Japan is the most dependent on Saudi oil and it is playing a constructive role to reduce tensions between Iran and the U.S. Mr. Macron of France is playing a role because the EUropean Union also imports oil and wants to prevent the Iran nuclear deal from being ditched or at least for it to be renegotiated.

In the current situation France- with Germany sharing a border with Russia and a difficult history- it is France that is responding to the challenges of NATO and Eastern European states. In 1966 De Gaulle took France out of NATO. In 2007 Nicholas Sarkozy brought France back into NATO and integrated with the armed forces command structures of NATO once again, yet keeping its nuclear deterrent separate from NATO. In 2024 it is Macron who is responding to the Russian advances in the war in Ukraine saying France and NATO will "support Ukraine for as long and as intensively as needed." This means the EU and Western Europe will build the capability and prepare for situations to defend Eastern Europe on their own. There is also unanimity between Scholz, Macron, Meloni, Sanchez on this issue for Germany, France, Italy and Spain, the original founders of EU.

Germany's SPD Deputy Chancellor says in Kiev on August 25, 2025 after the abortive effort by DJT in Alaska for peace talks that improved Russia -US relations as two leading world nuclear powers but did not have the basics in place for Ukraine- Russia direct talks, with Putin asking for territory in the east. "In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...

U.S. president Trump delivers a forceful speech at the UN General Assembly. He says the U.S. would take strong action against North Korea, and called both Iran and North Korea "rogue nations." President Bush first used the language of "rogue nations" for North Korea and Iran in a speech at West Point Military Academy in June 2002. In that speech Bush also said he reserved the right for pre-emptive action. This was followed by the invasion of Iraq. Trump also said the U.S. was "prepared to take further action" on Venezuela. French president Macron offered his own view, that the door for dialogue was open with North Korea. Out of a world population of 8 billion, the population of the Middle East and the Gulf region is about 400 million, or just 5% of the population with 90% of the wars since the 1970's. Keeping this region denuclearized is of fundamental interest to the major population centers in north and south America, Europe including Russia as western civilization, and India and China which have embraced western civilization and it's scientific revolutions. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

It should be remembered as NHK points out that Mr. Obama never visited the Main Building of the Hiroshima Museum and only spent a little time in the East Building. It is the Main Building that Prime Minister Kishida- who represents Hiroshima City in parliament - wants Biden, Scholz and other G7 leaders to see. It is only in the Main Building that leaders can see the graphic images of the devastation of the atomic bomb dropped by the plane Enola Gay on Hiroshima.  A suggestion is for NHK to give a private broadcast to G7 leaders of the documentary already shown in Asia on NHK television last week.  Having seen it one can say that it in no way affects the use of nuclear deterrance. A suggestion for the Hiroshima Museum authority is for it to also show the devastation of Japanese bombing in Asia from World War II that  may have created the insular feeling in American public about the dropping of the bomb and only thinking it could have come sooner to save lives for the Allies, itself creating conflicting feelings and affecting mental health. A recent exhibition in Barcelona showed the Nazi bombing of Republican parts of Spain leading to millions of refugees crossing over to Europe. Similar situation happened in China and the images may have created America's insular feeling about the bomb dropped on Hiroshima. It is in everyone's interest to know, to comprehend the devastation in all places, the conflicting narratives that were told, and for people as spiritual values teach us to develop the virtuous conduct, the concentration and the wisdom that both the Bible and the Buddhist suttas teach Americans, Europeans and Asians. Something that was lost in the 18th, 19th and 20th centuries.    ...

The nuclear deal reached in the 2013 Geneva negotiations between Iran and the EU, U.S., Russia, France, Germany, UK and China, a diplomatic bloc named the P5+1. Iran gets sanctions relief that would bring in an additional $6-7 billion dollars. In return Iran agrees to increased International Atomic Energy Agency inspections of the heavy water reactor in Arak, to not start the facility or lead it with nuclear fuel. Earlier France had pushed for a complete dismantling of that reactor. Iran will cap its uranium enrichment to levels needed only for fuel in a reactor, of 3.5%-5%, and maintain its total low enriched nuclear fuel at the current level of about 6 tons for the six month period in which further negotiations will take place. As the EU representative put it, this provides the time and space to reach a serious deal. It does not ship out and destroy the estimated 19,000 centrifuge machines in Iran to produce nuclear fuel. A sticking point was Iran's insistence that it has a right to develop and use nuclear energy for peaceful purposes, which Iran says is part of the UN Nuclear Nonproliferation Treaty....

This WSJ editorial is critical of Donald Trump's statements that it is fine if South Korea and Japan develop nuclear weapons, as this only sets up a nuclear arms race with China, and would upset the peace in East Asia that was maintained for decades with the American nuclear umbrella for both nations. It also points to Mr Trump's singular lack of the facts that Japan pays $2 billion and South Korea $900 million for the U.S. to station the modest level of troops and bases it has in the two countries. Mr. Trump's lack of grasp of the larger issues and lack of knowledge of facts is a problem in the campaign, but never so greatly as it is in issues relating to nuclear weapons and proliferation.

Sanger and Gordon point to critical elements of the nuclear deal that were needed but will now be missing. Iranian negotiators now say they will not ship atomic fuel out of the country. For the agreement to be serious and credible about Iran's peaceful intentions for the use of nuclear energy, it was important that the atomic fuel be shipped to Russia, where it would be converted into specialized fuel rods for the Bushehr nuclear power plant. If Iran at some point decided to opt out of the agreement the use of this atomic fuel for peaceful purposes cannot be assured.

Bret Stephens in the NYT points out that the Iran Nuclear Deal did not have the support it needed to become a lasting agreement. He cites a Pew poll at the time of the deal showing 21% supporting it and 49% not supporting it. It lacked the two thirds support needed in Congress for a treaty to be passed. It was a J.C.P.O.A. or Joint Comprehensive Plan of Action not an Executive Agreement or a Treaty, says Stephens. France initially called for stronger safeguards so that the Agreement would limit the development of nuclear weapons. Only later did France and the EU come into acceptance of the deal.  Stephens points out the efforts to renegotiate the deal coming from the EU, and cites this as showing that a better deal could have been negotiated. Since the deal the conflicts in the Middle East have continued to grow, so that the constructive developments of advancing Iran's economic development and reducing the role of military conflicts were not addressed, say experts skeptical of the deal. ...

The agreement provides for separating the civilian and military nuclear programs. Under the agreement 14 of India's 22 nuclear plants would be classified as as for civilian use and made subject to inspections. This establishes the framework for developing nuclear energy in India with U.S. help to meet India's pressing energy needs. Bush said it was important not to get stuck in the past- "I'm trying to think differently, not to stay stuck in the past, and recognize that by thinking differently, particularly on nuclear power, we can achieve some important objectives." Bush emphasized this in a joint news conference with Indian premier Manmohan Singh- "What this agreement says is, things change, times change, that leadership can make a difference." The Bush administration is working to establish greater cooperation with India and Japan in the Asian region....

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Both presidents Biden in 2024 and Carter in 1980 faced high inflation that reduced their popularity, under Biden over 9% and under Carter 13%. Cost of living became a major issue as wage increases did not keep pace with inflation. WSJ attributes the inflation under Carter to policies of Richard Nixon and failure of the Fed under Miller and Volcker to control inflation. It attributes the inflation under Biden to Covid spending and on top of that the Spending under the Inflation Reduction Act and other bills passed to rebuild infrastructure. Biden and Fed's Powell did bring inflation down in 2024, and it had also to do with supply bottlenecks, opportunistic behaviour by retailers in 2022-2023.  A significant weakness for Biden was the Border and failure to act quickly under Homeland Security head Alejandro Mayorkas, against whom the Republicans started impeachment proceedings. Added to this was the continued flow of fentanyl destroying American lives. Another weakness was the unease of parents with policies on transgender. On foreign policy the Obama policy of funding Iran under the nuclear negotiated agreement increased risks for Israel and emboldened Iran. ...

Michael Gordon of the NYT points out that the nuclear deal with Iran reached in Geneva on Nov. 23, 2013, is largely a holding action and a way to put some constraints on the nuclear program till Iran and the U.S. can work out some major differences. The Obama administration looks to be willing to concede Iran's rights to enrich uranium- it is the strict limits that are needed that are the points of negotiation. The agreement is given in the 4 page document- the Joint Plan of Action which leaves most of the core sanctions in place and lets Iran keep most of its nuclear infrastructure.

Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.

US president DJT meets with Rutte of the Netherlands Jan 21, 2026. He says he has come up with a framework for US acquisition of Greenland, rights title, and ownership of the island for US security and world security. He called for immediate negotiations with the goal of US acquisition of the island of Greenland.  The political situation is evolving in this way. Germany is key in the developments for the US to acquire Greenland. Britain is standing it out with the Nordic countries as Starmer has shifted to the side of Sweden and Denmark with little to gain for the Labor government which is facing local elections and popularity of Reform UK Party. In this situation Italy and Germany have taken a posture of not making any statements. Germany facing Russian intervention in Ukrain on the east needs the US for joint security at a critical juncture when Russia and the US have agreed to respect each others area of influence. Italy is run by a northern Italy party leaning to the anti-immigration stance taken by DJT in the US. It makes little difference to Netherlands, Germany/Austria/Switzerland and Italy who controls Greenland and in the context of Russian advances and nuclear weapons technology would prefer US move to acquire Greenland and rapidly build up defenses in Greenland with large investments. To not disturb the alliance's northern countries (Britain and Nordics) Germany has taken a back seat to the rhetoric yet will be in the deciding role because of its stable government, support from all parts of the political spectrum for US control of Greenland except for the coalition junior partner the SPD. The SPD Defense Minister Pistorius may form parts of the SPD that see US owning the island as positive in the bolstering of its defense capabilities with th $1 trillion outlay in the budgeted investments. Starmer may have misread DJT and US support as the US president can make a very good case for US owning Greenland and getting Denmark to accept the offer of Harry Truman of $100 million made in 1947, updated for what that sum is today which is $1.5 billion. As DJT pointed out Macron has no longevity for his government in France, and cannot speak for that country. As Treasury Secretary Bessent who along with Rubio is part of the team that will work with the president says, Denmark is irrelevant to the issues US faces for US and world security. It is a small country, Denmark, with a population of 6 million most of it in the area near Copenhagen. Houston or Dallas has a much larger population. For Denmark to decide on momentous issues of US security for the entire eastern seaboard or world security, with ownership essential for the US,  when climate has made the Arctic important, is something the US does not accept.   ...

U.S. protests the incident and this is discussed at a NATO-Russia Council meeting to avoid accidental flareup of tensions. Russia sees higher U.S. military presence near its borders as a threat. Russian response is to upgrade its nuclear submarine fleet and operate in the Baltic Sea, North Sea, Atlantic and Mediterranean. Russian intervention in Ukraine led to increased U.S. presence to protect the Baltic Republics and Poland, members of the NATO alliance. The U.S. and NATO is conducting Operation Atlantic Resolve to deter any Russian action. Chancellor Merkel called for a "persistent NATO presence in the Baltic States" during the Ukraine war in 2014, in a visit to Latvia. Germany led an early version of a Rapid Response Force of 5000 troops deployable in 48 hours setup in 2015.

This WSJ editorial sees the New START treaty with Russia as a footnote to the Cold War years, which does not confront the real world of today with nuclear proliferation to Iran, N. Korea and other states. It says this dangerous world requires not the largely irrelevant efforts of New Start, but more serious antiproliferation strategies and efforts. There is deep distrust of the Japanese government on the safety of nuclear reactors and a sense that the regulatory system has failed. In the most recent development, Osaka's mayor Toru Hashimoto, is withholding local approval for starting up 2 nuclear reactors at the Ohi plant, near Osaka. The 2 reactors passed simulated stress tests and were expected to be up and running, but public mistrust of the tests led to Hashimoto holding back on approval. Hashimoto was able to do this because Osaka is the largest shareholder in Kansai Electric Power. Hashimoto says he not against nuclear power, but against the top down regulatory system which works closley with power plant companies to protect their interests, with very little transparency on decisions and methods.

Understated and underestimated Merz is different from the career politician chancellors of the past. Within 5 months DJT has acted on tariffs and a level playing field in world trade and on a new budget with priorities for defense and tax cuts. Merz has in 2 months removed the constitutional debt brake of Merkel, corrected policy errors on illegal migration, passed 5% of GDP on defense and gained approval of added borrowing for 129 billion dollars in 2030, 4 times the 33 billion in 2024 to invest in modernization of Germany's failing infrastructure. Together Merz and DJT have stood up for the principle of no nuclear weapons in Iran, and the refocus of South and Southwest Asia on economic development from tragic and senseless wars. ...

Elbridge Colby memo led to slowing of US shipments to Ukraine in July 2025 just as Russia expanded its drone and missile attacks on Ukraine. Leading DJT to resume all shipments and override Colby as he supported shipment of Patriot systems to  Ukraine, with Germany willing to pay for the cost. Who is Colby? Colby 45 years, was made undersecretary of defense for policy in DJT second term. He is the grandson of a former CIA director, attended school in Japan where his father was working at an investment bank, and later at Yale Law School. Colby's view is for the US to focus on Asia, specifically on China and the defense of Taiwan, the Philippines and Japan. He does not favor Ukraine in NATO, sees Russia as a potential partner, and is a Republican who opposed the war in Iraq as a monumental waste of American resources. Some of his views are controversial such as focus only on China when US faces other threats around the world. Colby opposed an attack on Iran and even argued that US could manage a nuclear armed Iran which he has now retracted. ...
