On April 21, 2022, US president Biden talks to Americans in a live television address and says US will send an additional $800 million in military assistance to Ukraine. And an additional $500 million in economic assistance that takes the total economic assistance to $1 billion. He asks Congress to approve additional requests so that an uninterrupted flow of aid to Ukraine can be maintained to deter Russian aggression. He also opens up a path for direct entry into the US for some of the 5 million Ukrainian refugees. He calls attention to the 5 million refugees and to the millions of displaced children. He says about two thirds of the children in Ukraine are displaced by the war which he found to be shocking.

Biden said "you've got to admit- be amazed at the courage of the country, and of the young men and the young women."

In a very real sense US and NATO Europe has failed by blanket applying the principle of national sovereignty without recognizing that there are general rules that have to make room for some exceptions or nuances in cultural and historic linkages as in the case of Ukraine's most eastern regions along Russia's borders. Only about 30% of American public in Pew Research poll sees Russian war in Ukraine as a threat to the US, among Republicans it is only 19%. Remember this is during the third year of the war with staggering losses on both sides when prolonging the war makes no sense.  If the American public were properly informed by the media that Zelensky's popularity has dropped to 16%.  That the eastern regions of Ukraine near the border speak Russian and share a common culture, and had voted for Russia oriented parties before the war began -not in 2021 but in 2013 with the Maidan movement in Lviv near Poland leading to the whole of Ukraine except parts of the east nearest to Russia moving towards the west- it might look at the larger picture and seek a settlement which accepts Russian commitments to peace with these regions as part of Russian Federation. The staggering losses on both sides cannot justify the conflict and it is not in the America's, India's, China's, or Europe's interest to damage the Russian economy or further damage Ukrainian infrastructure in a war that changes little in the winter of 2024-2025.  ...

Russia is raising taxes on the rich, high earners and companies to keep military spending at levels not seen since the height of the Cold War of 6% of GDP. This is part of effort to keep the economy growing and standards of living stable as it pursues a long term policy of trying to push its borders further to the west in the Ukraine region and confront what it sees as unwarranted NATO expansion to its borders. Russia also with China's support is conducting its policy to show that it is undeterred by Sweden and Finland joining NATO or the early setbacks in its Ukraine war effort. The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. At the G-7 meetings in Alberta, Canada DJT said the 2014 exclusion of Russian president Vladimir Putin, from the G8 after Moscow's unilateral annexation of Crimea, was a serious mistake leading to the war in Ukraine. "He [Putin] was insulted (...) Barack Obama and a person named [Justin] Trudeau didn't want to have Russia in. And I would say that was a mistake because you wouldn’t have a war right now" in Ukraine, Trump said in a discussion with journalists on the sidelines of the G-7 meeting with the Canadian PM Carney. This is a significant observation by DJT who understood better than Bush and Obama, Trudeau, what has preserved the peace in the world and the importance of US-Russia relations even after the end of the Cold War. This is true for DJT interaction with China also because DJT also maintains that despite China's assertion of rights in Hong Kong, despite the outsourcing of industry to China and Make In America, US-China relations are important for peace in the world. ...

Potash a potassium based fertilizer mined from the earth is environmentally friendly unlike nitrogen and phosporous based fertilizers. When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

US president Biden renews the US commitment to Asia on the second day of Quad meetings in Tokyo. Lessons from Ukraine were uppermost in the thinking of the Quad leaders from the US, Japan, India and Australia as a new framework is envisioned for Asia. That framework is envisioned through an economic framework the IPEF including South East Asia, the Quad as a core nation setup similar to the G-7, and direct ties such as US-India, US-Japan. Latin America is part of the US direct ties to Mexico, Brazil, Argentina and Chile. Europe is included through the Europe Trade and Technology Council and direct US ties with the European Union, Germany, France and Italy. How do you rebuild the country Ukraine after so much bombing and continuing missiles in droves hitting the country? Most of the $300 billion in Russian assets are frozen in Europe and Europe does not want to violate international law to take over the assets. Instead it chose to give Ukraine $3 billon loan based on the interest coming from the $300 billion frozen assets. This is not going to do much as over $100 billion will be needed. The US Biden administration has a different plan. It is to use the interest to finance a loan of $50 billion from the EU and the US.

Gazprom's Chairman, Alexei Miller, says Ukraine owes $1.89 billion for gas deliveries after missing a March 7 payment deadline for Feb. deliveries. Transit shipments through Ukraine to Europe will continue. Russia provides 30% of Europe's gas needs and 15% of all Europe's gas demand goes through Ukraine, particularly Germany, Italy and Britain's utility companies. Europe's dependence on Russian supplies of natural gas gives a new twist to the crisis in Ukraine. Russia also needs the revenue from the natural gas exports to finance its own development as growth has slowed down sharply in 2013-2014, making this a situation where both sides in Europe need to resolve the standoff in Ukraine wihout escalation.

About 600 US and European company brands are leaving Russia. This report in the WSJ shows how ordinary Russians are coping with jobs in limbo. Many of these companies are continuing to pay employees but jobs remain uncertain. This includes companies like Sweden's IKEA that are popular in Russia. As western sanctions make operating difficult companies future is uncertain. This is creating anti-Western sentiment particularly in the rural areas which use mostly Russian made products and which are Putin's main source of support. Even Russians who question the attacks on Ukraine are skeptical how the withdrawal of these companies helps find a solution for Ukraine. This is happening even as the errors made by 4 term German chancellor of increasing the dependence of Germany on Russian energy supplies from 36% during Putin's annexation of Crimea to 55% today are becoming abundantly clear.That makes an energy embargo on Russia difficult for Europe, with German business saying this would be "catastrophic" because it is unprepared even though this alone provides about $1 billion a day to Putin's Russia. Meanwhile EU and other western leaders call attention to India's drawing 1-2% of its energy supplies from Russia even though one month of Indian imports is equal to just one afternoon of European oil and gas imports from Russia. India has done more than Merkel's Germany to meet the need for humanitarian vaccine assistance for the poor countries of Asia and Africa, Middle East, and is now engaged in meeting the needs of the world for foodgrains after the fallout from an Ukraine crisis that is a result of emboldening of Russia from Merkel's policies.  ...

Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

WSJ's Fidler describes the views of Victor Ruhe, a former German defense minister, on the Ukraine crisis and the EU's response. The EU's position for relations with Ukraine comes under criticism for being technocratic as in earler trade and aid negotiations, and not addressing the problems which Ukraine faces. This requires closer cooperation from the EU, and some costs the EU has been unwilling to assume. Ruhe says the best response for the EU is to turn Ukraine into a European success story. This means taking on the effort to gradually transform the corrupt and inefficient political and economic system, something the EU did over many years in the Balkans. EU leaders have signed an agreement with Ukraine's new government on political dialogue and security cooperation. Critical parts of the agreement for trade, law enforcement, anticorruption actions, and macroeconomics changes, will be signed after a new government is elected in May 2014 elections. The EU is in this for the long haul as political support will be needed for a new generation of politicians....
