This time there is less exposure for foreign investors as the Turkish lira drops because Turkish holdings were reduced. Turkey bondholdings have come down by half and holding of Turkey stocks down by 40%. The decline of the lira also reduced Turkish assets in benchmark emerging market indexes - in MSCI to 0.2%, and in JPMorgan's bond index to 1.1% from 5%. 

So far the situation in Turkey has not spread to other emerging markets such as Russia, Mexico and Brazil. With the Fed looking at raising interest rates earlier than planned, slower growth in China that takes in developing country commodity exports, emerging market assets are under some pressure. The WSJ Dollar Index was at a 15 month high on Nov. 24 and continues to be close to this.

The austerity plan that prime minister Belusconi of Italy set before parliament on August 29th was quite different to the plan he agreed to in negotiations with the European central bank. The negotiations led to support by the ECB with purchase of $30 billion of Italian bonds. Berlusconi left out a surtax on top incomes in the private sector. It also left out savings to be made at the local government level by mayors and governors. Berlusconi proposed a new pension calculation which would postpone the retirement of Italians by excluding military and university service. Also being prosposed by Berlusconi and opposed by unions is the extension of the retirement age for women. Unions say this will make it harder for Italian women to care for their grandchildren in a country without an adequate system of daycare. Slowly the whole package of austerity measures seems to be coming apart and this alarms ECB President Claude Trichet and his successor Mario Draghi.

Saudi Arabia which was seeing GDP growth of 4% a year is slowing and should see GDP growth at 2% in 2009. Overall Saudis are in much better shape than their cousins in the United Arab Emirates like Dubai and Abu Dhabi. THis is because the Saudi banking system followed conservative practices and parked its $500 billion in foreign assets in US and European government bonds. Saudis can use these funds to increase infrastructure, education and healthcare spending by an estimated 10% this year to about $150 billion. At the samt time the Saudis will have to pull back from the $600 billion of megaprojects that were planned and will have to put more government money in projects that do go ahead. There is likely to be a hold on the projects to build a number of new cities in remote parts of the country. Some like the King Abdullah Economic City planned for the Red Sea coast may get the go ahead.

The IMF report on Italy in July 2012 says Italy faces another year of recession. Debt as a percentage of GDP is expected to reach 126% in 2013. One bright spot is that Italy is expected to post a primary surplus by 2013- that is government revenues will cover promised services, excluding interest payments on oustanding bonds of $2 trillion. Because of the recession small shocks could change the outlook says the IMF, and it emphasized the importance of the changes being made to the labor market and for improving competitiveness. These changes need to be implemented early because of elections expected in spring 2013. A key concern is borrowing rates which are near 7% for Italy and Spain. The European Stability Mechanism, the rescue fund, was authorized to make purchases of Italian and Spanish bonds in the June 2012 summit. The ESM becomes operational in the summer of 2012, after the German Constitutional Court makes its ruling about it being legal and after ratification by national governments....

Something that Bernanke has studied for adecade and has spent time preparing for. He took the step yesterday to proceed with a $300 billion purchase of Treasurys by the Fed. The idea is to reduce long term borrrowing rates on consumer loans to corporate bonds that are benchmarked to Treasury bonds. By reducing the yields on Treasurys the Fed hopes to keep borrowing rates lower, now that it is clear from the jobless numbers of 500,000-600,000 a month that slack in manufacturing capacity will keep inflation down and risk deflation. The Fed will purchase Treasurys of 2 to 10 years maturity. THe Fed also increased its ceiling on purchases of mortgage backed securites guaranteed by Fannie and Freddie to $1.25 trillion from $500 billion previously laid out. So far Fed has purchased $69 billion of mortgage backed securities and committed to buying $148 billion more. It will increase the amount of Fannie and Freddie debt that it buys to $200 billion from $100 billion. So far to March 11, it has purchased $48 billion of their debt....

The Bank of Japan's Governor Haruhiko Kuroda announces a massive monetary stimulus in November 2014, with a 33% increase in asset purchases, including government bonds and also stocks and real estate funds. The move was intended to get the maximum possible impact with the Nikkei Averages up 5% and boosting global stock markets. It is designed to make an affort to achieve the target of 2% inflation in 2 years announced earlier by Governor Kuroda. Slowing consumer spending with the increase in the sales tax to 8% was expected to lower growth in GDP for fiscal 2014 ending in March to 0.5%. At the same time inflation which had reached 1.5% was decelerating to the 1% level in September 2014. Faced with this problem and confidence levels in Abenomics dropping below 50% in polls, the BOJ and the Welfare Ministry acted jointly to support the economy. BOJ move is supported by a shift in the portfolio of the Government Pension Investment Fund, which will reduce purchases of government bonds and shift to higher investment in Japanese and foreign stock markets. The Welfare Ministry said it would increase its share of assets in the $1.2 trillion Government Pension Investment Fund for Japanese and foreign stocks each by 10 percentage points. Kuroda has insisted he will act strongly to fight Japan's "deflationary mindset." The vote to take the action was 5 to 4....

The Bank of England under Governor Carney cut interest rates 0.25% from a low of 0.5%, and suggested further cuts were on the way. This follows Brexit and action by the central bank to avoid a recession. The British pound fell about 1.6% to $1.3112 against the dollar, and euro 1.770 against the euro. Government borrowing costs declined, and the 10 year bonds yield dropped to 0.639%. Economic growth in Britian for the second half 2016 will be little or none. The GDP growth forecast for 2017 is now 0.8%, down from 2.3% before the Brexit vote. Bank of England staff say their calculations show Brexit vote has "conservatively" reduced growth by 2.5 percentage points over 3 years even after the rate cuts and stimulus action of the Bank of England, which other estimates show could add 0.5% over 2 years. This brings the Brexit impact to about 3% loss in GDP over 3 years, with these reliable estimates. Months after the Brexit vote the question remains whether Brexit supporters misled British voters, leaving the Bank of England to come up with a way to prevent a recession. After the austerity cuts since 2009 and the prospect of some improvement in the economy, this is a step backwards at a time when some of the working and middle class find themselves left behind. ...

John Cochrane provides a no-nonsense assessment of what is happening in the euro-zone financial crisis. He says Americans should stop swallowing all that talk about "contagion" from Ireland. He puts it in plain language- there is no bailout of Ireland, this bailout is about bailing out of German and British banks that made risky loan to Irish banks and the Irish government. And he says that European governments if they choose to bailout German or British banks should do so frankly and openly and not by covering it up as a country bailout. If they did this he fears the governments and the German and British banks would face some serious questioning about their risky bets on Irish debt and the Irish property bubble. The German insistence that debt-holders would have to take a haircut, or losses on the face value of their bonds, has been diluted by the French inserting a provision that this would be after 2013 and on a case by case basis. Cochrane sees the vagueness of a case by case threat as the worst combination possible. He says this relies too much on the assessments of IMF and EU officials. The result would be for big financial institutions to bet on a bailout and to lobby these same officials hard. Cochrane's says the big culprit in the problem facing the euro-zone is short term debt. If Europeans won't let governments default, then they must insist on long-term financing of government debt. It is the short term debt of these countries that creates a crisis atmosphere. If investors become pessimistic about long-term debt, bond prices can go down temporarily without causing damage. The way a crisis happens is bad news develops, and governments having financed with short term debt need new money to pay off old debts. The way to handle this refinancing crisis is to have a large forced exchange of maturing short-term debt for long-term debt, and this is what occurs in "restructuring." And this kind of restructuring ocurred with the Brady plan that helped Latin American economies recover from a debt crisis in the late 1980's and early 1990's. This is the only viable solution, as it will be virtually impossible to bail out all euro-zone countries- Portugal, Spain, Italy and so on. For the US this is an eye opener to get its own financial house in order. US government debt is also tilted to short-term debt maturities, with the majority rolled over every year. and the Fed's quantitative easing will tilt this further to shorter term debt. And in the US, many states and local governments are in serious financial trouble....

Germany's parliament, the Bundestag, ratified the fiscal pact agreement of eurozone countries of December 2011 on June 29, 2012. A two thirds majority was needed to approve the pact and the rescue fund called the European Financial Stability Facility or European Stability Mechanism. To get the opposition Social Democrats support chancellor Merkel had to agree to a "growth pact" at the June 2012 EU summit, a condition made by the opposition. Facing persistent German opposition in the negotiations for short term measures to allow the rescue fund to buy Spanish and Italian bonds directly in private markets and give direct aid to Spanish and Italian banks, prime minister Monti of Italy and prime minister Rajoy of Spain as a last resort told chancellor Merkel they would block the EU growth measures. It is at that point that Merkel made the concessions to allow direct aid by the rescue fund. Blocking the growth measures would have blocked the approval of the fiscal pact which Merkel had negotiated in December 2011, as the opposition Social Democrats would then withdraw their support. It is this manouevre that finally achieved a breakthrough in the marathon 14 hour negotations between Mario Monti and Angela Merkel, which Monti described as "hard and tense" but "worth it." ...

In a complete reversal of the situation in 2012 when Spain's and Italy's bond yields reached about 8%, Spain's 10 year government bond yields declined to 2.579% on June 8, 2014, according to Tradeweb. The ECB's efforts to fight deflation by injecting money into the financial system in 2014, and investor search for higher yields, is driving up the price of Spain's bonds and reducing yields below that of U.S. Treasurys for the first time. In this interview with Alessandra Galloni of the WSJ following the June 28, 2012 European summit, Monti says Italian spreads with German bonds would be 1200 or something if the Berlusconi government were still in power. Monti later called Berlusconi to say he regretted the extrapolations on spreads mentioned in the intervew that could be seen as banal or abstract. This is taking the phrase out of the context as the comment was made in the context of a question by Galloni asking why Italian spreads were so high even after the actions taken by Monti to improve competitiveness including labor reforms. Monti's answer was that this was because markets are sensing that eurozone governance is weak, that though France has done less reform its spreads are low because people think Germany would never let France go. Monti makes the statement here that the agreement of Europe's political leaders that they would do whatever is necessary to save the euro after the eurozone June 2012 summit, including stabilizing the markets through EFSF/ESM instrument, gives the ECB the political and moral justification to engage in buying Italian and Spanish bonds to stabiize yields at acceptable levels. He just hopes the ECB does not wait till the night before the catastrophe (disintegration of the euro) before it acts, and does this slightly before that time. And his words to Merkel and Germany about the need for ECB interventions to stabilize yields are clearly stated- Merkel risks facing an Italian parliament that rejects Europe and the euro and is not a friend of Germany if the action is not taken.Throughout Monti remains committed to the idea of a economic and monetary union of Europe. To give up on the euro is to give up not just a currency but a civic culture. It is the most forceful statement of any European leader during the eurozone crisis....

Reagan adminstration Budget director, David Stockman, faults the Republicans for not controlling runaway spending, and for tax cuts when the deficit was already growing to unmanageable proportions. The Republican party he says, has not acted responsibly by opposing tax increases for the nation's richest taxpayers of three percentage points. He adds in the municipal bonds and the $7 trillion of new deficits, and says with this the total debt reaches $18 trillion by 2015, a Greece style 120% of gross domestic product, which calls for much needed austerity.

Jeff Sommer talks to Harvey Markovitz, considered the founder of portfolio theory, on share prices and the stock market. Markovitz says portfolio selection are the two most important words he wrote and the ones to remember. Building a diversified portfolio is the most important thing in investing. Markovitz says investors should forget about individual stocks and their oscillations, and buy low cost index stock and bond funds. Allocating these in a way that depends on the volatility and risk that the particular investor feels comfortable with. Rebalance the portfolio as needed periodically, and change allocations. Other than that do other hobbies, things that give you a greater sense of reward. Markovitz was deeply influenced by Hume's ideas of skepticism and the thought that one was never sure about the probability of an event occuring even if it had ocurred before.

Simon Johnson, former chief economist at the IMF, and Peter Boone of the London School of Economics, compare the trip made by Jean-Claude Trichet of the European Central Bank and Dominique Strauss-Kahn of the IMF to Berlin to meet Chancellor Angela Merkel and the German Parliament around April 29, 2010, to the trip Treasury Secretary Paulson made to the American Congress in September 2008. The seriousness is of that magnitude. The crisis is that big when you consider that it affects a number of eurozone countries, and the design of the euro currrency system in which Trichet and Strauss-Kahn were involved from the French side has some serious flaws in that it allows boom zone countries to overborrow and overspend. There is no way to resolve the situation through currency devaluations and other measures. Ultimately the cost will be similiar in the range of $1 trillion, say Johnson and Boone. The money would have to come from the G-20, and the IMF would have to represent the G-20 in negotiations with the ECB, the EU and Germany. The euro would have to be devalued and its value go back to $1 which is close to where it started. Eurozone bonds would have to be sold to finance the recovery, and countries that buy these bonds would then hold a proportional asset at the ECB. Johnson says Strauss-Kahn does not have what it takes to make the tough actions happen. His aspirations to run for President in France create a conflict of interest. A replacement is suggested in the Governor of the Bank of Canada, Mark Carney....

The potential default of Shanghai Chaori Solar Energy Science and Technology Company on a 2012 bond of one billion renminbi, as the company says it cannot make a payment of 89.9 million renminbi or $14.6 million. China's corporate bond market is now the third largest in the world after the U.S. and Japan, according to BIS. The Asian Development Bank figures are total corporate bonds outstanding of 500 billion renminbi in 2005 growing to 8.5 trillion renminbi in 2013 (or about $1.4 trillion).

With government bond yields at 12% in Jan 2012 Portugal is unlikely to be able to return to bond markets in 2013, even if fiscal targets are met, according to analysts. The S&P downdgrade of Portugal's debt to junk rating has worsened prospects. Portugal's economy is expected to contract 5.8% in 2012 and 3.7% in 2013, according to Citibank. Portugal has to repay 9 billion euros in debt due in Sept. 2013.

Issues raised by the huge mismatch between revenues and investment for AI. $400 billion estimated investment by 5 Tech firms in 2025 alone with revenue of about $40 billion and huge uncertainty about when AI will produce returns. Articles seen this week of November 17 in the WSJ and NYT on this issue, podcasts, discussions in other media outlets. Could this lead to a dot com bubble type economic crisis? Could that lead to a recession? Alongside these articles another article in the WSJ on Nov 17 shows the benefits small firms get by using AI, benefits which are on the fringes of their business, not essential but with some experimenting firm owners/managers able to tweak AI information for use in business. Nothing significant which firms will pay much money for. The uncertainty is a major factor. Should geopolitics trump all these concerns? Is the competition with China require this scale of investment, and is China following a more utilitarian approach as reported in a WSJ article this month, of investing in AI in a utilitarian way targeting its use in improving manufacturing, improving infrastructure, and not wildly throwing money at experimental uses that are unlikely to yield much result. In geopolitical sense would the country that not only promoted AI but used it efficiently and cost effectively, used it in ways that promote the overall public good, get the WIN. In short it behooves everyone of us to ask hard questions of AI, to dehype the hype, to look for the public good that comes out of this from it's efficient use. To ask the tough questions when $400 billion generates only $40 billion in 2025 and the $3 trillion planned investment over 5 years is half unfunded, is it going to crowd out energy needs for homes and business, push renewable energy targets back, crowd out essential investments in the crumbling aging infrastructure of the US and Europe, crowd out essential investments in education, healthcare, pharmaceuticals, and manufacturing, that hold better promise for our People. Will it also put retirees at risk when corporate bonds from retirees money fund the unfunded portion of AI? This means making the political dimension not about migration, settling the illegal migration issue that was meant to be settled a long time back, or about cultural issues that have little day to day impact on our lives which are about groceries, childcare, housing that are non ideological. Making the political dimension not about remote countries that one knows little about except when it affects public safety and health as with fentanyl. Capital allocation decisions to the vital needs of America can then be free of politically induced error, so that it can be subjected to the test of how best it serves the public interest and the people of the Nation. ...

Liu He, the author of the 2013 DRC report on recommended changes to China's banking and financial system, is now the director of the Communist party's top financial policy committee and senior advisor to president Jinping. Changes he is pushing for relate to increasing focus on credit risk for China's banks, promoting competiion between banks, a mechanism for letting banks fail, and a deposit insurance program to protect the public against failing banks. To open up the sector dominated by state owned banks, opening private banks would be encouraged. Local governments would be allowed to issue bonds in an effort to reduce their dependence on land sales and opaque off-market borrowing. The urgency of this agenda comes from the realization in top Chinese policy circles and the Jinping-Keqiang administration of the risks to the banking sysem from the lack of attention to credit risks in bank lending.

Jurgen Kroger, is the chief negotiator for the European Commission, and Poul Thomsen, heads the IMF negotiating team, for the 78 billion euros in loans extended to Portugal under a bailout agreement. Kroger offered his views on the agreement in Lisbon. Kroger said he was convinced that the program gives Portugal the means to boost growth and jobs, as it builds a sustainable and competitive economy. Two thirds of the loans come from the EU at an interest rate that is yet to be set. The yield on Portugal's 10 year bonds keeps rising and is now at 10.20%. The IMF will provide one third of the funds. The IMF's Thomsen said the issue of interest rates was addressed by arranging for two thirds of the loan package money coming in the first of the three years of the program. What this does is to take Portugal out of the markets for medium and long term debt for a "little over two years" he said and gives Portugal the "breathing space" it needs to restore credibility before going to the financial markets. The fear expressed by analysts is that the tough austerity measures in the programs of the EU and IMF can cause the economies of these countries to worsen, making it even harder to repay the much larger debts when the loan package money is added to the original debt. The IMF and the EU negotiators had to create a credible program for recovery in the light of these facts. Already Portugal's finance minister is predicting a contraction in the Portuguese economy of 2% in 2011, and 2% in 2012. The negotiators appear to have taken this into account in setting interest rates. Portugal will pay the IMF an interest rate of 3.25% for the first 3 years, with the rate going to 4.25 in the fourth year. By comparison Greece's loans are for seven years with an average interest rate of 4.2%. Ireland's seven year loans carry an interest rate of 5.8%, which it is working to renegotiate. To give Portugal more breathing space the terms of the loans set a slower reduction in the budget deficit than originally planned. Portugal gets to cut its budget deficit to 5.9% of GDP in 2011, and 4.5% of GDP in 2012. The 3% target is set for 2013, one year later. Economists such as Carl Weinberg of High Frequency Economics, say the loan package will only increase Portugal's debt and lead to a larger default later on when the debt amount owed is larger. The debt restructuring solution is being actively debated in the EU, including the risks that European banks would take large hits. Negotiators are also mindful of keeping any negative impact on Spain as low as possible. As Portugal's financing costs have risen, Spain's have risen also. Spain offered higher rates to sell 3.4 billion euros of five year bonds on May 5, with the average yield on Spain's bond sale rising to 4.55%, up from 4.39% on March 3. ...

With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. We just want to show that it is in the American tradition of democratic government, that an obscure Senator from Missouri initiated such an effort called the Truman Committee when he addressed the Senate on Feb 10, 1941. The US Senate describes this Special committee to Investigate the National Defense Program. As the US prepared to enter World War II in Feb. 1941 an obscure Senator from Missouri rose up in the Senate to call for oversight over the $10.1 billion Roosevelt had got approval from the US Congress to spend on war efforts. The oversight was to fight overspending, waste and fraud in spending the huge amounts dedicated to the war effort. The result was the Truman Committee in the US Senate with as chairman of the committee Harry Truman 1941-1944, James Mead 1944-46, Harley Kilgore 1946-47, Ralph Brewster a Republican from Maine in 1947-48. These were the years when the US spent on the war effort- $330 billion in 1945 dollars, $4 trillion in 2024 dollars $212 in US government borrowings, $136 billion in war bonds With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. ...

German chancellor Angela Merkel arrived for a meeting of eurozone leaders in Brussels on October 23, 2011. She said: "I believe that now we have reached a more realistic view of the situation in Greece and that we will provide the necessary means to be able to protect the euro." Germany has insisted that bondholders take writeoffs of between 50-60% of Greek debt so that Greece would have sustainable debt. A review of Greece's debt by the European Commission in coordination with the ECB and the IMF shows that Greece's debt situation is totally unsustainable and will require a bondholder writeoff of around 60%. according to that report a 60% writeoff for bondholders would be required to bring Greece's debt below 110 percent of GDP by 2020. This has supported the German "realistic" view and Jean-Claude Juncker of Luxembourg, who heads the euro group of finance ministers stated that "we agreed yesterday (Friday, Oct. 21) that we have to have a significant increase in the banks' contribution." France also backed away from the plan it was supporting for the European Financial Stability Facility (the fund established to lend to troubled countries) to borrow from the European Central Bank, something Germany opposes. French finance minister Francois Baroin, said the issue was "not a definitive point of discussion for us,... what matters is what works." The Dutch support the Germans on these issues and Dutch finance minister, Jan Kees de Jager, said the use of the European central bank was "no longer an option." Options being considered are for the European Financial Stability Facility to offer insurance against a portion of losses on Italian and Spanish bonds....
