Moderate far right, right and socialist have less meaning in the context of the French government of prime minister Michael Barnier. The NFP as the largest single party sees the turning down of it's moderate candidate Lucie Castets by Macron as not representative of the vote. Michael Barnier's choice as prime minister from the Les Republicains party with 47 members in the new National Assembly, the smallest of the top four parties NFP, Renaissance, RN and LR, means he will have to depend on Marie Le Pen's RN party to remain prime minister. Together the Les Republicains of Sarkozy and the Ensemble of Macron  have 213 members in the National Assembly representing the status quo, 168 for Ensemble Macron and 45 Les Republicians the Gaullist party. These two parties are the largest bloc combined compared to 182 seats for the socialist NFP Front Populaire and the Le Pen party with 143 seats. The strange twist is that Macron started out in the Socialist Party and was part of the Socialist administration of Francois Hollande, who formed his own party Renaissance (now Ensemble) to bring younger faces and replace the old political parties. This led to the decline of the Gaullist Les Republicains party. In 2024 Macron is back to the old parties- becoming part of an alliance with the old Les Republicains Gaullists. Yet the financial crises of 2009, the pandemic, and the inflation crises in France have changed France from what it was in the Gaullist De Gaulle period in the 60's to 90's, with a struggling lower and middle class who have shifted their support to Le Pen and to the Socialist Front Populaire. Barnier is left with the challenging job of combining new immigration policies (Le Pen) with socialist policies to help the middle and working class. A new consensus that says stopping migrants is part of helping working class (in Denmark and other EU countries) is how Barnier has to approach this situation to bring together different parties. ...

This WSJ editorial is critical of the 2015 apology of Japanese prime minister Abe on the 70th annivesary of the end of World War II. It says the use of the word "owabi" as was done by previous premiers Murayama in 1995 and Koizumi in 2005 was important for its neighbors and the U.S., yet the apology falls short of a full acceptance of the message of that period. Mr Abe's reference to the fact that 80% of the people today were not alive when the war crimes took place does not make it any less important for Japan to face recent history in a responsible way, says the Journal. Mr. Abe's reference to the view that Japan acted in this way after western powers isolated it and that Japan's empire building helped overthrow western colonialism, says the editorial is a misrepresentation of the facts of history, because Japanese colonialism and ideas of racial superiority were spread throughout Asia. Abe's apology stands in contrast with the apology offered by Emperor Akihito which expressed "deep remorse"...

Macron started out in the Socialist Party in Amiens, France. After going to elite schooling he joins the Socialist Party ministry of Francois Hollande. As Minister of the Economy he rises rapidly to replace Hollande with his own party called the Movement that he sets up and within a year wins presidential elections. The rapid rise, the lack of his Movement party having much experience and put together quickly with new younger people, his aloof presidency, and a lack of connection with the problems brought on by the deindustrialisation of France as production shifts to China, the problems of lack of work and cost of living in smaller towns in France, lead to Macron's loss of popularity. His party won only 10% of the vote in EU elections and 20% in the first round of Assembly elections in 2024. He is now allied with Sarkozy's Les Republicains, the very party he sought to replace by calling it old school and no longer relevant.  A small faction of the Les Republicains shifts out to ally with the National Rally of Le Pen and together the 2 parties seek a majority or near majority in the Assembly to take the prime minister position under Macron. The result would be a too young at 28 years Bardella as PM and the Socialist Alliance a close second in the National Assembly. Macron would have to come to terms with the Socialists he had abandoned to run the country and appoint Oliver Faure as prime minister if a second round gives his Movement and the Socialists over 50% of the vote. ...

The investigation into behaviour of the head of the Brexit department, and Justice Secretary, British deputy prime minister under Sunak, shows the tense relationship between the British Civil Service and the government. The official investigation by Adam Tolley KC found that Raab branded civil servant's work "utterly useless" and "woeful," says this report in The Guardian. Tolley rejected claims by Conservative MP's that civil servants were "snowflakes" and stressed that he did not find "any lack of resilience" among civil servants who "had many years of experience" working with ministers. What the report shows is that the entire Brexit process, the brusque nature with which one of the finest civil services in the world was handled by Conservatives pushing for Brexit and for other policies of the Conservatives, has led to a crisis in its operations. Much needs to be done to restore a level of confidence that civil servants deserve as part of the long tradition in which the British Civil Service has done much of the ablest work of the government of the British Isles over decades going back to the nineteenth century. ...

New legislation in the Italian parliament introduced by prime minister Renzi would give the party winning 40% of the popular vote extra seats to reach a majority of 340 in the 630 seat Chamber of Deputies, lower house of the Italian parliament. If no group gets the 40%, a run off is to be held between the 2 largest parties to determine who gets the absolute majority. The new law also turns the upper house, the Senate into an assembly of local representatives, and makes the lower house, the Chamber of Deputies the one that runs the country. The new law would go into effect in July 2016.

Rajoy says he used to look at an app on the iPad hourly for changes in Spain's borrowing rates at the height of the banking crisis and found it a bit stressful. He hopes the current improvements in the economy will not stall the progress towards a closer union and setting up the financial architecture for the euro which puts the financial strength of the EU countries behind EU banks. Rajoy would like to see a banking union. He sees Spain's banking system not needing a bailout in 2014 and the changes having improved transparency, and capitalization of Spain's banking system. Other signs of improvement are increase in exports, a historic high in tourism revenues as a record is being set for the number of tourists visiting Spain in 2014, lower labor costs, and a current account deficit that reached 10% of GDP now in surplus.The 3rd quarter of 2013 brought an increase of 0.1% to 0.2% increase in GDP. If maintained this represents an annualized growth of 0.4% to 0.8% in GDP. GDP has declined 7.5% in the last 3 years. Rajoy expects GDP to go up 0.5% to 1% in 2014 and jobs being created but the progress only gradual. The government will consider further improvements for a flexible labor market. Increases in pension payments will not automatically be indexed to inflation for Spain's 9 million pensioners in 2014 as part of expected changes. Electricity rates will also not be indexed to inflation. Rajoy's main worry now is that there is a shortage of credit to increase household spending and the dire need for job creation....

This is being used to support what may be the largest lockdown in history. Everyone is expected to remain at home. Only shops selling essential items such as food and pharmaceuticals are allowed to remain open. All but essential offices are closed, with workers told to stay home. Indelible ink that takes two weeks to wash away was widely available following the election. It is being widely used with high numbers of infections having the back of their hand stamped "Home Quarantined." After India announced a nationwide lockdown all wireless carriers were asked by the government to  insert a taped coronavirus health advisory that comes on after callers dial and before the call connects.Th recorded message talks about how to protect against the coronavirus. Trudeau called for elections early as government aid programs have helped Canadians during the pandemic, and Canada has managed to vaccinate 70% of the population over age of 12. Richard Levitan, a physician expert on patient oxygen levels treated patients at a New York Hospital, and found this very important fact about coronavirus and its attack on patient lungs. Early detection and treatment, use of pulse oximeter monitoring, are shown to be critical for coronavirus.  Covid or cornavirus pneumonia is different from normal pneumonia in that it attacks the lungs but patients can be low on oxygen without realizing it through shortness of breath. As it turns out and confirmed by this physician expert who has invented intubation techniques and served at a New York hospital to understand why coronavirus was killing patients, the patient simply breathes faster and deeper without knowing it and is not short of breath even though his oxygen saturation is going down. This delays treatment- use of pulse oximeter is therefore recommended, an easy test placed on a finger that shows the oxygen reading. This kind of fast breathing then suddenly leads to the complete collapse of the patient's lungs, which is why so many end up in hospitals late and end up later on ventilators. British prime minister Boris Johnson received this kind of monitoring and early treatment to be able to return to work.  ...
