It was a Labour government in 2005 that inroduced the rule that allowed a migrant who remained inthe UK for 5 years to be able to apply for leave to remain and to have path to citizenship. It is now 20 years since then and this has done  a great deal of damage in the UK as it faces divisions in society that affect the plans to improve lives of the people and invest in building infrastructure. European Commission of Humnan Rights also drafted these rights in wanton fashion not accepting the rights of any people in any nation to live in their own neighborhoods without what are called asylum hotels and migrants. Denmark had such laws before 2015. Denmark changed these laws, and the UK finally is set to change these laws that hurt growth and investment in Britain with unnecessary distraction from the task of building infrastructure and investing in public services from migrants illegally entering the country. Under the new rules in Denmark temporary residenc epermits are granted only for 1-2 years at a time, no permanent visas are granted. To gain permanent status one has to have full time job for several years and speak fluent Danish. Shabana Mahmood, the new UK head of the Home Ministry says-  “Denmark shows us how to be firm but fair: removing the incentives that draw illegal migrants to their borders while providing refuge to those in genuine need. “That is why we will follow the Danish model to restore order and control to our borders.” Mahmood's position is supported by Green and Labour voters is shown More in Common polling. This is important for Labour to succeed. She says about illegal migrants and the strain on public services- “The levels of illegal migration are putting immense strain on our country, and our public services – creating division within communities across the country. “Illegal migration is undermining the contract between government and its citizens – eroding support for the asylum system entirely.” ...

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. Today because these essential needs in infrastructure and for manufacturing and technology were starved for so long of capital the productivity of capital in these areas is high and will have ripple effects to help rebuild America.

OPLAN is the German defense plan draft by Lt. Gen. Andre Bodeman which was started after chancellor Schulz's Zeitenwende "epochal change" speech in 2022. After that speech Schulz created a plan for $100 billion euros for defense of Germany.The intent is to prepare to defend Europe in case of clash with Russia. It goes back to a different era the Cold War of the 1960's. To improve infrastructure Gemany now plans to spend 166 billion euros, of which 100 billion euros go to railways, to update essential infrastructure. The new Merz of CDU government with SPD's Pistorius as Defense Minister is a relatively strong coalition government which plans to spend 500 billion euros for defense and upgrade the Bundeswehr for military readiness.

To get an idea of Indian potential growth rate one can see the potential of states like Bihar and Maharashtra. Bihar state in India is where the potential for economic development is huge and growth rate of 22% for 2025-2026. Imagine a state with 130 million people in India with about 17% urbanization compared to 37% for India. Most of the development concentrated in the capital city of Patna. WSJ's Greg Ip points out the realities on the ground for housing inflation- Austin 11% higher prices for housing 2020-2024, for NYC 20%, supply up 17% in Austin NYC only 3%. Austin avoided rent control route in elections even when prices were up 23% in 1 year, rent control freeze is not allowed in Texas. Prices eventually dropped as supply increased. This is a warning sign for NYC primary winner Mamdani's rent freeze and rent control in NYC. This is not to say that landlords have to get their act together and fix homes, and moderate pricing. It is to say that the supply of housing matters and adding supply to housing as the British Labor government is doing in Britain under a socialist/private enterprise oriented government matters. For this to happen a comprehensive policy is needed cutting time to build reducing permit times, and incentivising builders, as well as cutting costs, and building affordable housing. It is a reflection of the degree of desperation that New Yorkers- created by the same educated and the professional workers among them, the rich and the elites- that the vast number of young college educated people are now pushing free buses, rent freeze, and city run grocery stores. And so little discussion is taking place on the comprehensive plan to increase supply of housing and building the new infrastructure in a city where roads and pavements, whole neighborhood infrastructures are crumbling as in Brooklyn. Better cycling infrastructure, well defined cycle paths away from other traffic, well lit paths, helps women get safer transportation and improves fitness. Infrastructure for cycling is especially important for women says Kate Jelly in The Guardian. A 2019 SusTrans bike life survey shows only 6% of British women bike regularly compared to 21% of women. The figure for women cycling regularly is 55% in Netherlands and in Copenhagen. It is much higher than UK for women in Paris and Lisbon after new cycling infrastructure has been placed in the two cities.

Similar issues exist in other cities around the world, in India and other countries where cycling was once a major form of transportation but has dwindled with the emergence of other forms of motor bikes and heavy traffic in cities, and the lack of cycling infrastructure.

This report looks at work in Uganda building infrastructure projects and exploring for oil near Lake Albert. Chinese state owned banks provide access to financing for projects and other infrastructure companies build projects using about 60% of labour from China, on low interest rates but with payment over shorter periods than with World Bank projects. The U.S. lags far behind in investing in African infrastructure which badly needs modernization. 

The drawback of debt load is being balanced by exploring for oil in Uganda and keeping the debt load manageable. CNOOC is exploring for oil near Lake Albert. Uganda received $1.4 billion from 200 to 2014, in 2015 another $1.9 billion for 2 dams, and now $2.2 billion loan for new railways.

An exceptional account by Melissa Eddy of how Germans are reacting to the German government's underinvestment in childcare centers. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. Five years ago under reforms of parental support the 3 years of help to mothers was reduced to 1 year, resulting in an increase in the numbers of women working from 32% in 2002 to 40% by 2011, according to the Ministry of Family Affairs, Senior Citizens, Women and Youth....

Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). Bill Clinton, a former president, is no longer a popular figure in the Democratic Party in 2025. A new generation of leaders in the Democrats seek to put Clinton in the past. Clinton's main achievement are the peace accords in Ireland and in the Balkans with Serbia and Croatia, Bosnia. In domestic policy Clinton did little to anticipate the problems of getting health insurance for all, outshoring, and increasing jobs and wages for factory workers. He was involved in the scandal with an intern that led to efforts to impeach him and resulted in much of the second term being wasted in the process. It was under his successor Bush that the egregious provision that removed the power of Medicare to negotiate prices of drugs with manufacturers was passed. Bush was pushed into the war in the Middle East after 9/11 attacks by Middle East terrorists and havens in Afghanistan, that led to a two decades war in Afghanistan. Withdrawal happened under DJT and Biden consuming resources and time leading to the affordability crisis, outshoring of jobs and lower wages for factory workers. No one talks now about Clinton, Bush, Obama, because of these wars and the loss of America's leadership in manufacturing, squandered resources of attention, time and money that would have created new infrastructure and health insurance for all, inshoring. ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. Thurau writes about the travails of DB, the sudden announcements that the train is headed in another direction, having to get off and catch a regional train. On the return trip the train making a stop when sheep cause rail delays on the rail line further up, the train canceled an having to take aintercity regional express to Berlin. The employees struggle too as the conductor on the return trip offers vouchers from DB to passengers and his apologies. Many DB employees having to deal with customer complaints are planning to leave.  Next trip Jens plans to drive to Fohr.  DB has suffered for years with lack of investment on the 2800 mile rail network. Thanks to chancellor Merkel who never gave priority to such investment and who Jens says called the internet "uncharted territory" in 2013, the digital part of the German economy and DB, along with infrastructure has also suffered. The Scholz coalition promised but failed to deliver on infrastructure with opposition from FDP finance minister Lindner. Only in 2025 has the new coalition of Merz with SDP has the constitutional provision limiting infrastructure spending of Merkel been removed, and DB put on the way to modernizing German rail connections starting with the Berlin Hamburg line. ...

WSJ's Christopher Mims shows the failure of tech startups in low margin industries in which the startups added little real innovation. What he does not say is that these so called "tech startups" have caused a massive capital misallocation and poor productivity of capital for trillions of dollars of American savings. It has also caused "crowding out" of essential government investments in infrastructure and manufacturing in the US. In food delivery, used car delivery, online streaming and a whole range of business startups sales are falling as consumers hit by high inflation are budgeting carefully for all expenses. WSJ points out that the wealthiest 400 billionaire families in America pay only 8.2% in taxes on federal individual income taxes between 2010 and 2018, not the 3% it says president Biden has said. The average income tax rate in 2020 was about 14% says the WSJ. For higher incomes it was about 25%. California has experienced 2 seven year droughts in the 20's and the 40's.
