European Justice ministers meeting in Luxembourg approved the measures which require airlines that land or take off from European airports to join the emissions trading system starting Jan1 2012. Sluggish sales of GM cars in mature markets like Germany and in markets with exacerbated credit crunch like Spain lead to decliing sales for GM's Opel brand in Western Europe. GM announced that sales in western Europe declined by 11% during the first three quarters of the year. The Opel brand is the higher margin brand for GM and is prominent in western Europe. Its Chevy brand is prominent in Eastern Europe and these sales increased by 43%. In Russia the mood is uncertain as September sales for Chevy declined by 2% and Ford's sales slipped 13%. GM's shares dropped 19% on Thursday October 9 to $5.57.

Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

With a 6% decline in sales in Europe expected for 2012, the problems at GM's Opel operations are expected to worsen. GM's sales in Europe declined by 2% in 2011. Critics say GM has not give enough attention to Opel's operations. Giving it only an afterthought after being overwhelmed by problems in the U.S. operations, and mostly using the design expertise of its engineering center in Russelheim, near Frankfurt. The Buick Regal is based on the Opel Insignia and the work of Opel engineers. Ferdinand Duddenhoffer, professor at the University of Duisburg-Essen, Germany, says GM has neglected Opel and is not making good use of the manufacturing capacity at Opel. The problem, he says is production management and being able to shift quickly to different models based on demand, and using Opel as part of a global factory network. The repeated restructurings at Opel for 15 years have left this problem unresolved. In his view GM is still in the Middle Ages in this respect.
