There are about 6000 varieties of Millets cereal crops with varying colors and textures around the world. They are more nutritious than rice or wheat. WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

"It may come as a surprise to many to know that in the assemblies of Buddhists in India two thousand and more years ago are to be found the rudiments of our own parliamentary practice of today." This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives. Cooperation with Hugh Hugh Gaitskill of Labour Party right into the 1970's made Britain a stronger country, which is how the Education Act 1944 was passed to make free education to all children to age 16.  Much of it broken since 1980 in 50 years of failed Conservative policy leading to the chaos of the Conservatives today, and an effort to spread that chaos to the US. ...

Sadanand Dhume points out the change in women's fertility rate that will add one more factor to improvement in the quality of life and access to resources in India. This comes as development projects, infrastructure, logistics, is being built in the north at a pace unprecedented in history. Women's fertility rate has dropped below the replacement rate of 2.1 in India. Because of the youthful population with median age of 28 in India population will peak at 1.6 billion in 2050 making India the largest country by population in the world- with one in 6 people on the planet in India. From a fertility rate of 6 in 1960 in India, with each woman having 6 babies, it is down to 3 by 2005 and 2 in 2021. This shows the effect of sustained development over time, which is also evident in agricultural production where India is now self sufficient in food. For many years the Hindi speaking heartland suffered from poor governance and mismanagement of the economy- the region that covers Uttar Pradesh, Bihar and Madhya Pradesh. Uttar Pradesh has a population of 250 million, Bihar 131 million and Madhya Pradesh 86 million, for a total of 467 million about the size of North America or the European Union. It is this region that is now pushing a development agenda today more than any other region in India with the joint effort of both the federal and state, local, governments in a way that is unprecedented in Indian history. Because of the Gati Shakti Master Plan, Atman Nirbhar Make in India Plan, and push for local is vocal, the infrastructure efforts in building roads, highways, airports and logistics, the advances in digitization and use of new technologies, there is an added boost with new synergies in this development effort. A new airport and logistics setup at Noida in Uttar Pradesh will be the largest in Asia, a new Ganga Expressway is planned, and many development projects are being launched in Varanasi, Prayagraj and other cities in UP, Bihar, Madhya Pradesh. Leaders at the federal level Mr. Modi, Mr. Piyush Goyal, and at the state level Mr. Adityanath, are pushing the development projects at a pace that will make these areas the fastest developing in India, and quite possibly the world, in a the next 3-5 years. ...

Questions China faces on AI- 17% high youth unemployment and 200 million young people in the gig economy in low wage demanding work. Chinese Communist party wants to see a stable China that can pursue industrial progress for decades like the European Union and the US. For this reason it is not going to let this level of dissatisfaction with high youth unemployment and low wage demanding work for young people to go to the next level. For this reason it will carefully make investments in AI -not the hyper investments in AI that are taking place in the US. The competition with China is going to take place on many fronts, and the industrial bloc created by the EU with India and Nordics has a 15 year plan during which it and the US are likely to far exceed anything China does at a slower rate of growth. As in the US choices will have to be made in China, investment in one area means disinvestment in other areas that have equal or more priority. Today's capital markets are in complete dysfunction in the US operated by a few banks and tech company leaders, similar to the situation prevailing in pharmaceuticals and healthcare. Investment priorities and planning are needed. It is a major error to say US cannot plan that capitalism does not have planning, because it is absolutely true that planning goes on at every level in American companies with Xerox, IBM, Oil Companies and other large companies, all having a Long Range Plan as well as planning for individual projects and investments in plants. If a good infrastructure plan, project by project, state by state, and at the local level, is not put in place this will simply not take place. If no good reindustrialization plan, project by project, state by state, and at the local level, is not put in place, this will simply not take place. In that case the competition with China would surely be lost before it had begun. Yet that is surely not the case, as every good American company has a long term plan. And this plan looks at all the potential investments the Nation can and should make in priorities and in the interests of the Nation and the People. All have to compete for resources and AI surely would not get the lions share of resources in China, or in the US, in a fair and well run market system where planning rightly takes place, because it would displace the very basic structure of a fair and well balanced economy that serves the American people, or the people of European Union and India, or the people of China. ...

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

The deteriorating business environment in China is shown in this report in the WSJ. An April 2022 survey by the EUropean Chamber of Commerce in China found 23% of companies were considering shifting current or planned investments in China to other parts of the world. This WSJ report says even before the latest covid lockdowns over one third of American companies told the American Chamber of Commerce they would reduce investment in the country due to the policy environment there. WSJ says there are serious question about the future growth of the Chinese domestic market and the stability of the overall policy environment for business. The distinct advantages of India and South East Asia are now becoming clear including growing youthful labor forces, and governments that as in India are part of the Free World democracies allied with America and the European Union says WSJ.

In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

Far more often he talks about the great Russian czars.” And the great Czars that was important to Putin, de Graaf counts 3000 statues built in Russia to these role models for Putin. In the early years says de Graaf Putin talked incessantly about the modernization of Russia, Russia joining the Modern World in the years of the Enlightenment, Russia fighting off Napoleon and under the Soviets Nazi Germans. Graaf says he talked about- “Peter the Great and European interests, of Catherine the Great and literacy and the Enlightenment. He spoke of Alexander I and Europe joining to defeat Napoleon." Deep down Putin felt in these talks 11,000 of them on the Putin site which puts up his speeches and talks over a 20 year period, which Niels Grost with his fluency in Russian has looked at. Of these 3000 talks and speeches are in this reference to the great Czars. Even before Ukraine there was a sense of hurt that considering the vast expanse that Russia occupies in Europe Russia had by restoring the old Russia by 2000 found itself in a odd predicament. As de Graaf and Swain point out the US market based economy based on GDP, the US presidents such as Bush and Obama saw Russia as a  middle power based on its exports and imports, its trade, its commerce which was the only way they could see the world. This led to a special kind of shortsightedness says this interview in the WSJ. Putin's key adviser says of Russia's goal - to be seen as a Northern European Power (from WSJ) in 2025.Putin sees Russia as looking for "respect," as a goal.  This is where US business may have got it all wrong- the authors say about China and India- and the US, seeing themselves as Empires not in today's Modern World as with imperialist ambitions, but with a historic sense of regional presence across Asia and North America with their rapid modernization. DJT's talk of Canada as a 51st state, one finds US business as accepting the idea that Canada is part of the US regional influence. And under the Monroe Doctrine of 1824 revived by no less than Teddy Roosevelt and FDR, in its cooperation form by JFK in 1960, the regional influence of the United States in the Western Hemisphere is also accepted by US business and the American public. It is this context that the authors say offer an alternative view of the Russian leader and his policies. Beatrice de Graaf and Niels Drost are the author of "Putin's Czarist Dream" At that point there is in addition to nationality, autocracy and Empire of the czars the ideas embedded in Eastern Orthodox Christianity which are different says de Graaf of Utrecht University in Netherlands, from Western Christianity. This Eastern Orthodox Christian idea is a bit different from St. Augustine's just war and discussion of what constitutes a just war, and the definition of that being given under Russian tradition by Russian Czars or leaders who Putin identifies himself with such as Peter the Great. India's Commerce and Industry Minister Piyush Goyal sets out the new Foreign Trade Policy. It moves away from giving incentives to exporters to remission of taxes and lower costs for smaller medium sized enterprises. The new export target is for goods and services exports to reach 2 trillion dollars by 2030 from $760 billion in 2023. The new policy will go into effect in April 2023. India's exports have grown 75% from $435 billion in 2015 to $760  billion in 2023. Under the new policy Indian exporters can source goods in one country and send them to a third country without touching Indian shores. Wider engagement will take place with States and Districts to promote exports at grassroots level. DGFT, Director General of Foreign Trade offices of DGFT will interact with district collectors to push exports. India's Commerce Ministry will also conduct a massive global outreach sectorally and country wise in tandem with the External Affiars Ministry  over the next 4-5 months. E commerce hubs will be established to generate $200-$400 billion in e-commerce exports. India's share of world trade is very low and needs to be pushed up to 7-10% says Commerce Secretary Sunil Barthwal. ...

The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. The fragile and conflict ridden states in Africa and in parts of Asia and Latin America will be critical parts of this mission. Yet a lot remains to be done in China and India, and the World Bank sees its role as facilitating the development of needed infrastructure in India and efforts to control pollution in China, better manage the growth of cities in both countries, and also work in the poorer parts of Europe such as Greece. World Bank president Kim sees the World Bank working with the private sector to ensure that infrastructure projects have "a transformational outcome" to help improve incomes of people struggling to join the middle class.

This may not seem much today but as the US shifts its investment, and the European Union shifts its investment, to home countries and countries in Asia and Latin America, Africa, till 2030- 2040 over two decades this will create huge opportunities for the US, Europe, India and other partners in the free world. It is a mistake to think that a better life for the people of the free world can be built on the mistaken idea that the loss of American manufacturing communities was somehow acceptable. The sudden failure of the trade policy with China after the loss of so many American manufacturing communities shows that in the long run only policies that benefit both American workers and foreign workers will work and deserve support. The return of US manufacturing and European manufacturing to US and Europe must therefore be the very foundation of our effort and with it can evolve the building of manufacturing communities in friends in the free world such as India and other Asian, Latin American and African countries.  For India this is the kind of policy that Mohandas Gandhi would have chosen because of his broad and deep knowledge of the world and how it works best, he would have seen policies that benefit American manufacturing communities needed as much as building manufacturing communities in India. The ripping up of manufacturing communities in the US and Europe and what it has done to American and European workers and families, as has happened with globalization, would have been abhorrent to Mohandas Gandhi. This is why the Indo-Pacific Economic Framework and economic alliance in Asia starts with the right principle even in its basic form, with the hard work of all and creative ideas creating the right solution for the Free World as it evolves to 2040. In the meeting in the Oval Office Biden and Modi had this to say about India US relations. Modi called it a "transformative" decade. Mr. Biden called it a "new chapter" in ties, taking on tough challenges in coronavirus vaccines for the rest of Asia outside India and China, tackling climate change, and ensuring rule of law in the Indo-Pacific region.  Biden's view- "I think that the relationship between India and the US, two of the largest democracies in the world, is destined to be stronger, closer, tighter, and I think it can benefit the whole world." A look at the US under the Biden administration shows a US that is very different from that of the US in the period of presidents since Harry Truman when he met Jawaharlal Nehru at the White House in October 1949. Biden sees the US needing renewal of its infrastructure, reviving worker incomes and families, regaining its leadership of the free world, for its role and place in the world. Throughout the period 1949 to 2020 for 70 years India was never seen as a modernizing nation of 1.2 billion people. For most of this period it lacked the good governance and speedy implementation of modernization of economy that is essential for a truly good relationship. By releasing the potential of the younger generation in a country where people under 35 years form the major part of the population, with good governance and development agenda, the Indian prime minister has changed the entire dynamics of the India US relationship. This is happening in the way China had done in its relationship with the US after 2000 by modernizing the country. India is now the country with huge potential and the country the US sees as helping it build its own role and place in the world. The sheer size of India and its population with countries around it in the east such as Bangladesh, Indonesia, Malaysia and Vietnam with shared values in south and southeast Asia bring together a population of close to 2 billion people much larger than China, to determine the direction of Asia.  This is the new chapter that president Biden has in mind, and it is also the "transformative decade" in the eyes of prime minister Modi as India finally puts behind it years of bad governance, and speeds up modernizing its economy.   ...
